This proposal represents an exciting opportunity to deliver a major development which will bring more than 1,000 full time equivalent jobs to Reading, and provide an international convention centre and new homes, restaurants and leisure facilities, including an ice rink. A new public square at the heart of the development will also create a new community space for local people to enjoy. We invite you to consider our plans, ask questions and would welcome your feedback.

Welcome to the consultation exhibition for our proposal for Royal Elm Park, at Madejski Stadium.

Abou

t us A professional team of consultants, led by Reading

Football Club Chief Executive Nigel Howe, bring together intimate local knowledge of Reading and Berkshire and substantial experience in commercial and residential development.

With this development, we propose to deliver a sustainable, high quality scheme that will benefit Reading, wider Berkshire and the South East.

Our professional team includes:

Peter Brett Associates:brings together the many technical consultants whose work is vital in appraising the technical constraints and development of practical, environmentally friendly design solutions.

NRY Architects: a Malaysian firm, is working on the design work for the convention centre. NRY Architects has successfully completed a variety of projects, notably resort development and corporate offices hotels.

Barton Willmore: The UK’s leading integrated planning and design consultancy, leads the local team and the town planning, environmental planning and residential architecture and public realm design work.

Arup: an independent firm of technical specialists responsible for advising on the site’s land conditions and the structural and civil engineering design for the scheme.

Royal Elm Park, the name chosen for our proposal, reflects our pride in our club’s history, and the optimism we feel for its future. Inspired by the club’s former home at Elm Park we hope to capture the history, pride and energy of Reading Football Club and its loyal fans.

This under developed parcel of land (15.5 hectares) around Madejski Stadium currently exists as a car park and training dome / pitch. We believe in the potential of this development opportunity to deliver significant community benefits and fulfil the potential of Reading and the Club.

We have undertaken a series of technical assessments including highways and public transport, ground conditions (in consultation with the Environment Agency) and ecology, which have informed our proposals.

Reading, like much of the South East, is in need of new homes. We propose to deliver around 630 new homes on this site, many of which will overlook a new, publicly accessible park with generous tree planting and wildflower meadows, which will be more than 10,000sq m in size – the same area as one and a half football pitches.

The convention centre will be a catalyst for growth in Reading and across Berkshire. It will bring together year-round business and cultural events which will benefit local people and the economy. The convention centre will provide flexible, adaptable spaces and a publicly accessible ice rink. The convention centre will be capable of facilitating a range of events from business meetings, conferences and exhibitions to live entertainment including music, sport, family events and comedy. A stunning bridged walkway will link the Millennium Madejski Hotel and Royal Berkshire Conference Centre to the new convention centre. The development also comprises a new 250 room hotel and 102 serviced apartments, with a spa and winter garden – ensuring that the development supports and attracts international organisations to Reading.

Central to our proposal is ‘The International’ – a world-class convention centre with a bold ambition to enable Reading to compete on a world stage in hosting business conventions, with regional, national and international reach, plus a host of live events offering a viable and exciting alternative to London venues.

reThe convention centre will offer a range of flexible meeting and seminar spaces, with a larger scale ‘ballroom’ and ‘banquet hall’ capable of hosting up to 4,000 people - theatre style, and up to 2000 people for a banquet. Our plans offer an evolution of the existing conference facilities in the stadium.

As a potential major conference destination, Reading represents a strong offer with an existing rangeof hotel accommodation, retail and restaurants. The area is currently well-served by public transport and this will be significantly enhanced by the arrival of Crossrail and the opening of the new Green Park station. The close proximity and good access to Heathrow Airport is an additional string in Reading’s bow.

With such a range of flexible spaces, events can include:n Corporate events and hospitality for local, regional, national and international companiesn Indoor sports and leisure activitiesn Theatre, live comedy and music eventsn Business and social receptions, lunches, dinners and weddingsn Charity events and galasn Commercial and lifestyle conventionsn Small exhibitions The ice rink, which itself can be restored to a meeting hall if required, will be 56m x 25m with capacity for 2,480 people in theatre style seating. The ice rink will be the perfect venue for family days out or to have fun with friends.

An open square will form the heart of the new development.

The square has been carefully designed so it is capable of hosting both major events and match day crowds while also providing a number of ‘human scale’ spaces at its edges – with seating, cafes and restaurants:n Large trees and a distinctive paving surface will give the square a unique sense of placen At night the surface of the square will be attractively lit with lighting patterns projected onto the surface

of the squaren The new transport interchange and link to Green Park connect Royal Elm Square to the immediate

surroundings and wider Reading
