INTRODUCTION
Work package 5 “Evaluation of results and improvement of policies” has the objectives to assess the results of previous WPTs, exploit them for policy making purposes and capitalize them in possible up-takes.
Policy making/improvement, coherently with the general approach of THE4BEES project and its involvements methods, has been intended as a participatory process. Policy-makers and stakeholders participated in the co-creation activity of some CCLabs and other have been addressed by communication and awareness rising activities. THE4BEES involved and took into consideration requirements of all level of policy making through project partners and observers at national, regional and local level.
WPT5 was structured over three activities:
Evaluation of results by means of reports from the CCLabs and the dashboard
Improvement of existing low carbon and spatial development policies on the basis of outcome of co-creation labs and pilots
Drafting of exploitation plans in order to enhance SMEs competitiveness and job creation.
The present report is the result of activity 5.2 implementation and also reflects the evaluation exercise carried out as activity 5.1.

PART 1: ACHIEVING ENERGY EFFICIENCY THROUGH BEHAVIOUR CHANGE
1.1 EUROPEAN POLICY CONTEXT
The EU has considerably further developed over the past years the frame for energy efficiency policies.
The most important initiatives relevant for energy efficiency include:
- the Effort Sharing Decision 406/2009/EC (2009);
- the EU - Energy Strategy 2020 (November 2010);
- the Energy Efficiency Plan 2011 reemphasizing the (indicative) 20% energy efficiency target and stating that the EU is on track only to achieve only half it
- the Low Carbon Roadmap 2050 including long - term GHG reduction objectives (March 2011);
- the Energy Roadmap 2050 (Dec. 2011) exploring how long - term GHG targets can be reached while also ensuring security of supply and competitiveness
- the Energy Efficiency Directive (EED) from October 2012. The EED includes provisions on the setting of energy efficiency targets in the MS (Art. 3), general energy efficiency policies (esp. the introduction of energy efficiency obligations or equivalent measures in Art. 7) and measures addressing specific energy consumption sectors as e.g. buildings (Art. 4 and 5), energy audits and management systems for enterprises (Art. 8) or CHP Art. 14)
- the Recast of the Eco-design Directive 2009/125/EC
- the revised Labelling Directive 2010/30/EU extends the scope from household appliances to all energy - related products.
It is expected that the EED will not be fully able to achieve the 20% saving target but only around 15-17% requiring further policy development. On 30 November 2016, the European Commission proposed a 2030 binding energy efficiency target of 30% for the European Union. The new target is part of the Commission's proposal to update the Energy Efficiency Directive to make sure the new target is met.
The Energy Efficiency Directive represents anyway a significant milestone in promoting EU energy efficiency objectives. It provides strengthened or new measures to accelerate energy efficiency improvements, and makes clear that an integrated approach is called for to address all aspects of energy supply and demand. The directive also emphasises that cost-effectiveness is critical, given the 'urgent need to restore sustainability to public finances', and concludes that energy efficiency offers a cost-effective approach towards the issue.
A full implementation of the Energy Efficiency Directive requirements presupposes that consumers will change behaviour and this will lead to persistent and long-term energy savings benefits.

To the extent that changing consumer behaviour and energy consumption practices lead to real and persistent energy savings, such change will help also other policies (such as climate policies) to achieve their goals.
1.2 POLICIES AND CITIZENS BEHAVIOUR
Governments seek to regulate or influence the behaviour of individuals and organisations through a range of policy tools, including legislation, sanctions, regulations, taxes and subsidies, the provision of public services and information and guidance material.
The most fundamental reason that governments want to influence or change behaviour is that it can confer economic, social and community benefits. Some behaviours are simply undesirable and need to be prevented. In some cases, individuals do not always behave in their own or the community‟s best interests.
In many areas of public policy the range of traditional tools to influence behaviour works well. For some social policy problems, however, influencing human behaviour is very difficult and complex, and the effectiveness of traditional approaches may be limited without some additional tools and understanding of how to engage citizens in cooperative behavioural change.
A range of interventions can be used to try and generate behaviour changes for energy efficiency. These can be ordered into a „ladder of interventions‟. The higher up the ladder, the more restrictive the intervention and the greater the justification needed to ensure public support for it. Different interventions are needed depending on the behaviour that is trying to be changed. Single interventions alone are unlikely to generate change. Instead, a mix of interventions including both regulatory and non-regulatory measures, are most effective at changing behaviour.

There are many barriers to energy behaviour change to be considered when designing policy, including:
Low prominence of energy efficiency – energy is „invisible‟ and saving energy is often a low priority
Low cost of energy – efficiency measures can be, or are perceived to be, relatively expensive
Availability of energy efficient technology
Lack of knowledge and understanding of energy saving behaviour and efficiency measures available
Hassle factor of installing efficiency measures, such as the need to clear out the loft before insulation
Aesthetics, for example where people are concerned about the attractiveness of energy saving alterations
Social norms (what other people are doing around you) – norms influence people‟s behaviour and can prevent them from adopting a new efficiency measure
Policy acceptability, for example, Government is unlikely to heavily regulate energy use because of a lack of acceptability within the electorate.
Current policies seek to overcome some of these barriers. As with all energy efficiency interventions, estimates of potential energy savings should consider the possibility of rebound effects, which can result in savings that are smaller than projected. Interventions can be broadly split into three categories: regulatory measures; fiscal measures; and non-regulatory and non-fiscal measures:
- Regulatory Measures involve making and changing laws or establishing rules that eliminate or restrict choice.
- Fiscal measures refer to financial measures, mainly incentives and disincentives that can encourage behaviour change. However, people do not always make decisions to maximise their financial interests, because of the barriers to energy behaviour change discussed above.
- Within the category of non-regulatory and non-fiscal interventions, the use of „nudges‟ has been prominent in recent policy debates on behaviour change, nudges are intended as any aspect of the choice architecture (the context in which people make decisions) that alters people‟s behaviour in a predictable way, without forbidding any options or significantly changing their economic incentives”.
Inside THE4BEES partner regions, various frameworks are used by governments (at national, regional and local level) to ensure that policy uses a mix of interventions. They have been addressed inside WPT5 “Evaluation of results and improvement of policies” and specifically by activity T5.2 “Improvement of existing low carbon and spatial development policies on the basis of outcome of co-creation labs and pilots”.

1.3 THE4BEES: POLICY FRAMEWORK IN THE INVOLVED REGIONS
The activity T5.2 started with the collection of data and information on the actual policy framework related to energy efficiency, low carbon and environmental sustainability, carried on by project partners in their respective regions.
Using common template and shared instructions (Annex1 - Programme description sheet), partners collected information on energy efficiency and low carbon policies/programmes implemented in their own regions, along with regional policy/programme relevant to the thematic field of their Pilot (i.e. housing policy, ICT policy, etc.).
All kind of policy instruments that combine the policy framework for energy efficiency in partner regions have been considered suitable for the collection of data and information. Coherently to the purposes of activity T5.2 and overall WPT5, policy instruments have been considered as means for public intervention, and referred to any policy, strategy, instrument, or law developed by public authorities and applied on the ground in order to improve specific territorial situation in energy efficiency and low carbon advancements.
In accordance to activity T5.2 objectives, a list of relevant key elements was identified and used as baseline for the development of the template. The following elements has been included in the analysis:

It was presented to project partners in a Workshop during the partner meeting in Ptuj (April 2017). The policy improvement element of WPT5 was discussed and a dedicated training was delivered to partners. It made it possible to reach a common understanding of “policy improvements” in THE4BEES perspective and to share possible outcomes.
In a second Workshop in Fribourg (November 2017), a specific training, on how to obtain policy improvement and what it specifically means in terms of action and promotion, was organized to equip all partners with solid concepts and knowledge for further steps.
Following the conclusion of activity 5.1 on evaluation of results from CCLabs and Trials and considering the outcomes from WPT4, a conclusive set of general findings and recommendations have been jointly elaborated by partners and are reported in the paragraph 3.
Its objective is to achieve a better understanding on how policy on energy efficiency can be as much effective as possible in motivating behavioural change.

As expected, the majority of policy instruments directly target energy efficiency (29 out of 39).
Promotion and support to renewable energy usage is addressed by 22 policy instruments. It is interesting to notice that 7 analyzed instruments (18%) refer to economic growth or industrial development and competitiveness promotion, while also addressing the issue of energy and sustainability.

Regarding target groups, public bodies and decision makers are addressed by 34 policy instruments, followed by the private sector (21) and citizens (18). Since most partners have chosen schools for the CCLabs implementation, also 7 policy instruments that addressed schools have been mapped.

Agenda setting
New Principles
In the perspective of policy improvement, some additional elements have been analysed.
First of all the typology of contents that characterize the policy instruments mapped. The majority (27 out of 39) renew the existing policy agenda, by fixing, establishing or defining “actionable” objectives, targets, ect. and selecting appropriate instruments to meet the set specific objectives. 12 policy instruments otherwise fix new principles, and try to inspire the adoption of new concepts/values/ organisational thinking/etc. (like Circular/Blue economy, Internet of things, “territoires à énergie positive”, etc.).
The analyzed policy instruments have also been categorized in 4 broad policy groups, according to the contents or measures provided:
Expand regulation policy (provide new or increase existing regulations)
Incentive-based policy (provide incentives to induce a change)
Market-based policy (target the market or produce effects on markets)
Capacity development policy (Policies refer to strengthening the skills, competencies and abilities of people, communities, public bodies, so they can to achieve social and economic goals, including through improvement of knowledge, skills, systems, and institutions).

Since the analysis of policy instruments is functional to general policy improvements in the framework of THE4BEES project, the objective of the mapped policy instruments was matched with the 3 project specific objectives:

2.2 GENERAL FINDINGS AND RECOMMENDATIONS
Sustainability and energy/resources conservation is a process. What happens on the ground will change over time as user behaviour changes, space and building utilization shifts, organization needs evolve, etc.
This exercise implemented through THE4BEES project, showed us the integrated and interacting sets of behavioural issues that are key to achieving energy efficiency in different kind of buildings. It has shown that, at many levels, the people who own, manage, inhabit, and use buildings determine the extent to which sustainability and building performance goals are achieved.
WPT5 in particular has highlighted the importance of institutional context and delineated the policy framework components of that context. It has also described a variety of methods available to initiate and sustain lasting change, along with the evidence that supports their use in different circumstances.
Taken as a whole, THE4BEES experience provides an interesting perspective on strategies and potential opportunities for the entire Alpine region. Its “systems perspective” of occupant-use behaviours should support organizational transformation in support of sustainability and reduced resource consumption that is significant, persistent over time, and able to be measured, evaluated, and documented.
Following are some general models and recommendations for implementing an action-based framework for changing individual and organizational behaviours, achieving energy sustainability and building performance goals.
1- SYSTEM PERSPECTIVE
Adopt a system perspective to assess, design, implement, and evaluate sustainability and energy use strategies and programs as integrated technological and behavioural activities can be a successful element.
Behaviour change in buildings encompasses policymaking regulation compliance, reinterpretation or revision of operating procedures, infrastructural change and individual actions.
Behaviours that affect building performance are supported in part by specific building characteristics and requirements. The use of an integrated IT system support individuals and managers in their choices. Regarding policy instruments, they should modify applicable characteristics, and requirements in support of new behaviours that
are consistent with sustainability objectives.
2- INTEGRATION OF MULTIPLE INTERVENTIONS
It is recommendable to employ multiple methods and strategies that are supported by scientific research or established practices as effective and aligned with specific sustainability goals.
The methods and strategies supporting new behaviours serve different purposes and should be tailored to specific workplaces, residential building, etc. and time frames. Employing multiple strategies instead of single, stand-alone strategies can better engage individuals and organizations possessing different motivations and responsibilities in the short and long terms.

3- SUPPORTING EVIDENCE-BASED ENERGY EFFICIENCY POLICIES
Promote an enduring institutional transformation by engaging policy and decision makers work best to build a culture of sustainability.
Behavioural and institutional changes are means for achieving sustainability goals, rather than ends in themselves. In creating a sustainability-oriented culture, people in their various organizational roles expand on current activities and devise new strategies for conserving resources and improving sustainability goals.
4. SOCIAL RESEARCH
To sponsor social science research and social “experiments” like the CCLabs builds the evidence base for behavioural and institutional strategies aimed at saving energy, water, and materials, and at operating buildings sustainably over the long term.
These research and experiments should include carefully designed studies that incorporate monitoring and measuring, by collaborative teams of user, scientists, technicians and policy makes in a realistic time spam, with periodic evaluations of the efficacy and persistence of institutionalized changes.

2.3 SOME INSIGHTS REGARDING THE4BEES MAPPED POLICY INSTRUMENTS
This section points to some of underdeveloped aspects, recommending that policy makers and programme managers pay more attention to this while deciding on and implementing policies, projects and programmes.
Many considered policy instruments do not take into account the energy which consumption is user-mediated and consequently do not address users‟ behaviours.
A more detailed segmentation in the definition of target group would allow for the tailoring of activities to specific segments of a target group. In many policy instruments analyzed this aspect is still underdeveloped and target groups are set in broad categories. Specific target groups should be carefully selected so that activities can be specifically set for the behavioural changes that are requested of a specific group, rather than sticking with a generalist approach.
Many policy instruments do not apply clear theoretical basis, making it hard to properly assess success and to determine if objectives have been achieved. Furthermore, a lot of them lack a proper planning and evaluation model, which is essential in order to develop and implement successful change programmes.
Few policy instruments are based on a good prior analysis of the situation and the factors that determine if behavioural change can occur. Projects and programmes should always be based on such an analysis, even for smaller projects or if time is at a premium.
The few policy instruments that address behavioural change rely on advertising and promotional campaigns. While these are a useful element of behavioural change programmes, these hardly ever lead to behavioural change on their own. Advertising and promotional campaigns should be complemented with social marketing activities tailored to inducing behavioural change in target groups.
Monitoring and evaluation of programmes should be planned from the start, with adequate process and impact indicators and defined ways of measuring these. Too often, evaluations focus on the delivery of programme activities, and more attention should be given to measuring the impacts of activities on target group behaviour.
Behavioural change activities are also needed when introducing new regulation or new technology. Neither of these operates in a vacuum, and changes in consumer behaviour are almost always needed to reap the full benefits of new legislation or technology. Policy makers are advised to consider the full mix of instruments (legislative, financial, communication instruments and infrastructural provisions) when introducing new policy.

2.4 CONCLUSIONS
The policy instruments that target the behavioural element of energy use are crucial to address unchecked carbon emission. Obviously changes at this scale alone will not be able to solve the climate crisis, anyway behavioural change is important because it has both a direct and an indirect potential to lower the emissions.
User-mediated energy use (significant source of emissions on its own) can be targeted to decrease emissions in the interim before sufficient policy or technology is in place. Additionally, changes at behavioural level can also advocate and promote the adoption of new regulation and the proliferation of environmentally conscious behaviours can advance sustainability beyond the individual to the institutional level.
The CCLabs experience and the trials clearly showed that technological advances supported by the use of ICT tools, can greatly increase energy efficiency but that their implementation relies on a willing population who support adoption of these technological and design changes. To accomplish these shifts in perspective, the transition to a low carbon society must progress beyond incentives for technological solutions and toward more integrated approaches that incorporate human and social factors. Addressing the behavioural element of energy use is an essential part in creating an effective and holistic strategy for carbon reduction.

On the initiative of the ministry of the energy, the concept of positive energy territory was introduced into the law relative to the energy transition for the green growth on August 17th, 2015.
So this policy of TEPCV was created by the ministry to replicate TEPOS experience in all country. In Auvergne-Rhône-Alpes Region, it was completing regional policy.
The ambitious is to involve local territories in a more ambitious effective actions to reduce energy consumption in 50% and increase development of renewable energy to cover the rest part. That why it had subvention on investment aspect .

Sustainability Committee of the federal government Baden-Württemberg developed the competition “Leitstern Energieeffizienz” to increase the energy efficiency in the meaning of “best practice”. The Centre for Solar Energy and Hydrogen Research in Baden-Württemberg was commissioned to create the concept and realise the competition.
Because of the complexity the competition is built on a modular basis: The heating, electricity and transport sector.
The rating is based on a indicator system which takes not only the efforts and activities of the urban and rural districts into account, but also the measurable successes. The official statistics, used support programmes and additional information are collected by questionnaire directly from the districts.

Das BMUB zog in einer Pressemitteilung vom 9.3.2014 ein erstes Resümee: Demnach gelang es durch eine klare Zielvorgabe, begleitet durch Fördermöglichkeiten für Leuchtturmprojekte in Kooperation mit der Industrie (Volumen: 60 Mio. €, davon 30 Mio. Anteil Bund), durch ein Investitionsförderprogramm für die Behörden (84 Mio. €) und die Einrichtung einer Kompetenzstelle Green IT zur Steuerung und Unterstützung bei der Umsetzung, den Energievebrauch der Bundesverwaltung im IT-Bereich um 48 % zu senken. Aufgrund des „überragenden Erfolgs“ soll die Initiative bis zum Jahr 2017 fortgesetzt und einzelne Schwerpunkte wie die Bewertung der Energie- und Ressourceneffizienz in Rechenzentren in Anlehnung an die Vorgaben des „Blauen Engels“ gesetzt werden.

The REEP considers five main objectives:
development of infrastructures and systems for large-scale production of energy, e.g. new hydro-power capacity, also by means of enhanced policies and new governance models, e.g. for development of public accessible charging stations for electric vehicles;
development of distributed generation of energy, with particular reference to the deployment of efficient and clean renewable energy technologies for thermal uses, e.g. heat pumps technologies and high-efficiency biomass combustion technologies, to be included in the regional heating & cooling systems cadastre for a better monitoring of performances;
maximizing the potential of energy savings in end-use sectors;
improving the energy efficiency of processes and products;
promoting high-quality supply chains for energy sustainability, i.e. an industrial supply chain that can permit to achieve a green growth, even in terms of internationalization opportunities.

Operational program for limiting greenhouse gas emissions 2014 - 2020
Promoting Organization: Government of the Republic of Slovenia, Ministry of the Environment and Spatial Planning. Overall Objective(s): Following the international vision for prevention of dangerous effects of climate change through the reduction of greenhouse gas emissions and reaching the objective of maximum 2ºC increase in global temperatures the Operational program for limiting greenhouse gas (GHG) emissions was created. The core goal of the program is to prevent the increase of GHG emissions for more than 4 % in comparison to the base year 2005 (= the value of GHG emissions should be under 12.117 kt CO2 ekv3). The program was designed as part of a long term vision of EU for the reduction of GHG emissions by 2050. Timeframe: 2014 - 2020 Budget: EUR 1,019 billion Specific Objective(s): Specific objective of the programme are:
to decrease the rapid growth of GHG emissions in traffic with the aim not passing the level of 18 % of GHG emissions by 2030 and 90 % by 2050 in comparison to the year 2005;
to reduce the carbon foot print for 66 % of GHG emissions by 2030 in comparison to the year 2005;
to reach the level of no more than 6 % GHG emission growth by 2030 in comparison to the year 2005 in agriculture not to affect the development of self-sufficiency in food;
to reduce GHG emissions for 32 % by 2030 and 90 % by 2050 in comparison to the year 2005 in the industry sector;
to reduce GHG emission for 57 % by 2030 and 90 % till the year 2050 in the field of waste management;
to reduce GHG emission for 16 % by 2030 with the aim to reach decarbonised energy supply by 2050 in the field of energy.
Priorities: Due to the share of total GHG emissions the programme sets out priorities to reduce GHG emissions in transport (49.5 %), households and service sector (17.0 %) and in agricultural sector (16.5 %). Special attention is given to the following areas:
green economic growth with the aim to develop low carbon economy (sustainable consumption and production, reverse waste management, research and innovation, etc.);
energy efficiency of buildings with the aim to reduce GHG emission from fuels (new opportunities for private financing, special direct subsidies, energy performance contracting and green financing);
transport (higher promotion and competitiveness of public transport, promotion of sustainable road freight, increase of energy efficiency of motorised road vehicles, construction of cycling infrastructure and promotion of sustainable mobility);
agriculture (supporting activities under Rural development programme 2014-2020 (organic agriculture, investments in fixed assets, agro-environment-climate-payments, animal welfare, knowledge transfer, cooperation, support in consulting services, LEADER), introduction of new farming methods with low GHG emissions (supporting the construction of biogas installations, outdoor grazing of farm animals), activities supporting nitrogen cycle efficiency);

Overall Objective(s): The existing building stock is the sector providing the greatest potential for achieving energy savings, as buildings account for just over one third of all energy consumed. Buildings are also key to achieving the target of an 80–95 % reduction in greenhouse gas emissions by 2050. The Energy Efficiency Directive therefore lies down that Member States should establish a long-term strategy for mobilizing investments in the renovation of the national building stock in order to increase the rate of building renovation. The strategic objective of this document is to achieve carbon-neutral energy use in buildings by 2050. This will be achieved by making considerable improvements in energy performance and by increasing the use of renewable energy sources in buildings. This will, in turn, significantly reduce emissions of other harmful substances into the atmosphere. A further objective is for Slovenia to become recognized for its activities in the field of sustainable construction. The strategic targets by 2030 are:
to reduce end-use energy consumption in buildings by 30 % in comparison to the year 2005;
to have at least two-thirds of energy in buildings produced by renewable energy sources;
to reduce GHG emissions in buildings by at least 70 % in comparison to the year 2005;
to reduce particle emissions from energy use in buildings by 50 % in the 2015–2030 period.
Timeframe: 2014 - 2020 – 2030 – 2050
Budget: EUR 6.7 billion
Priorities: Main priority of the strategy is to enhance renovation of buildings with the lowest energy performance where this is possible and with some exceptions (e.g. religious buildings).
Specific Objective(s): Specific objectives of the strategy are:
a reduction of at least 16 % in end-use energy consumption in buildings in comparison to the year 2005;
at least 60 % of energy use in buildings produced from RES;
a 58 % reduction in GHG emissions in comparison to the year 2005;

Promoting Organization: Municipality of Velenje Overall Objective(s): This action plan is one of the results of the Covenant of Mayors with the aim to decrease CO2 emissions for 20 % by 2020 in comparison to the year 2003. The Šalek Valley is one of the most important energy centres in Slovenia that results in one of the most aware regions in the country. The action plan is primarily intended for public sector. The overall objectives of the action plan are:
reduction of CO2 emissions;
reduction of energy usage in public sector;
to ensure the security of energy supply.
Timeframe: 2011 – 2020 Budget: cca. EUR 3 millions (for activities mentioned under this document). In 1979, the 26 members of the cantonal governments working in the field of "Energy" joined the Conference of Cantonal Energy Directors (EnDK). The EnDK is the cantons' common energy competence center. It promotes and coordinates the cantons' cooperation on energy issues and defends the common interests of the cantons.
The EnDK wants:
- Reduce energy requirements in the building sector, particularly in existing buildings;
- Covering the remaining needs with heat recovery and renewable energy;
- That the lead (ie the right to draft legal texts) of the cantons and their rich experience of implementation in the area of competence of energy are respected;
- A national program for renovation of buildings under the direction of the cantons and in collaboration with the economy and the Confederation;
- Continuity in energy policy instead of activism;
- Acts instead of (ideological) discussions.

- Energy management for SMEs
The SME model provides energy management for small and medium-size companies that do not have their own energy officer, emit less than 1500 tons of CO2 annually and spend less than 1 000 000 francs on energy. With minimal outlay, existing energy efficiency potential is ascertained and exploited by means of cost-effective measures. Opting for the SME model is already worthwhile as of annual energy costs of 20 000 francs.
- Energy management for larger energy consumers
The energy model covers the needs of medium-size and large enterprises with annual energy costs of over 500 000 francs and complex energy management processes. Under the energy model, enterprises are supported by an expert and experienced EnAW moderator and given advice on the basis of energy and product neutrality. Every establishment forms part of an energy model group and benefits from regular sharing of experiences and know-how in the group.

ENAW is a key player in the energy efficiency domain in Switzerland. ENAW advises companies individually and point to the best way of complying with legal obligations (Federal CO2 act, Federal Energy Act, Cantonal legislation on large-scale consumers), simply and cost-effectively. Should the THE4BEES Pilot demonstrate successful implementation of IT tools to influence behaviour and substantial energy consumption reduction, the ENAW could be an interesting vector to disseminate the results.
