INTRODUCTION:
Science & Technology has been moving in a very fast mutating rate so
also human endeavour. Each of our works are aimed to reduce the manual workload,
minimize time taken and making the process more ease for common men. Government
is taking frequent and coherent steps towards this pro-people ambition. G2C
(Government to Citizen) services are one of a kind approach which is people centric.
Technology and e-mode is promoting this service and making it easier and better.
Department of Revenue & DM, Govt. Of Odisha has been a pioneer department in this
regard which is providing maximum e-services which are focused towards citizen. Such
a service delivery is issuance of various certificates through E-District Portal.
The e-District initiative of the Ministry of Electronics & Information
Technology (MeitY), Ministry of Communication & Information Technology (MCIT), and
Government of India has been identified as one of the Mission Mode Projects at the State
level. The project aims at providing support to the basic administrative unit i.e. "District
Administration" to enable content development of G2C services, which would optimally
leverage and utilize the three infrastructure pillars, the State Wide Area Network
(SWAN) for connectivity, State Data Centre (SDC) for secure and fail safe data storage,
and Common Service Centres (CSCs) as the primary front-ends for service delivery to
deliver services. The e-District portal involves integrated and seamless delivery of
citizen services by district administration through automation of workflow, back end
digitization, integration and process redesigning across participating
sections/departments for providing services in a most efficient manner to the citizens.

E-District application was developed by SRIT and certified by STQC.
Application is hosted at Odisha State Data Centre (OSDC).
Primarily 8 certificate services and “Issuance of Certified copy of RoR” enlisted
under ORTPSA of R&DM and Minority and Backward class Department are
included in the project
E-Services were made live on pilot basis on 5-Sep-2011 in Ganjam and on 18-
Dec-2011 Mayurbhanj district.
As per decision of State Apex committee chaired by Chief Secretary, Odisha held
on 22/11/2012 the six services were rolled out to all the Tahasils w.e.f. January-
2014.
The new service “Certified copy of RoR” was launched in both Ganjam &
Mayurbhanj in 31/03/2013. State wide rollout of “Certified copy of RoR” was
made on May-2017 as per Decision of State Apex committee.
Till March 2018, number of digital certificate issued more than 1.33 Crore,
having verification and Security features like 1D Barcode, 2D Barcode & Digital

Through E-District Portal currently 8 categories of certificates are being issued along
with one revenue court case (Computerised Certified copy of RORs).
They are as following: (a) Residence Certificate
(b) Income Certificate
(c) Scheduled Caste Certificate
(d) Scheduled Caste Certificate
(e) OBC Certificate
(f) SEBC Certificate
(g) Solvency Certificate
(h) Legal Heir Certificate

PROCEDURE:
Various forms for the above certificates are available in E-district website for use of
public. The portal also contains Application status tracking facility along with
verification status. CSC centres are operating throughout the state who receive the
application for the certificates from citizens. After application filing the applicant gets a
receipt copy of e-district for his future reference. They scan and upload application &
essential documents in their ID and forward it to dealing assistant ID of tehsil 0ffice.
Then it is forwarded to concerned RI for field enquiry & verification. RI after necessary
verification & enquiry sends back. Then after coming back to dealing ID the application
moves to the concerned officer (Tahsildar/ Addl. Tahsildar) for disposal of the case. E-
District supports DIGI-SIGN of the officer through a TOKEN, so digital signature comes
on the generated certificate.
Through E-district the certificates generated are digitals, they carry Digi sign of
the officer and 1D Barcode and 2D Barcode for verification. Through this verification,
the originality of a certificate can be known very easily. Certificate delivery is also done
through this portal. So basically this portal has made the process easier, transparent and
just. Timeline wise pendency is shown in this portal (Black, Orange, Pink, Red) so that
an officer can look after the pendency quickly. E-District application also mandates
mobile number of the applicant so that SMS of each chain forward and status of the
application will be sent to the mobile number. A certificate generated through E-district
Portal carries details of the applicant, his photo and signature, Purpose of issuing the
certificate and validity of the certificate. These are digitally signed certificates hence
they don’t need ink signed signatory.
Integration with other applications
Digi Locker :- Due to Integration with Digilocker, by providing Aadhar number a
Citizen can obtain his/her certificate from Digilocker account at any time
anywhere. As on 28/03/2018, 4,94,637 data has been pushed.
Central Monitoring System (CMS) Odisha :- To ensure delivery of service as
per ORTPSA rule no 20.
ORTPS Bulletin: Recently e-District data has been integrated with ORTPS Daily
Bulletin for public view.
Way forward
E-District Application will be Integrated with below applications
iFMS :- For payment of Govt. fee directly.
Migration to Service Plus framework of NIC for new services implementation.
Rollout of services as per ORTPSA-2012.

ORTPS Datelines for various certificates through E-District Portal:
Delivery of services to the citizens in a time bound manner is the hallmark of Good
Governance. Keeping with the ethos of a Welfare State, Government of Odisha has
passed a landmark legislation "the Odisha Right to Public Services Act, 2012" that
guarantees the delivery of public services to the citizens in a time bound manner. With
the passing of Right to Public Services Act, Government of Odisha has taken strong step
to bring accountability and transparency in delivery of the public services. 31 (Thirty
one) services relating to Revenue & Disaster Management Department have been
notified as public services under u/s 3 (1) of the ORTPS Act, 2012 vide Gazette
Notification No. 1668 dated 17.10.2017. Government in Revenue & Disaster
Management Department is taking all measures to make its public services available to
the citizens within a given time-limit in a hassle-free manner.

User fees for smooth functioning and modernizing of e-district:
A resolution has been passed by the Govt of Odisha vide Resolution No. 27047 dated
18-08-2017 for collection of user fees on various computerised services for purchase
and maintenance of computer hardware, software, accessories, furniture and
stationeries.
The user fees rate has been modified time to time smooth functioning and
modernizing of e-district. For this, the latest user fees is collected as follows:

Benefits for the Public:

Conclusion:
More services are in pipeline to be included in e-District portal. Since India and its
States are heading towards digitisation, the e-District has its own solution for the
people.
