PROJECT 11 (MRCI 304): Implementing the Third Mission of Universities in Africa:Contributing to the Millennium Development Goals.
Summary of Project:
The overall theme of the project is the link between the third mission of universitie
(community service) and regional development needs – with specific reference to povert
reduction as the underlying issue for all the Millennium Development Goals (MDGs).
The third mission of universities – community service – provides the space to address suc
a challenge in a way that can refocus its research and teaching missions to transform an
revitalize the relationship between higher education and national development needTraditionally, however, the third mission is underdeveloped in universities. To revitaliz
this mission the proposal will link with a global network, PASCAL, and its own third missio
project, PASCAL, Universities and Regional Engagement (PURE), which has devised
benchmarking framework against which higher education institutions can begin to measur
themselves at an international level in relation to implementing their third mission. Th
proposal will build on and adapt that framework so it more effectively addresses th
MDGs and African contexts.
The Implementing the Third Mission of Universities in Africa (ITMUA) project consists o
an African partnership network of four universities. The ITMUA project will address fouquestions:
1. How is the university’s third mission being developed and implemented?
2. What role do the Millennium Development Goals play in influencing the university’s third
mission?
3. To what extent and in what ways are national and regional policies on poverty reduction
having an impact on university regional activities to relate teaching and research to
community service?
4. To what extent and in what ways can universities enhance and integrate their existing
activities (research and teaching linked to community service) to accommodate MDGpriorities in their region?
The ITMUA project will share information and good practice across relevant networks
Africa and through the wider, global, PASCAL network in relation to its PURE projec
Work packages addressing regional needs analyses and action planning for change will lea
to policy briefs that highlight new ways in which universities can contribute to national an
regional development needs through an integrated approach to teaching, policy oriente
research and community service. Resulting policy frameworks for addressing key scheme
related to the MDGs will include the Africanisation of the curriculum, widenin
participation initiatives through open and distance learning, engagement with civil societ

organizations in poverty reduction and related health improvements through non-formeducation strategies to facilitate greater community dialogue. The particular contribution
to national and regional developments will be specific to each institution and its region, bu
the overall focus will be on non-formal education and poverty reduction linking to relate
issues of health, civil society engagement, and social inclusion. The methodology will be
three-stage, action research process leading to new university-policy relationships fo
national development. The operational objectives include:
(i) Self assessment/ mapping exercise by each university – to benchmark existin
activities
against the PURE framework, and making recommendations for adaptation to address theMDGs and African socio-economic, cultural and linguistic contexts.
(ii) A needs analysis and assessment of how university activities could address th
development
needs of their constituencies. This will be a participatory, consultative process in each
country between the university, local civil society / employer organizations and relevant
ministries that are addressing Millennium Development Goals in the context of national
development priorities.
(iii) Action planning by each university to identify and implement innovations in curriculum
development, or research and community dialogue that address one or more of the MDGs,but with an underlying focus on poverty reduction.
(iv) Stakeholder workshops to disseminate case study findings and consult over relevanc
of
activities to the MDGs and national priorities.
(v) Policy briefings to highlight new ways in which universities in African contexts can
contribute to national programmes for reaching the MDGs, with an underlying focus on
poverty reduction.
(vi) Construction of university policy frameworks (by adapting the PURE benchmarking
framework) for addressing the development of the university’s third mission in relation tthe
MDGs and national development priorities.

Brief introduction
The overall theme of the project is the link between the third mission of universities (community service) and
regional development needs – with specific reference to poverty reduction as the underlying issue for all the
Millennium Development Goals (MDGs).
Traditionally universities have supported three strands to their mission: research, teaching and community
service. It can be argued that the third mission is the potential bridge between the university as an ivory tower
and the communities whose development needs it should be prioritizing.
However, universities have also been traditionally elitist – the average population percentage of student
enrolment in tertiary education is less than 5 per cent in many African countries – the lowest in the world ‐ and
compares
with
50%
and
above
for
those
in
North
America
and
European
countries.
Women
are
still
under‐
represented (Okebukola 2004, UIS Fact Sheet 2009). Universities are often criticized for their ivory tower image
with limited impact on the socio‐economic environment (Lulat 2005) and employers have increasingly voiced
their concerns about inadequate graduate skills for jobs
A key challenge for African universities is how to match global demands for higher education as a commodity for
knowledge production whilst preserving indigenous qualities of pedagogy, identity and relevance to regional and
local development needs. This challenge must overcome two issues: the historical experience of colonialism and
its impact on university curricula; and the implications of international curriculum and research transfer from

those highly industrialized countries that are now engaging, through their tertiary institutions, with economically
poor countries in the process of knowledge commodification.
The third mission of universities – community service – provides the space to address such a challenge in a way
that can refocus its research and teaching missions to transform and revitalize the relationship between higher
education and national development needs. However, the third mission is usually underdeveloped in
universities. To revitalize this mission the project will link with a global network [PASCAL] and its own third
mission project, [PURE1
], which has devised a benchmarking framework against which higher education
institutions can begin to measure themselves at an international level in relation to implementing their third
mission.
This project
will
build
on
and
adapt
that
framework
so
it
more
effectively
addresses
the
MDGs
and
African contexts.
The ITMUA project consists of an African partnership network of four universities. The network was recently
funded by the British Academy African Partnerships (BAAP) programme. The network conducted small scale case
studies, in association with the University of Glasgow, into the effectiveness of non‐formal education (NFE) for
poverty reduction2
. This project builds on those findings to explore the potential role of NFE (as a key aspect of
community service) in higher education on a wider scale.
Goals
This project
specifically
aims
to
address
the
university
third
mission
as
a key
strategy
towards
linking
higher
education to African development needs with a focus on the MDGs, particularly 1, 2 and 6 (Eradicate extreme
poverty and hunger, Achieve universal primary education, Combat HIV/AIDS, malaria and other diseases).
1 PURE stands for PASCAL, Universities and Regional Engagement. The PASCAL Observatory is a global network that isdeveloping the PURE project with universities across the world. Currently only two universities from Africa are involved in aunfunded capacity. The project will explore how higher education can support regional and sustainable development in relation to
the MDGs – through:
• Benchmarking its community service practices – using PASCAL Benchmarking framework as a starting point.
• Needs analysis with community stakeholders and assessment of how current university activities could
address the development needs of their constituencies.
• Action planning for community engagement and curriculum development of selected programmes, drawing
on non‐formal education expertise in each institution.
• Increased level of involvement in community service – particularly through civic engagement.
• Small
scale
case
study
analysis
of
what
works,
where,
how
and
why.
• Education exchanges – South‐South partnerships and interaction with universities in the North (primarily
through a conference in Botswana in December 2010, and through development of a website using the
PASCAL International Observatory).

Purpose
The Millennium Development Goals (MDGs), ratified in 2000 and signed up to by all country members of the
United Nations have provided an added impetus to refocus and re‐align university work with national
development needs around the MDG targets for poverty reduction, gender equity, universal primary education,
reduction of child mortality and improvement of maternal health, reduction of deaths from AIDS, environmenta
sustainability and
enhanced
partnerships
for
development.
This project proposal will focus on MDG 1 – reduction of poverty, linking to MDG 2 – Education, and MDG 6 ‐ HIV
and AIDS. But these MDGs are interlinked with the other goals, particularly in relation to sustainable
development, good governance and gender parity.
It will link to PASCAL International Observatory which is conducting a world wide (mostly OECD countries) peer
review
study
of
how
issues
relating
to
HE
and
their
regional
engagement
are
addressed.
Only
two
African
universities (University of Botswana and National University of Lesotho) were originally associated with PASCAL
(an unfunded relationship). This project will widen and strengthen that link in Sub Saharan Africa.

Workpackages in detail
The
lead
department
in
each
institution
will
be
the
Adult,
Continuing
Education
or
Lifelong
Learning
departmentthat formed the British Academy funded African Partnership network. Each lead department will liaise with
interested departments across their institution to ensure a multidisciplinary and multi‐dimensional approach to
the research question. (See section XI.1 for detailed description of the management structure and composition
the team). Each partner will take responsibility for leading one or more workpackages.
1.3. ii Workpackage 1. Coordination project management.
This WP will ensure shared understanding of the overall monitoring and management of the project. It will al
ensure each
university
provides
names
of
their
institutional
steering
group
of
senior
staff,
stakeholder
and
po
graduate representatives. It will be an all electronic discussion in month 1, organised by lead partner 1 in Lesoth
and will set the ground rules for communication, financial, reporting and organising measures as well as ensu
shared understanding of proposed methodology. Outputs 1 – 9 will be collected by lead WP partner and sent
lead network partner at the designated timelines. Financial and progress reports will be collected by the lea
network partner during months 6, 12 and 18.
Workpackage 2. self ‐assessment benchmarking activity for third mission. This WP responds to operation
objective 1, resulting in the first output of a collated report that synthesises contributions from all fo
universities. It will be led by partner 3 in Calabar, Nigeria and include a review of how each university

operationalising its third mission in relation to MDGs and a commentary on how the benchmarking framewo
might be adapted for this focus. It will be delivered in month 2. (The benchmarking framework will be re‐visite
in workpackage 9).
Each partner will identify priority development areas in country reports such as poverty reduction strate
papers, national Education Sector Strategic Plans, University Strategic Plans, Government Vision or developme
literature and assess the responsiveness of their university mission statement in relation to teaching, resear
and community service and identify potential areas with which the university could engage. The main sources
information will be the databases and documents in the different nation states. The comparative dimension w
provide an
opportunity
to
learn
from
different
contexts,
borrowing
and
sharing
ideas
that
might
enable
refor
and both inform the data collection phase as well as provide a contextual backdrop to future policy decisions.
Workpackage 3. Needs analysis and assessment of how universities can develop their third mission.
The WP responds to operational objective 2, with output 2 being a needs analysis assessment for each partne
representing an initial synthesis of findings across the following three different phases, drawn from focus grou
and/or interviews around the following key questions: 1) How is the university’s third mission being develope
and implemented? 2) What role do the Millennium Development Goals play in influencing the university’s thi
mission? 3) To what extent and in what ways are national and regional policies on poverty reduction having a
impact on university regional activities to relate teaching and research to community service? 4) To what exte
and in what ways can universities enhance and integrate their existing activities (research and teaching linked
community service) to accommodate MDG priorities in their region?
Lead partner 1 for this WP will organise electronic discussions to ensure shared understanding of, and provid
guidelines for methods, sampling and initial analysis. Each partner will undertake fieldwork, liaising electronica
throughout the data collection and analysis phase, submitting their reports to lead partner 1 by months 3 and
so to
ensure
timely
production
of
the
synthesis
report
in
month
5.
These
working
papers
and
synthesis
report
w
be primarily descriptive but provide meaningful analysis of the main attitudes and experiences that have led
current university practices and responses to MDGs.
Workpackage 4. Action planning for 3rd mission innovations that address MDGs in context of national priorities
This WP responds to operational objective 3 and will be led by partner 3 in Ngeria as a follow up to WP3.

will be a synthesis of these action plans. It will be delivered in month 6.
Workpackage 5: Case study implementation and evaluations
This WP responds to operational objective 4 and will be implemented during months 7 to 10 resulting in one
more implemented innovations that have been analysed in relation to their effectiveness in engaging th
university in its regional priorities in relation to one or more MDGs. It will be led by partner 4 from Malawi an
will entail electronic exchanges regarding the four research questions and the subsidiary questions of what work
where,
how
and
why?
It
will
require
development
of
a
consensus
set
of
questions
for
the
interviewobservations and quantitative profile of participants in each case study, including agreed thematic coding an
style of write up. WP 5 will consist of reports from each partner which will be compiled in output 4, a synthes
report that will form the basis for the policy briefings in WP 7.
Workpackage 6: National stakeholder workshops
This WP responds to operational objectives 5, 6, 7 and 8 and will be implemented during months 11 to 1
resulting in output 5 ‐ a working paper from each country in month 13. It represents our main interi
dissemination and
stakeholder
involvement
strategy
and
offers
a common
space
to
foster
dialogue
between
th
university and stakeholder communities. Lead partner 2 from Botswana will provide guidelines for conductin
the workshops via an electronic conference with all partners. Each partner will organise a stakeholder worksho
in response to operational objectives 2, 3 and 4. This will entail a meta‐analysis at country level of outputs 1, 2,
and 4. Workshops will aim for 30 participants: ten academics, ten civil society/employer representatives, fiv
senior Ministry staff and five post graduate students. This combination will meet the ethical goals of
participatory approach as well as enable wider contributions across the stakeholder communities. The questio
each workshop will be asked to address are: 1) What are the national/regional development priorities in relatio
to the MDGs? 2) How have the case studies addressed those priorities in the context of the university thi
mission? 3) To what extent can universities enhance and integrate the case studies to accommodate MD
priorities in their region? Each partner will produce a working paper that synthesises the discussion an
recommendations from their country workshop. These workshops will inform the policy briefing papers of WP 9
Workpackage 7: Conference
This WP responds to operational objective 6 and aims to achieve output 6 by month 10. It offers a common spa
to foster dialogue between policy‐makers, members of the academic community and researchers about the ma
results of previous WPs. The resulting discussions will be the basis for electronic dissemination (WP 10). Lea

Workpackage 8: Revised action plans
This WP responds to operational objective 7 whereby senior academic staff will revise their action an
implementation plans in the light of comparative case study findings that were discussed in the conference an
local workshops. The revised action plans will be led by partner 4 in Malawi. They will be produced in month 1
as
output

new

will
be
implemented
as
part
of
thuniversity strategic plans and in relation to policy briefings of WP 9.
Workpackage 9: Policy briefings
This and subsequent WPs respond to operational objectives 7, 8 and 9 dissemination strategies that contribute
strengthening the higher education knowledge bases for policies to improve contribution of university thi
missions to national development in relation to MDGs. The objective of WP8 is to provide a synthesised report
policy briefings (output 8) to highlight new ways in which universities can contribute to national developmen

WPs.
Lead
partner
1 will
organise
a face
to
face
meeting
in
month
12,
with
view to delivering the final report (output 8) in month 18. This will include a revised benchmarking framewo
relevant to African contexts and the MDGs. At the meeting ITMUA project partners will harmonise the
understanding from the findings, their interpretations of working papers and reports as well as other feedba
received during the period of the project. While all partners will submit national drafts for the final report Lea
partner 1 will produce a final synthesis of all the contributions and consortium partners will communica

Management structure
In the implementation of this action research project the management structure will be contained
within the partner network members, where each institution will establish a project steering group,
each having the institution’s lead contact acting as steering group coordinator.
The structure of ITMUA is both vertical and horizontal. Vertical structure is as follows: within the
network each university has its own lead coordinator. However all lead coordinators are accountable to
the network
coordinator
who
is
responsible
for
quality
control.
Horizontal structure is as follows: within the network partnership each university partner takes
responsibility for managing one or more workpackages (WP) which entails coordinating all partner
activities for that particular WP.
There are two dimensions to management: one is financial and administrative, the second is the project
implementation
and
research.
The
above
vertical
and
horizontal
divisions
apply
to
both
dimensions.
Moreover this network follows values that include cooperation, coordination of efforts, orientation to
an inclusive society, sharing of ideas and cohesive sustainable development. Therefore, whilst the
project adheres to the normal scientific research principles of methodological rigour, the strategy
throughout the project is to share and capitalize on expertise drawn from the wider stakeholder
community.
Overall management activities will be conducted electronically with one face to face meeting during the
project lifetime.
Dissemination is also at two levels. At one level this includes those that are built into the outputs and
WPs. At the second level network partners belong to wider networks and professional associations that
enable them to informally exploit additional dissemination outlets such as conferences, seminars,

Decision making mechanisms: Decisions are agreed by consensus at the beginning of each WP. Day‐to‐
day decisions are taken at institutional level.
In case of unanticipated changes in staffing the workpackage coordinator takes responsibility for
ensuring completion of outputs in consultation with the lead institution and AAU.
In case of disagreement the final decision lies with the leading partner for the relevant WP. In case of
potential problems concerning achievement of outputs, consensus will be sought across the network
partners. If consensus is not reached the final decision lies with the lead coordinator.
