1. Introduction1. Secondary Towns Integrated Urban Environmental Improvement Project (STIUEIP) aims to

improve the quality of life in key regional centers in Nepal and helps to achieve higher and more socially inclusive economic growth in those centers through effective, efficient, and reliable delivery of improved and affordable municipal services by accountable project municipalities. In the project municipalities, community development program including awareness-raising on health and hygiene and 3R (Reduce, Reuse and Recycle), and investment in small-scale community facilities will be carried out. The Project also aims to strengthen the capacity of municipalities and central Government for project management and operation.

2. Birgunj Sub-Metropolitan City being one of the project municipal, aims to assess and provide basic municipal services with proper community mobilization to transfer the ownership in the locality. It aims to improve the livelihood of the people through institutional development initiatives by local self-governance exercises like community led development, efficient service delivery, good governance, better personal health condition, hygiene and environmental sanitation.

3. Urbanization is one of the critical results of economic growth and industrialization in the Asia-Pacific region. Urban growth in most cities is not following proper city planning or land-use practices, leading to huge slims and combined residential and industrial areas. This complex urban growth is creating major challenges with regards to managing municipal services, including solid waste and wastewater. One of the most important activities in solid waste management is to determine the quantity and characteristic of the SWM. A community needs to know how much solid waste generated and how fast it generates in the area so that they can asses their current and further needs in budgeting, operation and processing and disposal facilities. They can use the characteristic data to design processing equipment. In case of composting, information on the biodegradable fraction of the solid waste becomes important.

2. Location4. Birgunj Sub- Metropolitan City, with a total area of 21.17 sq. km is located in the Terai plain

(northward extension of Indo-Gangetic plain). It lies in Parsa district of Narayani zone in Central Development Region of Nepal. Elongated north to south, it borders with India (Raxaul)

in the south Birgunj Sub- Metropolitan City has been divided into 19 wards. Geographically, it is located between 260 57’45’’- 270 02’30’’ north latitude and 840 52’ 15’’ 840 55’00’’east longitude. The eastern part of this city is bordered by another district – Bara whereas the southern and south western part by Bihar State of India. Birgunj is one of the major gateway towns to India and more than 50 % of total foreign trade is carried out via this town. It is a historic and an industrial city too and playing as a major business center. Birgunj Sub-metropolitan city has elongated shape with a maximum north-south length of 8 km and east-west width of 4 km. The altitude ranges from about 78 m in the south near border area to 87 m in the north. However, there is a high micro-topographical variation. The area consists mainly of quaternary sediments. It is composed of very fertile soil mixed of clay, silt and sand. No further information on soil properties is available. The area is drained by two rivers – Sirsiya in the west and Singaha in the east. Singaha River originates about 4 km upstream from the northern border of the municipality where as Sirsiya originates from far northern area. These rivers are flooded during summer monsoon and river bank cutting particularly at the meander bend during flooding is common. The water in these rivers during dry winter period is very low. Groundwater table depth is estimated to be between 9-15 m deep with 1-2 m fluctuation during wet and dry season. According to Population Census of 2011, Birgunj municipality had a total population of 135,904 in which Male are 72,580 and female are 63,324. There are many caste/ethnic groups and are Muslim (17.27%), Kanu (7.52%), Hill Brahamin (6.21%), Kurmi (6.8%), Newar (6.18%), Kalwar (5.32%), Marwadi (5.10%), Sonar (4.73%), Chhetry(4.70%), Baniya (4.25%), Kayastha (4.09%), Yadav (3.65%), Terai Brahamin (3.27%), Teli (3.27%), Tharu (2.75%), Koiri (2.76%), Rajput (2.41%), Badhae (2.71%), Dhanuk (2.48%), Nuniya (2.21%) and Others (2.33%).Figure-1 : Birgunj Sub- Metropolitan City

3. Waste Generation and Composition5. Rate of solid waste generation (i.e. in terms of waste generation per capita per day, per

household per day etc.) is very much affected, mainly by: the socio-economic status of the people - reflecting their food consumption habit, level of

affluence in consumption of goods, life-style etc., family size of the population, season (i.e. dry or wet season) occasion (e.g. festival time of Dasain/Tihar etc.), and Weekdays (i.e. working days, weekend) etc.

4. Regional view of Issues and public health, environmental, social and Economic Impacts

6. The increase in the amount and toxicity of wastes has several impacts on the global and local environment, natural resources, public health, the local economy and living conditions, thus threatening the attainment of relevant Millennium Development Goals. Various diseases, including cancers, can be caused by exposure to hazardous emissions, mainly from open burning and substandard incineration of wastes. Communities living near dumps must contend with litter, odor, insects and rats. Scavengers face even greater health risks. The waste content in many developing countries is mixed, consisting of fecal matter, blood, body fluids, animal flesh, hazardous chemicals and heavy metals, voltaic and greenhouse gases, pressurized gas containers and munitions, among other things. The relative health risk for solid waste workers is much higher than that of the overall population. Wastes accumulated over decades and leach ate from unmanaged landfills and waste dumps have contaminated groundwater and soil around the world. Waste dumping into rivers, lakes and seas has caused damage, threatening agriculture, waste supply and livelihoods that depend on this aquatic system. Another major issue is flash floods caused by the inability of natural and man-made drains, clogged with solid waste, to remove storm water. Urban floods could be drastically reduced and their impact could be minimized if proper systems for solid waste management and wastewater disposal are in place.

7. Substandard landfills and waste dumps emit primarily methane, a major greenhouse gas (GHG) of concern for climate change. Promoting modern waste management in municipal can contribute significantly to GHG reduction on the global level. Similarly, construction and building waste also represents a lost opportunity in the reduction of GHG emissions. The environmental impact of certain elements of the waste streams (such as plastic, metals and glass etc..) as well as certain waste streams themselves (such as e-waste) stem not only from the waste treatment and disposal itself but also from the indirect impacts due to the loss of resources from supply chain. In other words, such resources must be produced again virgin materials (often non-renewable), thus contributing to the overall depletion of valuable natural resources. The resultant ever-increasing demands of resources make waste management a global issue.

5. Major Sources of Solid Waste8. A basic knowledge of the sources and types of solid wastes is needed in the evaluation of

composition and generation rates of SWM. Sources of SWM in a community are related to many aspects of residential units. The categories are listed in below Table.Table 2:- Major Sources of Solid Waste

5.1. Residential and Commercial9. A residential and commercial solid waste consists of organic and inorganic solid waste from

residential areas and commercial establishments. Typically, the organic fraction consists of materials such as food waste, paper of all types, cardboard and plastics of all types, textiles, rubber, leather, and wood and yard wastes. The inorganic fraction consists of items such as glass, crockery, tin cans, aluminum, ferrous metals and dirt. If the waste components are not separated before discarding, then the mixture of these wastes is also known as co-mingle residential and commercial SWM. Special wastes from residential and commercial sources included bulky items, consumer electronics, white goods, yard wastes, batteries, paints, waste oils, and tires. These wastes are usually handled separately from other residential and commercial wastes. Most developed and some developing countries treat those wastes within SWM that pose a substantial presence of potential hazard to human health or living organisms as hazardous wastes are required to handle, treated and disposed in accordance with stringent local or national environmental regulations.

5.2. Institutional10. Institutional sources of solid wastes including government ascribed organizations, centers,

universities and schools, prisons and hospitals and so on. The solid wastes generated at these facilities are quite similar to commingled SWM. In most developed countries hospital medical wastes are handled and processed separately from other solid wastes.

5.3. Municipal Services11. Other community wastes, resulting from the operation and maintenance of municipal facilities

and the provision of other municipal services, including street sweepings, roadside litter, wastes from municipal litter containers, landscape and tree trimmings, dead animals, and abandoned vehicles. It is not possible to predict where and when these wastes can be found. These wastes are often handled as originating from non-stationary sources in contrast to residential sources, which generate waste at constant rate and composition in a specific area and time. These sources could be called repetitive generation sources.

6. Plan and Prospect12. Birganj is employing the traditional method garbage collection to disposal area. The garbage

collected is simply dumped to an open low lying area with the shortage of properly managed Land fill site. Considering the garbage littered in a haphazard area, Birganj sub metropolitan

City is launching a program for a properly managed land fill site and sewage treatment plant from STIUEIP project. Birganj sub metropolitan city is in the process of purchasing 10 ha of Land fill treatment site at Bisrampur -9, Itiyahi-7, Bara and 6.82 ha for the sewage treatment plant site at chapkaiya w.N.1.Birganj, Parsa.

13. Birgunj Sub-Metropolitan City would strive to develop and establish efficient, cost effective, operationally simple and environmentally safe solid waste management systems within the proposed Municipal Action Plan (MAP) period of 15 years for the sector. Proposed systems would be designed to enhance the overall services provided in solid waste management sector, including: establish extensive public awareness programs and stakeholder participation programs develop and establish required institutional setup and necessary infrastructure door to door collection achieving 100% coverage in a phased manner encourage 3Rs policy and establish Material Recovery Facility optimization of transportation systems establish financial cost accounting systems specific to SWM establish composting facilities to process biodegradable waste establish environmentally safe sanitary landfill facilities for the disposal of inert wastes establish and implement routine monitoring and evaluation programs for evaluating the

performance of various systems and the institution

14. For this, municipal people should be provided Tipping Pedal Rikshaw equipment to the group of solid waste collection group in wards for the collection of household waste, LCV Mounted for the collection and transport the solid waste container up to landfill site station and Nalah Man Cleaning equipment for the cleaning of municipal ditch. The estimated cost and quoted rate of DCMB TRADING for equipment are included in ANNEX-A. Agreement between DCMB TRADING and PIU, Birgunj would be taken after the approval from ADB. The objectives of the equipment are given below:

Tipping Pedal Rikshaw (Cap.: 0.33 cub.mtr.)15. Auto Lifter is equipment developed on a three wheeler and helps in collection, transportation

and dumping of Garbage. One system can easily handle, collection, shifting and dumping at containers place in the ward from households. It facilitates safe and hygienic collection, storage and larger volume garbage transportation. Advantages Can easily enter in Narrow Lanes / by lanes. Number of trips can be increased in less time It is easy to operate One man is sufficient Economically feasible for solid waste collection

16. Dumper placer system is developed on LCV Truck Chassis and depending upon the container capacity. The garbage/ refuse is directly collected into the containers which are placed at the various collection points in the busiest and most thickly populated areas of the city. This system with the loaded container is transported to the dumping site and the same is tipped hydraulically to discharge its load. The available suitable container capacity is 3.0 cub.mtrs.Advantages It is a unique, high productivity, easy operation and low maintenance, hygienic system to

help in keeping a city clean. It is a highly cost effective and flexible method of handling debris/garbage/refuse and

discarded building materials. It is simple, easy and convenient to operate. It has side lifting system

Nalah Man (Ditch Cleaner)17. Nalah Man is very useful equipment and is used to clean Nalah / Ditch on the road side. It is

developed on a Tractor Trailer Chassis. The Back – hoe can be extended and the person working on it can rotate in 90 degree direction.Advantages It can collect silt, mud, debris etc. from a depth of 5 feet and can accumulate the same in

the trailer. It is very convenient and no skilled person is required to operate it. Nalah Man can be develop on any 1 Tonner Tata 207, Tempo Trax, Mahindra Pickup with

or without collection tray. Chaining the Grab Bucket, equipment can be used in lifting the Garbage heaps.

18. Also, for this, deviate household (from the committees) should be provided two types of waste bins. This should be implemented in a phased manner, in order to make this effective; it should be supplemented by different types of public awareness campaign. The municipality planned to distribute a compost bin for 1500 household/schools and dust bin for 8000 households/schools (each household for 3dustbin). The estimated cost and quoted rate of DCMB TRADING for equipment are included in ANNEX-A. Agreement between DCMB TRADING and PIU, Birgunj would be taken after the approval from ADB.

19. Also the municipality planned for different types of the awareness training which should be supplemented the project. Based on the above discussions, the major challenges for waste management could be categorized as policy and regulatory related, technical, financial, social and institutional. These challenges could be transformed into opportunities at the national and local levels through following steps:

6.1. Attitudinal change (i) Awareness of the public health, environmental and economic impacts of solid waste and wastewater; (ii) Political will to prioritize waste management and include this issue on the political and national agenda; (iii) Awareness and education on turning waste into a material/energy resource to support local and national economic growth and employment—ESCAP refers to this as the “Trash is cash” approach; (iv) Awareness on the part of waste generators regarding waste minimization, source segregation and proper disposal; (v) Awareness and training for service providers on proper collection and transportation, treatment and disposal; (vi) Awareness-raising and training for recyclers on managing recycling properly, especially with respect to occupational health, public health and secondary contamination aspects.

21. 26. The estimated cost and quoted rate of Radio Terai 107 MHz, Birgunj for FM program and LIBU Films Pvt. Ltd. for 3R video Documentary Production are included in ANNEX-B. Agreement between Radio Terai 107 MHz (FM program) & LIBU Films Pvt. Ltd. (3R video Documentary Production) with PIU, Birgunj would be taken after the approval from ADB.

27. Proposed task will start immediately after the proposal approved from ADB. NGO will involve setting up of the IEC materials (pumplets and calendars) and equipment (Dust bin, Compost bin, Tipping Pedal Rikshaw, LCV Mounted Dumper Placer (Truck) with Containers and Nala Man) procumbent, training venue, trainings hall, and collection of all available reports, guidelines, models, curriculum and document and materials related to the proposed trainings. The NGO will collect relevant documents and information from municipality and other agencies and institutions. 6.2. Policy and regulatory-related aspect (i) Greater conceptual clarity for developing waste-management systems supported by the practical application of strategies is required to enable synergy between resource augmentations through waste management. Awareness-raising and capacity-building is required in areas such as waste prevention, the 3R approach, cleaner production, among other things; (ii) National policy frameworks to be strengthened and expanded to shift the emphasis from an end-of-pipe approach to an integrated resource management approach. At the local level, integrated waste management strategies and action plans for municipalities; (iii) Effective implementation of waste-related multilateral agreements and guidelines is needed at the national level. Corresponding laws, regulations and standards need to be developed and their enforcement strengthened both at the national and local levels.

28. Based on the above discussions, the political and different stakeholder of solid waste (household, government and non-government office etc) should be encourage about the rules and laws of the Solid waste Management which is published from Government of Nepal in 2068 BS.

29. The introduction and process of solid waste management including the publication of Laws of government of Nepal and training cost are included in ANNEX-A, ANNEX-B and ANNEX-C

6.3. Technical (i) Access to cutting-edge waste management technologies and the strengthening of capacity for technology assessment. Simultaneously, research and development is required to adapt these technologies to suit local conditions (e.g. with respect to locally available skills, resources, climatic conditions, culture, etc.); (ii) Technical guidelines, case studies, demonstration and pilot projects for integrated waste management; (iii) Local-level capacity to implement and operate waste management technologies needs to be built/strengthened.

6.4. Financial (i) Implementing and operating waste management systems to be enhanced. There is a need to develop and implement appropriate economic instruments to raise funds for waste management and make it economically attractive; (ii) Public-private partnership needs to be further explored to raise availability and access to financial resources, and to meet the growing demand for construction and operation of waste management systems.

6.5. Social (i) Need to change the attitude and raise awareness at all levels and among all waste generators to promote waste minimization, source segregation, and proper disposal of waste;(ii) To find ways to incorporate and improve the employment and working conditions of vulnerable sections of society, e.g. scavengers and rag-pickers; (iii) Involvement of the private sector and local communities in developing, building and running waste management systems needs to be strengthened and made more effective.

9. Steps in Implementation Birgunj Sub- Metropolitan City has begin to take various steps to support effective

integrated solid waste management based on the 3R concept. The most vital response has been to reduce the amount of waste, in order to decrease the burden on collection services as well as on treatment and final disposal facilities. Various strategies, including ones that are technological and policy based, have been introduced to reduce the amount of waste at the generation point. Also introduced to minimize the waste generation at industries, by conducting awareness-raising campaigns and waste collection fees have been introduced to motivate residents, institutions, commercial entities and others to check their waste generation levels.

To divert most waste to material and resource recovery, the private sector, including community enterprises, is becoming involved through local business models. The solid-waste management chain comprises various stages, including collection, transportation, material recovery, treatment, resource recovery and final disposal.

To improve the situation, community enterprises have been encouraged to set up door-to-door or primary collection systems, while major private companies have been involved in secondary collection and transportation of waste. The formal and informal sectors have become involved in material recovery.

The treatment (thermal and biological) is being managed by the private sector to increase the efficiency of the system and optimize resource recovery, such as energy from thermal treatment and biogas and compost from biological treatment. Moreover, setting up a final disposal system, including sanitary and controlled landfills, is a costly activity and the private sector is being involved to bring investment, technology and management skills.

In order to distribution of two types of household compost bin, PIU/NGO will coordinate with the ward level committees.

Consulting families to assess their willingness to participate in solid waste management training.

10. Sub-Metropolitan City Beneficiaries33. The Birgunj Sub-Metropolitan City population is rapidly increasing. According to CBC 2011, the

total households are 24164 and Total Population are 135,904 in which Total Male are 72,580 and Total Female are 63,324.

11. Methodology and Approach34. The project will follow participatory approach in implementation of the awareness activities, as

it did during needs assessment. IRDC Nepal will facilitate the entire process where the committee groups, wards, organization etc formed and authorized by the respective committee. For the equipment (Compost bin, Dust bin, Tipping Pedal Rikshaw, LCV Mounted Dumper Truck with container and Ditch cleaning) and small goods for the awareness trainings were procured through direct shopping method as the rules of ADB / Government of Nepal in associate with proposed organization (in this report) from PIU, Birgunj.

35. For Distribution of compost bin and Dust bin will implemented after the identification of polluted households in the wards of metropolitan city.

36. For the Distribution of Tipping Pedal Rikshaw will hand over to the municipality ward sweeper community.

37. For the LCV Mounted Dumper Truck with container and Nala Man will hand over to the municipality for effective management in solid waste management for the operation of landfill site in the municipality.

38. Ward level committees are monitoring from NGO team for the distribution of two types of household compost bin after the identified household in respective ward. The monitoring team will have following representation. The GESI considerations will be taken into account. The goods of the 3R promotions and equipments will be procured from DCMB Trading

after the proposal approval from ADB. A tripartite agreement will be made among the STIUEIP/PIU, IRDC Nepal, Birgunj and

DCMB Trading for the quality control of the goods. A program orientation will be organized to make the resources transparent, to decide on

sharing of responsibilities, raising community contribution and other activities, before starting implementation.

An operation and maintenance mechanism will be developed with the responsibility of the users and follow up from NGO will be done three times within a month in the ward and clusters remediably, before and after the completion of distribution of two types of household compost bin.

For Awareness Training39. The services for the awareness training will be accountable to the NGO in closed with

PIU/DSC, Birgunj.

12. Program Monitoring40. The program will be monitored by Birgunj Sub- Metropolitan City, PCO, PIU. Birgunj, PMSC

and IRDC Nepal, as per the monitoring schedule. Intermittent monitoring visits will also be made as and when necessary.

41. The team will be coordinated by the representative of ward level committees. The GESI considerations will be taken into account.

ANNEX-D PMSC Comments Response

S.NPMSC comments (as per discussion held at

ADB/NRIVI) about SWM proposal under CDP.Response from NGO

1 As regards the training part, types of training shall be categorized at different levels (e.g. municipal level, community level, supervisor/collector level etc.) and contents of the training programs shall be fixed according to the target groups identified.

Refer ANNEX-A for Categorization of training.Contents for trainings has been developed after the approval of this proposal, at the period of training.

2 As regards the methodology, appropriate training methods lesson and session contents shall be developed and implement as per project period

After the approval of this proposal

3 As regards the public awareness, audio-visual materials available at "Solid Waste Management & Technical Support Center" shall be utilized with necessary modification / rectification as per local situation (e.g. language, socio-cultural habits etc.).

PIU, DSC and NGO has reviewed the documentary developed by Solid Waste Management & Technical Support Center, it seems that it was not desirable to the poorest community as per objectives hence new documentary has been developed as per community demand.

4 As regards the implementation of 3R- model of SWM, strategic "Hat Bazars" and other important places of public gathering (e.g. temples, bus parks etc.) shall be considered as sites for demonstration

After the approval from this proposal

5 As regards the IEC materials, posters, hoarding boards etc. shall be preferred instead of yearly calendars, and so also using textile bags (with important relevant messages) instead of plastic bags shall be emphasized. Similarly, the business communities and so also others shall be informed through SMS messages, particularly for wastereduction through segregation at the source

We have planned to inform community about 3R program and it objective as per PMSC recommendation through specific mythology specified in comment sheet also.

6 The NGO shall develop social networking with the local "Kawadis" and the segregated waste collectors for economic sustainability of the 3R-model

It has been already done, meeting with Kawadis dealer has already organized for successful implementation of program

7 As regards the equipment support, supply of the containers and dumper placers shall not be included in this proposal except other small equipment, e.g. dust bins, rickshaws for primary collection etc

It has been kept as per discussion with PIU, Municipality, MPMC committee, DSC and other concern agencies within birgunj, PIU to support Solid Waste Management Plan for municipality and support to DSC for fulfill their targeted for solid waste management and also to fulfill financial scarcity for supply of equipment in the Municipality and Letter and minutes of meeting are attach in ANNEX- E.

8 As regards the follow-up program, regular monitoring and evaluation shall be included in the program to get

feedback for program improvement. During the project period, it shall be the responsibility of PIU/DSC/NGO, which has to be continued by BSMC by incorporating in the monitoring annual program in and after the project period.
