As New York City experiences more frequent and severe rainfall due to climate change, CSO (Combined Sewer Outfall) will pose an even greater threat to the City’s waterways. Additionally, the
weaknesses and failures of the City’s aging sewer system exacerbated the devastation in Red Hook, a priority sewershed, during and after Hurricanes Irene and Sandy. Weaknesses result in standing
water, inland flooding, and sewage backups into streets and private property, bringing the above-mentioned public health concerns into streets and homes. The solution to this problem is to manage
rainwater where it falls, and in doing so remove it from the combined sewer. This will mitigate CSO and support the proper functioning of the City’s sewer system during extreme weather events and
flooding. Through the dissemination of its results, Fluid Frontiers will be particularly impactful, allowing the City to better protect its watersheds, achieve Clean Water Act goals, and improve public health.
Fluid Frontiers intends to disseminate its finding through the development of a sewershed specific Water Management Toolkit, workshops with community members as well as
government stakeholders and an active website. The Fluid Frontiers project team has collaborated with Red Hook community representatives on resiliency projects in the past, and can leverage
its relationships as well as archive of Red Hook-specific work to benefit the project. Fluid Frontiers will take a distinct approach to steering strategic investments in alternative water management
projects, using community engagement (involving private domain in addition to the public right of ways) as a key initial step in the development of a cohesive environmental strategy that address
the failures of the sewer system.

Steep Slope Constrains
The following activities on steep slopes do not require the issuance of a permit:
Normal ground maintenance, including moving, trimming of vegetation and removal of dead or diseased vegetation, selective trimming and pruning in previously landscaped areas and decorative planting, provided that such activity does not involve regrading and further provided that such activity conforms with all other applicable ordinances, laws and regulations. The disturbance to steep slopes under temporary emergency conditions, as determined by the Town Engineer, where such disturbance is necessary to protect persons or property from present and imminent danger.
In granting a steep slope permit under this chapter, the approving authority shall determine the following:
That the proposed activity and the manner in which it is to be accomplished can be completed without increasing the possibility of creep or sudden slope failure and will minimize additional erosion to the maximum extent practicable.
That the proposed activity and the manner in which it is to be accomplished will not adversely affect the preservation and protection of existing wetlands, water bodies, watercourses and floodplains.
That the proposed activity and the manner in which it is to be accomplished can be completed in such a way so as not to adversely affect existing, proposed or potential future wells or sewage disposal systems or any endangered species of flora or fauna.
That the proposed activity and the manner in which it is to be accomplished are consistent with the principles and recommendation of the Town Development Plan adopted by the Planning Board.

HUD Guidelines- Under HUD guidelines, manufactured homes must be a minimum of
400 square feet in size.
- Ceiling heights
- Habitable Rooms and Bathrooms: 7’0”
- Hallways and Storage Areas: 6 ’6”
- At least two outside doors
- At least 12 feet from each other in single-wide units and 20 feet in double-wide units.
- Each bedroom must have at least one window to the outside along with easy access to an outside doorway.
- Bedroom meant for one person must have at least 50 square feet of floor space;
- Two individuals must contain at least 70 square feet.
- Kitchens and bathrooms must also have mechanical ventilation systems
- Fire alarms: in each bedroom, living room, above each stairwell, in the basement
A special permit to move a mobile home on Michigan state trunkline highways is not required if the dimensions do not exceed the following:
• 8 feet 6 inches in width
• 13 feet 6 inches in height
• 45 feet in body length
• 60 feet in overall length, including the towing vehicle
Special permits will not be issued to move a mobile home or building module on Michigan state trunkline highways if the dimensions exceed the following:
• 16 feet in width (not including 6” eaves)
• 15 feet in height
