IMO

1994: IMO, indefinite postponement of the suggestion for establishing an International Shipping

Information Database (ISID) at IMO whose difficulties in keeping up to date would risk

harming the Organization.

1995: IMO, Hazardous and Noxious Substances Convention (HNS): Finalization of the difficult

section pertaining to the domestic carriage requirements together with the representatives

of the UK Government and the EU Commission.

1995:

IMO, debate on Bulk Carrier Safety, special targeting on the importance of Ship/Shore

interface as a means to avoid damaging the structural strength of these ships.

1996:

IMO, HNS Diplomatic Conference, successful conclusion of negotiations which ended with

a lower first tier limit for vessels by a USD 2 million lower margin per accident per vessel.

1997:

Bulk Carrier Safety: Engineering and co-drafting of the novel type Regulation 9 of the new

Chapter XII of SOLAS establishing equivalence between alarm systems and structural

alterations.

International Union of Marine Insurers Conference in Paris, world first public

identification of some serious side-effects emerging from the implementation of the ISM

Code and requesting improvements and clarifications for the benefit of users and

1. Α.J.Corres: “Interaction of World Shipbuilding and Freight Markets”, The City University,

Graduate Business Centre, PhD Thesis, February 1975.

Abstract: This is a pioneering attempt to examine the maritime sector as a functioning system

which is regulated by a mixture of internal and external factors. The thesis extends the concept of

elastic expectations first introduced by Zannetos and examines in depth the ways these systemically

affect the flow variables of the maritime system and, in turn, how these determine the supply of

ship transport services offered. The analysis diverts from the classical two dimensional economic

analysis to introduce time/space considerations in demand/supply interaction.

A.J.E Corres: “The Greek Maritime Labourforce” IOBE, Foundation for Economic and

Industrial Research, Athens, 1978.

Abstract: This is the first and only integrated scientific piece of work on the Greek Maritime Labour

which has been made possible by the tripartite cooperation between the Institute of Economic and

Industrial Research of Athens, the Union of Greek Shipowners and the Greek Ministry of Merchant

Marine. Its conclusions have been used by many economic planners in the maritime and related

economic fields in Greece and abroad and since ten years it is out of print. The study has included

the first, and sole so far, virtual census of the ship staff personnel which was performed through a

customized software package developed at the time under the guidance of IOBE using the

resources of the Ministry’s data on seamen and officers.

3. Alkis John Corres and Harilaos N. Psaraftis: “A Generic Ship for the Short Sea Trades of the

EU” paper presented to the Society of Naval Architects and Marine Engineers, Athens 2005.

Abstract: The Union of Mediterranean Trading Shipowners of Greece with the technical assistance

of ICEPRONAV of Romania have developed a generic ship type that can be constructed in such

ways to serve the needs of a wide spectrum of transportation requirements, while ensuring

significant economies for the builder in series. The need for this exercise has arisen in the context of

ESYAN where clustering of various ship types around the six thousand tons mark had to be taken

advantage of in a way to generate scale economies for both, the owners and the builders. While

no serious technical innovation is involved, this type of application is novel and offers

measurable savings in identifiable areas of the construction. If the matter of the replacement of the

Greek Short Sea Fleet is seen as part of the overall strategy of Greece in the post cabotage era of

the EU, a large number of such vessels are expected to be built. This paper describes the rationale

behind this project and discusses the opportunities and challenges to promote it.

Abstract: This book rides in the middle of the roadbetween economic theory, as applicable to

maritime transport, and contemporary ship management. The main areas it covers are those of the

function of the freight and other markets, the role of the regulatory framework and the implications

of its continuous changes, the main tools used in quality management, insights in the esoterics of

maritime corporate governance, business strategy and a spherical examination of the concept of

competitiveness in shipping.

5. Alkis John Corres – Athanasios Pallis:“ Explicit versus Customary Ethical Codes in Shipping”

International Conference in Memoriam of Professor Basil Metaxas, Cephalonia – Greece,

September 2006.

Abstract: Custom based rules and regulations have been used for centuries in shipping. However,

recent practice appears to favour codes of regulation of prescriptive nature which, unlike the former,

need to prove their acceptance over a longer period. The paper examines in some length the merits

of either side and draws tentative conclusions in the light of absence of empirical or judicial records

in connection with explicit rules-making.

Abstract: The success of Greek shipowners in merchant shipping has created a cloud of mystery

about the reasons behind this phenomenon. The most frequently suggested reason is the natural

flair of the Greek officers and seamen, which has developed over the centuries of living next to the

sea. Though the drive and talent of the Greek seamen is not disputed, there are obviously other

factors at play when it comes to explaining this success. The question asked in this chapter is, what

the shipowners' associations' roles in Greece have been and how influential these stakeholders'

interest groups have been in shipping policy formation. This chapter attempts to examine several

aspects of the above question, aiming to shed light on the success of Greek owners in merchant

shipping. Though the title of this chapter focuses on the role of the shipowners' associations,

discussion is not solely limited to their roles. With this opportunity, the analysis provides an insight

of what has been going on in the various sectors of Greek-owned shipping, thus adding to the

analyses undertaken in other relevant chapters of this book.

7. Alkis John Corres – Athanasios Pallis:“Inquiry into the Quality of Registers” World Maritime

University Magazine, 2008.

Abstract: Based on data available in mid-2006, the five cooperating international institutions of

shipping - BIMCO, Intertanko, Intercargo, ICS, and ISF -produced a summary of factual information

on 106 flag states. The institutions have intentionally avoided drawing any conclusions on

underperformance. The paper deepens this assessment allowing for an in-depth empirical

assessment of flags performance. To that end, the analysis uses weight factors reflecting the

importance that an operator might wish to attach on the different variables before making his flag

choice, and seeks to statistically (un)group 'conventionally' grouped flag states performance. The

paper also examines whether IMO membership and/or active participation in the IMO is associated

with a greater compliance of a flag-state to safety and relevant environment rules and thus to a

better performance. The findings challenge the classic outright categorization of national flags as

good performing ones and of commercial flags as those performing badly. The findings also

support the suggestion that an active IMO participation, rather than a simple membership, enhances

flag performance.

followed by an assessment of its contribution to the welfare of the local communities around the

ports and the country as a whole.

International Ship Manager Test

The ISM Test is the only test internationally available, designed to test knowledge

and ability in the area of Ship Management. The Test checks the competence of

the taker while it trains him/her through making choices among alternatives (i.e.

demo or training) and by providing the right answers where the taker has chosen

wrongly.
