It is with great pride and pleasure that I invite and welcome visitors, development partners and investors to our island province that off ers a wide array of investment opportunities and provides a safe haven for both business and leisure.

The province has been known for its amazing tourist destinations and picturesque natural endowments, rich biodiversity and cultural heritage, and much more. With these in mind, our provincial government strives to entice and help business locators who, not only help strengthen our economy, but also respond to the challenge of preserving and managing our island environment.

Over the past few years, Bohol’s economic landscape has greatly improved. We have seen greater participation from our micro, small and medium enterprises (MSMEs), generating an average of P1 billion in investments and providing jobs for more than 7, 000 people annually for the past fi ve (5) years. Our agriculture sector remains the biggest provider of rice and other products for Central Visayas; with the black tiger prawn as a premier export product, consistently meeting stringent export requirements. A new era for Bohol’s tourism is emerging, with the opening of high-end luxury hotels and resorts in the island of Panglao, enticing more visitors to bask in indulgence and relaxation.

We are making it easier for you to locate and do business here in Bohol. Business name registration procedures, facilitation and information assistance are easier and faster with our one-stop service facility of the Bohol Investment Promotion Center (BIPC). We recently launched the Negosyo Center – Bohol at the BIPC to promote the development of MSMEs in the province. Meanwhile, the Bohol Investment Code that stipulates our investment policies provides for both fi scal and non-fi scal incentives to entrepreneurs and locators in Bohol- one of the most peaceful provinces in the country today.

BOHOL’S WATER SOURCES

Bohol’s central and northern lowlands have fertile grounds and abundant water supply. Bohol’s water supply for domestic, agricultural and industrial uses can be tapped from 2,224 springs, 59 rivers and 200 creeks. Surface water from 22 river basins and watersheds are impounded and distributed as potable water, for irrigation, power generation and industrial use.

NEW BOHOL AIRPORT IN PANGLAO ISLAND

NEW BOHOL AIRPORT PROJECT

A Japanese Offi cial Development Assistance loan agreement was signed by the Government of the Republic of the Philippines for the project with the Japan International Cooperation Agency (JICA) in March 2013. The project, costing P7.137B, will replace the existing Tagbilaran Airport in response to the rapid increase in air traffi c.

CONCEPT OF AN ECO-AIRPORT

Considering that the location of the new airport is surrounded by beautiful marine areas, the project will pay special attention to environmental protection. The project will construct an environmentally– friendly airport using advanced Japanese technology.Construction period of 30 months begins in June 2015.

PEACE AND SECURITY

The Provincial Government has launched several programs to help control and reduce the crime rate in the province. It was declared insurgency-free by the AFP and PNP in 2010 and has remained to be so.

Quick Response through T.A.R.S.I.E.R. 117

Telephone and Radio System Integrated Emergency Response 117, TaRSIER 117 was cre-ated through EO 7-A and launched on Mar. 25, 2011 and was conferred the GawadBay-anihan Award by the Armed Forces of the Philippines in the same year.

It is part of the Provincial Disaster Risk Reduction Management Council, which is chaired by the Provincial Governor that deals with concerns on public service and maintenance of peace and order, including the immediate provision of aid and assistance to victims of natural or man-made calamities.

TaRSIER 117 respondents work round-the-clock, relaying emergency concerns to corre-sponding agencies. Actual responses include police, fire and medical dispatch. The TaR-SIER 117 Philippine Army Affiliated Reserve Unit (PAARU) Signal Company was awarded as the best in the entire Philippines by the AFP in 2014.

A satellite station of the TARSIER 117 was officially launched in the Municipality of Jagna on February 22, 2017. The new satellite station replete with the same rescue equipment and vehicles as its Tagbilaran City counterpart will be run by 22 newly trained members of TARSIER 117.

TARSIER 117 also launched its mobile app in a bid to provide more efficient and easier access to emergency response units. The mobile app can be downloaded through the App Store for apple and Play Store for android phones. The app provides contact num-bers of the Philippine National Police, Bureau of Fire Protection and other emergency response units in various areas in the province.

Tourist police offices are deployed in 12 municipalities with 14 outposts around the province: Anda, Carmen, Corella, Cortes, Danao, Loay, Loboc, Loon, Panglao, Sag-bayan, Tagbilaran City and Tubigon.

The Bohol Investment Promotion Center houses the one- stop shop business name registration service facility that caters to the needs of investors, entrepreneurs and aspiring business people. The single location facility provides a streamlined and simplified registration service, facilitation and information assistance on related compulsory social coverage registration.

The Negosyo Center – Bohol was launched in September 2015 to promote ease of doing business and to facilitate access to services for micro- small- and medium enterprises (MSMEs). The Go Negosyo Act,or R.A. 10644, that establishes the Negosyo Center, seeks to strengthen the MSME sector to create more job opportunities in the country. B. PRE-QUALIFICATION REQUIREMENTS

All enterprises intending to avail of the incentives as provided for in this Code must be able to meet the following requirements:

a) All requirements mandated under existing local and national laws, and under the Philippine Constitution, including business registration requirements, accreditation requirements, as the case may be;

b) The prospective investor’s place of operation or production shall be located within the province;

c) The prospective investment shall engage in any of the areas or activities cited in the priority investment areas, or, as may hereafter be declared by the Board;

d) The new enterprise shall have a capitalization of at least Ten Million Pesos (P10M) for a small enterprise, Fifteen Million Pesos (P15M) but not more than One Hundred Million Pesos (P100M) for a medium-scale enterprise, and more than One Hundred Million Pesos (P100M) for a large-scale enterprise or business project; provided that the amount of capitalization shall be based on the total project cost as stated in the investor’s project study submitted to an approved by the Board;

e) The new enterprise shall employ qualified bonafide residents of the province equivalent to at least 60% of its total labor/manpower requirements;

f ) The expansion or diversification shall have an additional project cost in the scale as provided in this Code, provided that the amount of capitalization shall be based on the total additional project cost and such expansion or diversification as stated in the investor’s project study submitted to and approved by the Board;

g) Foreign companies intending to apply for registration shall comply with the Foreign Investments Act of 1991;

h) The project must not be included in the negative list as provided for under the Foreign Investments Act (R.A. 7042); and,

i) Project shall not negatively impact the environment, whether in terms of pollution or resource use.

C. REGISTRATION OF ENTERPRISE

Registration Requirements

I. A non-refundable filing fee shall be paid to the Provincial Treasurer’s Office, which shall issue an Official Receipt to be submitted together with the application documents. The filing fee shall be based on the amount of capitalization of the business or enterprise, under the following scale:

a) P10,000.00 for Small-scale enterprise;b) P20,000.00 for Medium-scale enterprise; and,c) P50,000.00 for Large-scale enterprise.

II. Documentary Requirements.

Three (3) copies of the following shall be submitted to the BIPC.

a) Single Proprietorship• CopyofcompletedapplicationformforregistrationundertheBohol

Investment Code;• Copy of Business Name Registration issued by the Department of

Trade and Industry (DTI);• Mayor’spermitandbarangayclearance;• CopyofAuditedFinancialStatements(ifexisting);

• Environmental Compliance Certificate (ECC) or Non-ComplianceCertificate (NCC), if applicable;

• Projectprofileorbrief;• Project study indicating the financial viability, socio-economic and

environmental impact of the project; and,• Other documentary requirements as may be indicated in the

application guidelines.

b) For Partnership/Corporation• CopyofcompletedapplicationformforregistrationundertheBohol

Investment Code;• CopyoftheArticlesofPartnershiporIncorporation;• Certified true copy of its Certificate of Registration issued by the

Securities and Exchange Commission (SEC), for Corporation/Partnership;

• Resolutionoftheapplicant’sBoardofDirectors,incaseofaCorporationauthorizing the filing of application;

• CopyofAuditedFinancialStatements(ifexisting);• Environmental Compliance Certificate (ECC) or Non-Compliance

Certificate (NCC), if applicable;• Projectprofileorbrief;• Projectfeasibilitystudy/reportandsupportingdocumentsindicating

environmental and social acceptability, among others, including compliance with existing environmental laws, ordinances and guidelines; and,

• Other documentary requirements as may be indicated in theapplication guidelines.

c) For Cooperatives• CopyofcompletedapplicationformforregistrationundertheBohol

Investment Code;• Copy of the Articles of Cooperation and By-Laws approved by the

Cooperative Development Authority (CDA);• Certified true copy of the Certificate of Registration issued by the

Cooperative Development Authority (CDA;• AuthorityfromtheBoardofDirectorstofiletheapplication;• Mayor’sPermitandBarangayClearance;• Project study of the proposed investment indicating the financial

viability and the socio-economic and environmental impact of the project; and,

• Other documentary requirements as may be indicated in theapplication guidelines.

d) For projects located in the municipalities of Panglao and Dauis – The Panglao Island Tourism Development Review Committee is mandated to assess/review development plans and projects in these municipalities. As such, all projects located in these municipalities shall be required to submit a resolution of endorsement from the said committee to ascertain its compliance to the provisions of the Panglao Island Tourism Development Guidelines.

D. INCENTIVES

Fiscal Incentives to Registered Enterprises. – In addition to the incentives provided under Republic Act 7160, otherwise known as the Local Government Code of 1991, Republic Act 7916 known as the Special Economic Zone Act of 1995, Executive Order No. 226 known as Omnibus Investments Code of 1987, Republic Act 9593 known as the Tourism Act of 2009, and other pertinent laws, a registered enterprise under this Code shall enjoy the following tax incentives:

a) Tax credit equivalent to ten percent (10%) of the total cost of approved infrastructure project to be deducted from the future real property tax liability of the registered enterprise within a period of five (5) years starting from the date of the expiration of the tax exemption of the registered enterprise; provided, that said infrastructure project shall be open for public use; and,

b) Exemption from the real property tax imposed under Provincial Ordinance No. 97-001, otherwise known as the Provincial Revenue Code of Bohol, for registered enterprises for a period of five (5) years from the start of commercial operation; provided, that the tax exemption shall pertain only to the thirty-five percent (35%) share of the province.
