Criminalist III

Manager, Crime Laboratory

Kip Walsh, Recruitment & Classification Manager requested that items 2a and 2b be

considered separately because there were modifications related to item 2b that would have to

be read into the record. The items were heard and voted on separately.

Item 2a – Provisional Appointments

Resolution #

44625 A motion was made by Member Jones and seconded by Member

Bodenhausen to approve section 2a (Provisional Appointments) of the

Consent Calendar. The motion carried by the following vote:

Item 2b – Classification Specifications for Criminalist II, Latent Print Examiner II,

Latent Print Examiner III, Criminalist III, and Manager, Crime Laboratory

Kip Walsh, Recruitment & Classification Manager presented the item and made the

following amendment from the floor for the classification of Latent Print Examiner II – to

revise the Distinguishing Characteristics section to read (amendment underlined):

The incumbent receives general supervision from a Latent Print Examiner III or a

Criminalist III and may receive direction from a Criminalist II. The incumbent

may provide lead direction to Latent Print Examiner I.

Ms. Walsh noted that the change came about after staff had met with the representative

union, IFPTE Local 21, but that the change had been communicated via email and Local 21

had confirmed via return email that they were comfortable with the amendment.

Ms. Walsh also noted that the classification specification for Manager, Crime Laboratory had

only existed previously as a draft and was therefore a new specification for the Board to

consider.

44626 A motion was made by Member Bodenhausen and seconded by Member

Jones to approve the classification specifications as presented and amended.

The motion carried by the following vote:

44627 A motion was made by Chairperson Mitchell and seconded by Member

Bodenhausen to approve the April 11, 2013 meeting minutes as reflected in

the agenda packet. The motion carried by the following vote:

b) Determination of Schedule of Outstanding Board Items

Civil Service Board Appeals & Hearings Calendar

Kip Walsh, Recruitment & Classification Manager reported that there were no new items

for the Board to consider for scheduling. She also provided the Board with updates

regarding hearings that remain outstanding.

Appeal of Dan Kemmit: tentative settlement reached, pending City Administrator

authorization

Appeal of Sheehan Gillis: hearing completed April 30, 2013, pending receipt of

hearing officer’s findings

4) NEW BUSINESS:

a) Informational Report on the Status of Temporary Assignments for Temporary

Contract Service Employees (TCSEs) and Exempt Limited Duration Employees

(ELDEs) Including a Report of the Names, Hire Dates, and Departments of all ELDEs

and TCSEs in Accordance with the Memorandum of Understanding Between the City

and Local 21

Kip Walsh, Recruitment & Classification Manager reported there was no new data for

review due to the layoff process and bargaining with labor unions. An update with

refreshed data will be provided at next month’s meeting.

b) Review and Action Regarding an Amendment to the Personnel Manual, Rule 3 –

Classification of Positions, Section 3.04 Administration and Maintenance of the

Classification Plan, Subsection (d) Classification Studies – Proposed by

Representative Unions Following a Meet and Confer Process with Port and City

Employee Unions

A motion was made by Member Bodenhausen and seconded by Member Jones to

adopt an amendment to the Personnel Manual, Rule 3 – Classification of Positions,

Section 3.04 Administration and Maintenance of the Classification Plan, Subsection

(d) Classification Studies to include the language proposed by representative unions

that would require union notification when an employee requests a class study. The

motion failed by the following vote:

Dunning to support staff’s recommendation and reject the union’s proposed

amendment to the Personnel Manual, Rule 3 – Classification of Positions,

Section 3.04 Administration and Maintenance of the Classification Plan,

Subsection (d) Classification Studies. The motion carried by the following

vote:

c) Report Regarding the Port’s Submission for Adoption of Classifications Represented

Electrical Workers, Local 1245

There being no further business, and upon the motion made by Member Jones, seconded by

Vice-Chairperson Drexel, the Civil Service Board adjourned the meeting at 6:14 pm.
