It is kno~TI that Palmer is the training detachment and the post where officers that are new or need remediation are posted. They shoot people sitting in cars in parking lots.

It is the scuttlebutt in Palmer that even other Troopers think Officer Wooten is a jerk. I believe the accusations tha Palin Family made. I suspect that the "review" that was done was tainted. The 2 things that were proven against Wootem were enough to fire an officer and all we know was that Wooten did them. What would happen if a private citizen shot an illegal moose? A Safety Officer/Wildlife Officer SHOULD BE FIRED.

You need to re-investigate Wooten and the charges and you need to investigate the investigation and the review and the punishment that was administered at the time. You need to assure the people that the Troopers are controlled by the People and not themselves. I am very disconcerted by John Cyr and others that think the high profile firing is what is important here. The safety of the Governor's family or any family is more important. Was the man fired still in the Union. If so, what a conflict of interest!

I am wondering if Lyda is contemplating a run at Sarah, given her posturing?

Things are going hard here, weather is affecting us and the project. Rains come in several hour increments replete with thunder and lightenlng. I mean all night. I haven't slept much since we returned on the 5th.

We wor~ 7 days a week, so we don't have days off. Today was in the upper 90s with no wind. Our section of the Iowa desert is hot because of the sand and no vegetation.

Ivy, I am concerned about morale in your office tonight - after reading 175 comments on the AnN blog about Frank and Wooten. Do you have enough variety of input in how to handle the coming mess? I hope SP can turn from playing defense on this - and go on the offense.

There are concerns and circumstances in life for which the law is simply inadequate. the men and women of the Department of Public Safety. The way Monegan was fired raises serious questions about the governor's true motives.

So why was Walt Monegan fired out of the blue? Why would Governor Palin send a surrogate to fire her Public Safety Commissioner and then not have a decent explanation for the public? And why would Monegan's replacement be telling people three days before Monegan got fired, that he was going to become the new Commissioner of Public Safety?

Walt Monegan got fired for all of the wrong reasons. Walt Monegan got fired because he had the audacity to tell Governor Palin no, when apparently nobody is allowed to say no to Governor Palin.

Monegan said no, he couldn't cut his budget because his State Troopers were already being stretched to the limit and pUblic safety SUffering. He said no, he couldn't cut his budget because fuel costs for planes, boats and patrol vehicles soaring, while crime in rural Alaska was putting more demands on the Troopers transportation system.

But more alarming than any budget battle, Monegan said no to firing a State Trooper who had divorced Governor Palin's sister because the guy was being maliciously hounded by Palin's family.

And not just that; Monegan's firing came after his Colonel had to reprimand the governor's office for meddling in department personnel affairs.

Monegan's budget battles

When Walt Monegan's was appointed, he realized the deep problems at DPS including low morale, understaffed detachments and the lack of a funding commitment to a long term vision.

He also recognized, that along with the strategic plan his department developed and introduced just months ago, there needed to be a commitment of resources to follow through on the pu~lic safety needs for Alaskans.

"We want out employees to know that help is on the way; that we are planning to grow our staff to provide both the needed services for this vast state, and the appropriate training necessary ~o do it", Monegan wrote in his 2008-17 Strategic Plan.

But the Palin administration wanted Monegan to go in another direction. They wanted him to cut corners that had already been cut to the bone over the last decade. To make matters worse, the change to the state's retirement benefit program adopted by the legislature in 2004 has had a negative effect on the departments ability to recruit new Troopers.

Meanwhile, since Governor Palin appointed Walt Monegan in 2007, she has spent less than one hour in face to face discussions with him about the critical public safety issues in Alaska. k~d her fy09 budget for public safety clearly shows the results of her lack of understanding about the challenges that DPS faces.

According to the Legislative Finance Agency, the Public Safety budget in fyOS was cut by .05% while the governor's own bUdget increased 22.6%.

The problem for Palin was that Monegan was vocal about his concerns about the growing problems in rural Alaska due to a:cohol and drug abuse and recognized that the state needed to invest more in protecting the

public.

A few months ago, Monegan warned that Troopers were stretched so thin with no funding support coming from the administration that they might not be able to respond to all calls and even suggested the department prepare a statement for when those situations occurred

Monegan and his department were getting too far out in front of Palin, acting in ways that were independent and contrary to the governor's wishes. Palin needed to replace Monegan with someone who would be seen but not heard while doing the governor's bidding.

That's why Palin replaced Monegan with Chuck Kopp from Kenai, an old Palin family acquaintance who is more likely to follow the governor's line and never say no.

Monegan, ever the good cop, even advocated for a safer Alaska after he was relieved of his duties. In an interview with KTUU on Sunday, two days after he was unceremoniously fired by one of Palin's surrogates, he stated that he informed the administration of a few things that should not be ignored, including the current economic situation in Alaska's rural communities, where he believes poor fishing returns could potentially cause social unrest.

"Thefts increase. Domestic violence increases. When you apply a lot of stress on a situation, money and fuel oil are an absolute hope at some point. And unless we band together as a government to address it head on it could be very bad," Monegan said.

Walt Monegan was fired because he fought too hard. Governor Palin fired Monegan because she understood too little and wanted a puppet as commissioner.

But there was another reason that contributed to Monegan's ouster; a more alarming reason.

Trooper Mike Wooten: Being hunted by the governor

In the fall of 2004, Trooper Mike Wooten had decided the differences between he and his wife Molly of four years had grown to the point of being irreconcilable. His wife just happened to be the younger sister of Sarah Palin.

The beginning of the divorce proceedings set off a chain of bizarre and chilling events that has continued through today. During that time it has resulted in the governor and her family trying to ruin the career of an eight year Alaska State Trooper that has served his state on the SERT Team, Motor Unit and DUI Team.

Beginning in spring of 2005 and for the next ten months, over 25 formal complaints were filed by Palin and Heath family members against Trooper Mike Wooten. From drinking while driving his patrol car to making threats to shooting a moose without a permit.

According to Trooper records, Sarah Palin said that in January and February of 2005, Wooten was drinking while driving. After investigating the complaint, the investigator found that Palin never actually saw what she reported.

In another complaint, Sarah's father said that Wooten made threatening remarks. Again, the investigator found there was no probable way that it

could have happened.

In all cases except one, the charges were ruled unfounded after an internal investigation. And the one charge that was valid, Wooten immediately admitted to.

In 2003, Wooten, his wife and a friend were moose hunting. Upon spotting a moose, Wooten instructed his wife to shoot the moose since she had the permit, she refused so Wooten did.

After carting the moose back to town, Sarah's father actually butchered it in his garage, and Wooten shared the meat with both Sarah and Todd Palin as well as her parents. Two years later, during the divorce battle,

the family filed a complaint alleging that Wooten had taken that moose illegally. At least they waited until they finished the meat to file the complaint against Wooten.

But it didn't stop there. Threatening phone calls, private detectives that were hired to follow Wooten, notes left on win~shields, Todd Palin taking pictures then submitting them to Wooten's supervisor, all designed to intimidate Wooten into backing off from demanding equal child custody rights.

But every time they filed a spurious complaint, the Troopers would bring in an Administrative Investigator who after seeing more than two dozen of these ridiculous and time consuming complaints stated that in all his years he had never seen such a shotgun pattern agai~st one offi.cer.

Meanwhile in court, Wooten prevailed at every turn as Judge Suddock quickly realized there was a concerted effort to damage Wooten. Finally the judge warned that if any of their actions caused Wooten to lose his job or pay in anyway, Molly and her family would be held liable.

After the divorce was final in late 2005 things set~led down, until last fall.

At the request of the court, Wooten and his ex-wife were instructed to return to re-visit the custody schedUle. Once the paper work started in April of 2008, the complaints and the intimidation started allover again.

But now Wooten wasn't dealing with just Sarah Palin, he was dealing with Governor Sarah Palin.

On April 23, 2008 in written testimony to the court, Palin denied ever making claims against Wooten, when in fact she had emalled a State Trooper Colonel in April of 2005 accusing Wooten of dxiving drunk.

Twice in the last few months complaints were filed by the gover.nor's office accusing Wooten of improperly using his patrol car. Both times he was visiting his kids at school and both times he had permission from his sargent. The last complaint came in May after Todd Palin saw Wooten pulling out of the school parking lot and six days later the complaint landed on Wooten's supervisor's desk.

During the legislative session this past spring, Pa:in reportedly told Commissioner Monegan to fire Wooten because he was giVing Troopers a bad name. However Monegan said he would do no such thing.

A short time after.wards, it was discovered that confidential material in WooLen'S Administrative Investigation file had been released to his ex­

wife and her attorney. This drew outrage from the Public Safety Union as well as the Commissioner. AI files are strictly confidential and can only be released with the written signature of the Trooper, but yet no one could explain how the detailed confidential information was released.

Reportedly, both Commissioner Monegan and Colonel Audie Halloway warned that if they found out the file was leaked by the governor's office, they would pursue charges.

Unfortunately, Commissioner Walt Monegan has been fired and word on the street is Colonel Audie Halloway's days are numbered as the new commissioner brings in those who won't object when the governor uses the Troopers as her own private security force.

The most tragic part of this whole story is Trooper Mike Wooten. For the last four years his children have endured inexcusable stress at the hands of the governor and her family. The same governor who has been on television telling Alaskans how important it is to love your kids and spend time with them. Truth be told, Governor Palin should watch her own television commercial.

For eight years, Trooper Mike Wooten has served the people of the State of Alaska by putting his life on the line to protect them from harm. Today the question is; who will protect Wooten from the blatant abuse of power now that the governor has free hands.

Commissioner Walt Monegan was fired because he fought for his employees, he fought for a safer Alaska and he didn't care if he had to fight Governor Palin to do it.

In the mean time, God help Trooper Mike Wooten.

You need to re-investigate Wooten and the charges and you need to investigate the investlgation and the review and the punishment that was administered at the time. You need to assure the people that the Troopers are controlled by the People and not themselves. I am very disconcerted by John Cyr and others that think the high profile firing is what is important here. The safety of the Governor's family or any family is more important. was the man fired still in the Union. If so, what a conflict of interest!

Too, playing games with the custody is dumb for both sides.

Things are going hard here, weather is affecting us and the project. Rains come i~ several hour increments replete with thunder and lightening. I mean all night. I haven't slept much since we returned on the 5th.

There are concerns and circumstances in life for which the law is simply inadequate. This is an e-mail from our President, Trooper Rob Cox, asking for individual Troopers to pass this on to friends and family who might be willing to support the Trooper fight for 150 new Troopers statewide and improved compensation for all Troopers. People are encouraged to submit letters to the editor of their local papers and go onto the State website and submit letters of support to the Governor, Lt. Governor and your legislators. If you are interested and need the web addresses check your mail later on today and it will include the web pages to visit to submit your thoughts. If each Trooper can encourage just five people to write short note of support to the Governor that would give us 1000 common voices. That is huge. Remember that United we stand and divided we fall. Troopers serve the public and if the public doesn't think more Troopers are needed or better compensation provided then there is no need to write a letter.

Here are some facts tor you to ponder:

* Troopers carn 35% less than municipal police in Alaska.

* Troopers have to work 25% more to earn the same as their Alaska counterparts. This means Troopers have to work 40 hours to earn what other earn in 40.

* Troopers have had 30 funded, but unfilled vacancies since 2004. Since that time AST has lost 96 Troopers and gained 99 for a total neg gain of 3 Troopers.

* At the current recruitment rate of 3 Troopers per year it will take 50 years to hire 150 new Troopers unless something is done to make our job more attractive when it comes to pay/compensation.

* Numerous Trooper have had to apply for food stamps and WIC benefits.

* VPSO's who do not carry guns, tazers or batons and do not investigate crimes unless directed to do so by their oversight Trooper just received a 27% pay increase in 2008 bring their wages up to those of Troopers.

Over the past 10 years (through 2006) Trooper wages have not kept up with the rate of inflation to a tune of -15%. So this means that even if the State of Alaska gave each Trooper a 15% [pay increase tomorrow we would only be brought up to the level of the cost of living. In 2007 the rate of inflation was 4.7% and it is expected to be 5.1% in 2008. In rural Alaska food prices are up 23% and fuel/energy costs are up 45% in the past 18 months. The State is offering the Troopers 3% wage increases each year and ignoring the huge gap that needs to be filled first. 3% increase through 2010 is a total of 9%. No lets do some simple math.

So this means that in 2011 Troopers wont juzt be 20% behind their Alaska coun~erparts in pay and compensation. You have to add the current 35% disparity that already exists. Troopers will be a minimum of 45% behind in pay and compensation to Police around Alaska. Why would anyone want to work for AST when they can work for APD, Fairbanks PD, Juneau PD or Sitka PD where the pay is significantly better? Doesn't this alarm you when Alaska is #1 in forcible rapes in the USA? #3 in aggravated assaults and is ranked #2 for the most dangerous state to raise a child?

* A first year Anchorage School District Teacher that works 9 months out of the year complains that they don't make enough and threatens to strike every other year. Bud a new Trooper makes $3,000 less for working the entire 12 months and is prohibited from striking by state statute. The ASD first year teacher makes an average of $5,100 per month before taxes compared to the Troopers $4100. the average pay for a 1st year Anchorage Police Officer ( Per APD website) is $73, 918 or $6, 159 per month. That is what about a 10 year Trooper earns.

With competition being fierce other police agencies in Alaska are fighting for the same potential recruits from the same applicant pool. When it comes to making a decision about which agency the new recruit wants to work for, setting pay disparity aside, do you think they will choose the department that offers free education tuition at UAA, free dry cleaning, twice as many vacation days per year, 4% pay increases for having an associates or 8% for a bachelord degree, full-time incentive pay for being a Field Training Officer/SERT member/Training Officer, high tech equipment in their vehicles, $500,000 in additional wage earnings over 20 year career and $500,000 additional retirement earnings?

Well the municipal agencies in Alaska offer all of those and AST offers none of it.

Governor Palin and the Department of Administration Commissioner Annette Kreitzer refuse to budge from their 3% offers in an effort to hold down state government growth. If they gave the Troopers everything we are asking for it would cost the state an additional $600,000 per year. Now the Governor just signed the largest education funding bill ever with a bonus of $1.2 Billion. with $3.9 Billion in the bank and a projected $6 Billion extra next year doesn't it seem like a meek $600,000 could be spared for our 300 employees?

In 1990 Alaska's population was 550,000 (US Census). We had 400 Troopers then. The current State population is 640,000 and we have around 300 Troopers now. That is a 20% increase in population and a 25% decrease in the number of Troopers.

This is an e-mail from our President, Trooper Rob C~x, asking for individual Troopers to pass this on to friends and family who might be willing to support the Trooper fight for 150 new Tr~opers statewide and improved compensation for all Troopers. People are encouraged to submit letters to the editor of their local papers and go onto the State website and submit letters of support to the Governor, Lt. Governor and your legislators. Here are some facts for you to ponder:

* Troopers earn 35% less than municipal police in Alaska.

* Troopers have to work 25% more to earn the same as their Alaska counterparts. This means Troopers have to work 40 hours to earn what other earn in 40.

* Troopers have had 30 funded, but unfilled vacancies since 2004. Since that time AST has lost 96 Trooperz and gained 99 for a total neg gain of 3 Troopers.

* At the current recruitment rate of 3 Troopers per year it will take 50 years to hire 150 new Troopers unless something is done to make our job more attractive when it comes to pay/compensation.

* Numerous Trooper have had to apply for food stamps and WIC benefits.

* VPSO's who do not carry guns, tazers or batons a~d do not investigate crimes unless directed to do so by their oversight Trooper just received a 27% pay increase in 2008 bring their wages up to those of Troopers.

Over the past 10 years (through 2006) Trooper wages have not kept up with the rate of inflation to a tune of ··15%. So this means that even if the State of Alaska gave each Trooper a 15% [pay increase tomorrow we would only be brought up to the level of the cost of living. In 2007 the rate of inflation was 4.7% and it is expected to be 5.1% in 2008. In rural Alaska food prices are up 23% and fuel/energy costs are up 45% in the past 18 months. The State is offering the Troopers .n wage increases each year and ignoring the huge gap that needs to be filled first. 3% increase through 2010 is a total of 9%. No lets do some simple mach.

So this means that in 2011 Troopers wont just be 20% behind their Alaska counterparts in pay and compensation. You have to add the current 35% disparity that already exists. Troopers will be a minimum of 45% behind in pay and compensation to Police around Alaska. Why would anyone want to work for AST when they can work for APD, Fairbanks PO, Juneau PO or Sitka PO where the pay is significantly better? Doesn't this alarm you when Alaska is #1 in forcible rapes in the USA? #3 in aggravated assaults and is ranked #2 for the most dangerous state to raise a child?

* A first year Anchorage School District Teacher that works 9 months out of the year complains that they don't make enough and threatens to strike every other year. Bud a new Trooper makes $3,000 less for working the entire 12 months and is prohibited from striking by state statute. The ASO first year teacher makes an average of $5,100 per month before taxes compared to the Troopers $4100. the average pay for a 1st year Anchorage Police Officer ( Per APO website) is $73, 918 or $6, 159 per month. That is what about a 10 year Trooper earns.

With competition being fierce other police agencies in Alaska are fighting for the same potential recruits from the same applicant pool. When it comes to making a decision about which agency the new recruit wants to work for, setting pay disparity aside, do you think they will choose the department that offers free education tuition at UAA, free dry cleaning, twice as many vacation days per year, 1% pay increases for having an associates or 8% for a bache lord degree, full-time incentive pay for being a Field Training Officer/SERT member/Training Officer, high tech equipment in their vehicles, $500,000 in additional wage earnings over 20 year career and $500,000 additional retirement earnings?

Well the municipal agencies in Alaska offer all of those and AST offers none of it.

Kreitzer refuse to budge from their 3% offers in an effort to hold down state government gro\olth. If they gave the Troopers everything "'e are asking for it would cost the state an additional $600,000 per year. Now the Governor just signed the largest education funding bill ever with a bonus of $1.2 Billion. with $3.9 Billion in the bank and a projected $6 Billion extra next year doesn't it seem like a meek $600,000 could be spared for our 300 employees?

In 1990 Alaska's population was 550,000 (US Census~. We had 400 Troopers then. The current State population is 640,000 and w~ have around 300 Troopers now. That is a 20% increase in population and a 25% decrease in the number of Troopers.

Dr.Dan (from what I hear) wrote Wooten's excuse saying that he can ride snow machines and motorcycles but he cannot go back to work.Wooten went to his office after I took the pictures of him riding a snow machine 110 miles from Wasilla. Wooten and Dr.Dan are very tight because Angie'S daughter is the star for the girls basketball team.

I wouldn't be a bit surprised if Sarah knew the teams were going to be in Juneau she would fly down to have a function at the Mansion for them. The big question would be if Mike and Angie would be down there with the team/they'd be really rubbing it into her face ~f

they showed up at the mansion and she had to entertainer them.

my vote (a very tiny one at that) would to say that the mansion is to tore up to have an event,but thon again it's Sarah's house I don't live there.

Todd Palin did not want to go on camera Saturday, but he says he still stands by statements he's made before, that he met with the commissioner only once to talk about Wooten.

"I met with Commissioner 11onegan, showed him some information about Wooten, and left it at that." Todd Palin said.

Gov. Palin said they simply told Monegan about complaints the Palins received about Wooten and threats Wooten made against the Palin family.

"Just because you become governor doesn't mean that threats from average citizens cannot be shared with the top cop in Alaska," Palin said.

But Monegan said members of Palin's administration a.pproached him about Wooten.

"It was a situation where I had to keep repeating tr-e reasons why we shouldn't even continue the conversation on the matter, and that it was something that we handled and we were comfortable with," Monegan said.

Bailey did admit was that he was once warned about Trooper Wooten.

"I knew that he was somebody to be cautious of and watch out for, just that he had issued threats against the Palins and their family," Bailey said.

While the governor said there is no need for an investigation from an outside ~nvestigator. She said she will answer any questions from lawmakers, media and the public.

Sen. Hollis French said Saturday morning that he doesn't know exactly how much this investigation will cost, but he does know they need more answers -- and so does everybody else.
