I. Background of the Component or Regional Pilot

guidelines and standards set by the DENR; Monitoring of firms issued with

Permit to Operate to ensure that they comply with the standards; Inventory of

firms with hazardous air emissions and stack sampling.

b) Water Quality Management: Establishment of at least three priority Water

Quality Management Areas (WQMA) that will pave the way for the

implementation of the fee/discharge permit system, an economic instrument

to complement water quality regulations; operationalization of the multi-

sectoral Water Quality Management Boards (WQMBs); implementation of

the environmental user fee/discharge permit system; and capacity building

activities for EMB Central and Regional Offices and the WQMBs to

implement the discharge permit system.

c) Waste Management: Inventory of firms that manufacture and/or import

toxic and hazardous wastes; and technical assistance to LGUs on Solid Waste

Management to increase compliance and adoption of the ecological solid

waste management act by the LGUs.

d) Environmental Impact Assessment (EIA): Development of guidelines to

strengthen the implementation of an EIA System, which inter alia would

include provisions for biodiversity and capacity building of Regional Offices

and LGUs.

II. Objectives and Targets

Monitoring Sytems for ENR Laws and Regulations:

a) Strengthening of key regulatory functions related to the issuance of tenurial

instruments, and encroachment into forest areas.

b) Strengthening the implementation of regulations, relating to Air and Water

Quality, Solid Waste Management and Environmental Impact Assessment

(EIA), that would include greater transparency, improved partnership with

both the public and the private sector and the use of market-based and

command and control instrument.

3 Policy Studies

Objective: To compliment interventions being done to improve environmental

quality for a cleaner and healthier environment; the quality of the air, land and

water.

III. Planned Outputs and Outcomes as approved in the WB-GOP Loan and

Grant Agreement and PAAD

ENRMP outcome indicators for air and water quality improvements and for solid

waste management included both physical targets in terms of the number of point-

sources to be monitored, as well as quality improvement targets.

Project Outcome

Indicator: 15% reduction

of Total Suspended

Particulate (TSP) levels in

Metro Manila over 2006

baseline.

As of CY 2012, there is a decrease of 16.20% from 142ug/Ncm to 119 ug/Ncm

compared to 2006 baseline.

Decrease is primarily attributed to the inclusion of strategies such as implementation

of color coding scheme to reduce traffic for public utility buses and private cars,

measures to ensure compliance with emission testing and other important initiatives

undertaken by EMB in coordination with other government agencies such as DOTC-

LTO, DILG, LGUs/MMDA.

In CY 2012, a slight increase of TSP level at 0.8% was recorded compared with CY

2011 due to the increased construction of high rise buildings near the monitoring

stations and particulates emitted from fire crackers during the New Year celebrations.

These data were taken from the regular monitoring of the nine (9) manually operated

roadside TSP monitoring stations established in Metro Manila.

Based on the graph presented, there is 52.55% increase in companies complying with

standards for Air compared to baseline (CY 2012 versus CY 2007). For CY 2008,

there is 10.71% increase in compliance while for CY 2009, 2010 and 2011 there are

12.38%, 17.55% and 44.18% increase respectively.

enforcement of environmental laws and forging of partnership among companies.

Region 3: Meycauayan-Marilao-Obando (MMO) River

The Meycauayan-Marilao-Obando (MMO) River was designated through DENR

Administrative Order No. 2008-07 on May 14, 2008, re: “Designation of the

Marilao-Meycauayan-Obando River System Water Quality Management Area and

Creation of its Governing Board”. Pursuant to Section 5 of the Philippine Clean

Water Act of 2004 (R.A. 9275).

Region 6: Iloilo-Tigum-Aganan Watershed

The Tigum Aganan Watershed Water Quality Management Area (TAW-WQMA) was

designated through DENR Administrative Order No. 2006-18 on December 29, 2006.

Like the Iloilo-Batiano River System (IBRS WQMA) this order is in pursuant to

Section 5 of the Philippine Clean Water Act of 2004 (Republic Act No. 9275) which

reflects the same policies and objectives.

Region 12: Sarangani Bay

The Sarangani Bay Water Quality Management Area (SB-WQMA) was designated by

virtue of Department Administrative Order No. 2009-12, re: “Designation of the

Sarangani Bay Water Quality Management Area and Creation of Its Governing

Board”. The WQMA encompasses the partially enclosed marine cove of Sarangani

Bay, bounded by the coastal lands of Sarangani Province and General Santos City

with the southernmost boundary defined by an imaginary line connecting the

Tampuan Point in Maasim to Sumbang Point in Glan. It comprised the whole General

Santos City and parts of four coastal municipalities in the Province of Sarangani,

namely: Alabel, Malapatan, Glan and Maasim.

Maintenance of Regional Ecology Centers (RECs) to continuously provide

consulting, information, training and networking services for the implementation of

R.A. 9003

The Regional Ecology Center (REC) is continuously providing assistance to LGUs thru

the conduct of seminar workshops and trainings. Meetings were also conducted with the

member agencies to come up with their recommendations and suggestions on how to

effectively implement the provisions of RA 9003.

The Memorandum of Agreement (MOA) between and among the partner agencies which

include among others, Government Agencies, Industries, Academe and other

Stakeholders were drafted and finalized with the specific roles to be performed within the

organization that will benefit all LGUs.

The physical structure of the Regional Ecology Center (REC) is frequently visited by

students and nearby Municipal and Barangay LGUs to observe the beautiful crafts made

by different Barangays and Municipalities.

Activities conducted during the project:

Orientation/training and workshop conducted (Livelihood trainings, school lectures

aiming to increase the knowledge on proper solid waste management through

establishment of MRF in their respective barangay and campuses)

Clean Air Program is divided into 5 tasks that include strengthening of anti-smoke

belching campaign, free garage testing, strengthening of local government’s campaign on

area sources, determination of emissions from stationary, mobile and area sources and

Information and Educational Campaign (IEC) advocacy and capability development to

intensify awareness to the program.

Strengthening of Anti-Smoke Belching Campaign

Commitments to improve air quality were forged

through a Memorandum of Agreement (MOA)

signed last December 2011 by DENR, DOTC,

DILG, MMDA, PMA, KBP and other 17 LGUs.

Hiring and orientation of 20 personnel comprises

of Three (3) Anti Smoke Belching Units (ASBU)

of DENR-EMB. These are in additional to the

Seven (7) Local Government Unit-ASBUs

responsible to apprehend Smoke Belchers in

Metro Manila.

Garage Testing

Conducted emission testing cum lectures for

bus management / operators

o In line with the “Linis Hangin Program”,

the Air Quality Management Section

(AQMS) Personnel conducted the free

garage emission testing of public utility

buses and jeepneys plying the main and

secondary thoroughfares of Metro Manila,

from August 2011 to September 2012.

The AQMS targeted 80 buses/jeeps per

month or 240 buses/jeeps per quarter to be

tested as part of the program’s

accomplishment. The following is the

operators/operators on October 2011 with 60 participants from 12 bus companies.

Water Quality

Implementation of pilot “Adopt-an-Estero”

The DENR has been the leader to 13 other national government agencies in the

implementation of the Operational Plan for the Manila Bay Coastal Strategy (OPMBCS).

This is in compliance to the writ of continuing mandamus issued by the Supreme Court

on December 18, 2008 which ordered those NGAs to do rehabilitation, restoration, and

conservation of the Bay’s water to make it fit for Class SB waters (Safe for Contact

Recreation such as swimming).

This was the scenario at the DENR when the Honorable Secretary, Ramon JP Paje was

designated in 2010. Immediately upon assumption to Office, an instruction was given to

EMB to develop a public-private-community partnership program. Hence, the Adopt-an-

Estero / Waterbody” Program rose.

BACKGROUND

The “Adopt-an-Estero / Waterbody” Program is a collaborative undertaking between and

among the Estero Community, Donor-Partner, Local Government Unit/s, other concerned

Government Agencies and the DENR. The Program is one of the strategies of DENR so

as to comply with the mandamus ruling of the Supreme Court to clean the Manila Bay by

starting cleaning the esteros first down to the rivers that empty into the Bay. The

Program was launched in August 2010 with the primary goal of achieving a cleaner, safer

and healthier metropolitan environment.

Under the Program, DENR/EMB encourages private establishments/institutions, non-

government organizations or industry associations to enter into a Memorandum of

Agreement (MOA) and be the major actor in cleaning the esteros in Metro Manila. The

Donor-Partner may personally select an estero of their choice or may collaborate with

other establishments to clean the entire stretch of the estero.

The duties and responsibilities of the key players are spelled out in the MOA. The clean-

up activities, which are common to all, are implemented either monthly or quarterly

depending on the needs of the estero / waterbody. Some partners have even installed

trash traps upstream and/or downstream and assigned somebody for their regular

maintenance. Still others initiated dredging.

EMB-NCR ensures that the baseline water quality data of the piloted waterbodies are pre-

determined prior the MOA signing or implementation of any clean-up activities. Photo

documentation forms an important part of the data gathering. EMB also provided

seminars and trainings on Solid Waste Management and Project Implementation Planning

Workshop to capacitate Donor-Partners as well as the representatives of partners-

Barangays. The formation of estero/waterbody council was also pushed for each adopted

estero. In this way, ownership of the estero is instilled on the LGU/Barangay.

This report covers the implementation of the Program on the five priority esteros /

waterbodies as a pilot project. Table 1 is the list of the adopted waterbodies with the

corresponding donor-partners. A map showing these waterbodies is presented in Figure

1.

Solid Waste Management

Establishment of appropriate ESWM System for Homeowners Associations (HOAs)

Overall Progress

The status update of the

“Establishment of Appropriate

ESWM System for Homeowners

Associations” or ESWM4HOAs

Project showed that two hundred

ninety six (296) HOAs have been

monitored as of December 31, 2012.

The ESWM4HOAs Project has a

target of 711 HOAs out of the 4,717

total HOAs in Metro Manila. A

strategy was conceived in the month

of July 2012 to ensure significant

accomplishment for the project

particularly in the aspect of

monitoring by the Project

Management Unit (PMU).

The use of Slovin’s Formula was introduced as a strategy/approach for monitoring. Due

to lack of time and manpower, it was not possible to monitor/study the entire

population/target. Hence, a smaller sample had to be considered/taken using a systematic

random sampling technique.

level of accuracy.

Based on the computation using Slovin’s Formula a total of 256 HOAs had to be

monitored. It was agreed that approximately 40% of the total number of HOAs targeted

per LGU will be monitored as these summed up to 256 HOAs.

The PMU conducted the orientation/workshop in Malabon (June 22, 2012), Caloocan

(August 17, 2012), Pateros (August 4, 2012), Paranaque (August 25, 2012), Valenzuela

(September 29, 2012) and Pasig (October 18, 2012). These LGUs requested the technical

assistance from the PMU for the completion of the HOAs’ necessary

documents/requirements for the project.

The Environmental Police Training was conducted by the Metropolitan Manila

Development Authority (MMDA) last July 19-20 and 28-29, 2012. There were a total of

79 participants from the 16 LGUs which are part of the project. The 16 LGUs were

divided into two batches. The first batch which was conducted on July 19 -20, 2012

consisted of the following: Caloocan, Quezon City, Navotas, Malabon, Valenzuela,

Pateros, Marikina, and Manila. The second batch followed thereafter on July 28 to 29,

2012 and consisted of: Taguig, Muntinlupa, Paranaque, Makati, Pasay, Pasig,

Mandaluyong and San Juan City. The trainings were held at Punta Fabian, Baras, Rizal.

Activities undertaken

A strategic planning/workshop had been conducted first week of July 2012 for the

PMU staff members. In the aforementioned strategic planning/workshop, PMU staff

were re-oriented on R.A. 9003; rationale of the ESWM4HOAs Project explained; and

strategy to be used in the implementation of the Project was discussed. The PMU staff

members were also assigned their partner LGUs for the project monitoring and

implementation. There were at least 3 LGUs assigned to each staff.

We conducted a total of eight (8) regular meetings with the project partners including

meeting with MMDA and EMB-NCR from July to December 2012. *(the regular

meetings served as a forum to address issues/problems; venue to report on the project

status of each LGU; and an opportune time to discuss strategy for effective

implementation)

Developed the template for the Narrative and Matrix Accomplishment Report for

LGUs and introduced the template at the pre-assessment meeting last December 4,

2012 for the 16 LGUs of MM.

Scorecard for the ESWM4HOAs Project had been developed last November 2012.

The MMDA Monitoring Team Leaders have been consulted in the actual scoring of

each HOA/LGU through a consultative meeting held last December 6, 2012 with

PMU staff focal persons.

The PMU conducted and facilitated the Gap Assessment and Consolidation of Final

Reports writeshop/seminar last December 12-14, 2012 for the 16 participating LGUs

as per the ESWM4HOAs Project.

related to Area Source

Reduction: It was initially planned

to incorporate Area Sources

reduction to the ASB MOA.

However, it was not pushed thru

since the content of the ASB MOA

was entirely on mobile emission

source reduction. Series of meetings

and consultation with LGUs

determined that MOA will not be

necessary for implementing area

source emission reduction.

MOA was sent to the Mayor’s office.

Upon review of their respective Legal

Staff, the Mayor decides whether to sign

the MOA or not.

MOA is used as a tool to address the gap

between two cities specifically on

different ordinances between them. A

uniform manual of operation is

commenced and it is for presentation to

the Metro Manila Council.

Starting July 2012, the team conducted

emission testing on Jeepney, UV garages

as well as private vehicles upon request.

No request from any LGU but conducted

6 meetings for purposes of capacity

building. Instead of a MOA for a specific

area source of emission, EMB will be

assisting the LGUs in creating ordinances

and programs to reduce area sources of

emission. Ordinance/Program will

depend on each LGUs concern.

Solid Waste Management

Helped and encouraged the LGUs and the general public, particularly the

Homeowners Associations to undertake effective solid waste management by

providing / appropriating funds for the project

The LGUs could better implement R.A. 9003 because the fund was used for their

IEC, and development of strategies/system for the target stakeholders.

Water Quality

Facilitated the implementation of the Adopt-an-Estero Program

Improved implementation through the provision of appropriate materials and

equipment

Expanded assistance in engaging the LGUs and communities

IX. Recommendations

As the project experienced somehow slow release of funds from DENR Central, on our

part we need to speed up liquidation especially on the LGUs by coordinating with the

City/Municipal Accounting Head and explain the urgency of accessing the fund for the

Project to be able get their support and suggestion on how to fast track the release of the

fund; or inform the Local Chief Executive to get possible solution/action to the problem

in which the EMB already did during the implementation of the project.
