Major Gill is the Deputy Chief, Network Systems Divi-sion, Communications Directorate, United States Air Forces in Europe (USAFE), Ramstein Air Base, Ger-many. In this position he oversees the management of communications systems engineering, information assurance programs, and program element manage-ment responsibilities for the command. A few of the USAFE level programs under his purview are Air Force Network Operations implementation, Combat Information Transport System Program, and Voice over Internet Protocol implementation. Prior to his current position, Major Gill was the Com-mander of the 1st Communications Maintenance Squadron at Kapaun Air Station, Germany. In this position he led a squadron of highly skilled communi-cations systems experts that provided specialized AF maintenance support for DoD communications and information systems throughout the USEUCOM area of responsibility. Prior to this he was the Chief, Warfighter Infostructure Division, A6 Directorate, Air Force C2&ISR Center, Langley Air Force Base, Virginia. Here he lead the Air Force’s Joint Tactical Radio System Lead Com-mand Office and was responsible for managing all Air Force satellite communications terminal requirements. Major Gill was born and raised in Copley, Ohio, was commissioned into the Air Force on 21 December 1991, and was brought onto active duty on 16 August 1992. He is married to the former Davina F. Leccese and they are the parents of a baby daughter, Corinne.

BRIG GENERAL (Sel) STEVEN J. SPANO

Colonel Steven J. Spano is the Director, Communica-tions, Headquarters United States Air Forces in Europe, Ramstein Air Base, Germany. He provides policy and planning for U.S. Air Force communications systems, information management, postal matters, air traffic control and weather support, and visual informa-tion in the U.S. European Command’s area of opera-tions. This oversight guides 5,000 personnel at 60 locations in 20 countries. He also chairs the National Air Communicators Council, comprised of the senior air communications officers from seven NATO nations, and is the Postmaster General.

Colonel Spano was born 21 March 1961 in Albany, New York. He graduated from Norwich University, Northfield, Vermont, in 1983 & received his commission through the Air Force Reserve Officers’ Training Corps. Colonel Spano commanded at the detachment, squadron, & group level. In addition, he served in key joint assign-ments at the National Security Agency, the Joint Staff at the Pentagon, & as the J6 for United States Forces Korea. Colonel Spano is married to the former Ms. Kimberly McConkey of Albany, New York. They have three children, Stephanie, Erica, & Sarah.
