A Basic Assessment (BA) process is required as certain of the project activities are listed in Listing Notice 1 of the EIA Regulations, 2014. The BA process will inform an environmental authorisation decision which is required from the Gauteng Department of Agriculture and Rural Development (GDARD) in terms of Section 24(5) of the National Environmental Management Act (NEMA) (No. 107 of 1998). SLR Consulting (South Africa) (Pty) Ltd (SLR), an independent firm of environmental consultants, has been appointed to manage the environmental impact assessment (EIA) process and conduct the public participation process in support of this application. INTRODUCTION

Corporate investor(s) in partnership with black owned

partner(s) intend to develop and operate a majority black

owned (>51%) maize wet mill plant which would process raw

non-GMO maize to produce glucose and starch products.

Glucose and starch are used as ingredients in the

manufacturing of beverage and food products.

The proposed plant would be located on Erf 188 and a portion

of Portion 237 of the farm Leeuwkuil 596 IQ. The project site is

located within the Emfuleni Local Municipality in Vereeniging,

Gauteng Province. Refer to Figure 1 for the local setting of the

project.

ENVIRONMENTAL AUTHORISATION PROCESS

In order for the proposed plant to go ahead, environmental

authorisation is required. A Basic Assessment (BA) process is

required as certain of the project activities are listed in Listing

Notice 1 of the EIA Regulations, 2014. The BA process will

inform an environmental authorisation decision which is

required from the Gauteng Department of Agriculture and

Rural Development (GDARD) in terms of Section 24(5) of the

National Environmental Management Act (NEMA) (No. 107 of

1998).

SLR Consulting (South Africa) (Pty) Ltd (SLR), an independent

firm of environmental consultants, has been appointed to

manage the environmental impact assessment (EIA) process

and conduct the public participation process in support of this

application.

PROJECT OVERVIEW

INTRODUCTION

Corporate investor(s) in partnership with black owned partner(s) intend to

create the first majority black owned maize wet mill plant in Africa.

CONCEPTUAL PROCESS FLOW

The proposed maize wet mill’s primary raw material would be non-GMO

maize kernels which would be cleaned, steeped, ground and refined to

extract glucose and starch, as well as various by-products such as germ,

gluten and fibre. The conceptual process flow diagram of the proposed

project is illustrated below.

MAIZE INTAKE AND PREPARATION

Raw non-GMO maize would be delivered to site by truck where it would be

stored temporarily in silos. Prior to processing, the maize would be

mechanically cleaned to remove dust and materials such as cobs, husks

stones etc. In order to soften the kernels and separate the hull, germ and

fibre from each other, the cleaned maize would then be steeped (soaked in

50 degrees Celsius water which contains sodium metabisulfite) for 32-36

hours. The water for steeping would be heated by means of coal fired

boilers. Natural gas is also being considered as an alternative fuel source

for the boilers.

MILLING

The steeped water would then be drained off and the maize coarsely

ground in de-germ mills to free the germ from the grain. The germ would

then be separated, dried and maize oil extracted as a by-product. The

maize would then be ground in attrition mills, with germ meal remaining as

a by-product. Following germ separation, the slurry would be washed,

ground and screened to separate the starch and gluten from fibrous

material. The fibre would then be extracted as a by-product. The starch and

gluten would then report for centrifugation where gluten would be

removed and dried as a by-product.

REFINERY

Finally, the starch would be processed in the refinery where starch

conversion would take place through the addition of enzymes and

activated carbon to produce final products (glucose and starch).

FINAL PRODUCT AND BY-PRODUCT TRANSPORTATION

The final products (glucose and starch) would then be loaded and trucked

to the respective customer for use in the beverage and food manufacturing

process. The by-products (fibre, gluten, and germ) would typically be sold

as animal feed or for use in the paper and textile industries.

SUPPORT FACILITIES

Support services associated with the

proposed plant would include a

chemical storage area, a coal boiler

house (to provide steam to the plant),

a maintenance workshop/warehouse,

weigh bridges, waste water treatment

plant, stormwater management

infrastructure, fire-fighting room and

fire-water tank, truck wash-bay, office

building, canteen and guard house.

SERVICES

Access and Transport: Access to the

facility would be via Lager Avenue, off

the R28. Transport of goods to and

products from the facility would be by

truck.

Potable and process water: Would be

sourced from the Emfuleni Local

Municipality.

Electrical power: Would be sourced

from the Emfuleni Local Municipality.

The electrical connection would be via

underground cables from the Eskom

substation located just west of the R59.

Sewage: Generated at the facility

would be pumped to an existing

municipal pump station.

Solid waste: General and hazardous

waste would be temporarily stored in

designated areas and disposed at off

site permitted waste disposal facilities

by a third-party contractor.

Effluent: Plant effluent (waste water)

would be treated on site to meet

appropriate discharge standards prior

to being pumped to the Municipal

Waste Water Treatment Works located

south of the site (other side of the

R28).

TIMING

Should environmental authorisation be granted it is

anticipated that construction of the facility would take

approximately 2 years. Full production would be reached

by year 2021. The planned life of the operations is at

least 20 years.

PROJECT ALTERNATIVES

The project team considered a number of site

alternatives for the project. The proposed site was

selected as the preferred location due to environmental,

social, services and economic factors. The process of

considering alternatives is on-going and will form part of

the BA permitting process.

OPERATING TIMES AND HOUSING

Operating times: The proposed facility would operate 24

hrs a day, with 4 x 8 hour continuous shifts.

Employment: Approximately 800 peak construction

phase jobs would be created. Operation of the facility

would create approximately 210 employment

opportunities. Employees would be sourced, as much as

is possible, from local communities and the greater

Vereeniging area.

Housing: No housing would be provided on-site during

the construction or operational phases.

STATUS OF EXISTING ENVIRONMENT

This section provides a basic description of the current status of the biophysical and socio-economic environment of the

proposed project area. More detailed information will be sourced as part of the environmental impact assessment process,

with input from specialists (where relevant).

� Geology: The geology of the project area comprises intercalated shales, quarzitic sandstone and limited occurrence of

mudstone, all of the Ecca Group which is part of the Karoo Supergroup. The sediments are underlain by dolomites at

variable depths (potentially less than 30 m).

� Climate: The project area falls within the Highveld Climatic Zone, which is generally associated with a cool temperate

climate with high extremes between maximum summer and winter temperatures. The area is characterised by summer

rainfall with a mean annual precipitation of 662 mm. Average daytime temperatures are 16.3°C in winter and 26°C in

summer with night time temperatures in winter dropping to approximately 0.5°C. The area is prone to frost.

� Topography: The project area is largely flat with a slight slope to the south and east. The average height above sea level

for the area ranges from 1 440 – 1 450 m.

� Soils and land capability: All the soil in the area can be classified as Sterkspruit Form 1200 Bethulie Family.

� Biodiversity (terrestrial): The project area is dominated by the Soweto Highveld Grassland vegetation type. According

to the Gauteng Conservation Plan (V3.3) the project area and surrounds are not associated with any areas or features of

conservation concern, namely Critical Biodiversity Areas, Ecological Support Areas, Wetlands, Rivers or Ridges. The

Leeuwkuil Nature Reserve is situated approximately 600 m south of the project area, but the area does not fall within a

focus area as per the National Protected Areas Expansion Strategy. Part of the study area has historically been utilised

for cultivation purposes. The site is currently utilised for livestock grazing by subsistence farmers. The vegetation is

short to medium-high, dense, tufted grassland dominated by Cynodon dactylon and Themeda Triandra (red grass) with

a number of alien species also present. Floral species such as Hypoxis iridifolia, Ammocaris coranica, Haplocarpha lyrata

and Vernonia oligocephaela as well as Crinum macowanii were observed. Very little evidence of wild faunal populations

exists, due to the location within a highly urbanised area.

� Surface water: The project area is located in the Upper Vaal Water Management Area, within quaternary catchment

C22F. The closest watercourse is a tributary of the Vaal, located approximately 800 m south of the project area (south

of the R28). A stormwater drain is found 200 m east of the project area (adjacent to the R59). Surface water flow is

towards the south-east.

� Aquatic environment: No wetlands have been identified within the proposed project area. An excavated (man-made)

drainage channel/feature occurs on site and receives channelled stormwater from the prison area to the north.

� Groundwater: The average groundwater level within the project area ranges from 30 m to 50 m below ground level.

Groundwater yields are expected to be in the range of 0.3l/s. There are no known groundwater users in the immediate

vicinity of the site.

� Air quality: Vereeniging, and the project area, are located within the Vaal Triangle Airshed Priority Area. The priority

area was declared as a result of poor ambient air quality. The ambient air quality has been influenced by industries,

mines, power stations, household fuel combustion, vehicle tailpipe emissions, entrained dust and wind erosion from

exposed areas. The prevailing wind direction is from the north-west and the north-east. Data from a nearby ambient

monitoring station (south west of the project area) indicates that particulate matter (<2.5 and <10 micron in size)

already consistently exceeds the NAAQ standards and nitrogen dioxide sometimes exceeds standards.

� Noise: The greater area is likely to be subjected to elevated noise levels due high traffic volumes along the R59 and R28

roads. The current baseline noise level for the site and surrounds is considered typical of an urban setting.

� Visual: The natural visual character of the area has been influenced by various residential, industrial, road, powerline

and railway related activities. The open grassland and livestock add a rural element to the sense of place that is

otherwise typical of an urban area.

� Heritage/cultural and palaeontological resources: No heritage resources have been detected within the project site.

� Socio-economic: Gauteng faces a number of economic challenges, including high poverty levels, inequalities in terms of

incomes and opportunities and youth unemployment. Vereeniging is currently one of the most important industrial

manufacturing centres in South Africa, with its chief products being iron, steel, pipes, bricks, tiles and processed lime.

Vereeniging also has several Eskom thermal power plants. While Vereeniging has extensive power and water supply

networks, there are challenges with supply, particularly in the poorer areas.

� Land use: The project area is currently open space with indigenous vegetation that is subject to informal grazing. Erf

188 of Leeuwkuil 596 IQ has been zoned for industrial purposes, and although Portion 237 of Leeuwkuil 596 IQ is zoned

agricultural, it is earmarked for industrial and commercial use in the municipalities’ spatial development framework.

Adjacent land use includes open space, the SAB Vereeniging Depot, the Vereeniging Fresh Produce Market, the R28 and

R59 roads and the Leeuwkuil Water Care Works. Nearby receptors include the Wise Owl Pre-school, a Telkom facility, a

Department of Roads and Transport facility, a Department of Correctional Services facility, informal residences and

livestock kraals and the Leeuhof suburb.

The preliminary list of potential impacts that have been identified and will be investigated as part of the BA process are

tabulated below. Where specialist input is required, this has also been indicated. Relevant issues gathered during the

stakeholder engagement process will further inform the identification and assessment of impacts in the BA Report.

∗ Reports on management measures required to mitigate

impacts to an acceptable level.

The likely process steps and timeframes are provided below.

The steps are in accordance with the EIA Regulations, 2014,

as amended. I&APs registered on the project’s database will

receive notification of public information-sharing meeting

and report review period in advance.

STEPS IN THE AUTHORISATION PROCESS

PHASE I - Pre-application phase (May –July 2018)

• Pre-application meeting with the GDARD;

• Notify other commenting authorities and I&APs of the

proposed project and Basic Assessment regulatory

process (via social scan, newspaper advertisements,

site notices and this BID);

NOTICE OF ENVIRONMENTAL AUTHORISATION PROCESS

Dear Sir/Madam

We hereby provide notice on the commencement of an application for Environmental Authorisation for the above

mentioned project.

Corporate investor(s) in partnership with black owned partner(s) intend to develop and operate a majority black owned

and starch are used as ingredients in the manufacturing of beverage and food products. The proposed plant would be

located on Erf 188 and a portion of Portion 237 of the farm Leeuwkuil 596 IQ. The project site is located within the

Emfuleni Local Municipality in Vereeniging, Gauteng Province.

The proposed project requires Environmental Authorisation prior to the commencement. Environmental Authorisation

is required from the Gauteng Department of Agriculture and Rural Development in terms of the National Environmental

Management Act, 1998 (No. 107 of 1998) (NEMA). The application is subject to a Basic Assessment process as stipulated

in the Environmental Impact Assessment (EIA) Regulations, 2014 (GNR 982, 8 December 2014).

manage the environmental regulatory processes and conduct the public participation process in support of this

application.

As part of the initial phase of public consultation, SLR is notifying and distributing information to as many interested or

We hereby provide notice on the commencement of an application for Environmental Authorisation for the above

mentioned project.

Corporate investor(s) in partnership with black owned partner(s) intend to develop and operate a majority black owned

(>51%) maize wet mill plant which will process raw non-GMO maize to produce glucose and starch products. Glucose

and starch are used as ingredients in the manufacturing of beverage and food products. The proposed plant would be

located on Erf 188 and a portion of Portion 237 of the farm Leeuwkuil 596 IQ. The project site is located within the

Emfuleni Local Municipality in Vereeniging, Gauteng Province.

The proposed project requires Environmental Authorisation prior to the commencement. Environmental Authorisation

is required from the Gauteng Department of Agriculture and Rural Development in terms of the National Environmental

Management Act, 1998 (No. 107 of 1998) (NEMA). The application is subject to a Basic Assessment process as stipulated

in the Environmental Impact Assessment (EIA) Regulations, 2014 (GNR 982, 8 December 2014).

SLR Consulting (South Africa) (Pty) Ltd (SLR), an independent firm of environmental consultants, has been appointed to

manage the environmental regulatory processes and conduct the public participation process in support of this

application.

We hereby provide notice on the commencement of an application for Environmental Authorisation for the above

mentioned project.

Corporate investor(s) in partnership with black owned partner(s) intend to develop and operate a majority black owned

(>51%) maize wet mill plant which will process raw non-GMO maize to produce glucose and starch products. Glucose

and starch are used as ingredients in the manufacturing of beverage and food products. The proposed plant would be

located on Erf 188 and a portion of Portion 237 of the farm Leeuwkuil 596 IQ. The project site is located within the

Emfuleni Local Municipality in Vereeniging, Gauteng Province.

The proposed project requires Environmental Authorisation prior to the commencement. Environmental Authorisation

is required from the Gauteng Department of Agriculture and Rural Development in terms of the National Environmental

Management Act, 1998 (No. 107 of 1998) (NEMA). The application is subject to a Basic Assessment process as stipulated

in the Environmental Impact Assessment (EIA) Regulations, 2014 (GNR 982, 8 December 2014).

NOTICE OF ENVIRONMENTAL AUTHORISATION PROCESS

We hereby provide notice on the commencement of an application for Environmental Authorisation for the above

mentioned project.

Corporate investor(s) in partnership with black owned partner(s) intend to develop and operate a majority black owned

(>51%) maize wet mill plant which will process raw non-GMO maize to produce glucose and starch products. Glucose

and starch are used as ingredients in the manufacturing of beverage and food products. The proposed plant would be

located on Erf 188 and a portion of Portion 237 of the farm Leeuwkuil 596 IQ. The project site is located within the

Emfuleni Local Municipality in Vereeniging, Gauteng Province.

The proposed project requires Environmental Authorisation prior to the commencement. Environmental Authorisation

is required from the Gauteng Department of Agriculture and Rural Development in terms of the National Environmental

Management Act, 1998 (No. 107 of 1998) (NEMA). The application is subject to a Basic Assessment process as stipulated

in the Environmental Impact Assessment (EIA) Regulations, 2014 (GNR 982, 8 December 2014).

SLR Consulting (South Africa) (Pty) Ltd (SLR), an independent firm of environmental consultants, has been appointed to

manage the environmental regulatory processes and conduct the public participation process in support of this

application.

As part of the initial phase of public consultation, SLR is notifying and distributing information to as many interested or

Dear Alex

As per her request left with our receptionist, I gave a lady (Sigi) a call on the 13th

of July 2018. Sigi is a resident of

Leeuhof, just across the Project sites for both Project Isanti and Project Jordan.

She made the following comments:

1. She indicated that herself, along with some residents in the same area have been waiting for Title Deeds

since 1994. In the event that people need to relocate as a result of the aforementioned projects, will they

still receive compensation even without possession of Title Deeds?

2. Years ago, the proposed sites for both Isanti and Project Jordan were earmarked for the building of RDP

houses for people in Sharpeville. She indicated that most of the residents in Sharpeville were placed there

temporarily as they were promised RDP houses on the project sites.

3. In terms of employment, will recruitment favour the locals (both skilled and un-skilled)? Over the years, job

promises were made to the residents by developers, but the posts were filled by people from faraway

places.
