1. COMPANY PROFILE

CESA 10 FACILITIES MANAGEMENT DEPARTMENT - Established in Wisconsin in 1964, Cooperative Educational Service Agencies (CESAs) have a long history of partnering with municipalities and school districts. CESA 10 Facilities Management Department (CESA FM) provides facilities management services to local government and school district customers throughout the state of Wisconsin. Decades of experience and expertise in managing institutional facility needs complement CESA FM's unique position as a nonprofit educational service agency. Both help to ensure that customers benefit from CESA FM's unbiased judgment and experience gained through the execution of hundreds of investment grade audits, school energy efficiency, construction, renovation and environmental projects, referendum planning, community outreach, and other facilities services. We share a commitment to customer empowerment through customer-protective processes and customer-oriented solutions. The department’s main areas of concentration are:

MISSIONWith an entrepreneurial mindset and a nonprofit fee structure, CESA 10 Facilities Management Department provides Safe, Healthy, Efficient, Comfortable, Energy and Resource Conscious environments for school and government entities through shared knowledge, linkage to resources, and sustainable actions.

LOCATIONSCESA FM has primary offices in Madison and Chippewa Falls, as well as additional team members located in Hudson, La Crosse, Oshkosh, Ladysmith, Ashland, Green Bay, and Milwaukee. Having expert staff located strategically throughout the state provides our customers with access to exceptional same-day service.

EXPERIENCECESA FM has been involved in providing facility-related services to schools since the mid-1990’s, providing Environmental Health and Safety services since 1996, managing energy efficiency services to schools and government entities since 2001, providing project and construction management since 2010, and referendum planning and management since 2013.

2. PAST EXPERIENCE

CESAs are unique public entities. We listen to our school customers and develop solutions and services to meet their unique needs. CESAs make it possible for schools, regardless of size, to work together to save money, while extending educational opportunities to all corners of the state and to all children. CESAs provide these services without mandates, without levying taxes, and with no state aid. In a nutshell, CESAs were created by schools for schools.

In the last five years, more than 150 districts have utilized CESA FM services to aid them in environmental health and safety concerns, planning and projects, construction renovations, equipment upgrades and referendum planning.

The map on the right highlights CESA FM offices, recent facility audits, environmental projects, and construction projects. The map on the following page show all districts currently under contract with CESA 10 for all their Environmental Health and Safety needs.

On the following pages we've highlighted several districts who have received recent mock OSHA audits, along with a list of identified environmental health and safety findings and a suggested corrective action. CESA FM encourages you to contact any of these districts for additional details on the audit process or any of their CESA FM services.

SUGGESTED CORRECTIVE ACTION FOR HOMEMADE LADDER NOT BUILT TO REQUIRED SPECIFICATIONS: Job built ladder specifications-A job-built ladder shall not be more than 24 feet in length. If the length of a required job-built ladder would be more than the maximum length, 2 or more separate ladders shall be used and shall be offset with a platform between each ladder that is not supported by the ladders. Ladders used with a platform shall be secured at the top and bottom. Side rails of a job-built ladder shall be continuous.

Corrective actions cont...Each cleat of a job-built ladder shall be a continuous member. A wood cleat shall be not less than nominal 1- inch by 4-inch construction grade lumber for a cleat less than 20 inches in length and not less than nominal 2-inch by 4-inch construction grade lumber for a cleat from 20 inches to 50 inches in length. Knot-free lumber shall be used for cleats.The cleats shall be uniformly spaced 12 inches top to top. A cleat shall be attached to the narrow face of each side rail using 2 10-d nails for nominal 1-inch by 4- inch cleats or 2 16-d nails for 2-inch by 4-inch cleats. Filler blocks shall be used on the rails between cleats.

Filler blocks of the same thickness as the cleats shall be inserted between cleats and butted tightly against the underside of each cleat. Side rails shall not be cut into to house cleats. The width of a single-cleat ladder shall be not less than 16 inches or more than 20 inches between rails. Side rails shall be parallel. Side rails of a single-cleat ladder shall be not less than nominal 2-inch by 4-inch construction grade lumber for ladders less than 16 feet in length and not less than nominal 2-inch by 6-inch construction grade lumber for ladders from 16 feet to 24 feet in length.

One of the advantages about being in bigger districts is you may have an assistant superintendent or building and grounds people that can devote time to a building project. PRAISE FOR A JOB WELL DONE: Not only does CESA FM provide suggested corrective actions for identified environmental health and safety findings, they also provide praise for items that have been corrected since the last mock OSHA audit.

For example, CESA FM noticed the District had kept up on inspecting emergency eyewash stations and fire extinguishers at both the elementary and high school since the last audit. CESA FM made sure to include this in their iAuditor report with a special note to keep up the great work.

This is yet another way that CESA FM uses the audit process to identify health and safety concerns and continually monitor these concerns to prevent future reoccurrence.

Length of EmploymentMr. Schneider founded the CESA 10 Facilities Management Department (CESA FM) as a department of one in June 2000, and grew the department to more than 40 staff while increasing the departmental budget from $143,000 in 2000 to over $10 million in 2015.

Project ExperienceMr. Schneider has worked with a non-regulated subsidiary of Xcel Energy selling and managing performance contract projects with schools in Minnesota and Missouri. In addition, Mr. Schneider developed the Operations & Maintenance Manual and CD for Wisconsin schools and also managed processes to benchmark energy use of 1,262 of Wisconsin’s school facilities. Mr. Schneider has also managed LEED Certification of three schools. Mr. Schneider has overseen and led the growth of the EHS Department from five customers and one employee to over 115 contracted schools and an entire team of EHS experts.

Additionally, Mr. Konkel tracked submittals, change orders, and RFIs for several K-12 school projects. He has recently aided in environmental projects for the school districts of Baldwin-Woodville, Durand, Glenwood City, Mauston, New Richmond, River Ridge and West Salem. Mr. Schultz has completed Certified Building Operator (BOC®) Level 1 and Level 2 training as well as Practical Energy Management and Fundamentals of Energy Auditing. Mr. Schultz also runs CESA FM's Buildings and Grounds Meetings in the northern part of the state. Recent projects include acting as Owner's Representative for Birchwood Schools District's $2.2M renovation, as well as supporting renovation projects in Webster School District, Chequamegon School District and Winter School District.

MISSION - CESA FM's Environmental Health and Safety (EHS) Program's mission is to cooperatively provide schools and government customers environmental health and safety services in an affordable manner in an attempt to provide a safe and healthy environment for students, staff, and visitors to maintain compliance with local, state, and federal regulations.

VISION - Our vision is to provide safe, healthy, and environmentally-friendly places to work, learn, and visit.

When the program began in 1994, there was one, full-time employee to provide environmental, health, and safety services to six school districts. Today, the EHS team of consultants and project managers serve more than 115 contracted school districts. Additional work (e.g. asbestos, lead, mold, air testing/sampling) is provided to a variety of public, private, and alternative schools as well as Head Start facilities. Currently, the program serves more than 25 percent of the public school districts in Wisconsin, primarily in the north and west areas of the state.

Consistency, Transparency, Cooperation

CESA FM Environmental Health and Safety (EHS) consultants have performed hundreds of mock OSHA inspections. They believe in providing customers with these annual inspections to get a real world view of what's happening in the workplace from a safety standpoint.

Once safety gaps have been identified in the inspection, then the EHS team goes to work controlling those gaps through the appropriate documentation of written programs, policies, and procedures. This compliance-based documentation is tied into WI Department of Safety and Public Services (DSPS) and OSHA requirements, to ensure the District is in observance of local, state, and federal regulations. For Minnesota audits, all MN Department of Labor and Industry, MNOSHA and OSHA requirements will be observed.

After the gaps are identified and proper documentation is created, EHS consultants conduct staff trainings on the policies, procedures, and written programs they've established to eliminate those gaps in the workplace.

CESA FM will utilize the expertise of our technical staff to perform these audits using our iAuditor software. Not only will our detailed reports include the project name, facility/site location, date and time of the audit, consultants performing the audit, and general facility information including building occupancy, but it will also go on to highlight issues requiring action, such as:

• Environmental health and safety findings in each audited area• Descriptions of the findings• Room numbers or area location of the findings• Pictures of the findings• Suggestive corrective actions for the district wherever possible

During these audits, CESA FM is looking for any issues in direct violation of DLI, MNOSHA, and OSHA compliance. Most common findings include, but are not limited to: shop safety, lack of machine guarding, improper chemical storage, exposure to bloodborne pathogens, blocking electrical panels, and entering confined spaces.

ExperienceThe EHS team is backed by a quality Facilities Management Department at CESA FM. The department is staffed with engineers, Certified Indoor Air Quality Professionals (CIAQP), Certified School Risk Managers (CSRM), Certified Energy Managers (CEM), and others. This 40-plus employee department boasts hundreds of years of cumulative experience working with facilities and specializing in school facilities.

All this is in addition to the Certified Asbestos Inspectors, Asbestos Management Planners, Lead Hazard Investigators, and Certified Asbestos Supervisors that were identified as key players of the Southeast Service Cooperative (SSC) team.

Benefits

Having CESA FM provide Health and Safety OSHA walkthroughs to member districts would benefit the SSC in many ways. First, the SSC would not have to employ a Health & Safety Specialist, as they have done in the past.

According to a news release from the U.S. Bureau of Labor Statistics released in September 2016 on employer costs for employee compensation, wages and salaries for state and local government employees account for 63.3 percent of compensation costs, while benefits account for the remaining 36.7 percent. Benefits included paid leave, supplemental pay, insurance benefits, retirement and savings, and legally required benefits. By not hiring an employee, SSC can save salary and benefit costs while not incurring training and other startup costs.

Aside from the monetary cost savings, no supervision would be needed for either an additional employee or for the Health & Safety Management Assistance program in general. CESA FM would provide a turnkey service that would free up additional time from your existing staff members' busy schedules. Additionally, no training will be incurred by SSC as CESA FM's certified staff will be completing the audits.

CESA FM plans to bring our team of technical experts to the Rochester area for two weeks during the summer to perform the initial mock OSHA audits on all 32 SSC member districts. Having all of our key players available to pinpoint environmental problems during this time frame is a huge advantage to member districts. Our interconnected team will be able to rely on each other to identify all environmental concerns and determine the appropriate actions. A second visit will be scheduled during the winter months to monitor district progress and identify any new hazards.

Finally, CESA FM encourages districts to call their EHS consultant anytime with questions. In addition to phone availability, CESA FM retains all district information in a cloud-based Dropbox business account that is secure and easy for districts and any EHS team member to access. This all-access approach becomes especially critical in time-sensitive situations.

FEES - CESA FM will charge $0.075 per square foot audited.

TERMS - Services shall be automatically renewed for successive one-year terms, unless the SSC gives CESA FM or CESA FM gives the SSC at least 60 days written notice of its intention not to renew. Billing and other related fees will continue until the termination date. Billing will be prorated to provide for partial years of service. Fees are calculated on a square footage fee.

CESA FM reserves the right to annually adjust fees with notice to SSC prior to auto renew period.
