SELF-EVALUATION REPORT

1.Targets and tasks of the higher education programme, the expected results of implementing the programme:knowledge,skills and attitudes

The plan for National Development issued by the Ministry of Economy envisages the growing

demand for building of new objects and reconstructing the existing constructions. The importance of

building will be growing in the future. This trend is clearly seen at present – construction and

renovating are fast growing businesses in Latvia.

Inner space is a vital part of any building. Designers who are able to understand the basic principles

of modern design as a synthesis of architecture, technology and art in the context of the prevoius

centuries are on demand and will be on demand in the labour market. There is a shortage of such

professionals in Latvian labour market at the moment, because only one higher educational

establishment- the Academy of Arts – offers BA study propamme for environment design. They are

able to ensure less than 10 qualified graduates per year.

As the existing offer does not meet the growing demand various courses for interior design are being

organized: even long distance ones. However, teachers’ qualifications are not high enough and the

training period is too short. Thus any resulting art or design work is inevitably a compromise, where

the artistic quality is not quite what was intended initially. Examples of this are commonplace-

interior design projects implemented not meeting the world standards.

Numerous students of art schools and the graduates of vocational schools and colleges are interested

in obtaining Professional Bachelor’s degree in interior design which is also a decisive factor for

establishing such a course here in Latvia.

1.1 The goals of the BA study course in interior design are as follows:

1.1.1 To ensure that well – educated,highly qualified and creative specialists enter labour market

who would be able

a) to meet the needs of local labour market as well as to take part in international projects;

b) to integrate in practice:

• competence of analysing and processing information on cultural environment projects

• knowleledge and sense of space in designing and developing concepts for stylistically and

functionally varied visual images of interior,

• skillfully apply the principles of planning, projecting and furnishing in implementing the

idea (interior project),

• skillfully apply knowledge and skills in designing non – standard interior objects,

• Skills of applying traditional techniques and technical potential of the computer in the visualisation of projects,

• basic communication skils for establishing business contacts and servicing customers.

1.1.2.to open ways of further personality development through providing the possibility of

achieving professional bachelor degree and prepare for further studies and/or deeper

specialisation in post-diploma and master degree programmes in Latvia and abroad.

Objectives of the course:

o to create background circumstances for acquiring the knowledge and developing students’ competence

• in fine arts, composition and colouristics;

• in designing and furnishing interior of public and private environments as an integral part of

achitecture

• in designing separate elements for the interior.

• in technologies –acquiring computer hardware and software;

• research-recognition, analysis and interpretation of theoretical findings, factual and practical material, related to the speciality;• psychological - in developing the concept of visual image, culture of professional communication, cooperation with the customer and other partners, involved in projects.

o provide an opportunity for students to master skills and habits of research work.

o secure logical and uninterrupted integration of theory and practice, as well as integration of

separate parts of the curriculum.

o to establish the system of professional responsiblity for operating in”designer - customer”

system as well as in (personal) creative activities.

1.3. Expected results of implementing the study course.

Acquiring the complete study course, comprising 160 credit points, the student achieves BA degree

in Interior Design and Professional qualifications of an interior designer. An interior designer is a

specialist who has a command of factors and methods in designing the interior as well as

understands the psychological principles of organizing the interior space and peculiarities of human

perception, having developed the ability of self- control for finding compromise between the

customer’s vision and his/her own creative self – actualization.

2. Organisation of the higher education programme, compliance of the curriculum with the targets and tasks of the Higher school as well as the functioning of the mehanism for managing the inner guality of the programme.

The programme is envisaged for a 4 year Bachelor degree study period and a 5 year programme for

part – time students with total 160 credit points (240 ECTS). Each study year comprises 34 weeks of

lectures and 6 weeks of examination period.

The programme has been designed to ensure obtaining complex professional education.

It comprises 5 groups of competences which are mutually integrated and developed during the

study period:

1. Basics of Visual Arts: Drawing, Painting, Composition, Colouristics, Perspective,

Photography etc.

2. Investigating interaction of the aspects of the human body and spatial environment:

Interior Composition, Ergonomics, Psychology of Space Perception, Colour Psychology,

Design of Interior, and Design of Interior Objects

3. Applying technological solutions and materials in the creative process: 2D and 3D Computer

Graphics, Materials Science, Decoration Materials and Interior Lighting, Modelling etc.

4. Developing communicative competence and other competences necessary for operating in

professional environment: English for Special Purposes, Social Psychology, Basics of

Entrepreneurship, Copyright.

5. Promoting creative potential, self-development and further education: Philosophy, Sociology,

research work, creative projects and praxis.

Students acquire basics of classical art – drawing, painting, modelling , 2D and 3D composition to

understand the shaping of images, interior decorations or special objects.

Studies of basics of architecture, history of styles and design, basics of interior composition and

design, psychology of creating image ensure complex knowledge of special surroundings, its

components and interrelations, rules of interior design and aesthetical values in the previous

centuries and nowadays.

Different courses have been timed in different terms in order to maintain an uninterrupted

logical link between art and/or professional subjects, and subjects which are envisaged for acquiring

2D composition can be applied in learning graphic design software, i.e. skills and habits acquired,

say, in drawing and 2D composition, should be immediately applicable through learning graphic

design software, interior composition and design by studying drafting, perspective, programmes

such as Auto Cad, Arhi Cad etc.

This training sequence/programme provides for/includes intensive studies of the English

language, which to a large extent is the dominant language "spoken" by computer. A free command

of English also makes access to specialist literature easier and helps establish business contacts.

Students are also offered a chance of mastering a second foreign language of their own choice –

French (a strong advertising psychology tradition), German (famous design schools) or Italian

(fashion business).

Having acquired additional knowledge of entrepreneurship, marketing, advertising and

management psychology, our graduates will find it easier either to find place in the jobs market or

set up their own company.

Joint quality management system is functioning at IHSPP. In the framework of this system

criterion for evaluating the quality of lecturers` performance and study process have been developed.

These issues are constantly in the focus of attention for the Higher School`s central administration

and faculty administration. For example, the following issues are regularly analyzed at the meetings

of the Board for Scientific Teaching , Faculty Council and administration:

The quality and perfection of didactic provision :the content of the programme, annotations, didactic

materials, lectures` plans, topicality of didactic recommendations, etc.;

Effectiveness of the teaching methods applied, and the quality of teaching: the exchange of teaching

experience among the staff members in managing students` project, scientific and study work, peer

observation and evaluation of the classes or video records of the study activities,the analysis of

students` surveys;

The level of students` basic learning and professional skills in general , and the level of their

independent work skills: the dynamics of their professional and personality growth, the analysis of

the study results during acquiring the programm , and the analysis of students` surveys and polls.

Strategic analysis of the obtained information ensures introducing relevant corrections in the

implementation of the programme.

Structure of Study Programme: Curriculum

Professional bachelor degree programme in interior design is constituted of:

1. General Knowledge Subjects – philosophy, psychology, sociology, entrepreneurship, foreign

languages – worth 20 credit points in total. They are aimed at shaping the foundation of

student's overall general knowledge, to equip with skills and habits in communication

(including business communication), research, as well as basic knowledge of business

environment and legal requirements in the branch.

2. Theoretical core subjects – composition, colouristics, art and design theory and

history,architecture,interior composition,ergonomics,material science,etc.- generating 36

credit points in total. These constitute an essential, mandatory set of professional knowledge,

which will be the underlying element in student's work in the profession.

3. Professional Specialisation Courses – drawing, painting, photography,3D composition,design

of non-standard interior objects,interior design, computer graphics, other – generating 60

credit points in total. These courses shape basic skills and habits, which prepare students for

solving the widest possible range of artistic challenges/fulfilling orders, and serve as the

bases for further specialisation.

4. Optional Courses – a relatively large number of subjects, which help students focus their

specialisation or prepare for work in a specific area of interest like 3-Dimensional design,

visualisation of interior design projects, modelling, advanced studies of art. This group of

subjects is the most mobile and subject to change as it is largely dependent on changing

demand on the labour market and/or requirements of specific tasks. Guest lecturers – experts

in their fields are invited as professors in these subjects.

Study and Professional Practice

The study programme envisages four different practice periods, worth 26 credit points in total.

1. Information Finding Practice: the first practice, which students go through in initial stages of

their studies, devoted to methods of finding, analysing and procession information necessary

in the study process.

2. Archiving Practice: concerns creating and maintaining a storage system for digital material.

Starting in the second year, it takes place at the end of each term.

One credit point corresponds to 40 study hours and equals to 1.5 ECTS credit points.

3. Outdoors Visual Arts Practice: the so-called “green” practice allows students to master

depicting landscapes/objects on location using different techniques – drawing, painting,

photographing. It is also a chance to create a portfolio of own visual material, applicable

during student's further creative pursuits.

4. Professional Design Practice: concrete client orders. This practice can be taken in two

formats:

a. Groups of students carry out work in the Higher School under the auspices of a

professor to deliver the ordered product.

b. Students – starting with the third study year – work in companies as trainees, which

the Higher School has signed agreements on student practices with.

Research work

According to the concept of the Higher School studies must be focused on research – i.e. students

have to gather empirical material, to process it and perform data analysis and interpretation for

checking hypothesis. Interior design students also are supposed to acquire the above mentioned

skills, so these skills will be useful in their career to better understand the expectations of customers

and the feedback from the society.

During the 1 st study year the student tries to investigate, the opinion of the society or potential

customers on some phenomenon in design, style, compositional or colouristic implementation of a

design project, applying decoration materials, etc. by carrying out an empirical research on the basis

of the literature studied.

During the 2 nd year the students has to design an interior project which is based on the theoretical

findings in literature for speciality.

During the 3 rd year after the course of Business Basics has been covered the student has to create

his/her own business plan for offering service or a project in design.

Finally, during the 4th study year, while working on BA Paper, the student applies all these skills

and is expected to perform theoretical analysis of the material, as well as empirical research and

mathematical and economical calculations related to his/her environment design project.

4. Knowledge Assessment System

There are two exam periods every year – in January and June.To ensure regular acquiring of

knowledge and skills as well as developing of competences students`performance is also evaluated

during the semester by testing, control works or interim shows at least once per 8 weeks

Knowledge and skills of students is valued within a 10-mark system, awarding credit points

for each passed test in accordance to the study programme. One credit point corresponds to 40 study

hours , including both lectures and independent work – and equals to 1.5 ECTS credit

points.According to ECTS evaluation system the highest mark possible -9 and 10 points or level A

according to ECTS-can be given only to 10% of all the design students having passed.The lowest

mark for being tested is 4(almost satisfactory)

Students have to pass written and/or oral exams and tests in general knowledge subjects,

assessed by a lecturer or an examination commission (for exams in the English language and

qualification exams).

Study courses which have creative work as the required end-of-the-term result, the

evaluation form is a review, with the assessment arrived at as joint opinion of a

lecturers’commission. Such approach secures the objectivity of assessment, helps maintain a unified

approach to the underlying idea of the programme and mutual integration of study courses.The

results of creative work are evaluated according to 5 criteria system:

1 adequate perception of the given task

2 clarity and professional competence in technical performance

3 visually well-grounded compositional development

4 visually well-grounded colouristic or shading development

5 creative approach, informal attitudes and innovations in designing.

Research results are defended publicly, and evaluated by examination commission.

Results of professional practice are evaluated in a panel discussion: every student presents

his/her project which has been carried out, highlighting those professional objectives where his/her

competence level has been high enough,and those where the lack of competence has been

felt.Feedback from employers and their references on trainee`s performance are also taken into

account.

Results Average marks scored by students in 2005/06 exam periods stood at 7.9.It shows that interior

design students are really concerned about their study results in comparison to average 7.2 of other

design specialities in SPPA. The attendance of classes is also good- on average only 12% of classes

have been missed by interior design students.Lecturers have evaluated their high level of responsibility

and motivation positively.

5. Practical implementation of the higher education programme: the methods and study forms applied, research work of the academic staff and its impact on study process, the involvment of students in research project

Study workload is divided into contact hours and independent work hours in proportion 50:50 for

full – time study programme and 25:75 for part – time studies. Classes are held for small groups of

students – on average 16 – 20 people, which ensures a high capacity of lecturer’s individual attention

to each student.

Didactic and teaching methods are chosen according to the state standard for Higher Education. It is

characteristic of with a relatively law proportion of theoretical and educational subjects against the

complex of professional subjects and various kinds of practice.

o Lectures and seminars are considered to be the most rational form of teaching when it is

necessary to acquire a vast amount of theoretical knowledge e.g., philosophy, history of arts,

history of design. Lectures and seminars are supported by visual digital presentations. In

professional core subjects and theoretical subjects students get acquainted with the latest

development and achievements in the branch as well as theories on materials and methods

which are applied in the branch.

o Practical classes predominate in teaching professional special courses. Problem- solving is

the method applied alongside with practical training. Problem solving is necessary when the

student has to design a particular product either individually or working in a group. Lecturer

takes an active part in empowering student and managing the study process. This method has

proved itself to be effective in teaching arts and computer design as well as educational

subjects, such as sociology, social psychology, basic course of entrepreneurship.

o Project Work. In order to bring study process as close to real professional activity as

possible some part of study work is performed as a conventional project which has been

ordered by a customer resulting in a ready product which is evaluated by both the lecturer

and the customer. Usually customer is some structure of the Higher School - rector’s office,

other faculties, the library, students’ council etc. However, customers can also be individuals

or companies outside IHSPP. Thus students are given the opportunity to get prepared for

professional practice under the auspice of lecturers.

o School Trips. Every year students are offered the opportunity to go on an excursion around

Latvia to explore samples of design in both the historical and modern context as well as the

latest achievements in the sphere of interior object design. They are also invited to take part

in excursions abroad with the same purpose.

Methods of problem solving and simulation of orders are the forms of acquiring knowledge and

skills which

1. integrate study material of different courses successfully;

2. develop skills of working both individually and in a team;

3. enable cooperation of students from different faculties of different specialities;

4. develop the skills of time, technological, material resources management;

5. draw students closer to real professional activity by playing real customer – executor

cooperation models.

6. Perspectives of BA programme in Interior Design of IHSPP in European Context

6.1 Compliance of Profesional BA programme in Interior Design with the Law Higher

Education Establishments, the Law on Vocational Training Profesional BA programme

in Interior Design is created in IHPP in line with the Law Higher Education Establishments,

the Law on Vocational Training and other normative acts. There is no Professional Standard

for the 5th level qualification therefore the academic staff of the programme is creating it.

Two already existing relevant professional qualification standards for lower levels are taken

into account: interior designer (PS 0233, 3 rd qualification level), and environment designer

(PS 0145, 4 th qualification level),as well as the only currently existing 5 th level

professional qualification standard in art education: computer designer (PS 0068).

6.2 Feedback from Employers

As the first interior designers are supposed to graduate from IHSPP in 2009, references from

employers cannot be expected yet. Potential employers and organizers of professional practice

were invited to evaluate the BA programme in interior design. The feedback has been positive

(See the Appendix for the complete text) Employers are positive about the client – oriented,

abilities of potential employees, as well as their research work skills. It is stated that “Such a type

of designer will be able to work in a team or individually creatively and with great enthusiasm, to

process the information relevant to the client’s order productively, and apply it to build the

concept for implementing the project, to analyse and take into account economic conditions and

possibilities for implementing it, will be able to detect eventual problems and mistakes as well as

to solve them.” Employers point out that there is a lack of specialists with such a qualification in

the local labour market.

7.4. Students Surveys Analysis

Students` surveys in the Higher School are carried out every academic year, every time focusing

attention to vitally important issues of the development of the programme. Thus all the surveys in

2006 were dedicated to the investigation of teaching quality, methodological resources and the

amount of independent work for each particular subject. The given graph shows the results of

computer and interior design students’ surveys as a whole faculty feedback because on the average

statistics for each study year is almost the same.

The given graph shows the results of computer and interior design students’ surveys as a

whole faculty feedback because on the average statistics for each study year is almost the same

Question No.19 is paid a special attention to, because the analysis of student’s workload was

carried out in spring semester of 2005/2006 academic year. According the legislative acts full time

students have to have 40 academic hours per week. As the survey showed students had given the

time in astronomic hours, not academic and, after processing the time, it turned out that independent

work takes 22.5 academic hours per week. Although complaints from students have not been

received (see the answer to question No. 18) the issue was discussed in the meeting of the academic

year 2006/2007.

7.5 Analysis of graduates` surveys is not available as the first graduates are expected in year

2009.

7.6 Students Involvement in Improving Teaching – Learning Quality.

The study programme administration is interested in receiving feed-back from students, their

valuation of the programme, separate courses and lecturers. Therefore student meeting with the

administration are held twice a year (or more often, if necessary), devoted to study-related issues,

students’ complaints and suggestions, joint search for solutions. As a result of student suggestions

lecture and exam schedules are being adjusted, lecture room equipment changed, books purchased

for the Higher School library, etc. An academic group of students has the right to submit written

suggestions about problems encountered (including the change of a lecturer), if they express a

majority view and are well-founded.

Student representatives are active in the student self-governance body – the Student Council

(3 representatives from design study programmes), and as full-fledged members of the Faculty

Council (three out of nine Council members are students) as well as the Higher School Senate (one

representative from each faculty).

8. Academic Staff

Interior Design study programme involves 27 staff and non-staff lecturers.Out of 19 lecturers of the

Higher School, 12 are elected members of the staff. There are four elected Professors and two

Associated Professors.

Given that interior design is a comparatively new field of learning in Latvia, the Higher

School sees it as its task to develop its own academic personnel by picking/choosing experienced

and acclaimed professionals and preparing them for teaching work, and have signed intention

contracts.

School is facing objective difficulties in recruiting the staff because there are no lecturers in our

state having PhD degree in interior design. There is also no Board for Promotion in this branch to

evaluate the compliance for awarding the degree of PhD and Professor at present. The Enlarged

Board of Professors operating at Latvia Academy of Art evaluates the candidates.

Experienced, acclaimed and highly qualified visual art lecturers are involved in implementing

the programme such as I.Celmina, E.Grube, A.Rozenbergs, R.Muzis, S.Davidovs etc.

Professional designers A.Irbite, I.Bieza, L.Pavlovska etc, are working in a team with them.

In the given situation the tasks of IHSPP are the following:

o to promote the academic and pedagogical development of professional lecturers.

o IHSPP offers a 36-hour-set of seminars for exchanging teaching experience. All the

lecturers have to participate in the seminars which are envisaged for 3 academic years

(November, 2006 – June, 2009, repeating every 3 years.)

o Lecturers are involved in EU Phare cycle of seminars “The Development of Design

Studies in Latvia.” Lecturers have to attend the course of Didactics and Pedagogy or

Course of Innovations in Teaching at Tertiary Level at LU

o Lecturers – professionals, intend to start MA course, 1 – PhD course in Latvia

Academy of Arts. Two lecturers intend to finish their Doctoral study course in

academic year 2007/2008 (LU and LAA).

o 2- 4 lecturers will be promoted for elections to be awarded Professor’s or Associated

Professor’s degree by the Board of Promotion of the corresponding branch.

o the Higher School sees as its task to develop its own academic personnel by

picking/choosing MA course graduates. There is an MA course in Computer Design in SPPA

(IHSPP), and it is envisaged to start MA study course in Interior Design. Thus beginning

with year 2009 it will be possible to recruit professionals educated in IHSPP (SPPA).

o to ensure opportunities for the present academic staff to share experience in the framework of

European educational space by visiting related higher education establishments such as

Luton University in England, Utrecht Art School, Wilhelm Academy in Rotterdam and

Visual Art Academy in Enschede. A programme has been elaborated for the exchange of

experience in the nearest future: in year 2007 to visit similar higher education establishments

in the Czech Republic, Austria and Hungary; in year 2008 – Switzerland and Italy ( including

Furniture Mass in Milan), in year 2009- Scandinavian Countries, but in year 2010 – Germany

and the Netherlands. Accreditition will open the access to Erasmus – Socrates mobile

exchange programme for lecturers.

9. Material and Financial Assets of the Programme.

Interior Design Programme's material assets are comprised of two buildings – at 65, Bruninieku

Street (2800 m2) and 12,Gogola Street (450 m2). The above mentioned buildings with the

surrounding plots of land make up the Higher School's real estate. Premises for administration

purposes – 24 m2, are rented by the Higher School in the Latvian Academy of Arts and Sciences

building at 1, Akademijas laukums. Interior Design Programme uses premises at Bruninieku Street.

Apart from lecture and recreation rooms there are two flats in the building, which allow the Higher

School to work with visiting lecturers on a regular basis.

In year 2006 in Stameriena, Gulbene District, IHSPP campus (2100m²) was equipped for

creative outings, painting and drawing from nature, seminars, developing various projects.

New school premises are obtained for teaching, seminars and praxis in Lubana, Gulbene and

Valka.

Bruninieku Street building also has four computer classrooms on offer – (66 m2, 45 m2, 45 m2 and

25m2) with 60 Internet-connected PCs and 15 APPLE Mackintoshes. A number of peripheral devices

are also used in the study process: two black-and-white A4 laser printers, two A4, one A2 and one

A3 ink-jet colour printers, one A3 ink-jet colour printer with the function of brochuring, one plotter,

four scanners as well as 20 digital photo cameras and other equipment. There are a total of 100

computers and 14 printers in use in the Higher School.

Audio visual and other equipment is also available for purposes of the Programme: 24 TV sets,

including one large-screen TV set for viewing video material in a large auditorium and one LCD TV

set; 2 video projectors, 2 OHPs(overhead projectors)17 video taperecorders, 10 VCRs, 27

dictaphones,one book and brochure binding equipment,16 copying machines.

A substantial audio - and - videothek has been systematized so that thay can be effectively used in

supporting study process.

Visual arts instruction takes place in rooms unaffected by the changes in daylight – three drawing

and painting classrooms and one animation and modelling classroom with lighting equipment table

in the cellar of the building. The adjacent garden offers possibilities of outdoors visual arts practice.

The Higher School's Library Complex, which is used for the methodological support to lecturers and

students, includes a reading room (180 m2); and funds of both the library and resource centres

currently comprises some 14 800 units. With the number of titles on digital design in Latvian

remaining tiny, the main focus remains on purchasing books in English. Periodicals are subscribed to

offering information on the latest developments in the branch.Students also have an access to

EBSCO- electronic catalogue for magazines.

The use of available library resources is enhanced by providing access to two data bases – one on

books and another methodological materials - alongside with a traditional-format library catalogue.

Students have the opportunity to be serviced in the biggest Latvian scientific libraries (e.g. the

Library of Art Literature, LU Academic Library, Misins Library) and make use of their funds with

no restrictions.

The programme is going to be fully financed through students’ fees which are calculated taking into

account the price level in year 2006 and the total fee covering all the study period is 3800 Lats.

10. External Cooperation

10.1. Cooperation with Employers.

Professional BA study course in Interior Design which would train specialists to satisfy a wide

range of employers’ demands is a new sphere for Latvian educationalists. Therefore

consultations and exchanging views with employers is of vital importance for further

development of the programme. Already in the process of designing and planning the new study

programme professionals’ recommendations were taken into account as concerns professional

competence of potential employees expected. On the basis of the feedback from employers it is

seen that graduates are able to cooperate and communicate with clients, successfully work in a

team as well as carry out the research and mathematical calculations necessary for designing the

projects undertaken. Employers will have a decisive role in evaluation of the Bachelor’s Papers

as besides the results of professional practice they are the best indicators to evaluate if the goals

and objectives of the study programme have been reached and implemented.

10.2 Cooperation with Latvian and foreign higher education establishments implementing

similar study programmes.

Interior design study programme on tertiary level in Latvia has been available in Latvia

Academy of Arts which traditionally has been the partner of academic cooperation for IHSPP.

(See the contract for cooperation in attachment).Lecturers of LAA have visited IHSPP, a guest

exhibition of LAA students` has been organized in the premises of IHSPP. Lecturers of IHSPP in

their turn take an active part in seminars on the development of designers’ education in Latvia.

Students of IHSPP (SPPA) can continue their studies in LAA because-due to the mutual

academic recognition- they are accepted for MA studies.

During the process of developing the BA programme in Interior Design the project group

investigated the experience of European art higher schools in the sphere. Negotiations have been

introduced about cooperation in common projects with Helsinki Art and Design Higher School.

The first exchange students of IHSPP interior design programme are going to Bolsano University

in Italy, Lisbon Institute of Visual Arts,Design and Marketing in Portugal during academic year

2007/2008 in the framework of ERASMUS programme (3-4 students). Comparing of study

programmes and discussing opportunies for accepting exchange students are in the process now

because only the students of acredited programmes can obtain the status of ERASMUS students.

12. Interior Design Programme: Perspectives of Development.

Interior Design study programme is new for the International Higher School of Practical

Psychology.We therefore expect that the range of subjects included could change as different

branches of industry and services develop as well the demand on labour market could change. Fast

development of IT and other technologies is also bound to bring changes to study programmes with

them. The International Higher School of Practical Psychology is prepared to react to changing

demand in both education and production spheres, co-operate with professional associations and add

new subjects to our training programme, following their suggestions.

Therefore it is envisaged in the nearest future:

1 To invite 2-3 lecturers with professional experience in architecture agencies in order to vary

specialisations of the staff;

2 To design sets of study material for the subjects such as Ergonomics,Materials Science,Interior

Lighting,History of Design;

3 To design a set of professional subjects and optional courses for more elaborate acquisition of

the speciality: interior stylist-decorator;

4 To design MA course in Interior Design till the end of year 2010 ensuring more profound

opportunities to develop sudent`s creative potential and artistic originality;

5 To promote students` participation in various environment and interior design projects both in

Latvia and abroad,to take part in international virtual projects e.g.,exhibitions,on the Internet

sites,thus popularizing the study course and acquiring experience and new contacts;

6 To enlarge the set of graphic programmes according to the development of the programme

envisaged;

7 To activate students and lecturers` participation and internship in ERASMUS and Leonardo

programmes.

Idea of the course; its aims and objectives: In spite of quick differentiation and development of independent branches of the science and applied research branches going on during the last centuries, the understanding of the fundamental relationships between a person and the world, that is the field of philosophy, retains its significance.

The aim of the course is to introduce students to the basic principles of intellectual experience, to encourage the formation of cultural consciousness. It is achieved through the understanding of principles of reasoning system and methodology and their practice.

Creative assignments: to give a summarizing account of thinkers and intellectual traditions discussed within the course; to formulate answers on the most significant questions of cognition from perspectives of different intellectual traditions; to make a comparative analysis of the widely spread philosophical ideas in the contemporary world.

The course is envisaged to give the following theoretical knowledge and practical skills: Orientation in the historical-cultural process of human formation and basic philosophical concepts; ability to relate their essence and to explain existence and the course of human life in their terms; philosophical and general methods of theoretical thinking, terminology, introduction to the ways of argumentation; skills in its practice; the ability to analyze a philosophical text and find its focus, main postulates, to give its general content, argumentatively discuss its problems.

Idea of the course: To teach students various types of reading and the basis of making abstracts, comments, reports as well as to involve students in making of the professionally oriented generalizations in the foreign language and search for information.

Aims and objectives: To improve background knowledge of language use and vocabulary; to develop ESP and professional communication competences to teach how to use dictionaries and other sources of information; to master speciality terminology in order to read English special professional texts; to learn different types of reading and content analysis; to acquire skills in summarizing and commenting on the material.

The course is envisaged to give the following theoretical knowledge and practical skills: Gradual work on the complex of the main professional language use themes applying theoretical knowledge in practice; the understanding of text structure on the basis of a sentence and as a whole; linguistic integrity; identification of higher and lower predication to easy orientation in the text; mastering of reading skills with the aim to receive information and its eventual processing; comprehension methods to obtain the meaning of the text; stimulating of spontaneous speech; group discussions, developing presentation and professional communication competences.

Expected results: Skills in the searching for special terminology and its interpretation. Passive vocabulary in speciality (about 500 terms). Idea of the course; aims and objectives: Social psychology studies personalities as the development of social organism and psychological regularities of functioning, as well as functioning of society (social group, community, Higher School) and psychological mechanism of development. Using general psychological and sociological experimental methods and methodological principles, social psychology is able to trace regularities in macro- and microcosmic functioning, to forecast their development, as well as to solve an ascertained problem. The aim of the course is to form the professional view on psychological mechanisms of social processes, to develop practical skills for analysis, control and prognosis. The task of the course is to acquaint with the main socio-psychological concepts, theoretical schools and practical methods.

Creative home tasks: Scientific literary annotation – review. Prolonged observation of socio-psychological phenomenon with its reflection in the form of protocol. Reports on the themes discussed in the course.

8. INFORMATION ON THE NATIONAL HIGHER EDUCATION SYSTEM.

General education (overall duration – 12 years).After completion of compulsory basic education (9 years) four types of programmes are

offered at general secondary education (vispārējā vidējā izglītība) (grades 10–12): a general one or others emphasizing liberal arts and social sciences; or mathematics, natural sciences and technical subjects; or vocational subjects. Latvian language and literature, first foreign language, second foreign language (minority language in minority schools), mathematics, history, physical education, basics of economics and ICT are compulsory in all programmes. Each type of programmes has its own set of compulsory and optional subjects.

School year lasts 36 weeks (except examination periods) – from the beginning of September till the end of May. The total number of study hours in 3 years of general secondary education may vary from 3150 to 3780 (i.e. 30–36 per week) depending on the programme and individual choice of subjects.To be awarded a certificate of general secondary education (atestāts par vispārējo vidējo izglītību) candidates sit examinations in at least five subjects and pass/fail tests in up to four other subjects. Examinations are taken in: Latvian language, a compulsory subject of the particular programme, a subject chosen by school and two subjects chosen by the candidate. Leavers of 4-year vocational secondary education (profesionālā vidējā izglītība) have to pass a qualification examination and 4 centralised compulsory examinations (the same as after general secondary education) in order to receive a diploma on vocational secondary education. Centralized school-leaving examinations serve as a basis for the admission to higher education.

Higher educationAccess to higher (tertiary) education (HE). All holders of general secondary education certificates and diplomas on vocational secondary education meet the general admission requirements. However, the universities are free to set specific requirements, e.g. to choose which subjects have to been taken at school level to qualify for admission to a particular programme.

Grading system. The state standards for higher education set the following ten-point marking bakalaurs (bachelor) and maģistrs (master) degrees are awarded both in academic and professional HE. Both types of bachelors are eligible for studies in master programmes and both types of masters (including holders of degrees in medicine, dentistry and pharmacy – 6 and 5 years respectively) – in doctoral programmes.

Academic higher education follows academic education standard and is aimed at preparing graduates for research and providing theoretical background for professional activities.

Bakalaurs (bachelor) degree in a branch of science is awarded after the first cycle of academic studies. Bachelor programmes comprise 120–160 credit points (180–240 ECTS) or 4–6 semesters of full-time studies. They include: compulsory part ≥50 CP (75 ECTS), optional part ≥20 CP (30 ECTS), thesis ≥10 CP (15 ECTS) and some subjects of free choice to earn the rest of necessary CP.

Maģistrs (master) degree in a branch of science is awarded after the second cycle of academic studies comprising 80 CP (120 ECTS), out of those thesis results in ≥20 CP, compulsory part includes theoretical aspects of the field (≥ 30 CP) and their practical application in solving actual problems (≥15 CP).

According to Standards of first and second level professional higher education, its aim is to provide in-depth knowledge in a field, enabling graduates to design and improve systems, products and technologies as well as to prepare graduates for creative, research and teaching activities in this field.

Professional bakalaurs (bachelor) programmes are designed to ensure professional competence, they comprise at least 160 CP (240 ECTS), out of those: general courses (≥15 CP), theoretical courses of the field (≥36 CP), specialization courses (≥60 CP), optional courses (≥6 CP), practical placement (≥26 CP), and state examinations including thesis (≥12 CP).

Professional HE programmes leading to maģistrs (master) degree comprise no less than 40 CP (60 ECTS), out of those: up-to-date achievements in the field — in theory and in practice (≥7 CP), practical placements (≥6 CP), state examinations including thesis (≥20 CP) as well as research training, courses of design, management, psychology etc.

Apart from the programmes leading to bakalaurs (bachelor) and maģistrs (master) degrees, there are other types of professional higher education programmes.

First-level professional HE (university college) programmes comprise 80–120 CP (120–180 ECTS) and lead to a CEDUC 4th level professional qualification. These programmes are targeted mainly at labour market. Yet, the graduates of the first-level programmes can continue their studies in second-level professional programmes.

Second-level professional HE programmes lead to a CEDUC 5th level professional qualification. Such programmes can comprise either at least 40 CP (60 ECTS) for holders of bakalaurs (bachelor) degrees or at least 160 CP (240 ECTS) for secondary school leavers. In both cases programmes should include a practical placement of at least 26 CP (39 ECTS) and graduation examinations including thesis (≥10 CP). Graduates of programmes including the 70 CP (105 ECTS) compulsory part of the bakalaurs (bachelor) programme, have access to master studies.

Doctoral studies. From January 1, 2000 onwards a single type of doctoral degree Doktors (Dr.) is being awarded in Latvia.

Maģistrs (master) degree (or the equivalent) is required for admission to doctoral studies. Doktors (Dr.) degree can be achieved at public defence of a doctoral thesis which may be a result of three to four years of full-time doctoral studies at a university or an equivalent amount of independent research while working at a university, research institution etc.

Latvian Council of Science appoints promotion councils and sets the procedures for awarding doctoral degrees.

Credit point system. Latvian credit point is defined as a one-week full-time study workload. An average workload of a full-time study year in most HE programmes is 40 CP. Latvian credit point system is compatible with ECTS. The number of ECTS credits is found by multiplying the number of Latvian credit points by a factor of 1.5.

It must be pointed out that approximation with the ECTS scale is unofficial and cannot be used for official comparison with marks recorded in a Latvian education certificate or diploma.

Quality assurance. According to Latvian legislation, state-recognized degrees/diplomas may be awarded upon completion of an accredited programme in an accredited HE institution holding a state-approved Satversme (by-law). Quality assessment includes self-evaluation report by the higher education institution and peer evaluation. Evaluation teams consist of at least three experts, with only one from Latvia. In most cases the other two experts are selected from Western Europe or from the Baltic States. Decisions on programme accreditation are taken by the Accreditation Board, while those on institutional accreditation – by the Higher Education Council. The first accreditation cycle was completed in 2001. Recurrent assessments have to take place once every six years.
