Local Government Professionals Australia, SA

Local Government Professionals Australia, SA is a not-for-profit member based association representing professionals working in local government in South Australia. We have the ability to link and connect people from different councils who may not otherwise form relationships or share with each other. Our high quality professional development programs and networking events are uniquely local government – reflective of the culture of the sector and sensitive to the needs of its professionals. The content of our events and programs are informed by our members and people who genuinely care about the sector. We provide a safe and supportive environment in which to grow and learn while creating opportunities to make time away from the office to work on the business or on self. We award and acknowledge achievements of excellence.

Executive Education Unit

LG Professionals, SA is pleased to once again enter into a partnership with the Executive Education in the delivery of the Professional Leaders Program. The Executive Education Unit is part of the Faculty of the Professions within the University of Adelaide. Together with the Business School, the Executive Education Unit has developed a sound reputation in the field of management education both in Australia and overseas. The Business School has successfully delivered a range of postgraduate award and non-award, organisational development programs for more than 40 years. The Executive Education Unit has been delivering non-award programs for over 20 years to the public and private sectors in South Australia and beyond. Executive Education has considerable experience in delivering face to face management education tailored to middle to senior level managers and professionals. The Professional Leaders Program is articulated into the University of Adelaide’s MBA. The Unit delivers approximately 200 training days annually to around 1,000 managers, with 25% of these representing customised programs for both public and private sector clients.

Program Overview

Program Methodology

Founded on the knowledge that adults learn most effectively by doing, all Executive Education programs are highly interactive and action learning focused. The program will be intensive and uses a mix of learning methods. Participants will be introduced to concepts, techniques and issues through formal lecture presentation. It is expected that lecture presentations will be interwoven with questions, comments and discussion initiated by participants. “Capability is an all-round human quality, an integration of knowledge, skills, personal qualities and understanding used appropriately and effectively – not just in familiar and highly focused specialist context, but in response to new and changing circumstances”. – John Stephenson, Mantz Yorke – 1998 Participants are strongly encouraged to relate their own experiences, to stimulate lively discussions that reflect a diverse range of perspectives.

Program Summary

The Professional Leaders Program (PLP) has been designed to both complement and build on the skills developed through the LG Professionals, SA Emerging Leaders Program. The Emerging Leaders Program primarily focuses on building the interpersonal and people skills required by managers whilst the purpose of the PLP is to develop analytical capabilities in areas such as strategy, finance, operations and legislative context. That being said, the two programs are mutually exclusive and it is not necessary to have completed the ELP prior to undertaking the PLP. The Executive Education Unit at the University of Adelaide will provide three 2-day modules which will focus on:

1. Lean Six Sigma – Yellow Belt (Advanced) 2. Financial Management 3. Strategic Management

The final two day modules will be co-ordinated by LG Professionals, SA and will include several high profile guest speakers from the sector.

University Assessment Components

The PLP will include two individual assignments linked to the Operational Excellence and Financial Management Modules as well as a case study exam. The assessment components of the program achieve three main outcomes: 1. It gives participants the ability to apply the learning from the program in a way that can deliver immediate

benefits to participant councils. 2. Allows for the PLP to articulate into postgraduate level study. 3. Assessment helps participants to receive feedback during the program.

The individual assignments will require the participants to prepare a written report of approximately 1,500- 2,000 words. Where possible the assignment will link the module topic to the participant’s workplace. No assignment will be required for the Strategic Management module. However participants will be expected to demonstrate their learning from the entire program through the completion of a two hour case study exam. The case study will be developed with the LG Professionals SA and reflect a set of management challenges likely to be faced by managers in the local government sector.

Local Government Context

The content delivered in each of the modules will be both relevant and applicable to local government managers and others with senior roles in the sector. The development process has involved LG Professionals, SA, Executive Education facilitators and local government experts.

Timing

The four PLP modules and associated assessment components will be completed over approximately five months. The timing of the program is based on the need for participants to balance work, study and other commitments in a sustainable way.

Attendance

The PLP is a custom program that is only run once per year. It is important that participants lock the program dates into their diaries as soon as possible to ensure they are able to attend all sessions and complete relevant assessment components. Missed modules may result in participants needing to repeat the program at a later date at the cost of the participant, as missed modules cannot be made up.

Articulation Pathways

Participants who have successfully completed both the Emerging Leaders Program* (ELP) and Professional Leaders Program (PLP) will receive status of completion of the Professional Management Program (PMP) and status of 2 subjects should they undertake the Adelaide MBA**. Participants who successfully complete just the PLP will be eligible to receive the Professional Management Program (PMP) upon the completion of 3 additional subjects. Participants who receive the PMP will be eligible to enter the Adelaide MBA pathway **subject to meeting standard entry criteria. It is recommended this be discussed with the University to obtain their recommendations and assistance. *Relates to post-2012 completion of the ELP. Participants who completed the ELP prior to 2012 will be required to undertake an additional 2 day leading and managing people module and assignment linked to it. A discounted fee of approximately $650.00 will be charged to complete this module.

Module 1: Lean Six Sigma – Yellowbelt

(Advanced)

Max Zornada BE (Mech), Hons, MBA

Max is a Management Educator and Consultant with extensive experience teaching MBA, Executive Education and Management Development Seminars and as a hands-on practitioner, consulting to major corporations on a range of Operational and Strategic issues, throughout Australia, the US, Middle East, UK, Western Europe and Asia, with a focus on achieving Business and Operational Excellence.

Max Zornada is an Adjunct Lecturer in the University of Adelaide, Business School where he currently teaches Operations Management, Business Performance Improvement, Statistical and Quantitative Analysis in the MBA Program. He has also taught Project Management, Quality Management, Managing Innovation and Technology, and e-Business.

In recent years, a major focus of his activity has been Business Improvement and Lean Six Sigma training and implementation.

Module 2: Financial Management

David Murphy B.A. (Acc) (SAIT); Dip. Ed. Admin; Grad Dip App Fin & Inv (SIA)

David graduated from the South Australian Institute of Technology in Accountancy, majoring in Company Evaluation. Studies in Education, Education Administration and Applied Finance and Investment followed. He is a Certified Practicing Accountant and a Fellow of the Financial Services Institute of Australasia.

David was Head of Economics and Business Studies at Prince Alfred College, Adelaide, until 1994. From teaching David moved to the field of Corporate Governance. In recent years he has occupied the positions of Company Secretary and Chief Financial Officer in firms engaged in Outdoor Education, Hospitality, Forestry, Transport and Viticulture. Prior to joining the AGSB in April 2005, as an Adjunct Lecture, David was General Manager, Asset Services, for Metropolitan Domiciliary Care, a Government agency that provides care to the frail aged in our community. David is a Partner in two family firms engaged in stock market activities and commercial consultancy. His academic interests lie in the field of Financial Management, Stock Market activities and Economic Analysis as they particularly relate to small and medium sized enterprises.

Steve Nayda MAICD BMgmt

In his 22 years in consulting, Steve has worked in Australia and New Zealand, leading the consulting divisions for big four and mid-tier chartered accounting firms, worked with the largest Australian owned consulting firm as well as establishing his own Registered Training Organisation. Prior to this, he worked in line and corporate management roles in the finance sector.

As one of Adelaide's most experienced management consultants, Steve has worked across a number of sectors, including all three levels of government. In local government, he has designed strategy, engaged diverse stakeholders to overcome conflict and create solutions, with a specialist focus on innovation and economic development. He has conducted culture change programs and strategic reviews with a purpose of providing better and more efficient services.

Steve has a unique ability to engage clients from all backgrounds to set goals, overcome obstacles and create opportunities. His work includes facilitating strategy sessions and running invigorating leadership development programs. Steve assists leaders in developing both their skills and mindset, enabling them to make a real, sustainable difference in their work. He sees the talents and strengths of individuals, enabling teams to develop, leadership to be stronger and organisations to grow.

Notes to Fees

Payment Terms Upon registration an invoice will be automatically generated. Payment can be made via EFT, credit card, PayPal or cheque.

Cancellation Policy Cancellations received between 5.00pm on 21 December 2017 and 11 January 2018 will be subject to a 50% cancellation fee, representing costs charged by the service provider for confirmed numbers. After this cancellations will incur a 100% cancellation fee. Substitutions are a welcome alternative and in this instance no additional fees will be charged. All requests for cancellations or substitutions MUST be made in writing to the LG Professionals, SA CEO and will be honoured only if they have been confirmed in writing by the LG Professionals SA CEO.

*Note: Membership for LG Professionals, SA has been included in the non-member fees as it is a requirement that you be a member to undertake this program.
