(C) ESTABLISHMENT OF RAJIV GANDHI BIOTECHNOLOGY CENTRE: A
REWARDING CONTRIBUTION:
a) Established R&D Centre (Funded by RVK (NGO), DBT, UGC, MP‟s LADS &
Self Generating resources) as a Founder Director with an additional charge of Rajiv
Gandhi Biotechnology Centre in 1995 at L.I.T. Premises, R.T.M. Nagpur
University, Nagpur.
b) GENESIS OF THE CENTRE: The teaching research and development activities
in the field of Microbial Biotechnology in this backward region of Vidarbha have
been strengthened owing to the establishment of this R&D Centre, since 1995,
which aims to conduct mission-oriented teaching & research work with well-
defined mandate, for the use of proven bio-tech product/process development and
transfer of low cost sustainable technology with regard to Biofertilizers and
Biopesticides to the tribal, rural and semi-urban areas in the local language for use
in Agriculture, Health and Environmental protection. More so in connecting itself
to community interacting & imparting skills & knowledge to farmers‟ community
members. This unique centre is an autonomous and governed by CENTRE
MANAGEMENT COUNCIL (CMC) based on MoU signed by Nagpur University.
Initial Rs.11 lacs financial assistance was received from NGO. Later a grant of
Rs.10 lacs was sanctioned from Hon‟ble Vilas Muttemwar MP‟s fund. The 3rd
Phase of Centre i.e. administrative block was constructed entirely from self-

generating fund of Rs.7,21,494=00 through consultancy services. A total R&D,
training and M.Sc. biotechnology teaching support grant of Rs. 1,80,33,000=00
from DBT & UGC Govt. of India was sanctioned. Presently, the centre is
functioning with five permanent staff members & well equipped modernized labs
& the library. The Centre‟s efforts towards an indigenous Technology Developed
Bioproducts, self-generating low cost, eco-friendly lab to land transfer of
technology especially implemented in the backward region of Vidarbha for socio-
economic upliftment has been appreciated remarkably by the National Assessment
and Accreditation Council and University Grants Commission & members of
Planning Commission of India. The Centre also received a sanction of Rs.
23,78,131=00 from Hon’ble Lata Mangeshkar MPLADS for construction of
seminar cum Farmer‟s training hall. The centre has generated Rs.9,21,899=00 by
providing of consultancy services, sale of Biotech products etc.

26, 2015 to seek the guidance and assistance to set up R & D Microbiology laboratory

(amount Rs. 3.00 lakh) has to be completed within the span of 12 months by the School
of Life Sciences.
a) Research Contribution:
The research abilities of the students are brought out through the implementation of following
curricular aspects:

❖ In majority of PG programmes, a course in either semester III and/or IV has been
devoted to project work to inculcate independent thinking, scientific attitude and
analytical abilities among the students. For B. Tech. and M.C.A. programmes, one full
semester is developed for project work.

• North Maharashtra University, Jalgaon has adopted Five villages under Lab to Land
scheme viz. Bhagdari with the population of 1500 (Tal. Akkalkuwa, Dist.
Nandurbar), Rajbardi, with the population of 1800 (Tal. Dhadgaon, Dist.
Nandurbar), Ramnagar with the population of 70 (Tal. Dhule), Usmalipada with the
population of 978 (Tal. Yawal, Dist. Jalgaon) and Savade with the population of 2800
(Tal. Erandol, Dist. Jalgaon). These villages are relatively backward and tribal

dominated and adopted with the specific mission of achieving sustainable development
by bringing the people of this region in the mainstream.
This social an indigenous project involves imparting training with know-how
development sustainable biotechnology, consultancy and transfer of technology with
supply of quality biotech inputs to marginalized farmers for improving yield and

➢ Samata Students’ Enlightenment Summit
❖ This university has organised Samata Students’ Enlightenment Summit on 6th and
7th February 2016 on the occasion of commemoration of 125th Birth Anniversary of
Esteemed Dr. Babasaheb Ambedkar in which 2000 students from various student
organizations with different ideological affiliations were brought together. Twenty two
Student organizations from all corners of Maharashtra sent their student leaders
and representatives to participate in this intellectual festival which has given a new
direction to students‟ progression and development. One of the objectives of the
Summit was to lead students towards constructive and positive action for nation
building. The student community was to be instilled with the concept of social justice,
constitutional rights and duties to channelize their energies towards tolerance,
humanism and loyalty to the nation.
❖ In view of 125th Birth Anniversary of Esteemed Dr. Babasaheb Ambedkar, to
disseminate the message of conscience for the creation of sustainable coexisting society
through the deep and detailed deliberations with the stakeholders in the society, First
Regional Level Summit of “Sarvankash Samajvikas Prabodhan Abhiyaan”
(Comprehensive Social Development Enlightenment Campaign) was organized by this
university at Aurangabad on 26th June 2016 with the participation of 4000 students
from all corners of Maharashtra.

❖ Second Regional Level Summit of “Sarvankash Samajvikas Prabodhan Abhiyaan”
(Comprehensive Social Development Enlightenment Campaign) is scheduled to be
held at R.T.M. Nagpur University, Nagpur on 21st August 2016 in which thousands of
students participated from all corners of Maharashtra.
➢ Unique initiative - Call to Action for a TB-Free India
❖ The Union has partnered with NMU under the Call to Action, to encourage universities
and students engagement on TB with the expectation of generating interest amongst
students to do research on TB, awareness generation and organize community events
on TB prevention and care.
❖ The North Maharashtra University and CTD, MoHFW, and The Union has organised
“Research and Academic Conclave: Towards a TB-Free India” on 9th July 2016.
The conclave has initiated discussions and disseminations regarding Tuberculosis,
among faculty and students and encourage TB research in a wide range of study areas
in different Universities.
❖ The North Maharashtra University (NMU) in partnership with Central TB division
(CTD), International Union against TB and Lung Disease (The Union) and USAID
for the “Call to Action for a TB-Free India” has organized “Research and Academic
Conclave: Towards a TB-Free India” at Hotel Trident, Mumbai on 20th July 2016.
More than 100 delegates which included Vice-Chancellors of the Central, State, Private
and Deemed to be Universities of the States of Maharashtra, Gujarat, Goa and Madhya
Pradesh, their representatives, Directors of National Institutes, Medical Professionals,
Government Officials, other dignitaries and students participated.
❖ Inauguration of Health Camp under TB Free India campaign was organized for
villagers in adopted Five Smart Villages viz. Ramnagar Dist. Dhule on 31st July
2016. Solar Street Lamp and Solar Operated Computer Lab for students was also
inaugurated during this camp. Use of natural resources and alternate source of energy
like electricity through solar panel for the benefit of villagers, to connect people with
the world is one of the innovative ideas of NMU implemented in Ramnager.
c) Establishment of Central Training and Placement cell
• Central Training and Placement Cell- Mentorship for Campus Placement and
Skill Building
The University is committed not only to impart relevant quality higher education and
produce conscious researchers, technologists, professionals and citizens, but also to
guide and shape the career of the students. In order to achieve these objectives, the
University has established a Central Training and Placement Cell (CTPC) in the year
2013. It plays a vital role in Career Planning (Career-path-identification, Goal Setting,
Mapping and Counselling) and soft skill development for the students. The Cell acts as
the interface between the students of the University and the recruiting
industries/organizations. It also organizes various pre-placement training activities such
as - Technical, Aptitude and GK tests, Resume Writing and Referral Professional
Portfolio Development, Dressing Sense, Business Etiquette, Mock
Interviews/Interview Techniques, Special training for Socially Backward and Tribal
Students etc. to enhance the employability of the students with due support by
University-Industry Interaction Cell (Lab to Industry).

The University's Central Coaching and Placement Cell, Dr. Babasaheb Ambedkar
Competitive Examination Coaching Centre, Department of Students‟ Welfare, School
of Languages Studies and Research Center and University Institute of Chemical
Technology provide facility to the students to learn and enhance their skills by
participating in various programmes and workshops / training programmes organized
from time to time.
The University Institute of Chemical Technology (UICT) is offering courses to improve
the communication skills, group discussion practices, and phonetics/accent through the
use of „Language Laboratory‟. School of Management Studies and School of Computer
Sciences also organize Personality Development Programmes on regular basis.
• On Job Training for capacity building
CTPC and Schools / Institute of the University arrange In-plant Training / Internships
for a specific period(4-8weeks for general students, six months for MCA and B.Tech.
students and 01 year for M.Tech. students) in different industries, Public Sector Under
takings, Government Organizations (DRDO, TIFR, BARC,CSIR Laboratories) and
National Institutes (IITs, NIT, Central Universities).
• Finishing School:
The concept of Finishing School aims at the overall development of students. It has
been recently implemented by the University in accordance with MHRD-TEQIP norms
for the enhancement of the institutional focus on providing academic and guidance
support to the SC/ST/OBC academically weaker students. The key activities under the
aegis of the Finishing School are:
a) Conducting remedial teaching throughout academic sessions for improving transition
rate and pass rate of students,
b) Conducting specialized soft skills and professional skills development training for
increasing employability.
c) Conducting high intensity training for the development of soft and professional skills
in the students through Central Training and Placement Cell (CTPC).
d) Organizing campus interviews and making other efforts to secure employment for
UG, PG and Ph. D students of University through CTPC.

e) Blood donation
There is a loss of lives of pregnant women due to anaemia in pregnancy, dengue malaria, road
traffic accidents due to massive blood loss .To prevent this and to promote blood donation by
youth i.e. university students . As a social responsibility, University has passed the Ordinance

to give two incentive marks that donate the blood and prevent the morbidity and mortality
due to blood loss.

❖ Commencement of Vice-Chancellor‟s helpline is one of the important activities started
by this university. Students can directly approach the Vice-Chancellor through this

• NMU-Indian Red Cross Society Life Saver Club
Every year many people are affected by dengue, Malaria & chemo therapy for cancer causing
deficiency of platelets leading to massive bleeding, morbidity and mortality. North
Maharashtra University has the jurisdiction over Jalgaon, Dhule and Nandurbar districts, which
are predominantly tribal. This population suffers from above illnesses.
e) Global Vision for the University Development:
Sustainable development is the need of hour today and Education is one& only one way to
attain the sustainable development for the well-being of the human society, it requires
integrating the principles, values and practices of sustainable development by adopting the
holistic approach. To maintain this, the apex body in education system required following
vision.

objectives of the Tribal Academy will be fulfilled by setting up various centres under

Indigenous knowledge, Tribal Governance and Policy Research, Culture and
Sports, Womens’ Studies Centre on Tribal Women’s Physical and Mental Health

university campus at a cost of Rs.8.38 crores with the help of Government of
Maharashtra and District Planning Development Committee, Jalgaon.

Proposed a Vision: 2040 document visualizing the developments and initiatives to be launched
in North Maharashtra University at Khandesh region in the coming twenty five years. This
roadmap will augment constructive and excellent interventions in view of the local and global
needs of the future. The milestones include establishment of a science and Technology Park,
Sophisticated Analytical Instruction Center, Center for Skill Development, Ajanta Center,
School of Thoughts, School of Public Health Sciences, Tribal Academy, Vidyardhi Bhavan,
Karmachari Bhavan and the Like.

C] FINANCE AIDS & REFORMS:
❖ Implementation of Common Account Code practice for all financial activities and
constituted all committees as per the same.
❖ Organized workshop on University Account Code for Management Council members,
Auditors and Officers and employees of finance and account section.
❖ University is using ERP-SAP Software and also BI module for accounting of all
financial transactions.
❖ All funds switched over from Scheduled to Nationalized bank with core branch facility
and Zero balance facility to open an account for students, employees and affiliated
colleges with 2 ATM facilities.
❖ Services of Retired Accountant from PWD was hired as Internal auditor cum advisor
to undertake checking of works bills & vouchers in strict adherence to all guidelines
and upgrade in present practice & policies.
❖ Net Increase in Bank Deposits: - University has deposited all its funds in to Fixed
Deposits in Nationalized banks. The Deposits increased by Rs. 83.39 Crores from
financial year Mar-2012 to Mar-2016. Taken efforts for receiving maximum rate of
interest on investment through investment committee.
❖ Net Increase in Fixed Assets: - University have acquired /created its assets base by way
of transparent purchase procedures & rate negotiations. (All fixed assets are created by
utilizing specific grants & accumulated surplus wherever necessary). The Assets
increased by Rs. 49.79 Crores from financial year Mar-2012 to Mar-2016.
❖ Saving achieved due to the rates negotiated in purchase committee meeting for purchase
of Chemicals & Glassware of Rs. 7.83 lakh and for Purchase of Equipment & Furniture
of Rs. 111.55 lakh during Sept-11 to April -16.
❖ The university has received grant during Apri-13 to Jun-14 Rs. 230.52 lakh from UGC
under XI plan under final settlement. Also received Grant of Rs. 200 lakh under the
scheme “Providing additional assistance to Universities & Colleges” from UGC under
XI plan.
❖ Under UGCs XII Plan proposal a grant of Rs. 10.62 Crores has been sanctioned for
General Development of the University, (out of this Rs. 4.25 Crores are received).In
addition to this, the university received grant of Rs. 19.50 lakh under XII plan from
UGC towards remedial, net-set & entry into services scheme.
❖ Special Efforts have been made for sanction of grant of Rs. 241.82 Lakh for
Construction of one SC Girls Hostel for 200 girls by the Ministry of Social Justice &
Empowerment under Babu Jagjivan Ram Chhatrawas Yojana and Rs. 299.00 lakh for
Construction of one minority hostel for 100 Girls from the Minorities Development
Department, Government of Maharashtra.
❖ UGC has sanctioned Rs. 1.20 Crores towards construction of Girls Hostel under XII
plan scheme during 2015-16.
❖ Special Scheme Grant from UGC Under XII Plan of Rs.1.125 Crores received (Out of
sanctioned Rs. 2.25 Crores) for Construction of 8 Lane Swimming Pool.
❖ Grant Received on account of Research Projects from UGC of Rs. 6.22 Crores and from
other funding agencies Rs. 9.38 crores during Financial Year 2011-12 to 2015-16.

National Project Implementation Unit, MHRD, New Delhi and World Bank have
sanctioned so far Rs.10 Crore out of this Rs. 9.00 Crores received to UICT, NMU
under TEQIP-II.
❖ DST, New Delhi has sanctioned Rs. 2.30 Crore out of this Rs. 1.65 Crores are received
to UICT under FIST Level-II.
❖ Rs.20 Crores sanctioned for NMU by Govt. of India / Govt. of Maharashtra under
Rashtriya Uchchtar Shiksha Abhiyan (RUSA), out of this Rs. 5.58 Crores is received
till April 2016.
❖ Completed Income tax assessment up to A.Y. 2013-14.
❖ Income tax demand notice of Rs. 244.75 lacs for the years up to 2009-10 is withdrawn
by income tax department.
❖ TDS workshop was organised with the help of Income tax officers in Jalgaon, for all
officers NMU and its affiliated colleges.
❖ Organised national level Workshop, development of university finances, for Finance
officers in universities, in association with NUEPA, New Delhi.
❖ Successfully transformed legacy payroll system into e-seventh payroll system in time.
❖ Completed statutory audit till the financial year 2014-15 and internal audit for the
financial year 2015-16.
❖ Compliance of AG Audit (2008-09) – Points raised in AG report were 21, out of which
10 are cleared till date.
❖ During 2013-14, the university is received registration u/s 12AA, with retrospective
effect from 1991-92 onwards, and for tax exemption on donations received by the
university u/s 80G.
➢ Finance related achievements:
• Donations and contributions received: The University received donations of Rs.
52.10 lacs, which includes 4 Gold medals sponsored by different individuals and
institutions.
• Development grants: The University received development and infrastructure grants,
including major, minor and other projects from various funding agencies like UGC,
CSIR, GOM, DBT, DST etc to the extent of Rs. 62.61 crores.
• The university’s Surplus is increased by educational activities Rs. 76.81 crores,
Interest received Rs. 41.87 crores, Development grant Rs. 62.61 crores, totaling
Rs.181.29 crores during the above tenure.

• Fixed Assets: Assets of the University are increased by Rs. 62.80 crores i.e. from Rs.
84.79 crores in 2011-12 to Rs. 147.59 crores in 2015-16. The said gross value of asset
is much less than the market value.
• Investments: Investments of the university are increased by Rs. 91.61 crores i.e. from
Rs. 79.46 crores in 2011-12 to Rs. 171.07 crores in 2015-16.
• Procurements: The University saved an amount of Rs. 1.19 crores, by adopting
transparent process of negotiating with vendors through purchase committee.
• Bank interest: The University keeps its deposits in nationalized banks only. The
university earned an interest of Rs. 41.87 crores, by negotiation through investment
committee, with the bank authorities.
• AG audit: Out of 21 paras 18 are closed, by complying the requirements and timely
submissions. Remaining para will be closed after physical verification by the AG team
to the University.
• Income tax: Till the Assessment year 2013-14 income tax assessment is completed
with nil tax liability. An appeal against the demand notice of Rs. 2.44 crores by income
tax dept. in respect of A. Y. 2009-10 was accepted and university saved the said amount
of tax, and also trouble in future.
• Certificate U/s12AA of the Income tax Act, 1961: The said certificate is received
with retrospective date, making university eligible for claiming exemption, under the
act, forever.
• Statutory and internal audit: The University is regular in completing its statutory and
internal audits. Internal Audit up to June 2016 is completed, and statutory audit of the
financial year 2015-16 is at the final stage.
• NSS grants received: The University received grants for NSS activities to the extent
of Rs. 2.56 crores.
• Salary grants received: The University received salary grants to the extent of Rs.
162.72 crores including arrears of 6th pay of Rs. 13.20 crores.
