Executive Summary

Dhaka is a mega city. More than twelve million people live here. Day by day the number is increasing and most part of Dhaka is badly affected by the population growth. More than 7 hundred thousand rickshaws ply the city road, but only 75 thousand have legal number. This huge number of rickshaws is creating traffic jam. From time to time attempts are made to reduce the number, but the initiative usually produces no results. The number of rickshaw pullers is huge. Almost there are no roads or street or lane free from traffic jam. In this course assignment, we will try to show a Project that will help to reduce the traffic jam of Dhaka City.

1. Introduction

Traffic jam is obstructing trade and commerce. Illegal parking is another reason for traffic jam. Cars, trucks and other vehicles are parked almost everywhere. Faulty traffic signaling systems, inadequate manpower and narrow road spaces and overtaking tendency of drivers create pro-longed traffic congestions and intensify sufferings of commuters keeping people motionless as well as creating suffocating condition in the streets. Also there are bus terminals not authorized by the traffic department and drivers do not go by traffic rules. VIP protocol maintaining is another reason for frequent traffic jams in the streets and divider problem in the city’s different important roads also causes congestion. Besides, illegal car parking, and unplanned road excavating on the same road by Water and Sewer Authority (WASA), Dhaka Electric Supply Authority (DESA), telephone and telegraph agencies without any integration among them, is responsible for intolerable traffic jams. In any roundabout in Dhaka the plying CNG, rickshaw, bus, etc form multiple lines.  They do this to grab a tiny space out of sheer desperation.  Behavioral scientists have long since done experiments to show that even insects demonstrate aggressive behavior when they are placed in a crowded situation.  Therefore, it comes as no surprise to see that Dhaka’s pedestrians, thelawallahs, rickshaw pullers, CNG drivers, van pullers, and bus/truck drivers all vie for tiny spaces with noticeable aggression and utter disregard for others’ right of way. This obviously creates serious problems such as unnecessary traffic holdup and minor fender bender incidences.  Nonetheless, there is a price tag for such bizarre behavior. The traffic managers have failed to do anything about this problem and the situation is going from bad to worse day by day.

Most of time, I see that during jam traffic police just let one side go for like 5 minutes or more which increase the jam more. They should manage it more professionally; they could let go each side 1 minute.

To reduce traffic jam we can take steps such as:

Have a good public transport system so people would use it Ban rickshaw from the main roads of Dhaka Good traffic system Good lane system Traffic police should do their duty properly Use zebra cross and foot over bridge Respect the law

The Possibility of Metro Rail Reducing Traffic Jam

Vision: Dhaka Metro Rail

A commute by metro from Uttara to Jatrabari will take about 45 minutes and cost Tk 50, according to studies conducted as part of the government plans for improved public transport in the capital.

The planned electric railway will carry some 60,000 people an hour at peak times. Commuters will have to pay Tk 2.50 for each kilometre.

Prof Jamilur Reza Chowdhury, consultant for the government's metro rail project, briefed journalists about the study findings after a meeting with Finance Minister AMA Muhith yesterday afternoon.

Held at the secretariat, the meeting discussed the status of various projects on the city's traffic systems.

"Metro rail project can be implemented within next four years, and once in place, it will ease traffic jam in the city," said Jamilur Reza adding that one train every three minutes can be run under the system.

The finance minister said the project would be implemented through public-private partnership and would require an estimated $1.7 billion.

In a study commissioned by the government and conducted by Japan International Cooperation Agency, the route starts from Uttara phase-III, and has stoppages at Pallabi, ChandrimaUdyan, BijoySarani, Shahbagh, TSC, Bangla Academy, Curzon Hall, Topkhana and Bangladesh Bank.

The government has conducted another study with plans to stretch the route till Jatrabari.

Initially, the railway will be set up for this route only. The government, however, has plans to introduce five more routes in future.

Most of this rail network will be laid out above ground.

Muhith said at least two crore people will live in the capital in near future. The government has plans to put in place a public transport that can better cater to the growing metropolis.

High officials of the communications ministry, the Bridges Division and Dhaka Transport Coordination Board were present at the meeting.

2. Objectives

Dhaka city has been growing rapidly and the traffic volumes on the roads have also been increasing enormously. Hence the need for a new rail based rapid transport system has been felt and towards this objective the Government of Bangladesh should decide to implement the Dhaka Metro Rail Project. This project aims at providing the people of Dhaka with a fast, reliable, convenient, efficient, modern and economical mode of public transport, which is properly integrated with other forms of public and private transport including buses, sub-urban trains.

2.1 Development Objective: The key project development objective is to  to improve the traffic and transportation scenario in Dhaka and to cater to the future travel needs in the next 2-3 decades has been exploring the viability of various alternative Mass Transit systems which are efficient, economically viable, environment friendly etc. The full impact of the project will take time to materialize, and will spill over long time after the project completion.

2.2 Immediate objective

Main objective is to provide a rail based mass transit connectivity to people within an approach distance of 1 to 2 K.m ;

To provide proper interchange facilities for connectivity to neighbouring areas like Gazipur, Chittagong Highway, etc.

3. Indicators of achievement

The full impact of the project will take time to materialize, and will spill over long time after the project completion. Hence, indicators of achievements are a combination of outcome and output indicators, allowing an assessment of how the project has progressed, but they cannot provide a final assessment of the impact of the project, as most of this impact is demonstrative and of a long-term nature, and will reveal itself only after project completion. The proposed indicators are as follows:

Outcome Indicators: Increased level of satisfaction of students who used to take buses as transit and government stuffs and employers working on many established companies and developing companies.

Intermediate Outcome Indicators:

Provides rail based connectivity throughout Dhaka City. Reduces the journey time from 120 minutes to 45 minutes, between Uttara and Jatrabari. Provides rail based access to the EPZs and Other commercial developments.

4. List of key outputs

Need assessment analysis to upgrade the existing transportation system. For construction of a metro rail, $2-billion project with invitation for tender bidding to

build a 32.5km elevated expressway on public private partnership (PPP) basis. Training/Workshop with civil engineer and transport expert. Awareness campaign among civilians, students about the potentials of using new metro

rail system.

6. Presentation of core components

3. All stations are elevated.

4. All stations will have good interchange.

5. All stations are of side platform configuration.

6. All the stations will have platforms at an average height of 12 - 13m, concourse will be provided at an intermediate level which has ticketing and other facilities.

7. All stations will be provided with escalators for accessing concourse and platform levels.

8. Stations will be provided with automatic fare collection system and will be access controlled.

Ridership Forecast

Comprehensive data has been collected from primary and secondary sources and assembled. This data has been used in developing transport demand model to forecast future travel demand for the horizon years 2017, 2027, 2037. In the present study, the MRT rider ship has been assessed considering the impact of road improvements proposed under Dhaka Urban Transport Project.

9. Monitoring, evaluation and reporting

The Government shall: Monitor and evaluate the progress o f the Project and prepare Project reports on the basis of the indicators agreed with BRTC. Each report shall cover the period of one calendar year, and shall be furnished to BRTC within 50 days after the end of each period.

Conclusion It is quite difficult to imagine that basic transport services can be provided for a

metropolis with 10 million people without reliable mass transit system. Changes in transport technology, have over time, exerted a strong influence upon the shapes and forms of the urban areas. It is, at the same time, true that although transport demand requires the development of rail mass transit system, financial restraints normally rejects the option and sometimes economic reason asks for better alternative solutions. There are opportunities for the RCA to reduce Dhaka traffic to a certain level by implementing a number of low cost small scale projects. It is intended that the relevant authorities will initiate these projects as a quick start in light of short to medium term options discussed above. It will also attract the politicians, public representatives and the policy maker to push these actions forward as mitigation measure.
