Peterhead CARS Supplementary Outputs Report @ 13/3/12 Hamish Robertson, Environment Planner, Aberdeenshire Council Project Summary The Peterhead CARS commenced on 27 th November 2007 with an award of £650,000 All funds were allocated to projects by 30 th June 2011 Implementation of the CARS benefitted from a comprehensive appraisal document published in 2005. It identified a range of interventions that would benefit individual properties and enhance the Peterhead Central Conservation Area. Funds provided by Scottish Government/Historic Scotland gave Aberdeenshire Council the opportunity to progress a much needed conservationled regeneration scheme to preserve the unique character of Peterhead. The CARS addressed major problems including dereliction, vacant floor space and a general lack of proper maintenance and investment in historic properties.

Project Summary

• The Peterhead CARS commenced on 27 th November 2007 with an award of £650,000

• All funds were allocated to projects by 30 th June 2011

Property at Broad Street/Rose Street was considered dangerous and beyond preserving even when offering £100,000 CARS grant. Material was salvaged.

• £650, 000 has delivered a Conservation Area Regeneration Scheme that at completion is measured in several millions of pounds of investment in the built heritage of Peterhead; by the delivery of two major projects; the award of sixteen small project grants; completion of two public realm projects; educational and training elements and additional control taken by the council over previously permitted development as planning authority.

• The conservation area boundary was reviewed and redefined. This fulfilled a condition of our award.

CARS grant of £210,000 helped deliver a big project. It was big on the commitment of the many partners involved; in the overall financial investment and in preserving built heritage, but also, on the social and regenerative impact it made.

Fifteen Small Project Grants

• Complete roof restoration • Replacement of cast iron rainwater goods • Removal of cement render and re­pointing in lime mortar • Installation of conservation roof lights • Restoration of chimney cans • Repair and refurbishment of timber sliding sash and casement windows • Replacement of traditional timber sliding sash and case windows • Removal of inappropriate PVCu windows and PVCu guttering • Entire building makeover encouraged inclusive of shop fronts

Examples, where complete roof restoration was deemed necessary and a traditional slate finish using salvaged material, was supported, through a small project grant. The CARS provided essential assistance to owners and provided local employment.

Windows in listed properties were repaired and refurbished or replaced. Inappropriate PVCu windows were removed in the process.

Entire building makeovers were encouraged, inclusive of shop fronts

An imperrmeable paint finish on thick cement render was detrimental to the fabric of this listed building. The owner was assisted to remove this, re­point in a lime mortar and replace the failing rainwater system.

(Right) 18 St Andrew’s Street. Complete makeover following a change of use on the ground floor. PVCu windows removed with character and quality restored to the conservation area.

Public Realm Works

Poor quality footpaths failed to relate well to the architecture around them. These were replaced with high quality natural materials.
