Project Outreach

Project Outreach began as a mission by a group of chambering students to bring free legalaid to society, especially to the poor and those who live in the rural areas of Kuala Lumpur.

This group of chambering students realised that despite the fact that Legal Aid Centre (LAC)

has been established for more than ten years, there are still many people who are unaware of

its existence and of how the LAC can provide a remedy for their legal problems.

Hence, Project Outreach was established under the strong guidance and support

from the Bar Council and Bar Council Legal Aid Centre Kuala Lumpur (LACKL), with the

objective to provide free legal advice to the people who need it most, to spread awareness of

the existence of LAC and to educate the public about their legal rights. Project Outreach assists

the public by dispensing advice or directing them to the proper avenues and organisations most

relevant to their problems such as the Pink Triangle, Ministry of Welfare among others.

Project Outreach

Project Outreach decided to implement its first outpost at Brickfields Asia College (BAC),

Malaysia’s leading Law school. Brickfields Asia College (BAC) was very supportive of Project

Outreach and granted unrestricted use of the college facilities. The project was formally

launched at Brickfields Asia College on 23rd October 2010 by Mr. Ragunath Kesavan, the

President of Malaysian Bar.

Currently, Project Outreach has more than 30 OutReachers consisting of lawyers and pupilsin chambers contributing to its cause. Project Outreach provides training to its members (with

the help of LACKL) in various areas of law to equip them with the necessary skills and

knowledge to address legal problems and questions posed by the public.

At the Brickfields Asia College (BAC) outpost, Project Outreach conducts one-on-one

interviews with clients, to offer free legal advice with regards to their problems. Although Project

Outreach does not offer immediate legal representation, as an affiliate under LAC, Project

Outreach will first determine the suitability for legal aid under LAC by conducting a simpler form

of means test.

LAC offers legal representation in five main areas of law: Criminal, Employment,

Family, Domestic Violence and Immigration.

Within 3 months since inception, Project Outreach has dispensed advice to a total of over 80

individuals. Generally, the legal problems encountered in Brickfields include issues of

employment, family, domestic violence as well as debt collection.

Currently, Project Outreach is looking at collaborations with other non-profitorganisations to establish additional outposts.

Project Outreach is run every Sunday from 10am-3pm on the First Floor, at Wisma Koponas,

Jalan Tun Sambanthan, Brickfields.
