The Marine Management Organisation (MMO) is an executive non-departmental public body of the Department for Environment, Food and Rural Affairs.

We license and regulate marine activities in the seas around England and Wales so that they're carried out in a sustainable way.

We’re responsible for:

Managing and monitoring fishing fleet sizes and quotas for catches.•Ensuring compliance with fisheries regulations, such as fishing vessel licences and quotas for fish and •seafood.Managing funding programmes for fisheries activities.•Planning and licensing for marine construction, deposits and dredging that may have an environmental, •economic or social impact.Making marine nature conservation byelaws.•Dealing with marine pollution emergencies, including oil spills.•Helping to prevent illegal, unregulated and unreported fishing worldwide.•Producing marine plans to include all marine activities, including those we don’t directly regulate.•

ABOUT THE WORK AREA

MMO enforcement activity is predominantly carried out by a team staff that are located in one of MMO’s 16 coastal offices split into 4 Marine Areas. Our work seeks to ensure and promote compliance with the European Commission and national sea fisheries regulations, marine licensing and marine nature conservation legislation.We co-ordinate programmes for monitoring, control and surveillance of sea fishing activity, marine licensable activity and marine conservation measures within the EEZ around the coast of England and for UK vessels outside those waters.We primarily seek to educate and inform marine sectors to promote compliance with the various regulatory requirements. We also investigate and take appropriate enforcement action, including prosecution, when serious breaches of the regulations are identified.

Activities of Principal Marine Officers include;

Ensuring adequate monitoring and assessment of fishing activity through receiving data systems•

Coordinating and supervising effective enforcement and intelligence gathering•

Coordinating inspections of fishing vessels at sea and in port, inspections of fishing industry •premises, fish markets, etc and inspections of marine licensable activities

Monitoring and inspection of activities which may affect marine protected areas (MPAs) or protected •species and wildlife.

Managing investigations into incidents of non-compliant activities and making decisions on •appropriate sanctions.

Developing effective joint work with other enforcement bodies, including IFCAs and RN•

Ensuring strong liaison with external stakeholders, including catchers and processors.•

CASE STUDY : Emma Dixon-Lack PMO Eastern Marine Area

As the Eastern PMO I am responsible for 4 offices in Beverley, Kings Lynn, Harwich and the Area office in Lowestoft. I have to ensure effective enforcement, monitoring and inspections of Marine activity within my Area. I am supported by and manage a small team of enforcement officers and a strong business support team.

No day is the same and the work can be quite pressurised. I work with IFCAs and other enforcement bodies to both engage and regulate activities within ‘my patch’ (Skipsea to Southend). I attend stakeholder meetings and ensure any non compliance of fisheries, environmental or marine legislation is addressed both proportionately and professionally. Sometimes this can mean taking a case all the way to court for prosecution.

I am often called upon to give local expertise at stakeholder groups or meetings with Defra, CEFAS or IFCAs, to name a few. I have to ensure strong governance within my area, making sure we utilise the most effective and economic processes to achieve our aims. I invest a lot of time in developing my team and ensuring we work together and get the best from each other.

I also act as a Sea-Rider, which means I train officers on how to conduct inspections at sea, working closely with the RN and our training team.

The work is hard and there is always a lot to do, sometimes dealing with sensitive issues and complex investigations, prioritisation is key. Conflict is not uncommon and I have to keep a level head and professional attitude often under difficult circumstances.

About the JobWe are currently looking to recruit a Principal Marine Enforcement Officer to protect the seas by enabling compliant maritime sectors and undertaking effective and proportionate enforcement activities.

The purpose of this role is to ensure compliance with the Common Fisheries Policy, Marine and Coastal Access Act and other marine, environmental and sea fisheries legislation, by managing a team of officers, prioritising tasks and developing strong communication.

You will work closely with marine stakeholders, arranging and managing inspections, collecting data and information and giving advice and guidance.

You will undertake mandatory training to work towards accreditation to become a Marine Enforcement Officer.

Main Duties and Accountabilities

-Planning, and monitoring of control, surveillance and inspection activities targeted in both fisheries and environmental matters in respect of marine related activity both on land and at sea. Having regard to Health and Safety issues in all tasks.

-Directing staff on enforcement priorities, engagement in coastal management planning and use of staff resources in targeting, using intelligence and analysis of risk. All with the aim of achieving high compliance with the regulations in force. --Organise monthly Tactical Coordination Group (TCG) meetings. Working with others such as European Fisheries Fund (EFF) team to scrutinise all advice leaving area

Main Duties and Accountabilities-Monitor licensing, administration and activity of fishing vessels, processors, developers and other marine industry bodies to ensure that the UK Fishing Industry is seen as one that is compliant wherever it may operate.-Monitoring the collection, input and quality control of fisheries data to agreed criteria and ensuring that requests for reports and returns to Headquarters (HQ) are completed on time.

Role Criteria

The successful candidate should be qualified as a British Sea Fishery •Officer/ Marine Enforcement Officer or possess a high level of experience in fisheries/marine enforcement and a comprehensive understanding of fisheries and other marine legislation

Be able to demonstrate an ability to ensure regulations relating to the •conservation and protection of fish stocks, marine habitats, and marine wildlife are properly enforced

Have the ability to undertake duties in sometimes physically challenging •environments, and be able to attain an ENG1 Seafarers Medical Certificate, in order to be able to inspect fishing vessels, and marine installations, both at sea and from the land

Be able to work flexibly, and to work unsocial hours (including •weekends), in line with the fishing and marine industries. The work may also involve occasional working away from home.
