Design-Build Project Manager (DBPM) • Responsible for the overall project construction • Authority to bind Contractor • Coordinate any public outreach and public meetings • Attend weekly project meeting on a bi-weekly basis and all monthly senior

leader meetings

Quality Assurance Manager (QAM) • Responsible for the quality assurance (QA) inspection • Professional engineer (PE) • Attend all weekly construction meetings, Preparatory Inspection meetings,

and any recurring meeting related to the quality of the construction. • Responsible for designating a primary point of contact for notification for

inspection at Hold Points and Witness Points.



Offeror’s Team Structure: Design Manager

• Responsible for the coordinating the design efforts. • Professional engineer (PE)

Lead Utility Coordination Manager

• Responsible for the coordination of all utility relocations.

Construction Manager (Must be on-site at all times) • Responsible for managing the construction process including QC • One for entire Program

Right of Way Manager

• Responsible for managing the process to acquire all of right-of-way and easements.
