Chapter 4: Academic Standards and Assessment

Changes to Chapter 4: Keystones are proposed to be a stand alone; districts may use them as a final exam; districts can still do their own exams.

Supplementary instruction is still required after being unsuccessful; nothing in Chapter 4 defines supplementary instruction. Students may take the Keystones as many times as needed. PBA defaults to senior year.

Graduation Project is eliminated.

Superintendent can request an emergency waiver for a student if the student:◦ 1. Has met the LEA’s local graduation requirements.◦ 2. Has not demonstrated proficiency on a Keystone Exam.◦ 3. Has participated in a satisfactorily manner in supplemental instructional services provided by the district.◦ 4. Has not successfully completed a project based assessment.

If the superintendent requests waivers for more than 10% of the students who participated in a Keystone Exam, an action plan must be submitted that addresses instruction, curriculum, or supplemental services aligned to the Keystone Exam for which the waiver is being sought.

Goals and ResponsibilitiesPertinent Points:

Site administrator should be an administrator within the school (i.e. principal or assistant principal). The primary role is one of oversight.

Tutor must be certified in the area in which the student is completing the project.

Monitor and tutor may be one and the same individual. This is a school’s decision based upon staffing.
