2.2.2 Web page for Association FOTONIKA-LV

The webpage http://fotonika-lv.eu is seen as the primary website for FOTONIKA-LV insofar as the long range strategy of FOTONIKA-LV is to form a trans-university national science center that would be self-standing but affiliated with multiple universities in Latvia. Even though the domain name fotonika-lv.eu is owned by FOTONIKA-LV for technical reasons pages under the website are seen as fotonikalv.wordpress.com/.

2.2.3 Web page for science outreach activities

In 2012-2014 the special web page was operated which showed information on possibilities for students (pupil) to attend Riga Photonics Center and see some demonstrations in Optics. This web page is not operating on 2015 as the concept for RPC has switched from education activities, to publicity of research and cooperation with industry.

2.2.4 LinkedIn profile for FOTONIKA-LV

Linkedin is the most important professional portal on the web. The European Commission actively uses Linkedin groups as do many research centers. A Linkedin presence has been established for FOTONIKA-LV and there have been preliminary attempts to build traffic to FOTONIKA-LV using Linkedin tools such as participation in groups including Space Programs and Space Policy. The plan is to make FOTONIKA-LV visible in all groups that relate to its activities including satellite ranging, spectroscopy, infrared astronomy, atomic physics, geodesy and geodynamics, asteroids, near Earth objects, African Space policy and other categories. Also, the plan is to use Linkedin to search for partners for Horizon 2020 projects as well as to promote activities such as the UN International Year of Light.

2.2.5 Facebook profile for RPC

A Facebook page has been developed for FOTONIKA-LV / Riga Photonics Center on 2014-01-27. The page has received 72 likes. The typical event reaches 20 to 30 people. So far there have been two attempt to use Facebook tools to build audience, in one case reaching 3,000 and a more recent case reaching 9,200 targets in Latvia that are over 18 and have an interest in high-tech and science. Task 5.3 Dissemination, publicity, knowledge/innovation transfer and other photonics promotion activities in the Baltic States and among partner institutes (M12, ongoing)

• RPC participates in national (Researchers Night) and other scientific and public events (seminars, international co-operation, video in RPC window), as well as with the mass media (TV, the Internet, printed);

• Innovation transfer and photonics technology commercialization: work with Institutes, photonic businesses in Latvia;

• International collaboration with the European Photonics Industry Consortium (EPIC); • International co-operation with the Baltic Photonics Cluster; • RPC gets involved in national scientific public policy development to elevate photonics as a

National RTDI priority;

The Riga Photonics Center participated in the Open Day for the University of Latvia’s first year students – on 10th December 2012 and 2nd December 2013.

2.3.1.2 Participation in Researchers’ Night

Riga Photonics center organized a session of Researchers’ Night events at the end of September in 2012, 2013, 2014: > 400 visitors each, mainly secondary school students.

2.3.1.3 Baldone Observatory open for visitors

The Baldone Observatory – the part of Institute of Astronomy that is included in Association FOTONIKA-LV - has always had visitors. In the past year there has been a dramatic growth in the number of visitors, partly because of the project activities. Plans are being discussed to form a Friends of Astronomy group and to continue to increase attendance. The growth in attendance can be largely attributed to the placement of the observatory on multiple tourism portals as well as to promote the Observatory as a destination for groups from schools throughout Latvia. It is an important facility for the popularization of science, especially astronomy and optics. Baldone utilizes a PC-based planetarium program and projects the images of star formations and other

celestial phenomena on the observatories cupola ceiling. We believe significant growth in numbers is possible with the addition of more things for students to do at the Observatory, for it to become a science experience center.

General meeting of Association FOTONIKA-LV was held in Baldone on 19th June 2014. The program included Report on activities of Association FOTONIKA-LV presented by A.Ubelis, scientific secretary of Association. The work on preparing an initiative for promoting “photonics, quantum sciences, space sciences and related technologies” as a smart specialization for Latvia, presented by V.Beldavs, assistant to a project manager of an Association.

The report on the General meeting of Association FOTONIKA-LV was prepared by Aigars Atvars and publicizes in a popular science Journal with specialization in Astronomy: Starry Sky (Zvaignota Debess), Autumn 2014, p.63-66.

2.3.1.5 Multiple attempts have been Effort to launch a science experience center at the Geodynamics Observatory at the Riga Botanical Garden.

made to launch the science experience center starting with a planetarium at the suggestion of recruited scientist Dr. Jorge Del Pino in September, 2013 after V. Beldavs visited the Geodynamics Observatory in September 2013. After we initiated the effort we learned that the Ministry of Education and Science had such a vision starting with 2006 that did not survive the economic crisis of 2009. A special meeting was called at the Riga Photonics Center on February 5, 2014 featuring Pauls Irbins, space activist and founder of three science experience centers as well as astronomer Amara Graps, repatriated from the US. See - http://www.the-observatory.org/. Both speakers made an impassioned appeal to the nearly 30 people present for the need in Riga of a science experience center. Attendees included representatives from the US Embassy. FOTONIKA-LV approached the City Council of Riga with a vision of a step-by-step approach to build the center starting with an upgrade to the Geodynamics Observatory which was in very serious need of repair and upgrade as a first step. The vision for the effort was the Observatory at Herstmonceux , UK that combined a research observatory with a science experience center – see - http://www.the-observatory.org/. After numerous attempts with other donors two members of the Saeima Atis Lejiņš and Veiko Spolitis agreed to direct 31,500 Euro from a special discretionary fund to the project in November, 2014. Two meetings were held with Botanical Center staff in early 2015 to coordinate the work

with their activities. Recently, the funds have finally been released to the Geodynamics Observatory to start the upgrade effort. Additional fund raising is planned including Horizon 2020 funding for public outreach for science.

2.3.1.6 The Photonics Prize

A Photonics Prize was established during the 72nd Annual Conference of University of Latvia to recognize the best poster presentation from a student. The idea of a prize is promising, but it needs to be developed to recognize broad excellence in the field and needs a larger award. Continuation of the award is under study and most likely dependent on a donor contributing the funds to make it possible.

2.3.2 Contribution to Science policy

Science in Latvia has been underfunded for nearly two decades. In 2009 the already meagre science budget was cut by 63%. From 1990 researchers have dropped from nearly 30,000 to about 5,000 currently with a significant exodus of qualified people and poor retention of new Ph.D.’s in science in Latvia. The FOTONIKA-LV project attempts to address this problem directly through the repatriation and recruitment of over 14 researchers through the project as well as through secondments of Latvian researchers to top institutions elsewhere in the EU as well as from other institutions to the laboratories within the FOTONIKA-LV association research institutes. The core problem, however, is government policy that at best has been benign neglect and at worse a hostility towards science and its importance to a modern economy.

A particular issue for FOTONIKA-LV is that government policy does not include photonics among the official smart specializations guiding the economic development of the country. The importance of this issue is that unless this is changed, the progress that has achieved through the three years of effort through the FOTONIKA-LV project may be reversed insofar as future funding opportunities, particularly through the Commission’s Widening Program are governed by the ex-

ante conditionality that funded projects must be linked to the smart specialization strategy of the country.

Actions taken: Participation in the formulation of the National Development Plan (NAP 2020) emphasizing

V. Beldavs participation in work sessions of the Ministry of Education and Science dealing with smart specialization and innovation policy (fall of 2013).

Presentation “Photonics as a national priority” to the Baltic Dynamics Conference, September 2013.

Presentation on photonics as a smart specialization for Latvia to the Cross-Sectorial Coordination Centre that functions as a think tank for the Council of Ministers.-

Organization of the first conference of the Baltic Photonics Cluster in Riga at the Riga Photonics Center 16-12-2013 where the idea of photonics as a smart specialization strategy for the three Baltic States of Estonia, Latvia and Lithuania was raised resulting in letters to each of the three prime ministers raising the issue.

Participation in the smart specialization peer review of Latvia and Estonia with comments made regarding proposed Estonian and Latvian smart specialization strategies. 2.3.3.3 The database on Baltic Enterprises active in Photonics, Quantum sciences, space sciences and related technologies domain

The database shows enterprises in Latvia, Lithuania and Estonia that are active in Photonics, Quantum sciences, space sciences and related technologies domain (see Annex 1). This shows

that in Baltics this field has a significant industry (about 75MEUR turnover in Latvia, 60MEUR in Lithuania, about 2MEUR in Estonia with growth rate of about 15%).

2.3.3.4 Overview of research on Photonics in Baltic States

A SCOPUS database was researched to see the number of publication on Photonics in Baltic States. This was made to show that there is significant science competence in this field that may be interested for industry. The presence of strong Research and Industry in Photonics in Baltic States is the reason why “photonics, quantum sciences, space sciences and related technologies” can become as de facto smart specialization of Baltic States.

2.3.3.5 Advising SMEs about participation in Horizon 2020 SME Instrument calls

FOTONIKA-LV consulted several SMEs for participation in Horizon 2020 SME Instrument calls. The success was the winning of the Phase 1 by Baltic Scientific Instruments, Ltd.

In the web page fotonika-lv.eu a separate section Innovations/SME instrument was created to give summary information on SME instrument for interested industry.

2.3.3.6 Lecture series on innovation methodology TRIZ

TRIZ is a methodology of innovative problem solving created in 1950ties-1980ties in Soviet Union and later used in industrial companies all around the world. TRIZ can be used to solve technical problems, scientific problems, and social problems and to obtain results that are patentable. A

lecture course on TRIZ was organized by FOTONIKA-LV during February – April 2015 to give to researchers and partners (including industry) the knowledge of this methodology. TRIZ Master Dr. Alexander Narbut (Ukraine) was recruited during this period in FOTONIKA-LV and totally about 16 full day lectures were given on this subject. These lectures were video recorded and are available for future learning.

Dr. A.Narbut is an experienced innovation specialist with experience in new product development for Samsung Corporation and other, holds about 35 patents. During the recruitment period A.Narbut visited research laboratories of FOTONIKA-LV and heard about their research and scientific problems, attended FOTONIKA-LV conference on 6th February 2015 (73rd Annual Scientific Conference of the University of Latvia, Section: The project “FOTONIKA-LV – FP7-REGPOT-CT-2011-285912”) and FOTONIKA-LV final conference on 23-24th April 2015 (Conference “Achievements and Future prospects”, Dedicated to 5th Anniversary of Association FOTONIKA-LV), gave a colloquium on TRIZ methodology, about 16 lectures on TRIZ (with attendance of about 6-15 people), participated in foresight sessions of FOTONIKA-LV and presenting foresight methodology that is used in TRIZ to predict the development of systems. Advices were given to laboratory leaders to solve some of their specific problems and a lot of teaching was done to teach innovation methodology to FOTONIKA-LV personnel.

Riga Photonics center has a computer monitor at the window. In this monitor several presentation videos were played. These presentations included video on European Photonics Industry Cluster, on Photonics in Lithuania, on Horizon 2020 program, on activities of FOTONIKA-LV.

2.3.4.4 Participation in various conferences with presentation on FOTONIKA-LV

2.3.4.4.1 Participation in a conference on Space Technologies for Africa

FOTONIKA-LV was co-organizer of the conference “International Conference on Collaboration in Space Technologies”, 5th-6th June 2014, Riga, Latvia. The conference was aimed to present competencies of Latvian Companies and Research groups on Space Technologies to African Union (and to sign a Memorandum of Understanding between African Union Commission (AUC) and Space Technology and Science Group (STSG, Finland)).

http://www.iccst.eu/ The conference was chaired by V. Beldavs, Commercialization Strategist with FOTONIKA-LV. Former President of Latvia Dr. Vaira Vīķe-Freiberga opened the ICCST along with Prof. Ina Druviete, Minister of Education and Science. Keynoters include Dr. Dr. Abdul Hakim Elwaer, head of the Human Resources, Science and Technology Department of the African Union Commission as well as Prof. Marek Banaszkiewicz, Director of the Polish Space Agency. V. Beldavs of FOTONIKA-LV was also a keynote speaker on the topic "The role of space science and

This conference resulted in the signing of an MOU between the African Union Commission and STSG and has opened the opportunity for FOTONIKA-LV and space related SMEs from Latvia to obtain important contacts in Africa as well as throughout Eastern Europe and the Nordic Countries in space. This is leading to the involvement of Latvian experts and SMEs in space education and space industry projects for Africa most notably in laser ranging and the ground segment services for satellite launch by Ethiopia and other African partners.

2.3.4.4.2 FOTONIKA-LV participation in the Next Giant Leap Moon Conference

The conference resulted in the International Lunar Decade taken on as an international initiative of four organizations: the International Lunar Exploration Working Group (ILWEG) see - http://sci.esa.int/ilewg/, the National Space Society (NSS), see - http://sci.esa.int/ilewg/, the State of Hawaii Office of Aerospace Development, see - http://aerospacehawaii.info/ and FOTONIKA-LV. The International Lunar Decade is planned for launch in 2017, the 60th anniversary of the International Geophysical Year. The vision of ILD is to progress from lunar exploration to achievement of economic breakthrough to the development of the Moon as a wealth-generating

platform for human expansion into the solar system. The ILD has been featured at 6 conferences so far in 2015 with V. Beldavs speaking at two – the lunar session at the European Geophysical Union Conference in Vienna on March 14 and in Toronto, Canada at the International Space Development Conference on May 24, 2015. Additionally, V. Beldavs participated in the 3d European Lunar Symposium at Frascati, Italy, May 15-16 with a poster on the International Lunar Decade. Further participation on ILD is planned at several upcoming conferences later this year. More information can be found at https://ildwg.wordpress.com/ , a website developed and maintained by FOTONIKA-LV.

2.3.4.4.3 FOTONIKA-LV at the Industrial Technology Conference

The Industrial Technology Conference was held 09-11April, 2014 in Athens, Greece. FOTONIKA-LV presented photonics research, development and industries to an audience that included companies from Europe, Russia, Saudi Arabia, the US and other countries. The photonics booth featured three posters that summarized R&D and production of photonics products in Latvia. We also featured promotional information about Latvia that was provided by the Latvian Embassy in Athens. The Embassy prepared a press release that was released to media and also posted on the Ministry of Foreign Affairs website - http://www.mfa.gov.lv/lv/greece/zinas/2014/04-10/ . Inquiries were received from over 20 visitors to the booth requesting additional information.
