Dear Ms. Appelt:

Presented herein is our proposal to fulfill a primary role for On-Call Engineering and Professional

Services Contracts. This proposal pertains to Discipline A for Potable Water and Reclaimed Water

Pipelines.

Our design-related services will include preparation of project specific plans and specifications,

including calculations signed and stamped by a professional engineer registered in the State of

California with specific experience in the design and construction of subject facilities. Our services will

include project management assistance in support of the categories listed below:

• Provide project management and coordination with City staff.

• Perform Quality Assurance/Quality Control (QA/QC).

• Prepare and perform presentations to City staff, the public, and other stakeholders.

• Prepare and attend project coordination meetings with City staff and other permitting agencies.

• Prepare cost estimates and project schedules.

• Prepare meeting agenda and minutes.

This project will be overseen by Joon Min, Vice President of Montrose Environmental Group (MEG), who

leads the Global Water Practice division, and the design tasks will be spearheaded by Mr. James Wang,

who has been involved in more than 100 design projects when he was a Southern California design

build manager for another large international consulting firm. He will be assisted by Mr. Dustin Stickney,

who will serve as a project engineer on a day to day task. Team members are located at 1 Park Plaza,

Suite 1000, Irvine, CA 92614, the MEG headquarters. The primary contact is MEG’s Vice President, Joon

responsible company will be ES Engineering Services, LLC, which is integrated formally as part of

Montrose Environmental Group.

1. Profile

Montrose Environmental Group (MEG) is a nation-wide environmental consulting, contract operation,

and service corporation founded on November 25, 2013. Currently, we have over 1,100 staff and more

than 50 offices (Figure 1). Its Environmental Resilience and Sustainability division encompasses design

engineering, environmental compliance, contract operation, and design build with operations in

California and many other states with Class A contractor license. The firm’s services include groundwater

treatment, advanced treatment, emerging contaminants removal, design-build, contract operation,

public-private partnership project delivery, plant/regulatory permitting, potable water treatment system

design, potable water delivery, hydraulic/hydrologic modeling and analysis sediment transport and

scour analysis, surface water modeling, groundwater modeling, hydraulic structure design, backflow

preventer testing and repair, reservoir design and installation, desalination, etc.

2. Financial Condition

At September 30, 2018 Montrose had over $27 million in networking capital and almost $200 million in

total assets. Montrose is well capitalized and has approximately $70 million in available capacity under

its credit facilities.

We have no planned office closures, impending mergers, pending litigation or any other factors that

would impede the company’s ability to perform the work being proposed on.

3. Experience

Project Title: City of Cerritos Groundwater Arsenic Treatment System

Project Description: Due to the prolonged drought that California has faced over the last few years,

state lawmakers have placed great emphasis on developing new aquifers for drinking water provision

and restoring impaired aquifers to production. The resurrection of existing wells that have been

removed from service due to contamination offers energy and cost savings by avoiding the need for

additional drilling and construction. Over 7,600 wells statewide have arsenic levels exceeding the current

regulatory limit of 10 µg/L. Restoring the abandoned wells would provide a local drinking water source,

while avoiding the need for new infrastructure.

The project demonstrates an innovative, low energy, zero liquid discharge water treatment system using

adsorption process to remove arsenic, and potentially other contaminants and organics at the City of

Cerritos groundwater pumping station. The project funds full-scale water treatment system to

determine the operational costs, energy, and water savings of the proposed single-use adsorption

system for emerging contaminants. In addition, this demonstration project will validate the reduction in

spent adsorption media by natural dehydration to further save energy and water associated with

residual solid waste handling.

Project Title: Live Oak Well TCE Treatment with GAC

Project Description: The Live Oak Well, operated by the City of Arcadia, draws groundwater from the

Main San Gabriel Basin at a capacity of 3,500 gallons per minute and supplies water to the City’s potable

water supply. Measured TCE concentrations in the well were observed to be increasing above the

maximum contaminant limit (MCL). In order to maintain operation of the supply well and meet

standards set by DDW, the City retained our team to select and design a treatment system for treatment

of TCE at the well site.

The overall objective of this project was to design a groundwater remediation system for TCE removal.

Following a review of the available technologies based on technical feasibility and cost, a granular

activated carbon system was selected over an air stripping system. The design included the layout of

pipes and treatment equipment at the project site for optimum arrangement and detailed design of

the treatment system including site modifications. In addition, to partially defray the cost of treatment,

our team helped the City apply for Proposition 1 funding from the State of California.

of two one 5000-gallon XLHDPE tank, metering, chemical metering pump, chlorine analyzers, chemical

Joon H. Min, PhD - Partner In Charge

Dr. Min has 25 years of experience in private, public, and academic fields of water industry. He has

experience working with technology companies (Evoqua, Calgon, Veolia, Severn Trent, Dow, Suez,

Trojan, Doosan, etc.) in water and energy related ventures. In the last 15 years, he has been involved in

developing advanced water and wastewater treatment projects focused on project development,

financing, designing, fabricating, installing, permitting, commissioning, and working with vendors,

engineering firms, and contractors in municipal and industrial sectors. Dr. Min has worked extensively

to secure multi million dollars for project financing through grants, loans, private partnership, etc. He is

actively involved in treatment of emerging contaminants (arsenic, selenium, nitrogen, 1,2,3 TPC, PFCs,

VOCs TDS, etc.), industrial wastewater (FGD coal power plant waste treatment produced water

treatment), wastewater, recycled water, and groundwater treatment projects.

• City of Pomona, California-Engineering Design, Construction Management and Inspection Services

for Well 37 Treatment Plant: Project engineer for the design and permitting of multi-vessel wellhead

treatment for perchlorate and nitrate for the City of Pomona, California. The project included design

of an ion exchange facility and a design of a brine line for discharging brine.

• City of Hanford, California-Arsenic Treatment Technology Selection: Technical advisor for

conceptual design of wellhead treatment systems to remove arsenic for 18 wells for the City. The

technologies evaluated include coagulation filtration, membrane, adsorption system, etc.

P3 and WPA Development and Project Funding

• Water Purchase Agreement: As part of P3 development, specific WPA are being developed for

municipal and industrial water/wastewater clients to bring a turn key solution to include

engineering, permitting, procurement of equipment, installation, and contract operation.

• Public Private Partnership: Worked with a number of public utilities including Rodeo Sanitation

District in Northern California, the City of Pomona in Southern California, etc. by developing a BOT

type of contract arrangement and term sheet to facilitate treatment system for water purchase

agreement type projects for the end users. Worked with equipment financing company and

investment fund to secure project financing and develop water purchase agreement.

• Demonstration Grant: In order to supplement project funds, secured multi-million-dollar

demonstration grants for the City of Barstow, etc. by developing supplemental funding source using

innovative treatment approach and partnership arrangement where the demonstration grant

covered substantial portion of the full-scale treatment needs.

Dane H. Nygaard – Technical Advisor

Mr. Nygaard manages office and field staff for petroleum remediation projects. He has authored

numerous technical reports from soil and groundwater site assessments, remedial investigations (pilot

tests), remediation O&M reports, Corrective Action and Remedial Action Plans, and Site Closure Plans.

Environmental project management experience includes permitting, design and maintenance of soil

and groundwater remediation systems. Engineering experience includes civil engineering, mapping,

and 3D design. Mr. Nygaard manages approximately 60 remediation project sites throughout the state

of California for Montrose’s major oil and independent clients. Mr. Nygaard has environmental

management and technical experience in the following areas: Remediation Program Management,

Remediation System Pilot Testing and Design, and Optimization, Soil and Groundwater Remediation

Project Experience

• ConocoPhillips Company, California-Remediation: Program Manager for the petroleum

remediation program, consulting on groundwater and soil contamination cleanup projects. Serving

on ConocoPhillips’ compliance task force and participating in agency meetings to bring petroleum

contamination sites to closure. Mr. Nygaard was responsible for overseeing operational data and

reporting and maintaining regulatory compliance of remediation systems statewide for

ConocoPhillips sites. Oversight of Health and Safety Plans, safety training, near miss reporting and

compliance with ConocoPhillips safety protocols and metrics reporting. Mr. Nygaard was also

responsible for maintaining and updating Standard Operating Procedures for remediation system

of full-scale remediation systems (soil vapor extraction, groundwater extraction, multi-phase

extraction, and ozone systems); and supervising the remediation of TPH-impacted soils to attain

site regulatory closure. Additional responsibilities include routinely interfacing with the client to

provide periodic program performance updates, budget and scope forecasts and proposals, the

James Wang, PE – Senior Project Manager

Mr. Wang has civil and environmental engineering experience spanning back to 1997; working as

project manager, design manager, design lead, and project engineer. He has completed nearly 100

projects in water and wastewater treatment plant, recycling and desalination facility, bio-solid and bio-

gas, pump station and pipeline, hydraulic modeling, and SCADA system. Mr. Wang’s areas of expertise

include: studies, planning, design, cost estimate, construction management, operation and

maintenance of treatment plant, water distribution and sewage collection system, water quality testing

and modeling, and AutoCAD. Mr. Wang is proficient in innovative and cost-effective design. He is also

experienced in electrical, process, and instrumentation, mechanical, structural, and architectural design.

Mr. Wang is adept at coordinating project plans with multiple constants. Other responsibilities include

field engineering, supervision, monitoring, and system startup.

Design-Build

• City of Pomona, California-Perchlorate Treatment System: Design Manager. City of Pomona

perchlorate treatment anion exchange plant, AEP bypass booster pumps and bag filter; associated

pipelines and valving, appurtenances and interconnections with existing systems, civil site work,

structural components, electrical and instrumentation systems, and SCADA integration services.

Assisted with obtaining any final regulatory permit approvals for facilities operations; and developed

an Operations Plan.

• West Basin Municipal Water District, California-Phase V Design Build Expansion: Design Manager.

Edward C. Little Water Recycling Facility (ECLWRF) Phase V Design-Build expansion. Conducted a

feasibility study and provided design-build services to increase the capacity of barrier water to 12.5

mgd total capacity and increase the capacity of Title 22 water to 40 mgd. Phase IV improvements

included upgrades and expansion of the Title 22 treatment system, solids handling system, chemical

systems, microfiltration treatment system (includes a new 10.8 mgd microfiltration system), reverse

osmosis treatment process, ultraviolet (UV) disinfection treatment system, and site.

Water Treatment

• Carlsbad Desalination WTP, California-Preliminary Design: Project Engineer. Provided preliminary

design report and conceptual design of a 50 million gallon per day ocean desalination treatment

plant including process and instrumentation, mechanical plan and sections, civil site layout and

engineering specification.

• Irvine Ranch Water District, California-MWRP Emergency Discharge: Project Manager. Designed

sodium bisulfite dichlorination for Irvine Ranch Water District that consist of two one 5000-gallon

XLHDPE tank, metering, chemical metering pump, chlorine analyzers, chemical injection and control

system for a 33 million gallon per day emergency discharge to San Diego creek.

Pump Station-Pipeline

• San Jacinto EMWD, California-RW Conveyance Pump Station: Task Manager. EMWD San Jacinto

RW Conveyance includes a Booster Pumping Station (BPS) with a total firm capacity of 100 cubic

foot per second using six pumps each rated at 500 HP. Additional components include chemical

facilities to inject sodium hypochlorite.

• Mangular Blending Facility, Corona-Design: Design Manager. Mangular Blending Facility includes a

dual zone Booster Pumping Station (BPS) with a total firm capacity of 5,000 gpm using five pumps

(two 100 HP and three 150 HP). Additional components include provisions for emergency power;

chemical facilities to inject sodium hypochlorite and ammonia to produce monochloramines for

disinfection; and improvements to the existing facility blend well water with treated water.

Dean R. Stanphill, PE, GE – Construction Manager

Mr. Stanphill has over 30 years of experience in environmental projects in the western United States

with expertise in permitting, surveying, regulatory compliance, CEQA stormwater management, services

supporting NEPA, and design level services for landfills. His experience also includes Phase I and II

Environmental Site Assessments and services for numerous renewable energy projects, including

biogas, geothermal, solar, and wind. Mr. Stanphill, his team of engineers, and scientists have developed

proprietary processes and equipment to treat stormwater run-off from industrial structures and facilities.

They have worked extensively to design and install bio-filters, infiltration basins, and other stormwater

Project Experience

Geotechnical

• BENA Landfill, California-Flare Pad: Mr. Stanphill was the geotechnical engineer and provided

geotechnical recommendations for the new flare pad located at the BENA Regional Landfill near

Bakersfield, California. Services included the determination of soil expansion, bearing capacity, and

settlement.

• Zanker Avenue Landfill, California-Flare Station: Mr. Stanphill provided geotechnical engineering

recommendations for the new large-scale flare station at the landfill. Geotechnical constraints

identified were the presence of loose un-compacted fill that had been placed during landfill

development. Cost effective recommendations were made for foundation support. Mr. Stanphill

also provided oversight for the earthwork construction.

SWPPP

• Sukut Construction, California-SWPPP: Mr. Stanphill was the project manager developing a Storm

Water Pollution Prevention Plans (SWPPPs) and design for a construction project located less than

500 feet from the waters of the Pacific Ocean in the Port of Los Angeles. He made sure of the

placement of the Best Management Practices (BMPs), participated in the training class for the Site’s

managers and supervisors, and checked site conditions and placement of BMPs to ensure

protection was in place to protect the waters of California.

• Port of Long Beach, California-SWPPP: Mr. Stanphill was the project manager developing a Storm

Water Pollution Prevention Plans (SWPPPs) and design for a construction project for the Port of

Long Beach. Services includes gathering data, writing the plans, creating a site map of run-on and

related to water sustainability, specifically stormwater catchment systems. Traveled to Melbourne,

Australia in order to take lab samples and perform field work. Analyzed the relationship between

• FloodRISE Hazard Scholars, UC Irvine-Undergraduate researcher who surveyed Newport beach

using a GPS systemin order to analyze the effects of sea level rise. Analyzed data using ArcGIS and

MATLAB to evaluate the differences between south and southwest-facing beaches in Newport

Beach.

Chris A. Guesnon, PG – Senior Geologist

Mr. Guesnon has over 20 years of experience working on environmental contamination sites throughout

California. He has personally conducted site investigations and assessments for projects sites. His

experience includes subsurface exploration utilizing investigative techniques for various areal mapping

projects to assess lands scheduled for development and investigating future landfill sites, investigation

of former landfills for potential closure, investigation of underground storage tank (UST) sites,

including UST removal and installation, and hydrogeologic assessments including aquifer pump

tests and groundwater monitoring and sampling within various watersheds. As a senior geologist,

Mr. Guesnon has authored numerous technical reports from soil and groundwater site assessments,

remedial investigations, health risk assessments, site conceptual models and site closure plans.

Project Experience

• Former USA Gasoline Corporation, California-Assessment of Soil and Groundwater: Overseeing

assessment of soil and groundwater at existing and potential properties throughout California. Mr.

Guesnon provides management of on-going site assessments at fuel retail service stations including

preparation of workplans, permitting, subcontractor procurement, field activities, reporting, and

regulatory agency interaction. Responsibilities include routine and non-routine reporting, including

quarterly and annual groundwater monitoring reports, assessment and remediation workplans, and

remediation and assessment reports.

• Thrifty Oil Company, California-Site Assessment and Remediation Systems: Senior Geologist

overseeing and conducting site assessments and remediation system design throughout California.

Responsibilities include site characterization activities, permitting, subcontractor procurement, field

activities, reporting, and regulatory agency interaction. Mr. Guesnon also prepare site assessment

reports, and assessment and remediation workplans.

• Athens Disposal, California-UST Removal: Mr. Guesnon managed the removal of gasoline and diesel

USTs for an independent solid waste client, including the workplan preparation and submittal, UST

and excavation permitting, subcontractor procurement, field activities including compliance

sampling at the direction of the Los Angeles County Department of Public Works (LADPW), and

additional excavation, reporting, and regulatory agency interaction. Hydrocarbon impacted soil

encountered during the UST and dispenser removal operations were excavated and sampled until

concentrations were below RWQCB cleanup levels.

• Pleasant Valley Ventures LLC, California-Excavation Management: Mr. Guesnon managed the

excavation of gasoline, diesel, metals and pesticide impacted soil for an independent real estate

developer of a former farm located in Oxnard, California following a Phase I Environmental Site

Assessment. Duties included regulatory meetings, workplan preparation and submittals, excavation

permitting, subcontractor procurement, and field activities including compliance sampling at the

direction of the County Environmental Health Department (CEHD). Impacted soil encountered

during the excavation activities were excavated and re-sampled, as necessary, until concentrations

below RWQCB maximum cleanup levels. The reporting of the excavation activities was submitted

to the City and CEHD, and the site received regulatory closure in a letter from the CEHD.

• Department of Toxic Substances Control (DTSC), California-Trench Excavations: Senior Geologist

responsible for the design, construction and oversight of several trench excavations, and geologic

logging of the trench exposures of an area of the landfill potentially impacted by faulting. Mr.

Guesnon also provided areal geologic mapping of geologic units to assist in the evaluation of long-

term viability of closure of the landfill. Mr. Guesnon interfaced with the client to provide periodic

updates, budget and scope forecasts, and proposals, and prepared technical reports of findings for

these exhaustive projects.

Mr. Moraes is a California registered electrical engineer specialized in the design of electrical and

controls systems for water and wastewater facilities such as reservoirs, pumping stations, sanitary lift

stations, PRV stations, wells, and treatment plants. In the past five years, he has designed over 200 such

projects for 43 southern California municipal end users. With his wealth of experience and continuous

design activity, Mr. Moraes maintains proficiency in state-of-the-art solutions to complex designs

involving pumping systems, generators, variable frequency drives, PLCS’s, telemetry, and SCADA

systems.
