How to apply for a program
1. Complete application form, attach invoice or quote, send to applications@ gumala.com.au 2. Member Services Team
reviews application and may contact you if further information or documents are required.
3. When all information and documents are received, the application will be assigned to a Member Services Officer for processing.
4. The Member Services Officer will contact the supplier about payment.
Please note that sometimes new suppliers need to be set up, and this can result in a 1-2 business day delay to standard business processing timeframes.
5. When the application is processed you will receive an SMS which will indicate when you can pick up your goods or services.

To assist us to process your application as quickly as possible:
1. Please complete the application form in full, with your most current contact details, just in case we need to contact you about your application.
2. Remember to include the supplier’s information on your application form, and include invoices or quotes if required.
3. With accommodation bookings, please contact the hotel and make a booking before you send in your application. The hotel should be able to give you confirmation in writing, and this should be sent with your application. GAC does not supply security deposits or bonds for any service that it pays for.
4. Send your application into GAC at least two weeks before you need the goods or services.

Code of Conduct Policy
Gumala’s Member Code of Conduct Policy is in place to protect the safety, privacy and happiness of all Gumala Members and Beneficiaries, staff and suppliers.
We would like to kindly remind all Members that when dealing with GAC staff or suppliers, Members are expected to (amongst other things):
- Be respectful and courteous
- Only communicate through approved business methods (GAC does not allow Members to contact Gumala staff through their personal social media profiles)
- Not engage in any fraudulent behaviour or forgery.
It is important to note that when Members behave inappropriately towards suppliers or their facilities, it can cause these suppliers to be unwilling to trade with us, and this in turn can impact on other Members, making it difficult for them to use that supplier in future through Gumala. This is why we stress the importance of being respectful towards suppliers and their facilities.

Breaches
A breach of this Code of Conduct Policy means that a Member has acted in a way which goes against the behaviour which is expected. There are consequences for these breaches, which vary in degree and nature depending on the breach. A breach could be:
- Unacceptable or inappropriate behaviour (e.g. abusive language, shouting, swearing, threatening behaviour etc.);
- A form of harassment (e.g. rude or disrespectful comments, continuous phone calls or emails etc.); and/or
- Illegal conduct (e.g. fraudulent activity, stealing etc).
If a Member is found to have breached the Code of Conduct Policy, they will receive a letter outlining the circumstances or behaviour that has resulted in the breach. They will be given the opportunity to provide an explanation to a GAC staff member or put it in writing, after which the explanation will be passed on to the Board. The Member may be asked to provide further explanation, and if the Board is not satisfied, it may pass a resolution to have the Member’s benefits suspended. In the interim period before the Board has reviewed the matter, access to benefits and services may be suspended until the matter is resolved.
ComplaintsIf Members are dissatisfied with the outcome of an application, the staff or suppliers, they can lodge a complaint as per GAC’s Complaints and Disputes Policy. A copy of this policy can be found on our website at www.gumala.com.au

Education (Kindy - Year 12)
Overview
The aim of the Education Program is to provide assistance to Gumala families with the costs associated with schooling their children. The child must be recognised as a Beneficiary of the Trust to access funding. Any assistance provided is paid directly to goods or service providers, or the schools themselves. The 2019 school year program runs until 31 October 2019. The new Education Program will run from 1 November 2019 to 31 October 2020. Additional funds for 2020 are not available until 1 November 2019. (A student registration form is attached at the back of these guidelines.)
Guidelines/Policy
Applications under the Education Support Programs must be in the name of the child. These funds may be accessed by parents to pay for education-related expenses (see list below). Parents may pool childrens’ funds together if required for items where all children will benefit, e.g. a home computer. A tax invoice or quote must be sourced from the goods or service provider and sent to GAC with the Education Program application form, and proof of enrolment for the child if required. Please use separate application forms for each individual child. Proof of enrolment is only needed where the payment is not being made directly to the child’s school.
The program provides the amounts below and will not exceed these amounts:
• $250 per child for kindergarten students
• $800 per child for primary school students
• $1200 per child for high school students
Eligibility
All school aged Gumala Beneficiaries (minors) are eligible for this program if:
• They are going to school (enrolment records may be required)
• Their parent is a registered Member of Gumala Aboriginal Corporation (pending Member’s children cannot access funds)

Tertiary
Overview
The aim of the Tertiary Assistance Program is to improve the capacity, knowledge, skills and overall education of our Members. The program provides financial assistance to students enrolled in TAFE or tertiary courses.
Each eligible Member will have up to $3000, depending on their level of study:
• Cert I or Cert II = $1000 limit per Member
• Cert III or Cert IV = $2000 limit per Member
• Graduate Certificate or above = $3000 limit per Member
The student must be recognised as a Member or Beneficiary of the Trust to access funding. Any assistance provided would be paid directly to the goods or service provider or the educational institutions themselves. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Funds may be accessed to pay for course enrolment fees, as well as items listed below. All applications must provide proof of course enrolment, or acceptance if not yet enrolled, for the current semester. A tax invoice or quote must be sourced from the goods or service provider and sent to Gumala with the Tertiary application form.
Eligibility
Any registered Gumala Member or Beneficiary enrolled in a TAFE, university or nationally accredited course is eligible for this program. Applicants need to provide proof of enrolment studying Cert I or above for TAFE or a Graduate Certificate or Diploma level course or above for tertiary.

Funerals
Overview
The aim of the Funeral Assistance Program is to provide assistance to Gumala Members or Beneficiaries and their families to attend funerals and/or cover the reasonable costs associated with a funeral. The program aims to ensure that the cultural significance of attendance at funerals is addressed. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
The program will assist in alleviating the financial burden of the costs associated with funeral arrangements such as travel, accommodation, and headstones for the deceased. It is not necessary for the deceased person to have been a Gumala Member in order for Members to access these funds. However, confirmation of the impending funeral must be forwarded to GAC with any applications for assistance. A tax invoice or quote must be sourced from the goods or service provider and sent to GAC with the Funeral Program application form. Members may pool their funds together to cover the costs of more expensive funeral arrangements. The program will have a limit of $1000 per Member or Beneficiary for the financial year.

Christmas 2019 Gift Cards
Overview
The aim of this program is to provide all Gumala Members and Adult Beneficiaries with a $500 Coles or Woolworths gift card for Christmas 2019. For any Members without a Coles or Woolworths store in their nearest town, an alternative voucher will be arranged for them at their local supermarket.
Guidelines/Policy
The following rules apply for this program:
1. Gift cards cannot be used for alcohol and tobacco products.
2. Applications received before 5pm on Friday 29 November 2019 will be delivered by Christmas.
3. Applications received after the above date and before 31 January 2020 will be processed and delivered as soon as practicable.
4. Applications will not be accepted after 31 January 2020.
5. These gift cards must be applied for so we have your updated address and contact details, and only one per Member will be authorised.
6. If your address changes after you submit your application form, you will need to contact GAC to update your delivery address.
7. GAC accepts no responsibility for lost or stolen cards. Please be mindful of the address you nominate for delivery, as other persons living at this address may need to sign for your card. If you change your address and someone else signs for your card, GAC is not liable for this.
8. GAC will not accept late applications that were accidentally sent to another trust.
9. GAC will confirm within 10 business days that your application has been received either by phone, SMS or email depending on your preferred communication method. If you have not received confirmation within this timeframe, you should contact GAC.
10. If your card is returned to sender, we will only repost it once. After this your only option will be to collect it from our office or have someone collect it on your behalf.
11. Should your card be returned to us and not collected by 29 February 2020, you will no longer be eligible to receive it.

Flexible Program Model
Eligibility for the Flexible Program
All Gumala Members and Beneficiaries are eligible for this program if:
1. They are clearly listed on the GAC Register of Members at the time of their application (pending Members who were not previously recognised as Beneficiaries cannot access funds until they are approved).
2. They are clearly listed on the GIPL Register of Traditional Owners as an adult at the time of their application (pending Beneficiaries cannot access funds).
3. They are over 18 years of age.
(Please note: If you are an approved minor Beneficiary [student] and you turn 18 over the course of the programs year, you must complete an application form to become a Member before you will be given access to program funds).
For program budgeting purposes, new Members or individuals who were already Beneficiaries and who have turned 18 will have access to funds under the Flexible Program as follows:
Membership Approved or turn 18 between 1 July 2019 & 31 September 2019 Funds = $4000
Membership Approved or turn 18 between 1 October 2019 & 31 December 2019 Funds = $3000
Membership Approved or turn 18 between 1 January 2020 & 31 March 2020 Funds = $2000
Membership Approved or turn 18 between 1 April 2020 & 30 June 2020 Funds = $1000
All Fixed Program funds will be as per the program guidelines.
AGM Travel Assistance
Members will be able to use their Flexible Program funds to pay for their travel and accommodation to get to GAC and GIPL’s AGMs in 2019. The Members will complete a Request for Travel Assistance form nominating preferred accommodation and whether fuel or flights are required. Once a Member’s attendance at the AGM is verified and allowances calculated, GAC will reimburse funds into the Flexible Program balances for the Member to use as per normal. The amount reimbursed will depend on whichever is lower of either:
1. Funds actually spent from Flexible Program; or
2. The entitlements as per Travel and Allowances Policy.
Members should be aware that if they are using this option, they need to have Flexible Program funds available at the time of applying for assistance. Flexible Program funds reimbursements may take up to 10 business days to process. Any other allowances payable for attending the meeting will be paid to your nominated bank account.

Flexible Program Option
Utilities
Overview
The aim of the Utilities Program is to assist Gumala Members with the cost of household essential services for Members and their families. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Members can apply for all or part of the total cost of their utility bill or account. The amount applied for cannot exceed the bill amount. The bill from the service provider must be sent to Gumala with the program application form.
If the bill or account is not in the Member’s name because of the circumstances listed below, this must be acknowledged by ticking the box on the program application form:
• Bill or account in the Member’s spouse’s name
• Member shares accommodation with family or friends and the bill/account is not in their name
The application cannot be processed if the bill is not in the Member’s name without this acknowledgement.

Goods & Services Guidelines
If you are unsure of the suppliers that Gumala can trade with, please contact our Member Services Team on 1800 486 252.
As a general rule, we can trade with any organisation or supplier if they have a registered and current ABN number, are willing to trade with us on mutually acceptable terms, and are not owned by the member applying for the goods or services. Overseas suppliers may require further examination before being approved for trade.
Rules:1. Members are not authorised to charge goods or services against Gumala’s name. The Member will be held personally
liable for goods and services not approved by GAC, and where purchasing authority has not been issued to the supplier.
2. For venue or accommodation bookings and reservations, GAC does not supply security deposits or bonds for any services that it pays for. If the supplier / facility requires a security deposit or a bond, the member will need to provide this directly. A staff member will advise you if there is a security deposit or bond that needs to be provided.
3. Members need to obtain their own quotes for goods and services and indicate their preferred supplier where known.
4. No cash or other reimbursements will be made to Members.
5. Payments cannot be made to individuals – they can only be made to third party organisations and suppliers.
6. Advances on the next financial year’s funds are not available.
7. If an applicant is dissatisfied with the outcome of their application, they can appeal against the decision in writing. A staff member can assist with this.
Conduct:1. Abusive, offensive, or inappropriate language used by a Member towards GAC staff or GAC suppliers will not be
tolerated.
2. To protect GAC’s professional relationships with suppliers, where GAC identifies that a Member has treated any GAC supplier or their facilities disrespectfully, inappropriately, abusively, or in any way that breaches Section 5 & 6 of the GAC Member Code of Conduct Policy, consequences as per the GAC Member Code of Conduct Policy will apply.

Flexible Program Option
Computer
Overview
The aim of the Computer Support Program is to improve access to information technology for Gumala Members as computers are now an important tool for many everyday activities. Providing our Members with their own computer will assist in their communication, employment applications, work and education. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Eligible members can only receive assistance for a new computer purchase once every two years. For example,
if you accessed the Computer Support Program in the 2019-20 financial year to purchase a new computer,
you may not do so again until the 2021-22 financial year. The program can be used to purchase computer
hardware, repairs, computer software and/or accessories e.g. mouse, bag, etc. A tax invoice or quote must be
sourced from the goods or service provider and sent to Gumala with the program application form.

Flexible Program Option
Healthy Living
Overview
The aim of the Healthy Living Program is to improve the general health and wellbeing of Gumala Members by providing access to a number of goods and services that would have a direct and positive impact. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
The goods or services being applied for will provide a direct positive impact on the Member’s life. Decisions around these applications are at GAC’s discretion and based on the individual circumstances of that application and whether the assistance will result in improving the health and wellbeing of the Member.

Flexible Program Option
Medical
Overview
The aim of the Medical Program is to provide assistance with medical and health-related expenses to Gumala Members and their immediate family. The program can be used for health insurance policy premiums, ambulance cover or put towards other medical bills. Any assistance provided would be paid directly to the health fund provider or supplier. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Members may access these funds to pay for any medical or health-related goods or services. A tax invoice or quote from the goods or service provider must be sent to Gumala with the Flexible Program application form.

* Travel and accommodation requests for medical purposes will require medical evidence. Patients eligible for the Patient Assisted Travel Scheme (PATS - WA Country Health) will not be eligible, unless they can show evidence that PATS will not cover the costs of travel.

Flexible Program Option
Vehicle Support
Overview
The aim of the Vehicle Support Program is to provide assistance to Gumala Members and their immediate family with the reasonable costs associated with owning a vehicle. It is important that families have access to safe and reliable transport. The program will assist by alleviating the financial burden of the costs associated with maintaining a vehicle, such as mechanical repairs, tyres, servicing, vehicle registration and insurance. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Members may apply for all or part of an invoice to be paid. A tax invoice or quote must be sourced from the goods or service provider and sent to Gumala with the Flexible Program application form. If the vehicle is not registered in the Member’s name because of the circumstances listed below, this must be acknowledged by ticking the box on the program application form:
• Bill or account in the Member’s spouse’s name
• Member shares a vehicle with family or friends and the bill/account is not in their name
The application cannot be processed if the bill is not in the Member’s name without this acknowledgement.

Flexible Program Option
Home Repairs
Overview
The aim of the Home Repairs Program is to improve households and living conditions of Gumala Members and their family. The program will provide financial assistance with property maintenance or repairs and renovations. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Members may access these funds to pay for any repairs or services for their home. Where a property is rented, maintenance requirements should be attended to by the landlord. Where significant maintenance or renovations are requested, proof of property ownership may be requested. Where the home is in the name of the Member’s spouse or another family member, this must be acknowledged by ticking the box on the program application form. All works should be carried out by a registered and licensed Australian business. A tax invoice or quote must be sourced from the service provider and sent to Gumala with the Flexible Program application form and any other documents as requested by GAC.

Flexible Program Option
Home Ownership
Overview
The aim of the Home Ownership Program is to assist Members with a deposit or capital towards the purchase of a home. Members can choose to waive all or part of their 2019-20 program balances under the Flexible Program Model. The funds will be placed into a trust account and any monies waived in the previous financial year (2018-19) can be combined. Members may pool their funds together. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
The program will be available to homebuyers for the purchase or the construction of a home for residential purposes. The money will be placed into a trust account for up to two years in the Member’s name and will be released once the property is ready to be settled and the following pieces of evidence have been provided to GAC:
1. Written approval from the lending institution that you have been approved for a home loan
2. A copy of the contract of sale confirming the property sale price and address
3. Written instructions from the Member’s settlement agent confirming the date of settlement and provision of the details required for the settlement funds to be transferred
If the funds are not required for settlement within the two-year timeframe that the program allows, the funds and any respective may be returned to GAC.

Skills Development
Overview
The aim of the Skills Development Program is to support Gumala Members who are looking to improve on
a skill to increase employment opportunities, personal development or career progression. The program
will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
The program will offer funding for courses, tickets and licenses that will assist Members to achieve pathways
to employment, build on existing qualifications and skills, or promote personal growth and development.
Members must obtain a tax invoice or quote from the goods or service provider and send it to Gumala with the

Members may access these funds when required for themselves or immediate family who find themselves in
crisis situations, hardship, life-threatening or potentially life-threatening emergencies. A statement of hardship
will be required for GAC to consider, and if approved, accommodation will be sourced on the Member’s behalf
for the period required, or until funds are no longer available.

The aim of the Lore & Culture Program is to support Gumala Member’s and their immediate family to attend and participate in Lore ceremonies. The program will offer support to families for travel, food, fuel, accommodation, flights and camping equipment. The program will run from 1 July 2019 to 30 June 2020. Assistance for Lore ceremonies will only be available from 1 October 2019 to 31 March 2020.

Members may access these funds to pay for goods or services that encourage practicing culture. Members may also access these funds when attending and participating in Lore ceremonies. Sport & Recreation
Overview
The aim of the Sports and Recreation Program is to encourage and promote the participation of Gumala Members and their family in sports and recreational activities. The program will cover costs for club fees, event participation fees, travel and accommodation, clothing and footwear. The program will run from 1 July 2019 to 30 June 2020.
Guidelines/Policy
Members may access these funds to pay for any sports or recreational events that either they or an immediate family member is participating in or attending. A tax invoice, quote or supporting letter from the club must be sourced and sent to Gumala with the program application form. Payments will be made directly to suppliers. If payments are being made to clubs or organisations, a supporting letter should be sourced and should include the official club or organisation’s bank account details for payments.

Emergency Assistance
The intention of this service is to provide Members with immediate, short-term assistance during a time of life-threatening or potentially life-threatening circumstances. After immediate assistance is provided, alternative specialist services will be identified for Members to approach for further assistance.
This service will only be available to Members who are experiencing an extreme life change including potential or immediate life-threatening situations. Members experiencing the following circumstances may be supported:
• Getting out of jail
• Getting out of hospital
• Getting to a hospital urgently
• Natural disaster impacting place of residence
• Domestic or family violence
• Severe financial hardship
• Other potential or immediate life-threatening situation
The assistance is only available after the Flexible Program funds have been used. The assistance will be capped at $1000 per Member per occasion. Each application will be assessed on a case-by-case basis, and approvals on these applications are at the discretion of GAC. GAC also reserves the right to request supporting documentation to support the application.

Community Sponsorship
It is important that our GAC Members are supported financially to engage in once-in-a-lifetime opportunities that will deliver lasting and tangible educational, cultural or health and wellbeing related outcomes.
The aim of the Community Sponsorship Program is to be able to provide financial support and resources to Members who are excelling in their community or in their hobbies, or who have been given an opportunity to participate in an educational, cultural or health and wellbeing related activity or event, that they would not otherwise be able to afford.
