Sri Y Abdul Basheer:
Sri Y.Abdul Basheer, born in Maddikera village in Andhra Pradesh, has obtained his
BTech in Civil Engineering (1975) from JNTU College of Engineering, Anantapur
(Jawaharlal Nehru Technological University, Hyderabad) and MTech in Water
Resources Engineering (1998) from Regional Engineering College, Warangal (Kakatiya
University, Warangal).
He has more than 35 years of professional experience in Irrigation & Command Area
Development Department, Government of Andhra Pradesh, India. He has worked as
Chief Engineer, Nagarjunasagar Project. He has worked as Chief Engineer and later as
Engineer-in-Chief, Srisailam Project.
He has worked as Vice Chairman & Acting Chairman, Brahmaputra Board, Ministry of
Water Resources, Government of India, Guwahati. He has also worked as Hydrology &
Irrigation Planning Specialist, JICA Survey Team, Andhra Pradesh Irrigation and
Livelihoods Improvement Project - II, Hyderabad. He holds Direct Membership in ICID,
New Delhi.
His significant contribution to profession:
Regulating a 78-hour duration and 25.5 lakh cusec peak flood that has surpassed the
project Full Reservoir Level by 11.5 feet in October, 2009 at Srisailam Project in Andhra
Pradesh, India.
Sri Y. Abdul Basheer, "the Chief Engineer, based on the flood forecast on 30.9.2009 has
instructed and maintained so that about 5.41 lakh cusec are released by 6 AM on
1.10.2010 against the flood forecast of 1,16,533 cusec by CWC. Thus it proves that the
Chief Engineer has acted with due care and diligence and has taken advance action. The
Chief Engineer has efficiently regulated the flood waters in consultation with higher
authorities and saved the downstream projects and people all along River course.
Further, he has evaluated the situation every hour duly contacting the senior officials of
the Government and experts in Dam Safety and has taken well informed decisions in the
best interests of the State.
Dr Abdul Razak:
Dr. Abdul Razak Mohamed presently working as Professor, Dept of Planning, School of
Planning and Architecture Vijayawada.
He is an Urban and regional planner with a basic master’s degree in Sociology, recently
completed Executive Masters in e-Governance from Ecole Polytechnic, Lausanne,
Switzerland. The other educational qualification includes (a) As an AsuAID award
winner completed Ph.D in urban and regional planning from RMIT UNIVERSITY,
MELBOURNE, AUSTRALIA., (b) M. Phil Sociology, from UNIVERSITY OF MADRAS, (c)
M.T.P., masters in Town and Country Planning, from School of Architecture and
Planning, ANNA UNIVERSITY, Chennai (d) M.A. Sociology from M.K.UNIVERSITY,
MADURAI (e) PGDHRM Human Resource Management IGNOU, NEW DELHI and (f)
PMADPS Population Studies, UNIVERSITY OF MADRAS.
Dr Razak specialized in the subject’s areas such as Urban and Rural Sociology, Urban
and Regional Planning, Environmental Education, Tourism Planning, Disaster
Management, Universal Design and Accessibility, Participatory Planning, Research
Methodology, Governance and E-governance.
Dr Razak is a Life Member of the Indian Sociological Society, New Delhi, India and
Institute of Town Planners, India, New Delhi, India. He is also hold a Membership in the
Research Committee on Housing and Built environment, International Sociological
Association as well a Member of the International Network of Urban Research and
Action (INURA), Germany and International Social Sciences Research Network. UK.
Previously Dr. Razak worked as (a) Faculty member of the Dept. of urban planning,
School of Planning and Architecture, New Delhi for 13 years, (b) PROFESSOR, TOWN
PLANNING for 7 yrs and Professor and Head for 3 years with the DEPARTMENT OF
PLANNING, SCHOOL OF ARCHITECTURE AND PLANNING, ANNA UNIVERSITY, SARDAR
PATEL ROAD, CHENNAI. 600 025, TAMIL NADU, INDIA.
He authored about 40 research articles in the national and international journals and
about15 international conference and 25 national conferences attended.
Sri B. Ajay Kumar:
Mr. Ajay Kumar is presently working as Scientist in Indian Tsunami Early Warning
Centre at Indian National Centre for Ocean Information Services (INCOIS), Ministry of
Earth Sciences, Govt. of India, Hyderabad since April 2007. Prior to joining INCOIS, Ajay
worked as Geophysicist at Institute of Seismological Research (ISR) Gandhi Nagar,
Gujarat and Research Fellow at National Geophysical Research Institute (NGRI),
Hyderabad. He completed Master Degree (M.Sc. (Tech)) in exploration Geophysics
from Osmania University (OU) in the year of 2003.
Mr. Ajay actively involved seismological data analysis, source parameters of the
earthquakes, sea level data processing and sea level data inversion, and tsunami
research. He has involved establishment of Tsunami buoys and Tide gauges and
Seismometers networks for tsunami warning system to provide timely tsunami
advisories to stake holders. He has published 6 research publications in the peered
reviewed journals. He is in-charge for tsunami capacity development program for
creating awareness and preparedness among the stake holders.
In recognition of his outstanding contribution to tsunami warning centre, Ministry of
Mines honored with "National Geoscience Award" for the year of 2010 in the Disaster
Management category.
Sri Amit Chakravarty:
Sri Amit Chakravarty is a Senior Manager & Digital Ag Coordinator, International Crops
Research Institute for the Semi-Arid Tropics (ICRISAT).
Sri Amit Chakravarty is an e-governance and ICT4D (Information and Communication
Technologies for Development) practitioner currently involved in designing and
implementing ICT solutions for agriculture. Prior to this he led a pan-India ICT4D
project funded by UNDP in the domains of rural livelihoods, women empowerment,
improving governance and providing citizen services. He has worked for close to a
decade with the National Institute for Smart Government (NISG).
He has expertise in designing and implementing e-governance projects for improving
citizen services, e-agriculture, e-health, e-education, and governance reforms. He has
consulted on e-governance projects in west Asia and south-east Asia regions. He is an
external faculty at IIM Indore and IIM Ahmedabad where he teaches e-governance,
ICT4D and social inclusion.
Sri. Anjaneyulu:
Sri Anjaneyulu is presently working as Assistant Optometrist, VT & DOT program
Incharge, L V Prasad Eye Institute, Hyderabad.
Sri Anjaneyulu MSR completed his Vision Technician course from LVPEI’s Bausch &
Lomb School of Optometry in 2002 followed by Diploma in Ophthalmic Techniques
(DOT) from FOREC in 2011. He is a certified ophthalmic assistant from International
Joint Commission on Allied Health Personnel in Ophthalmology (IJCAHPO), USA.
He worked at Venkatalakshmi Eye centre, Karamchedu a secondary centre of LVPEI for
7 years before joining as Assistant Optometrist in Smt. Kanuri Santhamma Centre for
Vitreo Retinal Diseases at LVPEI KAR campus in 2009.
Currently he is incharge for VT & DOT program and faculty at Bausch & Lomb School of
Optometry (BLSO), LVPEI, and Optometry Consultant in LVPEI’s Refractive Clinics.
His areas of teaching interest are in Clinical Optometry, ocular anatomy & Physiology,
Ocular diseases and optics & refraction.
Dr Anant Maringanti:
Dr. Anant Maringanti is presently holding the position as Director Hyderabad Urban
Lab.
Dr Anant Maringanti is a geographer with a PhD from University of Minnesota and has
taught graduate and undergraduate courses at the National University of Singapore,
University of Hyderabad and the National Academy of Legal Studies and Research,
Hyderabad.
His research and teaching interests centre on questions of urbanization and
globalization from the South Asian vantage point. He is currently the director of
Hyderabad Urban Lab, a multi disciplinary research programme run by the Right to the
City Foundation. He is widely published in national and international academic journals
on social movements, politics of development and urbanization. As an evolving
experiment in urban research, Hyderabad Urban Lab, has been developing collaborative
projects involving media professionals, planners, technologists, academic researchers
and legal professionals. These broad based collaborations are key to deepening our
understanding of the very large informal economies that underpin contemporary cities.
Prof A Subrahmanyam
Prof A Subrahmanyam is presently working as Professor of Law, Chanakya National
Law University, Patna, Bihar.
He is a Post Graduate in MA Sociology, Political Science and Masters of Law in
Constitutional Law and Presently doing LLD. Formerly he worked as Principal,
University College of Law, Andhra University, Visakhapatnam and as a Professor of Law
and also Professor of Political Science, Lal Bahadur Sastry National Academy of
Administration, Mussoorie.
He Served 32 years as Teacher of Law, Constitutional Law, Human Rights and Political
Science, 20 years Post-graduate Teacher in Law apart from teaching of Law to UG
Law students.
He has Contributed nearly 34 papers to various Law Journals and books of repute,
Published Six books on Law and Constitution Law and Political Science and Edited
Four books on Law and Political Sciences.
He Did Ph.D. on ‘Federalism in India: A Politico - Legal Study’ . and has been awarded
‘Best Ph.D. Thesis in Law’ Gold Medal, by the Andhra University, Visakhapatnam
in 1997 and ‘Best Teacher Research Award in Law’ for the Year- 2007, awarded by
the Andhra University, Visakhapatnam.
Sri Anand Zachariah:
Sri Anand Zachariah is Professor and Head of the Department of Medicine at the
Christian Medical College, Vellore. He was formerly Vice Principal in charge of
undergraduate education. In this capacity he has been actively involved in curricular
changes at CMC.
He has also been involved in distance education, setting up the distance courses of
Postgraduate Diploma in Family Medicine for recent MBBS graduates and Fellowship in
HIV Medicine. He was also involved in setting up the E-learning programme at CMC
Vellore.
His research interests are in Toxicology and snake envenomation, adult undernutrition
and infectious disease.
Ms Anupama Namburu:
Mrs Anupama Namburu is presently working as Assistant Professor, Department of CSE,
Acharya Nagarjuna University, Nambur, Guntur.
Mrs. Anupama Namburu completed her B.Tech in 2004 from vignan’s university and
M.tech in 2006 from Andhra University.
She Worked in wipro technologies from JUL 2006 to AUG 2009 as a senior software
engineer. Received feather in my cap award for best performance. Worked with
Ericson in UK in 2009 to solve live issue related to Ericson telecom network.
She is currently Pursuing PhD from JNTU Kakinada and completed the work in the area
of Digital image processing.
She has to her credit 11 international journals, 08 conference papers and 2 books.
She Worked as a reviewer and editor for Springer journal and many conferences. She is
a Trainer for IOT and Android APP.
Sri A Udaya Bhaskar:
Sri A Udaya Bhaskar is presently working as Assistant Supply Officer, District Supply
Office, Vijayawada.
He is an MA Post Graduated in Public Personal Management from Osmania University
Hyderabad.
He worked as Assistant Grain Purchasing Officer, Guntur District.
He is the Winner of Gold Medal at State Level in Janmabhoomi for achievement in the
field of Public Distribution in the year 2004, Winner of State Level Best Employee
Award for being a part of team implemented Iris based Ration Cards in the year 2006,
and Winner of best employee award for maintaining 1st ever aadhar centre in Andhra
Pradesh i.e., in turn 1st in India at Namalagudu, Secunderabad in the year 2010.
Sri A Udaya Bhaskar achieved appreciation by State Level Officer for being a part of
team developed ePos technology consisting NIC and Civil Supplies. He received
certificate of appreciation in Krishna Pushkarams, 2016.
Dr V Balakista Reddy:
Dr.V.Balakista Reddy, Professor of International Law and Registrar, Coordinator M.K
Nayambar SAARC Law Center and Head, Center for Air and Space Law, NALSAR
University of Law, Hyderabad. Dr. Reddy obtained his LL.M in International Law from
Osmania University and M. Phil. and Ph.D. in International Air and Space Law from
Jawaharlal Nehru University (JNU), New Delhi. He has more than 15 years of Teaching
and Research experience.
An internationally recognized expert in Air and Space Law, Dr. Reddy presented papers
on “Aerospace Technologies and Problems of Third World Countries” and “The
Application of Satellite Technologies in Civil Aviation: Emerging Legal Issues” at
the UNISPACE-III conference held at Vienna, Austria in July, 1999. He participated
and presented a paper on International Trade Law and Developing Countries at
the UNITAR/WTO Workshop on International Trade & the Doha Round, held from 4-8
Dec-2006 at UN Headquarters, New York. He has participated and presented a paper in
the UNITAR/UNU Seminar on The role and functions of the United Nations Secretary-
General during 18-19 December, 2006 at UN headquarters, New York. Besides, above
UN Conferences, he has also participated and presented papers in many National and
International conference and workshops.
A prolific writer, Dr. Reddy has contributed extensively to various national and
international journals on different facets of International law. His books on, (1) Air Law
and Policy in India (1994) (2) Recent Trends in International Space Law and Policy
(1997) and (3) Emerging Trends in Air and Space Law, (2007) (4) Space Law and
Contemporary Issues (2012) have won international acclaim. He is also Visiting Faculty
to the national and international universities.
At present, he is engaged in various prestigious projects and assignments, which include
the WTO and India: Issues and Challenges, Drafting of Model Space Legislation for India
and Sensitization Programme on WTO/GATS and Globalization of Legal Profession:
Opportunities and Challenges for Indian Legal Fraternity.
Beside, supervising of M. Phil and Ph.D students, Dr. Reddy teaches L.L.B. and LL.M.
Courses, at NALSAR, which include International Law, International Trade Law,
International Air and Space Laws, International Intellectual Property law, International
Banking and Insurance Laws, Comparative Corporate and Competition Laws,
International Environmental Law, and International Humanitarian and Refugee Laws.

Wireless security, Web Security, E-mail Security, Cyber forensics and compliance. He
has done his Graduation from BITS, Pilani in the year of 2001.
Sri Chandra Sekara Reddy is presently working as Lead, Cyber Security Analytics at
VirSec Systems Inc, Data Security Council of India, Karnataka.
Sri Chandra is the founder & Technical Contributor of upcoming new venture for all
information security related hub www.InfosecPedia.com and also he educates
government officials, college students and various corporate technical analysts on latest
security concepts and helps them in deal with day to day challenges in information and
infrastructure security along with System Administration trouble shooting. Chandra
finished his graduation from BITS, Pilani in 2001. He did first IPV6 remote security
project for UNIX systems in the year of 2000 and presented to Computer Systems
Department t BITS.

Dr.L.D.Dhinesh Babu:
Dr. Dhinesh Babu received his B.E in Electrical and Electronics Engineering and M.E in
Computer Science and Engineering from the University of Madras and PhD in
Computing and IT from VIT University. He is currently an Associate Professor in the
School of Information Technology and Engineering at VIT University, Vellore, Tamil
Nadu, India. He has served as Chair of Software Engineering Department and as the HoD
of M.Tech (Software Engineering) 5 year integrated programme at VIT.
He was instrumental in setting up the Software Engineering and CASE tools labs at VIT
University. He has around 19 years of experience in Academics and Research. He has
published several papers in reputed journals and conferences.
His research paper titled “Honey bee behavior inspired load balancing of tasks in cloud
computing environments” published in Elsevier’s Applied Soft Computing Journal with
Thomson Reuters Impact Factor of 3.3 is a contributor to the H-index of VIT university
having received 184 google scholar citations and 85 Scopus citations. His recently
guided PhD work on Information Spreading in Online Social Networks has led to a
Cumulative TR Impact Factor of 7 with papers published in reputed journals like
Knowledge Based Systems, Neurocomputing and Fuzzy Systems. He is a reviewer for

Sri Dinesh Kumar:
Sri Dinesh Kumar did his Bachelor of science and Master of science in physics from
Madurai Kamraj university, and Master of Technology in Remote sensing from Anna
university.
He worked as a Junior Research Fellow in National Remote Sensing Centre (ISRO),
Hyderabad, worked as Project Scientist in 'Integrated Coastal and Marine Area
Management' (MoES) in Chennai. Currently working as Technical Assistant in CSIR-
National Geophysical research Institute, Hyderabad.
His areas of interest includes Microwave remote sensing, GIS Database preparation for
Geo-portal development.
His 5 research papers have got published on Microwave remote sensing.
Dr Shaik N Meera:
Dr Shaik N Meera is a Principal Scientist, ICAR - Indian Institute of Rice Research,
Hyderabad. He is one of the earliest extension scientists who contributed to the
development of ICT enabled extension in India.
He has done his Ph. D in Agricultural Extension from Indian Agricultural Research
Institute (IARI), New Delhi.
As Consortium Principal Investigator, he is spearheading a flagship project on
“Development and Maintenance of Rice Knowledge Management Portal (RKMP)”. This
is the first extension centric information portal in India, providing the most
comprehensive agricultural knowledge directly from the scientific community. Rice
Knowledge Management Portal was launched in the presence of Honorable Prime
Minister of India on 16th July 2011.
As a Principal Investigator of DBT Sponsored project on “Improving the Livelihoods of
SC/ST Farmers through Rice Technology Interventions”, he is instrumental in uplifting
120 tribal farm families directly. Intensive extension efforts were tried in 12 tribal
hamlets over a period of 3 years to achieve this.
As National Coordinator of Frontline Demonstrations on Rice, in last 5 years, about
5322 FLDs of 1 hectare each have been conducted benefitting 13,755 rice farmers
directly.
As Coordinator of training programmes, in last five years, totally 19 training programs
on various aspects of rice production technologies were organized including IPM in rice,
Quality control on basmati rice, Marker assisted selection in rice, Hybrid rice breeding,
Hybrid rice production technology, System of Rice Intensification and Hybrid rice seed
production technology. In total 417 participants from state department of agriculture,
state agricultural universities, ICAR institutes and executives from public and private
sectors were trained.
As a young scientist he carried out the research on various aspects of harnessing ICTs in
agricultural development with special reference to the ICTs enabled agricultural
extension. His work on Applications of E-Learning in Agriculture: Designing an ODL
Content Management System for Rice Technologies is perhaps the only empirical study
conducted on assessing the e-readiness parameters in extension systems.
He received Young Scientist award from Indian Society of Extension, Education, IARI,
New Delhi and Kerala State Council for Science, Mitraniketan KVK International
Extension Forum. He received Vasant Rao Naik Gold Medal from National Seminar on
“Responding To Changes And Challenges: New Roles Of Agricultural Extension” Nagpur.
As author of several research articles, books, extension bulletins and manuals,
contributed to enrichment of the extension discipline. His book “ICTs in Extension-
Tactical to Practical” is recognized as Reference book by ICAR for the Discipline of
Agricultural Extension (M.Sc/ Ph.D syllabus).

FINANCE from Andhra University and Master of Commerce from Andhra University.
At present, pursuing Ph.D. from Andhra University.

Sri A V Praveen Krishna
Sri A.V.Praveen Krishna currently working as Sr.Assistant Professor in KL University
and pursuing the Ph.D in Computer Science & Engineering. He is actively engaged in
research and publications in the areas of Network Security, Malware, Intrusion
Detections and IOT. For his active research contributions the ACM has conferred “Best
Research Proposal Award” at Udaipur on 3rd March,2016 and listed as one of the top
“Brand Ambassador for ACM” for the year 2016 (among top 25).
Mr.Praveen was awarded with “Best Computer Science Faculty” for year 2012 in all
india basis by Government of Puddcherry and ASDF,Techno Forum. Mr.Praveen have
completed his M.Tech (CSE) from K.L College of Engineering, Acharaya Nagarjuna
University and secured as topper & first ranker. He is topper of the university and
honoured with gold medal and scholarship for his extraordinary performance in MCA
from SCSVMV University, Tamilnadu.
Mr.Praveen was awarded with “Significant Contribution Award” for his outstanding
contribution, by India’s prestigious professional society “Computer Society of India
(CSI)” for the year 2011 in Ahemadabad. He received “Best Student Branch Award”
from the India’s Professional body CSI for the year 2011, 2012,2013 and 2014 in his

Prof.Praveen acted as a panel of judge for South East Asia Regional Computer
Confederation and Computer Society of India (SEARCC International School’s Software
Competition). He had won Third Prize in Quiz Competition conducted by Sri Kanchi
Kamma Koti Peetam on “Ramayana” throughout India.

Sri Braja B Nayak :
Sri Braja B Nayak is a master in computer engineering from NIT, Rourkela, Odisha (the
then REC). After his graduation in Electronics & Telecom Engineering he joined
Electronics Corporation of India Limited (ECIL) in the year 1987 and continuing the
same organization till date. At present he is working in ECIL in the capacity of Addl.
General Manager and is In-Charge of Antenna & Satcom Division, responsible for
strategic networks, space communication, and weather radar systems.
Sri Nayak is pursuing his Ph D in the area of Soft Computing from North Orissa
University. To his credit he has many publications in international and national journals
of repute. He is a life member of Institution of Engineers, Institution of Electronics &
Telecommunication Engineers & Computer Society of India.
Apart from his keen interest in Soft Computing, Artificial Intelligence, and
Communication Networks, he also supervises activities of Cyber Forensics and IT
Sanitization in his corporation.
Dr G B Reddy :
Dr.G.B.Reddy is a lawyer turned academician.Studied B.A. (HPP), LL.B., and LL.M.
(Constitutional Law) at Osmania University, and P.G.Diploma in Human Rights from
University of Hyderabad. Obtained Ph.D.in Law from Osmania University in 1999 on the
topic “Supreme Court and Judicial Activism – Its Contribution in Specific Areas of
Constitutional Law after 1980”. His area of specialization is Constitutional Law in LL.M.
and Judicial Activism in Ph.D. He specialized in the area of Intellectual Property as an
independent researcher, publisher and teacher.
He has had a brilliant academic record with three Gold Medals in LL.B. and one Gold
Medal in LL.M. apart from being the first candidate to have qualified for UGC-JRF in Law
from Osmania University in 1993.
He practiced in the High Court of Andhra Pradesh for about seven years before joining
the faculty of law, Osmania University.
He authored 20 well received books on law including Women and Law, Intellectual
Property Rights and Law, Copyright Law in India, Practical Advocacy of Law, Right to
Information and Law and Judicial Activism in India. Two of his books namely Women
and Law and Judicial Activism in India have been reviewed favourably in the Book
Review section of the Hindu by Justice V.R.Krishna Iyer. He also published 55 articles
on law published in standard national and international journals.
He worked as the Principal, University College of Law and Head, Department of Law,
Osmania University, Hyderabad , He has been a visiting faculty at several reputed
institutions including the A.P. Judicial Academy, A.P. Excise Academy, CCRT, NAARM,
A.P. Police Academy, National Police Academy, NALSAR University of Law & ICADR,
National Industrial Security Academy (NISA), Academic Staff Colleges of Osmania
University, Acharya Nagarjuna University, Bangalore University, VIT University, IIT,

He was the founder Director of the Legal Cell of the University and worked in that

Council of NALSAR University of Law, Hyderabad (for the period 2011-2014), A.P. State
Consumer Protection Council (for the period 2010-2013) and the Hyderabad District

Dr B S Garg:
Dr. Garg, MD & Ph D, is Secretary Kasturba Health Society earlier he was Dean of the
Mahatma Gandhi Institute of Medical Sciences, Sevagram from 1 Oct 2010 to 31-7-2014.
He is Director-Professor in the Department of Community Medicine at MGIMS. He is
also Director of the Dr. Sushila Nayar School of Public Health & Incharge of the WHO
Collaborative Centre for Research & Training in Community Based Maternal, Newborn
& Child Health. He has been awarded the Best Teacher award by the Maharashtra
University of Health Sciences, Nashik for the year 2005-6 in Faculty of Medicine in
recognition of his academic achievements & contributions.
He was awarded a Commonwealth Medical Fellowship for one year at the Liverpool
School of Tropical Medicine, UK in 1989-1990. He has also been awarded a Fellowship
of the National Academy of Medical Sciences, Indian Association of Preventive & Social
Medicine & Indian Public Health Association. He has also been bestowed with the Sir
Shriram Memorial Award (2008), Dhanwantari Oration (2004) ,the Dr. Harcharan Singh
Oration (2007) & Indian epidemiology Association Oration 2014.
He has written two books, two chapters in a book, published 15 monographs on priority
public health issues and published more than 140 research papers in international and
national journals. He has been President of Indian Association of Preventive & Social
Medicine in 2002 and President of Voluntary Health association of India (2009-2013,
15-Contd). Dr. Garg has been awarded more than 65 research projects by WHO,
UNICEF, PATH, USAID, GOI, ICMR, INCLEN, NACO, Aga Khan Foundation, Population
Foundation of India & UNFPA. He served as consultant to WHO (SEARO), USAID and
various international and national agencies on issues of public health concern.
He has served on various committees related to Public Health of Government of India,
Government of Maharashtra, MCI, ICMR & WHO etc. , He is Chairperson of ICMR-ICAR
Task Force on Zoonoses.
Sri A.N. Gurumurthy:
Sri A N Guru Murthy is presently working as General Manager (HRD), APFDC,
Hyderabad. He is a Post Graduate in Msc Agriculture. He has undergone State forest
service training in 1986-87.
Sri Gurumurthy Worked in various capacities in the Corporation in the field units and
Head office of APFDC and also As Executive Director in SC corporation during 2008 on
deputation.
Sri Puttu Guru Prasad:
Sri Puttu Guru Prasad is an assistant professor of Management science in the
Department of Science and Humanities (S&H) of VVIT Engineering College, Nambur. He
also serves as the Program Officer for NSS unit at the College, and actively conducting
the social service activities at the college and surrounding villages of VVIT.
He has 20 plus years of experience in Teaching, taught diverse subjects in courses in
MBA, CA, BTech, BCom etc. He is a post graduate in MBA HR from Ambedkar University,
M Phil with distinction from Annamalai University, Tamil Nadu, MCom, LLB, PhD – As a
Research Scholar, pursuing doctoral degree from JNTU Kakinada University.
He began his teaching career at Mahatma Gandhi Post Graduate College at Guntur as a
senior faculty in Commerce and Business Management Department. Then he joined as
the Academic coordinator at ICFAI Business School and served for 5 years in Guntur
Branch. In the mean while he was rendered his service as a resource person for the
Business laws and Corporate Laws at the famous CA coaching centers located at Guntur.
He is having a rich industrial experience of 10 years at TATA Tele Services as a Team
Leader and visited various East Asian Countries to Propagate the Marketing techniques
to the subsidiary companies of TATA’s located in several foreign countries. He was
selected for the Best Marketing Manager award by the TATA Company in the year 2003.
In the year 2005 he completed his Bachelor of Law degree with Intellectual Property
Rights (Patent Laws) as a specialization from Acharya Nagarjuna University. He was the
University Topper and won 5 Gold medals for his exemplary academic proficiency from
the Governor of A.P in the Convocation organized at ANU in the year 2005.
He joined in KLUBS the business school established by the well known K L University at
Vijayawada in the year 2009. As an assistant professor of KLUBS he designed the
Summer Internship Program (SIP) for the Business Management students to get on the
job training experience along with their Course work. It was given good results and
achieved several good placements for the MBA students of KLU.
His current research is on Employer Branding Strategies to Retain the Talented
Employees in the Educational Institution. It includes the topics like Developing Human

students of JNTUK. At present he is dealing with Intellectual Property Rights for the
Engineering students at VVIT, Nambur.
Dr C V Guru Rao:
Dr.C.V.Guru Rao is a distinguished teacher-researcher-administrator over a period of
30 years in service of the student community. Presently he is working as a Director of
Evaluation and Professor of Computer Science & Engineering at S R Engineering College
(An Autonomous institution under JNTUH), Ananthasagar, Warangal, India.
He holds a B.Tech in Electronics & Communications Engineering, M.Tech in Electronic
Instrumentation, M.E in Information Science & Engineering. He was awarded Ph.D in
Computer Science and Engineering by Indian Institute of Technology, Kharagpur in
2004.
He had started his career as a Lecturer in Electronics and Instrumentation Engineering
in 1985 at Kakatiya Institute of Technology & Science, Warangal and attained the post of
Principal of the same institute in 2007.
During his 30 years of unstinted service 17 students had completed their Master’s
Dissertations including a scholar from Italy. Three research scholars were awarded
Ph.D under his guidance. Further, two research scholars had submitted their Ph.D
thesis and few more research scholars are working at different universities in the state
on part-time basis to acquire a Ph.D. He had published 3 text books, 11 book chapters
and 165 technical research papers in various National/International
Journals/Conferences.

Prof. Haragopal:
Prof. Haragopal a distinguished political scientist is currently ICSSR National Fellow
with the Tata Institute of Social Sciences, Hyderabad. He was with the University of
Hyderabad as a professor in the Department of Political Science and later in the Center
for Human Rights, nurturing and guiding generations of students across different
departments till his retirement.
He has done his Post Graduation in MA from Osmania University and Ph. D from
Kakatiya University, Warangal.
He was also a visiting professor at CSSEIP, NLSIU, Bangalore. He is a well known human
rights activist, is with the APCLC for several years and plays an important role in conflict
resolution between the state and the Naxal groups. He has published extensively in
EPW and several other journals, written for both the Telugu and English press on
human rights and politico-economic issues.
Dr B Hema Malini:
Dr B. Hema Malini is presently working as Professor (Emeritus) Department of
Geography, Andhra University, Visakhapatnam. She is an MSC Post Graduate in
Geography. She has 38 years of experience in Teaching and research.
Dr Hema Malini Participated in 8 International conferences organized in Japan, China,
USA and Brunei. She has handled 5 Major Projects and 1 Minor Projects. She is an
author of nearly 92 research papers.
The awards received by her are Best Researcher Award in the year 2005 from Andhra
University, Visakhapatnam, Environmentalist of the Year award from Nat. Envi. Science

Sri H R Srivatsa is a DGM in National Bank for Agriculture and Rural Development
(NABARD) and presently on deputation to ABFL Hyderabad as its Managing Director.

Sri Keshav Desiraju, IAS (Retd.):
Sri Keshav Desiraju has recently retired from a career with the Indian Administrative

pursuing his Phd from Jawaharlal Nehru Technological University Hyderabad (JNTUH).
Between 2006 and 2008 he worked as a Project Engineer under “National RFID
Programme” and succesfully implemented “RFID based Parcel Tracking System”
project for Department of Post between NewDelhi and Mumbai. From 2008 to 2011, he
was associated with “National Ubiquitous Computing Research Centre” at C-DAC,
Hyderabad and is instrumental in carrying out research in “Ubiquitous Learning”
domain. Currently, he is working as a Senior Technical Officer and implementing
“Mobile Applications in Indian Languages” project.
He received various awards like “Certificate of Appreciation” award from C-DAC in the
Year 2016, “Best paper Award” during IEEE International Conference on Control,
Instrumentation, Communication and Coputational Technologies(ICCICCT) in 2015,
“Best Paper Award” during IEEE International Conference on Technology Enhanced
Learning(ICTEE) in 2012 and “Best Performer of the Year” award from C-DAC in 2011.
He co-authored twelve research publications at national and international levels. His
areas of interest include RFID, context aware computing, mobile application

Sri Madhukuri Sitaramanjaneyulu is presently working as Assistant Optometrist, VT &
DOT program Incharge, L V Prasad Eye Institute (LVPEI) Hyderabad.
Sri Anjaneyulu MSR completed his Vision Technician course from LVPEI’s Bausch &
Lomb School of Optometry in 2002 followed by Diploma in Ophthalmic Techniques
(DOT) from FOREC in 2011.
He is a certified ophthalmic assistant from International Joint Commission on Allied
Health Personnel in Ophthalmology (IJCAHPO), USA. He worked at Venkatalakshmi Eye
centre, Karamchedu a secondary centre of LVPEI for 7 years before joining as Assistant
Optometrist in Smt. Kanuri Santhamma Centre for Vitreo Retinal Diseases at LVPEI KAR
campus in 2009.
Currently he is incharge for VT & DOT program and faculty at Bausch & Lomb School of
Optometry (BLSO), LVPEI, and Optometry Consultant in LVPEI’s Refractive Clinics. His
areas of teaching interest are in Clinical Optometry, ocular anatomy & Physiology,

Professor (Dr.) Madabhushanam Sridhar Acharyulu
Professor (Dr.) Madabhushanam Sridhar Acharyulu (known with pen name
Madabhushi Sridhar) is an Author of 30 books on Law & Journalism both in English and
Telugu languages. He was professor of law at National Academy of Legal Studies and
Research (NALSAR) University of Law at Hyderabad till 20th November 2013 which he
resigned to take up the position of Central Information Commissioner at New Delhi on
22nd November 2013.
He is a double post graduate with LL.M., and M.C.J (Journalism) from Osmania
University, he achieved FIVE Gold Medals in all. He has penned more than 100 research
articles, developed lessons in Media Law and Journalism, presented papers at
International and National Seminars on subjects of socio-legal importance and a
columnist both in English and Vernacular Telugu on socio-legal issues in Daily
Newspapers and the web journals. He wrote edit page articles in Eenadu, the Largest
Circulated Telugu Daily and Property Law matters in Deccan Chronicle, Indian Express,
The Hindu and The Hans India, Hyderabad. Besides, he also designed and presented
various legal awareness programs on popular tv channels like ETV and HMTV. His
BhoomiKosam(=for land) program on HMTV has spread awareness about land rights in
AP. He wrote several articles on media and law in www.thehoot.org and
indiacurrentaffairs.org websites.
He wrote four books on Right to Information subject. He was a resource person at
training workshops on Right to Information for the Information Commissioners
organized by National Law School of India, Bengaluru and Center for Good Governance,
Hyderabad. He was training different administrative officers, scientists, engineers and
academicians at Administrative Staff College of India ASCI Hyderabad on RTI. Some of
his popular books are: Right to Information-Law and Practice, Nirbhaya Act, Legal
Language, Law of Expression, and Alternative Dispute Resolution. Professor Sridhar is
given Best Teacher Award by Andhra Pradesh Government in September 2013.
At NALSAR University of Law Hyderabad, he was coordinator of Center for Media Law
and Public Policy and Registrar, Coordinator of NALSAR Proximate Education, MHRD
Chair Professor of IPR in 2009-10. Prior to 2005 he was engaged by AP Government to
draft legislation on Right to Information Bill. He led the teams to draft the legislations
on Right to Redressal of Grievances, Rent Controls, Abolition of Child Labour and
Compulsory Education, for Andhra Pradesh Government. For International Water
Management Institute (IWMI) he studied thousand judgments of District Courts on
enhancement of compensation for Land Acquisition, and presented an analytical report,
based on which a paper also was presented at International Workshop on Inter-linking
of Rivers and Issues, at New Delhi in 2009. For ILO he studied the status of Contract
Labour in Andhra Pradesh in 2008. Dr. Madabhushi is also associated with the efforts
of National Commission for Protection of Child Rights in evolving recommendations on
education of children to abolish child labour.

Weekly and Warangal Vani Daily, Late M. S. Acharya and Mrs. Ranganayakamma, Dr

Dr Meenakshi Gautham :
Dr. Meenakshi Gautham is a Research Fellow with the London School of Hygiene and
Tropical Medicine. She is the India Country Coordinator of LSHTM’s IDEAS project, an
evaluation project in maternal, newborn and child health, implemented in Ethiopia,
India and North East Nigeria. She is also the Principal Investigator of a study on the
drivers of antibiotic use by informal private healthcare providers in the state of West
Bengal in India. Prior to working with LSHTM, Meenakshi was a post-doctoral fellow
(2008-2012) with the Institute of Health Policy and Management, Erasmus University,
Netherlands, and the Micro Insurance Academy in New Delhi, working on health
services research to support development of micro health insurance programs in low
income communities. She completed her PhD at LSHTM in Public Health and Policy in
2006. Before that she worked as India Programme Manager with Intrahealth
International (1997-2001).
Ms Meenakshi’s health systems research interests are broad and crosscutting. They
include rural health services and human resources in health, maternal and child health,
equity and quality of healthcare, mobile health applications for low resource settings,
and a growing interest in antimicrobial use and resistance. She has a special interest in
evidence based policy reviews and debates, especially those that have an impact on the
availability and quality of healthcare for the most impoverished and underserved
communities.
For several years now, she has advocated for policy shifts for training a new cadre of
mid-level practitioners to deliver basic clinical health care close to every village home.
In 2009 she filed a Public Interest Litigation in the Delhi High Court, along with senior
Supreme Court advocate Prashant Bhushan, asking the central government to start such
a programme. They won the case in 2010. She has critiqued the model of medical
education and medical profession followed in India. In November 2015 she contributed
to a review of the functioning of the Medical Council of India conducted by the
Parliamentary Committee on Health. She writes on public health issues for the Indian
Express and The Hindu newspapers in India.

Dr. Mohan Kanda
Dr Mohan Kanda is an IAS Officer, 1968 batch of Andhra Pradesh Cadre and Retired as
Chief Secretary to the Government of Andhra Pradesh. He has done his Ph.D. (Doctorate
in Cooperative Agricultural Credit) – from the Department of Business Management,
Osmania University and M.Sc. (Mathematics) – Osmania University, First Division with
distinction – Stood first in the University.

Sri Nagaraja Kumar is a Scientist & In-charge, Marine Fishery Advisory Services at
Indian National Centre for Ocean Information Services (INCOIS), Ministry of Earth
Sciences (MoES), Government of India. He is the Secretary of Indian Ocean Global Ocean
Observing system (IOGOOS which is a regional alliance of GOOS of IOC/UNESCO with 29
marine institutes from 17 countries.
As In-charge of Marine Fishery Advisory Services (MFAS) programme, he is leading the
popularly known service “Potential Fishing Zone (PFZ) Advisories” that provides
advisories to the fishing community on the most probable fish aggregation areas using
remote sensing data. The service is recognized, among global scientific community, as a
matured geospatial application wherein the economic benefits are getting accrued
directly to the fishing community. Significant contributions were made through
designing innovative solutions using geospatial and ICT tools for taking the benefits of
science to the society through this PFZ advisory service. PFZ Advisories mission has
been highlighted in the international scenario as one of the major elements under
Societal Applications in Fisheries & Aquaculture using Remotely-Sensed Imagery
(SAFARI) and also recognized as one of the Societal Benefit Areas (SBAs) by Global
Earth Observation System of Systems (GEOSS).
He holds a Masters degree in Physics and working in Remote Sensing & GIS Applications
for the past 15 years.
His research interests are Remote Sensing application to fisheries, Marine Resource
Management, Satellite telemetry studies for fisheries.

Sri S.P Shorey is working as Urban Planning and Management Consultant. Sept 2016.
He studied architecture at the Indian Institute of Engineering, Science and Technology,
Shibpore (1972),urban planning at the Indian Institute of Technology, Kharagpur
(1974) and Architectural Conservation at the International Centre for Conservation,
Rome (ICCROM). He worked with Hyderabad Urban Development Authority1976-2008
on preparation of Master Plans, AP Vision 2020, Hyderabad Mega Cities Project, AP
Urban Development Strategy etc besides urban conservation and legislation.
He was convener of Andhra Pradesh Urban Art Commission 1978-83, Member
Secretary, Hyderabad Heritage Committee 1996-2008 of the Government of AP and
coordinator of the Hyderabad Urban Conservation Study 1981-1985 supported by the
Ford Foundation.
Sri Shorey was later Director (Urban Management),Centre for Good Governance,
Hyderabad 2011 - 2014 and Regional Programme Coordinator RAY under the GOI –
DFID partnership 2011-2014 on Urban Housing.
He also worked as Advisor Urban Planning at the Administrative Staff College of India,
Hyderabad in 2014. He was short term consultant to World Bank and UNESCO on
urban infrastructure and conservation programmes. He has been visiting faculty at the
Indian Institute of Management, Ahmedabad, International Centre for Conservation,
(ICCROM) Rome and other reputed institutions. He is author of more than 100
published papers and articles on Urban Planning and development.

Shri Sarma is working as Director/ Scientist ‘F’ in the Indian Computer Emergency
Response Team (CERT-In).
He is handling computer security incidents reported to CERT-In, and coordinates
response and remediation actions for incidents of malicious code infections, Botnets,
web intrusions and attacks on Industrial Control Systems.
He is involved in tracking of cyber threats and issuing security alerts and advisories. He
is a CISSP and Certified Ethical Hacker. He is trained in Information Security and

Former Director, Indian Institute of Remote Sensing, Dehra Dun, (2009-2012); Former
Director, Centre for Space Science and Technology Education in Asia and the Pacific,
Dehra Dun, Dean, Indian institute of Remote etc.
He is specialised in Earth Observation Satellite and Geoinformation Sciences working on
generation of information services, feature extraction using all kind of satellite data and
Climate Change Natural Resource Management (nearly 40 years of experiences in this
field). He has more than 200 research publications in international journals with ~ 350
impact points and 2900 citation. He has authored/edited 4 books. He has guided 21 Ph
Ds.

Dr. Palla Trinadha Rao
Dr. Palla Trinadha Rao is a tribal rights activist and lawyer supporting the cause of
tribals. He has been involved in addressing issues of tribal land alienation, forest land
and governance issues in both the States of Andhra and Telangana.
He is also associated with the State and National (Government) Institutions in relation
to Trainings, Research, and Legal affairs in relation to tribals. He is author of a number
of articles and couples of books on adivasi issues in Telugu and English. He is an
independent and collaborative Researcher. Interested research areas are Scheduled
Tribes, and Tribal Areas.
Dr Praveen Vashist:
Dr Praveen Vashist is presently holding the position as Professor and Head, Community
Ophthalmology, Dr. RP Centre for Opthalmic Sciences, All Indian Institute of Medical
Sciences, New Delhi.
As head of Community Ophthalmology at the apex ophthalmic institute of the country,
he has been instrumental in developing models for community outreach services and
strengthening epidemiological research & training in the field of community eye care.
He has developed a successful model of integrating primary eye care in 15 urban health
centres of the Delhi Government. In addition, he involved in organizing outreach camps
for screening cataract and other blinding conditions in rural areas and ensuring free
cataract surgeries to poor patients; school based vision screening in schools and
dedicated camps for screening of diabetic retinopathy, childhood blindness and
glaucoma. With these efforts, community outreach services through the department
have been extended to more than 100,000 people per year. I developed an operational
model for utilizing ASHA (Accredited Social Health Activists) - community based
volunteers for provision of primary eye care in rural areas. Based on the model and
continuous advocacy, National Health Mission, Delhi government has made provisions
for providing incentives to ASHAs for referring patients with cataract and refractive
errors.
He has been a Principal Investigator of 19 research and community eye care projects,
most significant of them being the Sightsavers Vision Delhi Project on Primary Eye Care
Services in Urban Slums, LSH&TM Epidemiology of Age-related eye disease in India
(INDGEN) study, Multi-centric-ICMR Study on Impact of Global Warming and UV
radiation on Ocular Health and DST study on Awareness and Health Seeking Practices
for Eye Diseases in Urban Slums.
He has 80 publications in international and national peer-reviewed journals and also
supervised 15 research scholars including five PhD scholars, ten post-graduates and
one WHO Fellow in community ophthalmology.
He delivered more than 250 lectures as resource person/faculty in conferences and
CME programmes organized at International and National level. He is also leading the
NPCB-National Trachoma Prevalence Survey and National Trachoma Rapid Assessment
being conducted in 24 districts all over the country.
Dr Praveen Vashist was awarded AIIMS Excellence award, 2014 for the best researcher
and was awarded by Vision 2020-Right to Sight India in its 8th National Conference for
services as voluntary resource person in eye care programmes. He was also awarded
by Community Ophthalmology Society of India for exemplary individual contribution in
the field of Community Eye Care Services for the year 2014. He received the
"Association of Community Ophthalmologists of India (ACOIN) Gold Medal" for services
in community eye care consecutively in 2014 and 2015.
Sri P Purardhana Reddy :
Sri P Purardhana Reddy is presently working as Deputy Executive Engineer, Water
Resources Department, Government of Andhra Pradesh. He has done his M.Tech in
Transportation Engineering from REC Warangal
He has Joined the department in 1987 as Assistant Executive Engineer and now
working as Deputy Executive Engineer in E-Governance Cell at the office of the
Engineer-in-Chief (Admin Wing) . Successfully implemented Priorotised Projects
Monitoring System (PPMS) which deals with Monitoring progress and payment of EPC

Sri P Satyanarayana :
Sri P.Satyanarayana joined NRSC/ISRO in 1999 after successful completion of first
RS&GIS course of CSSTEAP affiliated to United Nations at IIRS Campus, Dehradun in
1996 and obtained first M.Tech (RS&GIS) degree from Andhra University with first rank.
He has also successfully completed M.Sc from Geo-Engg Dept. of Andhra University. He
is currently working as Scientist / Engineer ‘SE’ at National Remote Sensing Centre,
ISRO, Department of Space, Hyderabad and having multiple task capabilities.
He has contributed in Disaster Management Support Programme of NRSC/ISRO and
worked 24X7 for preparing necessary maps and action plans during Orissa super
cyclone and also for Tsunami period.
He is a Team member in SISDP project, AIBP project, India-WRIS project, Inventory and
Monitoring of Glacial Lakes project, Landslide Hazard zonation mapping project and
acted as facilitator for capacity building, State and Central Govt. departments, project
students, researchers and individuals for remote sensing and GIS technology and
applications.

Sri K Srinivas:
Sri K Srinivas is presently holding the position as OSD, New & Renewable Energy
Development Corporation of Andhra Pradesh Limited.
Sri K Srinivas Graduated from AU College of Engineering, Visakhapatnam and completed
MBA.
He Joined in NREDCAP during the year 1985 and completed more than 30 years of
experience in the field of renewable energies and worked in different positions and
presently working as Officer on Special Duty. Presently responsible for promotion of
Wind Power and Solar Power Projects and Programmes.
Sri Srinivas is Instrumental in setting up of own wind power projects by NREDCAP of
capacity 12.80 MW in Anathapuramu, Kurnool and Nellore districts. Also successfully
implemented 1 MW Canal Top Solar Power Project in Bhimavaram Rural(M), West
Godavari District which is the first project commissioned out of Pilot Demonstration
Scheme of Ministry of New & Renewable Energy, Government of India.
Dr A.P. Rangarao:
Dr A P Rangarao is resident of Hyderabad and has graduated in medicine (M.B:B.S)
from Osmania University, and later worked and obtained post graduated qualifications
in Obstetrics, Anesthesia and Tropical Medicine from United Kingdom.
He joined AP medical services and worked in Tribal areas for 7 years as a clinical
Doctor.
Later he moved to Hyderabad and was on deputation as founder and first Managing
director of Government corporation "AP Viklong Coop Fiancé corporation" and
introduced Jaipur foot Technology in AP for polio affected persons and amputees. He
established Braille press and sound library for visually challenged and provided hearing
aids to Hearing handicapped and Special education teacher training programme for
mentally challenged.
He was in additional charge as State secretary of Indian red cross society twice and
organized relief in Godavari monsoon floods. He was advisor to National Red cross
during IPKF operations and provided relief to civilians during conflict.
He was the head of India population project 8 and served as Additional Director Family
welfare and promoted Double puncture Laparoscopy sterilization and helped stabilize
AP Population. He retired in 1999. Afterwards he was consultant to GOI for blindness
control programme, consultant to Nandi foundation, Catholic relief services (CRS), GHK
international, Unicef, Harvard University, SERP, CGG, etc.
He was advisor to Satyam foundation, EMRI (108 services), HMRI (104 services), and
provided concept, architecture, protocols, algorithms etc. He was consultant to IRDA
and GI council sponsored and just concluded pilot project "HERAM " for prevention of
accidents and management of accidents on NH 65 from Hyderabad to Vijayawada-
Currently engaged in understanding impact of soil health on human health through
organic farming in his village. He widely travelled on official work in UK, Srilanka,
Malaysia, Indonesia, Singapore, Thailand, Pakistan, China, Brazil, and USA.
Dr Y Rajavara Prasad:
Dr. Raja Vara Prasad got his PhD from IIT Hyderabad in 2015. He completed his M.Tech
from IIT Kharagpur in 2009. Dr. Raja Vara Prasad is presently working as Assistant
Professor, ECE Dept, IIIT Chittoor
He has three international journals and ten international conference papers. His
research area include Wireless Sensor and Actuator Networks (WSAN), Internet of
Things (IoT) and New protocols for Smart Cities. He is active member in the major
sponsored projects like Smart Buildings, Cyber Physical Systems and IoT which are
funded by Department of Science and Technology (DST) during his PhD.
Dr Rajeswar:
Dr. Rajeswar Jonnalagadda is a Senior Subject Specialist on Climate Change &
Environment, at Intercooperation Social Development India (ICSD). His Current
responsibilities include Policy-Advocacy, Operational Research and Monitoring &
Evaluation of Climate Change Action-Plans in different sectors. He undertakes Policy-
Advocacy, Capacity Building and Training of Trainers (ToT) activities on Mitigation &
Adaptation strategies for Low-Emission development in different sectors. He pursues
policy research towards integrating portfolios of Climate Change Adaptation (CCA),
Disaster Risk Reduction (DRR) and Sustainable Development Goals (SDGs) into Low-
Emission Development and Inclusive Growth.
Dr Rajeswar is a Member in Roster of Experts for UNFCCC Adaptation Fund in
Environmental and Social Risk Management, and also in Roster of Experts for Climate &
Development Knowledge Network: (CDKN)
Prior to current position, worked for more than five years as Director (Training &
Research) of the Centre for Climate Change at MCR HRD Institute, Hyderabad, India – a
governmental administrative training institute. Earlier, for about twelve years, he
worked overseas as an Academic Editor for UNESCO project, the Encyclopedia of Life
Support Systems. He pursued his M.Sc. and M.Phil. in Life Sciences from the University
of Hyderabad and Ph.D. from Jawaharlal Nehru University, Delhi, India. He did his Post-
Doctoral research at Center for Ecological Sciences of the Indian Institute of Science,
Bangalore, India.
Sri Rajeev Anand Sahu:
Sri Rajeev Anand Sahu is currently working as Assistant Professor, C R Rao Advanced
Institute of Mathematics Statistics and Computer Science (AIMSCS) , University of
Hyderabad Campus and also Lecturer in NIT Raipur.
He has done his Ph.D. Cryptography in the year May 2013 from NIT, Allahabad, India
and M.Sc. (Mathematics) Central University, Bilaspur.
His Research interests are Digital Signatures- Proxy signature, Anonymous signature,
Identity-Based Cryptography. Searchable Encryption and Elliptic Curve Cryptography.

Sri Rakesh Dubbudu:
Sri Rakesh Dubbudu is a well known transparency campaigner from India and has been
working on Right to Information (RTI) related issues for the last decade. He is currently
one of the co-convenors of the National Campaign for People's Right to Information
(NCPRI) in India.
He is also the founder of ‘FACTLY’ (www.factly.in), an initiative aimed at making
government data/information more meaningful for the common citizen. Within a short
period of time, the portal has become one of the best in the public information space.
Sri Rakesh brings immense experience in dealing with Government Data, Policy and
various government related information. He is also an engineering graduate from one of
the foremost engineering institutions in India. His technical skills give him a unique
advantage. Sri Rakesh has also played a significant role in the launch of the 'Open Data
Policy' by the Government of Telangana, the newest state in India.
His RTI trainings reached more than 12000 people across the country comprising a
variety of stakeholders from government, civil society etc. He has also constantly
engaged with the various government departments in ensuring better information
disclosure under the Indian RTI law. He also has experience in leading various research
& impact studies on the RTI law in India and has been a Right to Information Fellow of
the Government of India in 2014. He is a regular columnist in the leading Telugu and
English dailies on issues related to transparency, opening up government.
He was Selected for the South Central Asia Region Legislative Fellows Program (an
exchange program for Young leaders from 5 South Central Asian countries sponsored
by the U.S. Department of State). He is one of the five from India in 2014. He Was one
of the speakers at the 'International Open Data Conference 2016 (IODC 2016)' on 'From
supply based to demand based strategies in Open Data'. He was selected as a ‘RTI
Fellow’ for the year 2014 by Government of India. He received the Distinguished
Alumnus Award from NIT Warangal and he won a special Jury award in the first ever

Sri R. Ramasubramanian:
Sri R Ramasubramanian joined M.S. Swaminathan Research Foundation as a Mangrove
Biologist - Scientist in October, 1996 after completing his Ph.D. from Center for
Advanced Studies in Botany, University of Madras, Chennai. During Ph D He has
worked on environmental biology particularly the Physico-Chemical and
Microbiological studies in both fresh water and in coastal waters. He has isolated
bacterial strain tolerant to heavy metals and assessed its bio-accumulation and the
physiological tolerance mechanism.
In M.S. Swaminathan Research Foundation he is working in participatory mangrove
conservation and management in Krishna and Godavari wetlands of Andhra Pradesh for
the last twenty years. He has carried out large scale mangrove plantations jointly with
the community and the state forest department. Then he implemented Integrated
Mangrove Fishery Farming System (IMFFS) where the mangroves and the aquaculture
are grown together for sustaining the mangrove ecosystem and the livelihood of the
coastal fishermen.
He implemented two DST supported major research projects for the halophyte
cultivation using sea water (PI) and the other as Co-PI for demonstrating halophyte
fodder grass cultivation during 2010-2014 and mobilized funds from International
Agencies like GIZ and Adaptation Fund for implementing climate change adaptation
projects.
Sri Ramasubramanian has participated in national and international workshops,
trainings and conferences during this period. I have published 16 research papers and 7
books. I have visited Netherlands, Malaysia, China, Thailand, Philippines and Sri Lanka
for attending international workshops and conferences.
Sri R S Aravindakshan, IRS:
Sri R S Aravindakshan hails from Hyderabad and belongs to the 2007 batch of the
Indian Revenue Service.
He served the Income tax Department at Vijayawada, Khammam and Hyderabad and
has handled assessments of Partnership firms, companies, trusts, banks etc.
He also had a stint in the investigation wing of the Department at hyderabad, which
undertakes search and seizure operations. Later, he served at the National Academy of

Dr Sathyanarayana is presently working as Associate Professor-Public Health
Foundation of India, Indian Institute of Public Health-Bangalore Campus.
Dr. Sathyanarayana is a medical doctor; he has done MBBS from Karnataka state, MBA
in health management and MPH from University College London and PhD in Health
Policy from University College London. He served for 6 years in World Health
Organization as surveillance medical officer for polio eradication program in Uttar
Pradesh, Bihar, and Andhra Pradesh and in Karnataka states of India. Prior to this he
served as district leprosy medical officer for two years. As surveillance medical officer,
he made special innovative efforts to strengthen routine immunization in Karnataka
state and actively participated to begin measles surveillance program in Karnataka
state.
Currently he is teaching health policy-planning and health care quality modules at
Indian Institute of Public Health-Bangalore campus, India. His, research interests are on

Sri D Srinagesh:
Sri D. Srinagesh had obtained his Masters degree in Applied Mathematics in 1984 from
Regional Engineering College, Warangal, presently known as NIT, Warangal and his Ph.D in
Geophysics from Osmania University in 1993.
He is currently the Head of Seismology observatory. Srinagesh has made significant
contributions in seismology. Using modern techniques and state of art digital instruments,
through passive seismology he has worked on problems which are of international
relevance such as in understanding the evolution of Precambrian terrains by mapping the
3-D crust and mantle velocity structure. His work has been to map the seismically active
faults in Koyna-Warna region and Kopili lineament in NE India.
He is presently working on projects related to seismic hazard in the Indo Gangetic plains
which are of societal importance. He is also involved in disseminating information about
earthquakes and the safety measures to be undertaken in the event of an earthquake to
school students in NE India and by deploying 80 educational seismographs in schools
under the western India school lab program. The prime objective of the latter project is to
impart knowledge to high school students about earth and earthquakes while working
with seismological data. In the last five years he has been providing scientific inputs for
design of Projects to DRDO and Government of Andhra Pradesh as well as evaluating the
hazard for Heritage structures due to the effect of horizontal ground motion generated by
explosions. He has more than 54 scientific papers in international and national reputed
journals and more than 20 Technical reports. He was also a guest editor of a special
volume by Tectonophysics on Earthquake Prediction.
Sri Srinivas Madhav
Sri Srinivas Madhav is presently working as Judicial Officer, State Information
Commission, Government of Andhra Pradesh.
He has Drafted complete study material for the Online Certificate Course on RTI (15-
Day Course) and provided academic support to this Course including moderation of the
online Discussion Forum, evaluation of the answer papers and so on during 2011-12.
He Took part in conduction of two Familiarization Programmes for the newly appointed
State Information Commissioners of the Andhra Pradesh Information Commission
jointly organised by AP Information Commission and Centre for Good Governance in
May 2012 and February 2013.

Karnataka in 1985.
He is currently the CEO of Andhra Pradesh Electronics & IT Agency (an autonomous
society formed by AP State Government) spearheading the efforts to make AP as the
number one destination for Electronics Industry and Information Technology in India.
He has worked in Govt., Private and MNC organizations at senior levels. He has
developed path breaking products and services in Product Design and Engineering field.
He is an expert in Medical Devices, Networking & Telecom and Prosumer (Professional
Consumer) product design.
He has set up new organizations for designing Networking Products, Automotive
Software and Hardware, Medical Devices and Consumer devices for both Indian and
Overseas companies. Got India’s first ISO13485 certification for Medical Device design.
Worked on Avionics & Mil Certifications and products. He was selected as one of the
top 100 people (84th and one of the two Indians) who contributed to Electronics
Manufacturing Services (EMS) Industry in 2012.
He is hands-on and mentors “Startups” working in Embedded Systems. He teaches
Undergraduate and Graduate courses in product design and engineering. Has helped
Indian and US universities in framing contemporary syllabus for the electronics
engineering courses.
He writes regularly in leading professional journals and publishes papers in national
and international conferences. Currently writing a book on “Outsourced Manufacturing

Sri Moorthy is also a professional percussionist plays Indian and Western percussion
instruments.
Sri S Srinivasan :
Sri S.Srinivasan ('Chinu") has been involved with issues of affordability, availability and
accesibility of health care for all over 35 years. He has written books and articles and
spoken in various fora on the politics and public health aspects of pharmaceuticals
including pricing policy regulatory and IP issues.
He is associated with LOCOST Vadodara which makes medicines at low prices and is
involved in advocacy of related issues of access to medicine. Srinivasan is also
associated with medico friend circle, All-India Drug Action Network and PUCL.
He has been involved in several PILs on pharma policy issues in the Supreme Court and
High Courts. He is a graduate of IIT Kharagpur, IIM Bangalore and has studied
epidemiology at John Hopkin University.

Sri Someswara Rao has 25 years in commercial aspects in the field of Power purchase

Sri D Subramanyam:
Sri Dande Subramanyam was born at Amalapuram, East Godavari District on 8-11-
1955. He is native of Koilkuntla Mandal of Kurnool District and hails from a family of
Judges. He obtained his Degree in Bachelor of Science from Sri Venkateswara
University, Tirupati and Bachelor of Laws from Acharya Nagarjuna University, Guntur.
He practiced as an Advocate in the Office of Sri M.Venkoba Rao for a period of four years
at Kurnool. He was selected as District Munsif by the Andhra Pradesh Public Service
Commission and joined as such on 1-4-1987. He was promoted as a Senior Civil Judge
on 30-1-2001 and further promoted as District and Sessions Judge on 25-7-2006. He
was appointed as Secretary, Andhra Pradesh High Court Legal Services Committee,
Hyderabad till 10-2-2010. He was placed full additional charge of post of appointed
Member Secretary, Andhra Pradesh State Legal Services Authority and served for a
period of two years. In February, 2010, he was appointed as Principal Secretary to the
Hon’ble Chief Justice of Andhra Pradesh and served for a period of two years. Later he
was appointed as Devasthanam Law Officer, Tirumala Tirupati Devasthanams, Tirupati.
He is presently working as Secretary and Chief Executive Officer, Andhra Pradesh State
Human Rights Commission, Hyderabad.
Throughout the career he maintained good reputation and has good track record. As
Member Secretary of the Andhra Pradesh State Legal Services Authority he did
commendable job and conducted legal aid programmes in the State to bring awareness
among the public about the legal services authority and the right of the public to
approach the forum for support in resolving their disputes.
As Secretary of A.P. High Court Legal Services Committee with the permission of the
Hon’ble Chief Justice constituted special Lok Adalat Benches at Kadapa for disposal of
land acquisition cases (Appeals) pertaining to Somasila Project and got disposed of
3000 appeals wherein compensation to a tune of Rs.13.00 crores was got awarded and
paid to thousands of displaced persons.
He regularly attends as Resource Person to give lectures to the Trainee Junior Civil
Judges at Andhra Pradesh Judicial Academy, Secunderabad, Dr.M.C.R. & HRD Institute,
Hyderabad, A.P.Police Academy. He was awarded Ugadi Puraskar in 2013 by
Annamaiah Kalapeetam, Hyderabad. He was awarded IARF-HRRC Peace Award 2016
during World Peaceday Celebrations 2016 at Khammam a Netherlands based Non
Governmental Organization. Presently, he is working as Secretary and Chief Executive
Officer in State Human Rights Commission.
Sri Sushil Patil :
Sri Sushil Patil is a medical doctor trained as a public health specialist from Tata
Institute of Social Sciences, Mumbai. He coordinates the clinical services and research
activities at Jan Swasthya Sahyog, Chhattisgarh.
He has organized the primary health care activities besides augmenting the
specific programs for illnesses like tuberculosis, leprosy, cardiac care and services like
the public health laboraftory, radiology diagnostics and, pharmacy. He has
developed the Electronic Medical Record system of JSS and is now helping its further
use in other health care set ups in the country.
He is involved in observational research on various issues like burden and pattern of
illnesses and on cost and quality of care. He has also been actively involved in
developing new programs like telemedicine in rural areas and in training of various
cadres of middle level health workers. The Atlas of rural health has been developed
with his editorial coordination.
Dr Sundar Balakrishna, IFS:
Dr. Sundar Balakrishna holds a Bachelors in Engineering (Computer science), a Masters
in Science (Forestry), a Masters in Business Administration (Post-graduate Diploma in
Management) with finance concentration (from Indian Institute of Management (IIM)
Indore), and a PhD (Fellow Program in Management) in the Economics area (from
Indian Institute of Management Ahmadabad).
He is serving in the Indian Forest Service and is currently Director, Electronic Services
Delivery, Government of Andhra Pradesh and holding additional positions of CEO, e-
Governance Authority, CEO, Andhra Pradesh Information Technology Academy, and,
CEO, SAPNET Mana TV, in the Department of Information Technology, Electronics, and
Communications, Government of Andhra Pradesh.
Dr. Sundar Balakrishna was awarded the “Skoch order of merit 2015 award” for one of
the best e-government citizen services delivery initiatives at the national level by the
Skoch group (september 2015). He is also a recipient of the "CSI-Nihilent Award of
Appreciation 2015" for e-government initiatives in the mining sector.
He is a visiting faculty at Indian Institutes of Management Indore, Lucknow, and Trichy
and teaches Microeconomics, Environmental and natural resources economics,
Economics of Network Industries, and Regulatory economics. He also teaches Forest
Economics to forest ranger trainees in the State Forest Academy. He has publications in
the economics area in Vikalpa, the IIM Ahmadabad Management Journal. In addition, he
initiated several projects in vermi composting, while serving in the Indian Forest
Service. He has sensitized the government on the invisible, yet dangerous problem of e-
waste disposal".

He has Participated in Pharmaceutical Event at Thailand, National Integration Camp

Sri U Ramamohan :
Sri U.Ramamohan is working as Superintendent of Police, Cyber Crimes in CID
Hyderabad, and i/c Forensic Science Laboratory, Hyderabad. He took part in technical
investigation of around 5000 cases of bombs and bombings which include number of
sensational crimes of India. Defused more than a lakh bombs of various types.
Participated in the investigation of many sensational cases such as Satyam fraud case,
Navy war room leak case, Amway case etc., He has rich experience in handling digital
evidence and has handled over 700 cases involving digital evidence, and gave successful
deposition in west minster court UK.
He is trained at Scotland Yard Police training center in U.K on cyber forensics. Later he
underwent training in Computer Crime Investigation with FBI, USA and with INTERPOL
at Honkong.
He is decorated with two UN International police medals for working in Kosovo during
2000-01 and in Haiti during 2009 -10 and trained many police officers of those

Prof V Praveen Kumar:
Dr.V.Praveen Kumar is Professor and Alternate Head, Department of Biotechnology at K

PG Diploma in Computers from Padmavathi University. She is a gold medallist in PG
Diploma in Computers.
She is working in NIC from 1989 and Currently looking after Eoffice implementation
support to all the Central and State Government Departments in Telangana Trainings in
all departments. Especiall GHMC trained 2500 employees for 10 days in 4 batches a
day.
She is also looking after eProcurement Training and implementation support to all the
departments of Central Government and Public Sector Undertakings.
She is also supporting to PFMs Treasury Department working on SPARROW, IAD and
IPS officers PAR Support to all the officers in case required. In Secretariat she is
providing technical support to departments and officers.
Sri Yedukondalu Kumpati:
Sri Yedukondalu Kumapati is presently working as Consultant-AP Innovation Society.
Sri Yedukondalu started his career as a Scientific Assistant In Defense Research &
Development Laboratory followed by stints in Direct public service. After his research,
financial and entrepreneurial stint, he has been conducting entrepreneurial
development programs all over the state of Andhra Pradesh in coordination with
organizations connected with industrial and economic development.
A Mechanical Engineer Turned into technology evangelist 25 years ago served for
APSFC, APSSIDC, APTS, eSeva . He was a member of conceptualization team of e-Seva
whose replication is NeGP.
As Dy.Director of e-Seva, he was responsible for technology and operations behind
eSeva transactions. He was instrumental in bringing the large number of Govt.. &
Private departments under eSeva platform and enhanced the services from 20 to 150.
His expertise is in designing the solutions by mapping the emerging technologies to real
world citizen issues. Recipient of Chief Minister’s Award for Excellence in Service from
current and previous Govt.
Shri Yarramsetty Jagan Mohan
Shri Yarramsetty Jagan Mohan is presently working as AP State President, Samachara
Hakku Prachara Aikya Vedika, Guntur District.
He did his post-graduation in M.A(Psychology) from Andhra University in the year
1976.
He worked in Andhra Bank in different cadres for 21 years and and took VRS in 2001
while working as Branch Manager.
He is serving the society as a member of SATYANVESHANA MANDALI, a Philosophical
Organisation apart from working as AP State President, Samachara Hakku Prachara
Aikya Vedika.
