O projektu About theproject
The Ilica Project (Projekt u Ilici) originated in 2000, with the Community Art project and the founding of the Community Art (Umjetnost zajednice) organization initiated by Aleksandar Battista Ilić. The organization’s headquarters were located at Ilica 89 in Zagreb, in the courtyard building of a former tailor’s store, abandoned in the early 1990’s. Project activities included various cultural and artistic interventions and practices that produced socially engaged forms of art in the community. The actors involved in the project used their approach to problematize current issues and encourage social empathy and solidarity among residents. The local project then spread to other cities in the form of an international project under the name of Contemporary Community Network, and a number of other interventions with the same mission.
The project was anchored in public activities that took place in the very public space of Ilica and Frankopanska streets, as part of new artistic practices, conceptual art and performances that had emerged in the 1960’s. By presenting a specific spatio-temporal experience of the socio-political context in which they emerged, these artistic practices have succeeded in contributing to global artistic currents and have been a vital part of a transformative community movement.
The Community Art School for Arts and Theory (Community Art škola za umjetnost i teoriju) was launched in 2001. Most of its activities took

place in the same neighbourhood, at Medulićeva 17, a street which intersects Ilica. It functioned as a permanent public forum, but it also operated as a postdisciplinary program for students of various faculties, with its emphasis on social practices, community art, social perception and social innovation, through a number of collaborative projects. Since 2004, Battista Ilić has continued to enact such practices at the Department of New Media at the Academy of Fine Arts of the University of Zagreb in Ilica 85, by conducting his courses precisely through projects on the streets, in public spaces and in the community.
The Ilica 2018 project (projekt Ilica 2018) is something of a continuation of the process that began nearly two decades ago, which is now making its return, more vital than ever, as a five-year project aimed at actively encouraging the cultural and artistic development of the city of Zagreb by developing a collective vision and corresponding models of participatory management of derelict spaces, involving artists, civil society organizations, educational institutions, trades and residents. The five-year framework is designed to boost the neglected cultural infrastructure through research and practice, based on which we will develop strategic guidelines for further action and establish appropriate models of the sustainable use of today’s empty urban spaces.
With the awareness of the times in which we live and work, structured particularly by the socio-economic context, as well as by the specificities of transition and socialist legacy, the upcoming years of the project in the broader sense will also address the
material conditions and educational potentials of cultural and artistic production, along with the extent of their social function at the time of neoliberal policies, and will also deal with the urbanist aspects of Zagreb’s deindustrialization and the consequences of deurbanization.
The integral vision of the project is to initiate cultural artistic production in interaction with the local community, in order to communicate with the society and the moment of its creation, and attempt to provide mechanisms that will be a driving force in the processes of amplifying the neglected sociability and culture in the community.

Editorial
Kvaliteta urbanog života, urbano iskustvo, kao i sami gradovi, posljed-njih su desetljeća postali roba, dok je, riječima Davida Harveya, agresivna ekspanzija turizma, konzumerizma i komercijalizirane proizvodnje znanja ušla u gotovo svaki aspekt urbane političke ekonomije.
The quality of urban life, the urban experience, as well as cities themselves, have become commodities in the past decades, while the aggressive expansion of tourism, consumerism and commercialized production of knowledge has, in the words of David Harvey, penetrated almost every aspect of the urban political economy.

Paralelno, vidljiviji prostori, poput gradova i metropola, postaju ulašteni generatori neolibe-ralne estetike i etike.
The economic crisis has absorbed surpluses in all parts of the capitalist world, deepening class and social differences, while capital has successfully relied on its external expansion and ever newer cheaper territories for its own reproduction. In parallel, more visible spaces, such as cities and capitals, have become polished generators of neoliberal aesthetics and ethics.

Kako u gradovima zadobiti veću “demokratsku kontrolu nad proizvod-njom i iskorištavanjem viška"?
Even though the ruptures and resistance pockets are growing, city residents are finding different ways of self-organizing and resisting the pernicious and far-reaching consequences. However, regardless of how deteriorated it proves itself to be, this stage of capitalism seems to keep resisting and manages a status quo over any seriously dramatic systemic changes.
In times laden with a semblance of a freedom of choice, cities are becoming more and more populated, but also increasingly stratified. Depoliticized action is institutionally verified, although the scope of our activities becomes subject to even greater marginalization without reliance on these same institutions. How can we establish different relations or dialogues, produce open heterogeneous communities and solidary proactive action from below? How do we fight for spatial and other public and common goods? How can cities achieve greater “democratic control over production and exploitation of surplus”?

The economic crisis has absorbed surpluses in all parts of the capitalist world, deepening class and social differences, while capital has successfully relied on its external expansion and ever newer cheaper territories
Today’s communities are artificial products that emerge within branded festivals, and which are ultimately much more directed at designing individualist simulacrums of community than they are at the production of real democratized socialization. Such creative aesthetic constructs of a more beautiful future under the shackles of the neoliberal dream will inevitably end up as forms of destruction.

But what are we to do, then? Creative squadrons in urban centres of the capitalist periphery have only just begun their work on the devastated spaces of labour and their deindustrialized heritage, for the most part disregarding the warnings from world capitals such as London, Paris, New York and others, about the consequences of neoliberal urbanist revitalization models, the uncontrolled rise in real estate prices and the increasingly louder dissatisfaction of the ghettoized, pauperized population from the periphery. At the same time, we are cut off from any infrastructure and fragmented, we are well-networked but we have not built relations of mutual solidarity, we participate but we do not see the effects of our participation.

The Paris Commune is difficult to imagine here, as we are only offered various forms of creative and technocratic pacification in the field of supposedly deideologized cultural policies and project markets. Without the means of production, we are left with prompt subversions and anomalies in principle, available to be appropriated and commodified at any time.

No, svjesni strukturnih ograničenja i dosega kulturno umjetničkih praksi, umjetnici i kulturni radnici ipak moraju pokušati djelovati prema proizvodnji drugačijih emancipiranijih odnosa, i društva koje aktivno može promišljati i sudjelovati u društvenoj promjeni. Suočavanje politiziranih umjetničkih imaginarija sa složenim urbanim odnosima i praksama, potencijalno ipak otvaraju prostor društvenim alternativama i mogu poticati na kolektivne oblike djelova-nja i socijalizacije.
However, with the awareness of structural constraints and the reach of cultural artistic practices, artists and cultural workers must try to act towards the production of different, more emancipated relations, and a society that can actively reflect on and participate in social change. Confronting politicized artistic imaginaries with complex urban relations and practices nevertheless potentially opens up space to social alternatives, and can foster collective forms of action and socialization.

If we accept that there are no safe zones of progressive activity and that they will inevitably be exposed to capitalist patterns of the historical moment, we enter into a somewhat more nuanced space of conflictual relations, which, in order to be able to be critically inspected, must exit the galleries and atelier spaces and arrive onto the streets. This is not the first time that artists have decided to replace certified art spaces with the street as a place of resistance, the pulsating place of everyday life from which art is created even when it seeks to distance itself from it. In that case, the street, as the main space of action, necessarily becomes a space of interaction, within which art and artists are not distant and privileged observers of social processes and practices, but only stakeholders in the collective efforts at building a different world.

Therefore, within the framework of The Ilica Project: Q’ART, which has a long-term goal of finding collaborative management models at local levels and responsibly activating empty spaces, we have set up an exhibition of sorts in the main city street, consisting in four different artistic interventions, which share a sort of situational impulse towards the critical revolutionization of everyday life.

Until we produce the conditions for systemic changes, we should at least try to distance parts of the development of our cities from further accumulation of capital, and focus it instead towards developing common urban policies and the well-being of local communities and its population. Artists are unlikely to be able to deliver the social and political avant-garde by themselves, but they are certainly invited to participate in the process.

Hannah Weiner, Code Poems
A daily personal choreography is built intimately and completely unconsciouslythrough an insistence on the sacrality of spaces and a personalized selection of pre-existing spatial fragments. Once a “natural” product, the majestic City is reformed through the introduction of market values and becomes, in Freudian parlance, hysterical. Our patient suffers from reminiscences – he exclaimed, paradigmatically positing the issue of space as the issue of hysteria. Discernible ascertained symptoms of such a diagnosis are most commonly the remnants and mnemonic symbols of individual and collective “traumatic” experiences.

The conflicting relation between urbanization and capitalism systematically produces and reproduces a multitude of signals, contradictory instructions and messages, as well as the unexpected attempts at seduction that sputter at us after as few as a hundred paces. The city street is a place of struggle for power and dominance, now more than ever. Projekt Ilica seeks to make it a place of agreement, a new type of communication and dialogue, with understanding the other as one of its main conditions... Elija Friganović’s work is created at this precise position (in the text), at the full-empty zebra crossing, under the (currently) green light.

Autorica Ilicu 116 b pretvora u bookmark, svojevrsni Follow me, uvjet novog čitanja moći.
Ana Mušćet, mentorica
Location Centre of Value is the title of the piece in which the author responds to the topic in question – power is at issue here. How and in what way do we instrumentalize things, objects; how do we respond to their silent pleas for a break with the one-dimensionality of their daily lives; how do we liberate them in such a space where the exciting fact of concreteness can occur? Where does power lie in hiding, and whose property is it?
What makes power hold good, what makes it accepted, is simply the fact that it doesn’t only weigh on us, but traverses and produces things, it induces pleasure, forms knowledge, produces discourse. With this statement, Foucault rejects the hypothesis of the repressive apparatus and concludes that power is an agonistic relationship involving the creators of that which is true as the final and legitimizing instance.
The provided textual signalization by Hannah Weiner is precisely what Elia Friganović is responding to by engaging in the creation of labour, where the foundation presents itself as an intense relationship (for some, but not the author) between the stage (which necessitates the power to rise onto it) and the Sun (which requires the power to gaze into it). The author transforms Ilica 116b into a bookmark, a Follow me sign of sorts, the condition for a new reading of power.

No, odraz u izlogu nije više onaj doslovni, u refleksiji, njegov nam sadržaj nudi bljeskove i fragmente svakodnevice, te otvara mogućnost autorefleksije.
The intervention at Ilica 89 was realized as a photographic collage exhibited in the storefront. Contemporary shop windows most often offer carefully arranged content and visuals which urge us to consume or which serve as a mere mirror in which we consume our own image. The intervention attempted to provide a new function for storefronts, as the markers of urban, postindustrial devastation, thereby providing the passer-by with a different perspective.
This work reframes its outer contours and focuses on the representation of life that transpires outside the above space, in the street. The intervention demonstrates the often contradictory and multifaceted relationship between the city and its inhabitants. However, the reflection in the storefront is no longer the literal one, a reflection – its content offers us flashes and fragments of everyday life, and creates the possibility of self-reflection. An opportunity to view ourselves as city dwellers and to re-examine our own experiences. It was precisely during walks through the city that the series of photographs on display was created. Contingent, yet carefully selected scenes lend significance to invisible details of urban life. The photographs introduce us to the tiny mistakes made within the safe flow of everyday life, thus providing spectators with a gaze at the moments that often elude us, yet bear faithful witness to us and our habits in the city.
In contact with the storefront, we no longer consume content that does not belong to us, the content on the other side, which is a potential object of desire – we are the content. Our almost invisible gestures are condensed in frames that record everyday life.

Since the photographs are exposed in a public place, the storefront offers passers-by the opportunity to find beauty in everyday gestures that shape human experiences, while nurturing humanity and solidarity in us. The photographs also encourage us to discover the hidden potentials of city life, to pay attention to the scenes we create and reproduce, the importance of which often escapes our gaze.
The functionality of abandoned, devastated spaces of Ilica, on the canvas of an accelerated, consumerist life-style, rapidly fades from our field of vision because these spaces do not offer us the content to which we are accustomed. Their past, as well as their potential for the future, is forgotten. In this context, The Ilica Project, as well as the work exhibited within it, calls for and coaxes towards a different, more engaged gaze, the spatio-temporality of life already in existence. It is up to us to notice them anew and create conditions for their different realization.

The phrases they use, such as, “How much does a square of culture cost?”, “material conditions of production”, “Art is dead, long live the artists!”, are already familiar, yet reframed, altered, deconstructed. The authors meld words that apparently become sharp, humorous slogans that polemicize with the context. They write on the devastated spaces in Ilica and open new communication channels, broadening their audience beyond the safety of the artistic field. The language of art is most focused and clear when it speaks up with the consciousness of the social reality and its materiality which it is attempting to articulate.

Nikolić Popović and Battista Ilić use their interventions to detect the urbanist vacuum and lack of communication with local and state institutions. The once vibrant spaces, trades, factories and cooperatives, now stand empty... Is there such a thing as urban commons and could this be the function of resocialized public spaces? Could they be allocated for cultural purposes and community art? Can surplus value be poured into further forms of socialization? Can art avoid complicity with capital, or can it merely verbalize it, prior to being absorbed by it?
The phrases they use, such as, “How much does a square of culture cost?”, “material conditions of production”, “Art is dead, long live the artists!”, are already familiar, yet reframed, altered, deconstructed.

To paraphrase Walter Benjamin, art and artists have to be positioned in relation to the productive relations of their time in order to evaluate their own position and the position of their labour in these relationships. Through their work, the authors enter into a space of negotiation with the social structures of power, as well as with the audience from whom they seek political subjectivity and the reflection of their own spaces of resistance.

Urban Toys/Playgrounds Urbane
Large scale interactive coloristic situations, placed at unexpected points in the city, become an alibi for creating social relations and an invitation for social play, communication and action.
Posted in the midst of the urban bustle, urban toys take on the function of archetypes of sorts, activators of the collective unconscious, whose aim is to foster sociality and solidary community relations that resist neoliberal impulses in the capitalist city and the city’s instrumentalization of creativity.

The expressive colouring of urban toys is used as a contrast to the drabness of the dysfunctional infrastructure, which they address as a corridor of the unconscious, while it also mimics the surrounding spaces and becomes a (children’s) playground, producing an effect similar to that of architect Aldo van Eyck’s intervention on post-war Amsterdam in 1947. At the time, van Eyck’s playgrounds deflected from the modernist architecture of the day, towards an organization of spaces from below, seeking to consign space to imagination.

Urbane igračke, dakle, postaju lakmus papir za društvene procese, potičući kritičku reartikulaciju odnosa prema prostornosti kao javnom dobru i marginaliziranim prostorima društvenosti.
...urban toys become a litmus test for social processes, encouraging critical rearticulation of attitudes to spatiality as a public good, and to marginalized areas of sociality.

However, Battista Ilić’s sculptures do not suggest a mere transition from Homo Faber to Homo Ludens, because the context they are presented in clearly points to increasingly oppressive and exploitative working conditions that take place outside factory premises.

The street becomes a decentralized playground, with enormous props whose irregular, rounded forms appear at times as if derived from digitalized, virtual spaces and materialized in real spaces, in order to produce their own subversion there.

Therefore, urban toys become a litmus test for social processes, encouraging critical rearticulation of attitudes to spatiality as a public good, and to marginalized areas of sociality. Their excessiveness also suggests a social mutation. They are the mediators, but also conflicting activators which the author uses to also inquire about the role of art and contemporary exhibition canons.
...sam okolišni prostor mimikrira i postaje igralište, proizvodeći sličan efekt koju je intervencija arhitekta Alda van Eycka imala u poslijeratnom Amsterdamu 1947.

At the level of art and dramaturgy, urban toys also colouristically evoke Mark Rothko and sculptural works of Jean Tinguely, but perhaps mostly those of Daniel Buren, whose eclectic toys were inspired by the work of German pedagogue Friedrich Fröbel. One can also recognize the origins of plastic dynamics contained in the expressive anthropomorphic anatomy of urban toys, but their interpretation, according to the author himself, relies more heavily on their (re)socialization function and the conceptualization of play as a space of freedom.
By evoking playing as a strategy of resistance, the author calls for creative and engaged reflection on the lost culture of resistance, and raises the question – can a different world today be imagined at all?
...situations and surrounding spaces become (children’s) playground, producing an effect similar to that of architect Aldo van Eyck’s intervention on post-war Amsterdam in 1947. Urban Toys are places of resocialization.

ićAbandoned /Destroyed Spaces of Labour
The rules of the game: capital and labour meet in spaces stopwatch-prepared for the purpose of the optimization of the process of surplus-extraction from labour, following the dictate of socially necessary labour time, required in order to survive in competition with all other units. The state catalyzes the process, reproduces the (infra)structure, internalizes the costs of labour reproduction that capital has externalized to labourers, provided that labour has organized beyond the capital and imparted these costs to the state. The latter takes a bigger or smaller part of surplus value, and a part of it is designated for the night guards of the spaces, legal guards of capital, managing structures, etc. The spaces in which capital is realized in circulation are also specially prepared. They glisten, so that the spaces in which capital is expanded in production might darken.Capital and work encounter each

other on the terrain of asymmetry. The difference is also visible in the images of spaces in which their earlier encounters took place, under different circumstances and under different names. This difference is easily noticeable because it is apparent, one need only pay attention. The labour ruinization process, however, as well as the workers’ rights derogation process, is more obscured and chaotic. Bodies, disciplined and exploited, deteriorate in motion, with smiles on their faces. Their consent is the absence of an alternative, while the quiet acceptance of these processes is a reflection of resignation.
Throughout history, economic and political circumstances of the wartime and then transitional city altered the architectonic and urbanist face of Zagreb. Battista Ilić engages in dialogue with the state in which he finds the Ilica of a deindustrialized post-socialist Zagreb, whose abandoned and vacated localities he marks with large scale enumerated posters (1-45). The author enters the space of Ilica, holding the numerations as demonstrative props, becoming a prop himself. Affirmative stigmatization functions as a coded slogan of dysfunctional, urban localities, functioning at the same time as a situational intervention with the elements of graphic art. The archiving of destroyed public, common spaces does not take place with the aim of mere documentation of the problem, but the opposite – the intervention departs from the space of gesture into the real space of naming a systemic anomaly – the collapse of labour rights and working
conditions, and the expropriation from the means of production.
The fetishization of emptiness is a significant constant in the author’s work from the begining of the 90-ies till today, seemingly correlating with the commodity fetishism produced by capital on a systemic basis. He uses the interaction with emptiness as a de-aestheticized spatiality in which art as an attitude polemicizes with the living tissue of the social, political and historical context. The cyclical repetitiveness of art is here in service of establishing a dialogue with a fragment of capitalist time from which it emerges.
The seemingly conflictual relationship between the aesthetics and poetics of art in the service of social change, art that is carved out from the presumed safe gallery spaces and professional evaluatory gazes, finds its space for articulation on the facades of urban buildings, former factories and stores, looking back to better understand the future and produce engaged meta-language between artists-producers and their emerging audiences.
