In pursuance to the letter No. 25(30)/E,Coord/2016 dated 17-11-2016 of the,It. Secretary to the Govt. of India, Ministry of Finance; Department of Expenditure ithas been decided to release part salary in advance amounting to Rs. lO,OOO/-(Tenthousand) for the month of November 2016 in the form of cash to the non-gazettedemployees of Govt. of Ncr of Delhi on exercising the option by the employees in theprescribed proforma.

The procedure for disbursement of salary advance as issued by the Jt.Controller General of Accounts, Govt. of India, Ministry of Finance, Department ofExpenditure, Office of' CGA, New Delhi vide OM No. 3(2)/TA/CashRemittance/2016/606 dated 17-11-2016 will be followed by the DDOs/HOGs. Thesalary bill for' the month of November 2016 have already been prepared thereforethe recovery of part salary advance of Rs. 10,000/- for the month of November 2016would be recovered from the concerned employees from the salary of December,2016.

Copies of the letter No. 25(30)/E.Coord/2016 dated 17-11-2016, OM No.3(2)fTAfCash Remittance/2016/606 dated 17-11-2016 and OM No.25(30)/E.Coord/2016 dated 17-11-2016 are enclosed herewith for information andnecessary action.

This issues with the approval of the Finance Department, Govt. of NCT ofDelhi.

OFFICE MEMORANDUM

Subject: Salary advance tor the month of November 2016 to be paid to Non-Gazetted employees of Central Government.

In terms of Rule 64 (2) of Central Government Account (Receipt & Payment)Rules, 1983, thePrestdent is pleased to release part salary, in advance. amounting toRs. 10,000/- (Rupees ten thousand) by' 23fd November 2016 from the salary for themonth of November 2016 in the form of cash p~yout to all Non-Gazetted ernplcveesof Central Government.

2. Employees, who do not wish to recelve the cash pay-out of the part salaryadvance amounting to Rs. 10,000/- (Rupees ten thousand) may give their option in theenclosed proforma to their respective Drawing & Disbursing Officer by 18'1\ November2016. In that case, their salary will be credited to their account on the last workingday of November 2016, as usual. In case no option is received by the said date, it willbe presumed that the employee has opted for cash pay-out and the payment thereofwill be disbursed in cash accordingly. Residual part of their salary payable for the,month of November 2016 will be released as per the existing procedure.

3. The contents of this Office Memorandum may also be brought to the noticeof all the Organisations under the administrative control of theMinistries/Departments.

4. Appropriate necessary i~structions on the subject may be issued byrespective administrative Ministries/Departments in respect of Autonomous Bodies,Department of Public Enterprises in respect of P~blic Sector Enterprises, Ministry ofRailways and Ministry of Defence in respect of the Services.
