Lack of enforcement of property rights. It is difficult to enforce property rights—legal title and ownership, resolution of claims and disputes, and relocation of informal settlers—even or especially for government properties.

Challenges facing Private Sector Participation in Urban Renewal

1. Lack of urban renewal policy definition and consistency.

• Primarily because of local government autonomy, there is no clear national policy on what constitutes urban renewal, priority areas, implementation process.

• Mostly left to discretion of host local government (some of whom have taken steps to define urban renewal and its process).

• Subject to short term changes (following leadership changes).

2. Lack of enforcement of property rights.

3. Lack of shared objectives and coordination among involved agencies and organizations (public and private).g g (p p )

• Agencies and organizations involved in urban renewal do not always have the same objectives or lack coordination.

• Disputes related to ownership, project control, revenue sharing, replacement provisions (for displaced facilities) are not uncommon.

4. Unrealistic expectations of the property market.

• Value expectations are sometimes bloated.
