1.0 EXECUTIVE SUMMARY

The project involves modernization of existing Hotel Project “Hotel Hilton” promoted by

Fruitful Buildcon Pvt Ltd. This is a violation case. The project is situated at Khasra no 42,

Sudershan Pura (Geejgarh Bhawan), Hawa Sadak, District Jaipur, Rajasthan.

The total plot area of the project is 5385.45 sq. m. and the total built up area of the project

is 20,973.10 sq. m.

The project has been granted with Environmental Clearance for 152 rooms and Built up

area 21,844.91 sq. m. vide letter dated 26.03.2009. As per the prevailing practice of

JDA, the maps are approved only after obtaining Environmental Clearance. During the

time of submission of plans for approval from competent authority, few changes were

made in the built up area & final plans were approved for built up area of 20,973.10 sq.

m on 25.01.2012.

The number of rooms mentioned in the Environmental Clearance is 152 nos. These

were inclusive of suite rooms and luxury rooms. However, looking at the market

demand we have reduced the room size and thus, the larger rooms were converted into

standard rooms therefore increasing the number of rooms to 179.

Now the Environmental Clearance application has been applied for the built up area of

20,973.10 sq. m comprising of 179 nos. of room within the exiting hotel.

(i) Identification of the Project

Fruitful Buildcon Pvt Ltd develops a hotel Project in the name of “Hotel Hilton”. This

is a violation project, situated at Khasra no 42, Sudershan Pura (Geejgarh Bhawan),

Hawa Sadak, District Jaipur, Rajasthan. The total plot area of the project is 5385.45

sq. m. and the total built up area of the project will be 20,973.10 sq. m. The project

involves the modernization of existing hotel from 152 rooms to 179 rooms.

Fruitful Buildcon Private Limited was registered at Registrar of Companies Jaipur on

20 March, 2001 and is categorized as Company limited by Shares and a Non-Govt

company.

sq. m. The project will constitute total 179 nos. of rooms.

(iv) Need for the project and its importance to the Country and or Region

The Indian tourism and hospitality industry has emerged as one of the key drivers of

growth among the services sector in India. Tourism in India has significant potential

considering the rich cultural and historical heritage, variety in ecology, terrains and

places of natural beauty spread across the country which in turn encorages the demand

of Hotel indusrty.

(v) Demand and Supply Gap

The hotel industry in Jaipur thrives largely due to the growth in tourism and travel.

Due to the increase in tourism with rising foreign and domestic tourists, hotel sector

is bound to grow. There is an emergence of budget hotels in Jaipur to cater to the

majority of the population who seek affordable stay. International companies are also

increasingly looking at setting up such hotels. Imbalance in increase in tourists both

domestic and foreign not been supported with equal number of rooms is a latent

source of opportunity for growth.

(vi) Imports v/s Indigenous Production

None, the project is for development of Hotel Project.

(vii) Export Possibility

None, the project is for development of Hotel Project.

(viii) Domestic/Exports Markets

Being one of the most important destinations on world-renowned golden triangle tours

of India, Jaipur may appear as any North Indian city unless you know its specialties.

Known as the pink city of India, this capital of state of Rajasthan attracts all and sundry.

There are numerous factors that attracts tourist to its fold. One may not be aware of the

fact that the state Rajasthan is one region which shares the moment of pride and honor

because of its rich heritage and culture all over the world. Jaipur, which shares the title

of the capital of Rajasthan, is one place where one can find the fusion of traditions along

with the westernization.

(ix) Employment generation (Direct & Indirect) due to the project

Large number of employment opportunities will be generated due to Hotel project. The

project will directly and indirectly generate employment opportunities for 200 people.

Local people will be preferably employed for the proposed project.

3.0 PROJECT DESCRIPTION

(i) Type of Project including interlinked and interdependent projects, if any.

The project involves the modernization of existing Hotel “Hotel Hilton”. The total plot area

of the project is 5385.45 sq. m. and the total built up area of the project is 20,973.10 sq. m.

(The project will constitute total 179 nos. of rooms.) which comes under the category of

Building and Construction projects ≥ 20,000 sq. m. and <1,50,000 sq. m. of built-up area,

category 8 (a) as per EIA Notification, 2006.

No any other project is interlinked or interdependent to the project.

(ii) Location details.

The project is situated at Khasra no. 42, Sudershan Pura (Geejgarh Bhawan), Hawa Sadak,

Jaipur.

(iii) Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone into should be highlighted.

will be met through 132 kV supply from the nearest GSS.

(x) Manpower Requirement

The project employs 200 workers. The project has been/will generate employment of local

people and hence will be helpful in improving their living condition.

(xi) Quantity of wastes to be generated (liquid and solid) and scheme for their

management/ disposal.

There is/will be generation of municipal solid waste during the operational phase of the

project which will be responsibly managed by respective authority as per Solid Waste

Management Rules, 2016.

The estimated quantity of Municipal waste generated from the project is as under:

(vi) Soil Classification

According to the soil taxonomical classification, there are six categories of classification i.e.

Order (the broadest category) ii. Suborder, iii. Great group, iv. Subgroup, v. Family and vi.

Series (most specific category). The soil of the Rajasthan state have been grouped under

five orders, namely, Aridosols, Alfisols, Entisols, Inceptisols and Vertisols. Soils have

further been subdivided at suborder and great group levels under these five orders as shown

(vii) Climatic data from secondary sources

Climate of Jaipur is also extreme with chilly winters. Daily maximum temperature

during winter remains at about 22°C whereas it may dip down to 2°C to 3 °C at night.

At a few occasions it has dip down even to -2 °C. The daytime climate in Jaipur during

winters is comparatively cool and pleasant but the nights are very cold with fog at few

occasions during morning hours. The average annual rainfall (2006-2015) has been

recorded as 666mm.

5.0 PLANNING BRIEF

(i) Planning Concept (type of industries, facilities, transportation etc.) Town and

Facilities include temporary rest shelter, first aid center proposed in the area. The

project is well connected with road network. Site development is a continuous

process at the location. Other facilities such as power, transportation and

communication, social infrastructure facilities are locally available near project site.

(ii) Population Projection

The project has employed most of the workers from nearby areas. Local people from

nearby villages were given preference.

(iii) Assessment of Infrastructure Demand (Physical & Social)

The road facility is already available which shall be used and properly maintained.

The project is well connected with state highway and national highway. The Project

in the area envisages employing 200 people. Labors have been employed from

nearby areas. Clean drinking water and medical facilities have been made available

at project area and in nearby areas.

(iv) Amenities/Facilities

Communication facilities such as post office, telecommunications are available in

Sudershan Pura (Geejgarh Bhawan), Hawa Sadak, Jaipur. Nearby areas are well

electrified.

6.0 PROPOSED INFRASTRUCTURE

(i) Resident Area (Processing Area)

The project is for modernization of the existing hotel.

(ii) Green Belt

Plantation activities have already been carried out in an area of 1,036.75 sq. m i.e.

19.25% of the total plot area.

(iii) Drinking Water Management (Source & supply of water)

Water required for drinking purpose will be met through Ground water/municipal

water supply. Approx 148 KLD water will be required for drinking and domestic

purposes.

(iv) Solid Waste Management

Total solid waste generated, including bio-medical waste will be around 468 kg/day

which will be sent to District municipal corporation site for safe disposal.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

Financial and social benefits with special emphasis on the benefit to the local

people including tribal population, if any, in the area.

The project is for modernization of existing hotel “Hotel Hilton” with an area 5385.45 sq.

m. Khasra no 42, Sudershan Pura (Geejgarh Bhawan), Hawa Sadak, District Jaipur,

Rajasthan, comprises of total 179 nos, of rooms, which is of utmost importance to the

area/region for interest of area development and improves the socio-economic

conditions of the local people. Thus the project will prove beneficial to the area.
