SPEAKER PROFILES Dr Christian Wards is Director of Group Healthcare leading the development of a more effective and value-based
customer health journey across the region for AIA supporting customers to lead longer, healthier and better lives.
Christian has 18 years of international experience in healthcare from across the health insurance, healthcare provision
and health service sectors in a wide number of geographies including North America, Europe, Asia and the Middle East.
Prior to joining AIA, Christian was Managing Director of Bupa’s health insurance business in Hong Kong and an active
member of the Hong Kong Federation of Insurers Taskforce on health reform.
Earlier in his career, Christian practised hospital medicine in New Zealand and the UK. He holds a Bachelor of Human
Biology, a Bachelor of Medicine & Surgery and a Master of Business Administration. Dr Christian Wards

Elaine Chan is the Chief Health Officer of Zurich’s General Insurance business in Hong Kong. She is responsible for
managing the strategic development and performance of Zurich’s accident and health insurance business.
Elaine has extensive experience in building distribution channels, partnership alliances, product development, as well as
best practices in healthcare and medical insurance business for over 25 years. Prior to joining Zurich, she was with AXA
as Chief Health Distribution Officer. She has also worked with numbers of key insurers including AIA, Manulife, CIGNA
and BUPA, focusing mainly on employee benefits and medical insurance.
Currently, Elaine is a task force member of the Food and Health Bureau’s primary care working group; a member of
Consultative Group on Health Protection Scheme under Health and Medical Development Advisory Committee as well
as co-opted member of Working Group on Regulation of Private Hospitals under the Steering Committee on Review of
Regulation of Private Healthcare Facilities. She is also an appointed mentor of Mentorship program for School of Public
Health and Primary Care of the Chinese University of Hong Kong.
She is now Deputy Chairperson of the Healthcare Reform Taskforce, committee member of Medical Insurance
Association and has also been served as Chairperson of Medical Insurance Association during 2006-2009 under the
Hong Kong Federation of Insurers.
Dr York Chow is an orthopaedic surgeon by profession, and graduated from HKU. Dr Chow has served as the
Consultant Orthopaedic Surgeon at the Princess Margaret Hospital in 1983 and the Consultant Orthopaedic Surgeon at
the Queen Elizabeth Hospital from 1984 – 1992.
With the establishment of the Hospital Authority, Dr Chow switched over to hospital and healthcare administration. He
was appointed Hospital Chief Executive of Queen Elizabeth Hospital in 1992 and Hospital Chief Executive of Queen
Mary Hospital in 2001. He was subsequently appointed Cluster Chief Executive of the Hong Kong West Cluster of the
Hong Kong Hospital Authority in 2002.
Dr Chow was appointed by the Chief Executive of Hong Kong Special Administrative Region and the Central
Government to be the Secretary for Health, Welfare and Food from 2004 to 2007, and again the Secretary for Food and
Health from 2007 to 2012.
Dr Chow was appointed as the Chairperson of Equal Opportunities Commission from April 2013 to March 2016.
He joined the AIA Hong Kong and Macau Ltd as its Chief Medical Officer and Corporate Advisor since January 2017.

Orchis Li is the General Manager of Gen Re's Hong Kong Branch. She joined Gen Re in Jan 2015 and is responsible for
business development and managing the life and health business in Hong Kong. Orchis has more than 20 years
experience in the Hong Kong insurance market and is a Fellow of the Institute and Faculty of Actuaries.
Orchis is also a member of the Health Committee under ASHK and a councilor of the Life Insurance Council under HKFI.

Bob Charles started his career as an actuary in London and came to Asia in 2001 with a global consulting firm to provide
employee benefits and wider HR advice to some of Asia’s largest companies. From 2007, he ran the Asia Pacific business
as part of the global executive team to grow a business across 13 countries in the region.
Bob qualified as an actuary in 1991 and has a First Class Honours degree in Mathematics from Oxford University.
Attracted to CXA’s mission to transform the employee benefits industry in Asia he joined as the Managing Director of
CXA’s Hong Kong operations in 2016.

Celine Ng Tong is a Principal in the Asia Health Consulting team and is based in Hong Kong.
She has over 12 years’ of experience in consulting to organisations on all aspects of employee benefit programs in Asia
and around the world. This includes including consulting on design strategies, flexible benefit program feasibility &
implementation, network management, carrier audits, pricing and funding reviews and wellbeing and employee
communication strategies. Celine is passionate about healthcare and has spoken in industry events on a variety of topics
including global funding alternative, managed health care, women’s health & wellness strategies and diversity &
inclusion.
Celine holds a Bachelor of Science degree in Actuarial Mathematics from Concordia University in Montreal and is a
Fellow of the Society of Actuaries. She is also a fully licensed Hong Kong employee broker. Celine Ng Tong FSA

Pang Chye is a principal and actuary with Milliman’s Hong Kong office. He joined the firm in 2002, after spending more
than two and a half years with Milliman in New York and six years with an actuarial and management consultancy in
Southeast Asia.
Pang specialises in healthcare and property and casualty insurance. Pang has consulted to governments, insurance
companies, health plans, hospitals, physician groups, and pharmaceutical companies in Asia, the United States, and
South Africa.
He has consulted to more than 80 property and casualty insurance and reinsurance companies in Greater China and
Southeast Asia on many issues.

Rebecca Zhang works for SCOR Hong Kong as Pricing and Product Development Actuary since 2016. Prior to joining
SCOR, She has close to 10 years of experience working in life insurance and actuarial consulting companies in Toronto,
including Mercer, Manulife and NMG. She was also heading the actuarial function in a P2P insurance start-up company.
Rebecca got her Bachelor of Mathematics degree from University of Waterloo and she is a Fellow of the Society of
Actuaries and the Canadian Institute of Actuaries.

Dr Hugo Tan is the Head of Medical Affairs (Oncology) at Novartis Pharmaceuticals Hong Kong. Dr Tan was initially
trained in pediatrics and later joined the pharmaceutical industry; having close to a decade of medical affairs
experience in both regional and local roles for global companies such as GSK, Merck Serono and Novo Nordisk. In his
current role, Dr Tan manages a team of medical advisors and clinical research associates and is responsible for the
medical aspect of the oncology portfolio.
He holds a Bachelor of Medicine & Surgery (MBBS), MBA (Manchester) and is a registered physician with the Malaysia
Medical Council.
