Establishment and purpose of the project objectives

State Institution «Project Management Unit of «Building Climate Resilience in the Pyanj River Basin Project» was established by the Decree of the Government of the Republic of Tajikistan No 564 from 02.09.2014.

Date of signing of the Grant Agreement 18.09.2013.

Ratification of the Parliament of the Republic of Tajikistan 22.01.2014 , No 1407.

Establishment, purpose and project component (continuation)

The Agency for Land Reclamation and Irrigation (ALRI) under the Government of the Republic of Tajikistan is a Project Executing Agency (EA).

The project aims to increase resilience to climate vulnerability and change of communities in the Pyanj River Basin.

The project has four components:

The PMO of «Building Climate Resilience in the Pyanj River Basin Project» is responsible for realization of components 1 and 2.

 

Establishment, purpose and project component (continuation)

The total grant cost for components 1 and 2: is $ 12 997 942.

Government contribution for taxes and duties is: $ 590 000.

The project implementation period is 2013 to 31 December 2019.

The project completion date is 31 December 2019.

The project effects covers 18 jamoats 8 districts.

Project Components

Component 1. Flood and Mud-Flow Protection.

Flood protection infrastructure rehabilitated and climate-proofed in 10 jamoats, including river bank reinforcement for flood management and establish Disaster Risk Management Committees DRMC’s.

Component 2. Irrigation.

Rehabilitate and climate-proof irrigation systems in 8 jamoats, comprising rehabilitation of small scale irrigation infrastructure and capacity building of water user associations (WUA).

Project Implementation Offices (PIO’s) Four project implementation offices (PIO’s) functioning: (Pyanj,

Kulyab, Darvoz and Khorog). Qualified specialists for PMO and the PIO’s has been selected on

a competitive basis. Project pilot rayons: Pyanj, Kulyab, Vose, Darvoz, Vanj, Rushan,

Ishkoshim and Roshtkala of Pyanj river basin;

 

Project realization results

From the start date of project realization to 30.04.2015.

Project management office (PMO) and PIO’s started to work in a renovated office, purchased office equipment, furniture, connected local area network.

Purchased and provided vehicles for PMO and PIO’s. Purchased accounting software“1С”.

To provide consulting services during implementation of the project it was prepared and signed the contract with international consulting company «EPTISA».

The International consulting company "Eptisa" following

the PAM requirements on the selection of subcontractors, by the selection method has signed contract with local companies PO "Loihai ob" and NGO "Umedbakhsh" for the solution of institutional developments.

Project realization results (continuation)

It was conducted tender for purchase of heavy machinery by ICB method. The result submitted to ADB for receiving no objection for contract award.

Bid document package for construction works by ICB method for the pilot districts of Kulob and Vose prepared and submitted to ADB for receiving approval for issuing advertisement.

Achieving targets after project realization (continuation)

Bank protection works in the lengthwise of the rivers Pyanj, Yakhsu and Kizylsu over the 8060 meters will protect more than 231 ha of irrigated lands from floods and erosion.

Restoration of stream beds of the Pyanj river sub-basins for a length of 5600 m.

Achieving targets after project realization (continuation)

Rehabilitation of the building of pumping station and with installation of 4 new pump units.

Procurement of 9 pcs of heavy machinery for operation and maintenance of flood protection and irrigation infrastructure.

Construction of Drip Irrigation system for 106 ha. Rehabilitation of 6 pcs. of water distribution facilities.

By 2019, it will be reconstructed climate-proofed irrigation infrastructures in 18 jamoats 8 pilot areas of the Pyanj River Basin.

By 2019: Economic losses from climate-induced extreme events reduced by 20% compared to 2012.

All of these objectives will be achieved as a result of the project implementation as follows:

Cleaning of irrigation and drainage system for a length of 24,000m, for melioration improvement of 480 ha and guarantee of water supply for irrigation of 1450 ha of arable lands

The disaster risk management committees will be established (DRMC) and develop early warning communication system to assist communities in responding to floods.

The water user associations (WUA) will be established and will be trained in consultations on introduction of agriculture.

After establishing of the Disaster Risk Management Committee (DRMC) and WUAs at least 30% of the members and office-holders are women.

At least 20% woman will be involved in the construction and rehabilitation works.

On the basis of the general environmental monitoring and management plan, (GEMMP), is developed a new environmental management plan and monitoring fo the pilot districts of Kulob, Vose and Pyanj and submitted to CC “EPTISA” for including in the bid documents.

Planned contracts for Quarter 3 and 4 2015

Heavy machinery for operation and maintenance of flood protection and irrigation assets.

Rehabilitation and climate-proof flood protection infrastructure in Vose and Kulob districts, including bank protection and stream bed works and also construction of spurs.

Rehabilitation and climate-proof irrigation infrastructure in Pyanj district, including cleaning of collector-drainage network and rehabilitation of pumping station.

 

Planned contracts for 2016

Rehabilitation and climate-proof irrigation and drainage infrastructure in Roshtkala, Iskoshim districts, including cleaning of collector-drainage network.

Supply and installation of equipment for drip irrigation in Pyanj district.

Rehabilitation and climate-proof flood protection infrastructure and irrigation system in Rushon, Darvoz, Vanj Districts.
