16 Objectives /Purpose Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (M.P.) (Regd.) aims to carry out a study-cum-action plan that is based on a micro-level approach to fulfill the aims enumerated below. The

reason for this approach is to ensure that the plan of action based on the initial study is appropriate given the peculiar problems and the unique advantages of the clusters under study.

To provide and implement a roadmap that organizes rural artisans into an appropriate organizational form (a self-help group or a cooperative) and spread awareness about better business practices, the markets for their products, etc.

To provide and implement a roadmap that make’s artisans aware of the technical alterations that can expand market and/or lower costs without comprising the basic nature of their wares as well as make arrangements to upgrade technical skills for this purpose

To provide and implement a roadmap that enables artisans to built a marketing network to sell their wares or negotiate a fair bargain while entering into an existing one.To provide and implement a roadmap that enables artisans to set up a production center appropriate for local & international conditions.To provide and implement a roadmap that promotes inter-sectoral linkages.To provide and implement a roadmap that promotes awareness among urban businesses about the existence of sources of certain products that have a potential market.

To provide and implement a roadmap helping urban businesses to identify the niche markets that may absorb wares made by rural artisans as well as alterations that may have to be made in the products to increase marketability.

While the road map so prepared should with appropriate changes be applicable to other clusters, SKBS will implement its recommendations in the clusters that its surveys.

The area of Block Berasia Village in. Hinooti Sadak, Garediya Daangi, Semari Kala, Nalkheda, Bhaisoada, Khukriya, Barkheda, Taravali Kalan, Sonkhach, Khajuria Ramdas, Dist. Bhopal (MP) district is famous for handicrafts. In ancient time embroidery was not like a trade but was just like a custom. As time passed it was appreciated in towns and cities. Embroidery is the craft of common mass not to concern with any specific cast and class.

Now it has become a mean of employment, women of villages have been doing it for last 10-15 years. This proves their interest and skill (experience) in this craft. It provides an important part of income to poor families.

Appreciates of this craft develop it as a ‘craft’ in the area. Various designs according to market demand reached to the craftsmen through commission agents. Women collect raw material from commission agents and supply ready goods to them. In this way the trade has become main mean of earning for the agents. Through the role of agents, the art has become famous in the market East Delhi district is a small market of handicraft for agents.

This district finds in maximum of drought situations in many area and floods too in some years. While there is no mean for employment at local level except agriculture and keeping animal, handicraft has great importance in this situation.

The ‘art’ of the region become backward to provide enough employment to the skillful ladies due to their ignorance and illiteracy as they do not know about the modern techniques and market properly. It some of them are aware of it, they even cannot do it as their own due to poverty. A woman has to work for about 2 days to make a pillow cover but gets only 7-10 rupees while it should be 20-23 rupees according to market price. Seasonal demand does also affect wage and charges. In this way the artists have to face economic harassments. This is responsible for their un interest in this craft as it requires lot of time period and gives insufficient labour charge.

PROJECT DESCRIPTION TITLE

Promoting Traditional Livelihood among women Artisans based on

Hand embroidery, Zari Zardoizi work, Bamboo Work, Bamboo Basket, Jute Work etc. Block

Berasia Village in. Hinooti Sadak, Garediya Daangi, Semari Kala, Nalkheda,Bhaisoada, Khukriya, Barkheda, Taravali Kalan, Sonkhach, Khajuria Ramdas, Dist. Bhopal (MP)

Location : is 45   KM 2 in which 90% area is rural area and only 10% is urban area. 40% of the total area has covered by residential land Accordingly to the census 2010, total population of the district is 2,92,504 in which 1,73,530 is male while 1,18,974 is female population. The sex ratio of the district 1945 which shows the rural condition of female in the district.

Only one sub division of the North Zone district is MP and has Block Berasia Village in. Hinooti Sadak, Garediya Daangi, Semari Kala, Nalkheda,Bhaisoada, Khukriya, Barkheda, Taravali Kalan, Sonkhach, Khajuria Ramdas, Dist. Bhopal (MP)

in the district of east Delhi while the neighbour state of UP and Maharastra lies in the west to the district Bhopal (MP)

Proposed Working Area :

The institution is indented to implement this project in the villages of Block Berasia Village in. Hinooti Sadak, Garediya Daangi, Semari Kala, Nalkheda,Bhaisoada, Khukriya, Barkheda, Taravali Kalan, Sonkhach, Khajuria Ramdas, Dist. Bhopal (MP) This proposed working area is negatively affected each level of development due to a continued state of drought and famine and the skill of embroidery and handicraft is found in plenty in the same area.

The institution will place a common facility centre at Block Berasia Village in. Hinooti Sadak, Garediya Daangi, Semari Kala, Nalkheda,Bhaisoada, Khukriya, Barkheda, Taravali Kalan, Sonkhach, Khajuria Ramdas, Dist. Bhopal (MP) The institute will work to develop ‘handicraft’ as solid solution of employment for the poor families, so that these families can face the situation of drought and feminine at their own level.

INTERVENTIONS STRATCGIES TO PROMOTE LIVELLHOOD

A detailed study (diagnostic study) of the identified cluster need to be taken up so that intervention can be need and demand based. Following is the brief account of activities to be carried out under the project proposal.

* Diagnostic study of the cluster

* Mobilization of the artisans in the clusters where diagnostic survey had been completed.

* Skill up gradation training programme (Design and Product Development)

* Setting up of common facility center at block level

* Workshops and training programmers on community mobilization, human resource

development, Market exploration and networking.

* Installation of machinery and equipments for capacity enhancement, quality control, cost

efficiency, higher productivity and returns.

OBJECTIVES

To regenerate capacity and capability of handicrafts artisans in the project area.

To organize the groups of artisans in to self-reliant & user friendly Community Based

Enterprises based on the philosophy and principles of self-help, autonomy and co- operation.

To facilitate the process of economic and social empowerment of project villages of Banka

district by capacity of the groups so that they can pursue regular and remunerative

employment based on their traditional craft and skills and address their basic rights issues.

To expand business operations through effective networking paradigm through Information

Technology Mode.

To upgrade artisan’s skill through appropriate design & technology intervention so as to

enable them to use quality raw material, tools and equipment to produce value- added items.

JUSTIFICATION FOR SUPPORT

Problem Statement

The selected area by the institution for the project is the most backward urban area. Lack of unity, organizations and information sources, illiteracy, unawareness like problems are there in this area. This is why the process of rural development is affected and the problems of rural development is affected and the problems of rural development, education, water, employment etc. are in huge form in such circumstances. Agriculture and animal keeping are main sources of livelihood in this are which depends upon export factory. No other mean of employment is available these at local level. This is the reason for migration of maximum population to other states/districts in the conditions of drought and feminine. The agricultural profit goes 20% during drought and feminine employment, water and animal draw main attention during feminine.

Many families have either sold or handed over their fixed assets to money Landers due to drought and feminine. Under such circumstances 80% of the population in this area is leading life below poverty line.

In the rural society leaded by gents, ladies fined their role within their houses. They don’t play any role in socio-economic and development related tasks or decisions. They are victims of several social traditions and limitation and this is the reason for they un attachment with the main stream of society and development. It is no less than a great challenge to organize the women and bring them at a stage, ensure their participation in social and rural development according to men and make the independence.

The women of urban area are skillful of handicraft. There is a trade of this skill in urban areas for

the last 3 years. The ‘handicraft’ made by the women Block Berasia Village in. Hinooti Sadak, Garediya Daangi, Semari Kala, Nalkheda,Bhaisoada, Khukriya, Barkheda, Taravali Kalan, Sonkhach, Khajuria Ramdas, Dist. Bhopal (MP) is famous but they have no knowledge of marker-demand, designs, brands, selling process, modern techniques, work management on their own level, quality control etc. This is why the products made by them directly cannot stand in the competition market. They require skill development trainings in these areas.

They have no alternative for making their skill a source of livelihood. They can do this work at their houses easily and can increase their family income.

Positive possibilities

Following works are initially to overcome above problems:-

The skillful women should be brought on a stage/platform through SHGs. They should be vast trained about the latest techniques, designs and brands and Efforts should be made so that the trade be under control.

RELEVANCE OF THE PROJECT TO THE TARGET GROUPS

The project aims at providing financial support to the affected handicraft artisans in the area for the following purposes.

Situation Analysis Upgrading skill level Organizing business promotion and Market exploration activities Organizing training programmers on group mobilization, Market trends, product

development, design development, information technology and management functions. Setting up common facility center (CFC) under the management control of leaders of

artisans, Improvement of the technique / improved tools.

STRENGTHS OF THE ORGANISATION

PROMOTING RURAL ARTISANSHIP

Promotion of rural artisans especially through labors intensive occupations like handicrafts which has the potential of absorbing a large part of rural labour gainfully leads to enhanced rural incomes, reduces income inequality and reduces income inequality and reduced pressure to subdivide what is a very often already uneconomically sized farm. FACTORS AFFECTING GROWTH OF ARTISANSHIP

In general, they lack cohesion and are not professional in the way they organize production, financing or marketing of wares made by rural artisans. This exposes the artisans to a large number of problems that bedevil their existence. Successfully promoted a large potential foreign market for labor intensive hand crafted items may be exploited and considerable foreign exchange earned.

FACTORS AFFECTING GROWTH OF ARTISANSHIP

ABSENCE OF APPROPRIATE ORGANIZATIONAL STRUCTURES & LACK OF INTER-ARTISAN COORDINATION

The structure that organize the making of these items are either non-existent or traditional in nature and have not evolved either rapidly or appropriately over time in general, they lack cohesion and are not professional in the way they organize production, financing or marketing of

wares made by rural artisans. This exposes the artisans to a large number of problems that bedevil their existence.

EXPLOITATIVE TRADE PRACTICES:

Lack of organization among artisans makes them vulnerable to certain exploitative trade practices. For example, the supply of credit is uncertain, scanty and comes at a high rate of interest as institutional lenders like banks do not cater to them as they do not meet the traditional banking requirements for advances like collateral, etc. It is generally the middle-man who appoints the artisans to himself by advancing credit on condition that the artisan sells his products to him at lower price.

INSUFFICIENT MARKET AWARENESS:

Lack of organization among artisans also contributes to lack of awareness about the state of the market for their products as well as knowledge of competing products. This is because information gathering and dissemination is a time consuming and expansive process, which easily handled by a large organization, is impossible for a single artisan. As a result, the artisan does not know what o price his ware actually sells for (as compared to the price he receives), the shortcomings (which prevent improvement) as well as knowledge of competition (which prevents him from targeting appropriate markets).

LACK OF TENTREPRNEURIAL SKILL AMONG ARTISANS:

Linked to the problems is the fact that artisans lack entrepreneurial skills. Most of them do not have the necessary skill, knowledge or training to reach or stretch the limits of their potential prosperity by innovations in financing arrangements, marketing and technical design that would lower costs and expand market. This is not surprising given the extremely low average level of education as well as awareness of artisans.

POOR INFRASTRUCTURE

The local government at the state or the district level has never seen rural artisanship, as a way out of unemployment. Consequently, very little investment has been made to promote the sector. Although, this sector does not depend on inputs like electricity to a great extent, transport facilities like roads and rail greatly enhance market access. The clusters in question cannot easily avail. In spite of the spread in these clusters is still low.

ROLE OF PERSON AS A WOMEN WELFARE BODY

Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) visualizes its role as a consultant providing a direction as to how to identify and organize artisans into effectively functioning units capable of arranging own financing and marketing needs with links to financial institutions and organized marketing networks and export houses. PROJECT OBJECTIVES

Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) aims to carry out a study-cum-action plan that is based on a micro-level approach to fulfill the aims enumerated below. The reason for this approach is to ensure that the plan of action based on the initial study is appropriate given the peculiar problems and the unique advantages of the clusters under study.

To provide and implement a roadmap that organizes rural artisans into an appropriate organizational form (a self-help group or a cooperative) and spread awareness about better business practices, the markets for their products, etc.

To provide and implement a roadmap that make’s artisans aware of the technical alterations that can expand market and/or lower costs without comprising the basic nature of their wares as well as make arrangements to upgrade technical skills for this purpose.

To provide and implement a roadmap that enables artisans to built a marketing network to sell their wares or negotiate a fair bargain while entering into an existing one.

Dist. Bhopal Block Berasia (MP) is one of the Town in which all castes, creeds and religions people are available. The migration of people from different parts of the country is one very high side. Among migrants, the unskilled and skilled people are there. The unskilled people migrate to take employment in any place where skill endless is not required. The skilled people also migrate to take job/employment as skilled worker. The skilled worker particularly the craft persons are unable to take employment due to various regions like poverty, lack of education as well as lack of resources with them. In MP majority of rehabilitated colonies are there. Among such Dist. Bhopal Block Berasia (MP) all under villages. The total population of these colonies/areas is more than 6-7 Lakhs. The main feature of this population is that it is mixed one i.e. all castes/creeds skilled/unskilled, educated/uneducated. Among skilled workers, there are very efficient craftsmen too. They are unable to utilize Endeavour due to various reasons like poverty among them, lack of marketing support to the craft persons to stand in the market.

Madhya Pradesh state is one of the city in which not only people form different parts of the country but from international people are available. As regards the craftsmen, almost people working in different crafts are available and they have been migrated in non availability of proper marketing facilities in their respective areas/states, non availability of employment on regular basis. The families have generally migrate & get employment in MP without thinking that their art, they know will disappear. Organization has observed that the migrated people are knowledgeable who can show their endeavor if they are given an opportunity to work. They migrated craftsman are generally scattered in different colonies as will as with in colony. They are not aware of the fact that there are other craftsman in their locality who can assist them in working. There is need to bring the craftsman near to each other so that they could start working in collaboration with each other as will as cooperative basis.

ORGANISATION:

PROBLEMS ANALYSIS :It has been observed that there are problems like :Lack of information on craft and Craftsmen.Lack of Organization and collective action among artisans.Exploitation of Craftsmen by the traders.Lack of market intelligence.Lack of entrepreneurial stall among the artisans.Lack of promotion of Craftsmen/Artisans.

As stated above, there are Craftsmen having knowledge of their skill who have been migrated from different states/parts of the country due to lack of employment/work in their respective areas. They have been residing in slum areas in scattered manner. They are not aware of the fact that there are other Craftsmen residing in their locality. Most of the Craftsmen have not been working in their trade due to poverty, illiteracy and lack of knowledge about the market support. They have been working as labour in building construction, rickshaw pulling or in small scale industries learning their skill aside. There is need to identify the such Craftsmen and to motivate to work in their trade with skill development training to improve the quality of their product.

PHASE - I

PRELIMINARY STUDY

While the problems that are faced by the artisans living in the four clusters have been identified, there never has been any effort by any agency either public or private to study the gravity of these and to quantity them. Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) preliminary task will be to take the major problems faced by the artisans of the clusters in question and study them in detail. Based on the findings of this study, Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) will frame a plan of action to better the lots of the artisans in these clusters. This plan will be implemented in phase II. Phase I will have the following components:

FIELD COMPONENTS

1. PRELIMINARY SURVEY

Preliminary surveys would be undertaken to identify the artisans in some of the Colony in all the clusters. This would be done in all 7 Villages in Dist. Bhoapl Block Berasia (MP)

2. PRELIMINARY AWRENESS CAMPS

There will be 5 preliminary awareness camps one in each Village to facilitate a Two-way flow of information. The interaction with the artisans taking part should help the Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) team to gauge what their problems are and the gravity of such problems. At the same time, farmers will be made aware of the potential market that exists and their impression (about how they expect their strategies will change) recorded.

MARKET COMPONENT

MARKET AWARENESS

Similarly, Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) will also organize a preliminary awareness camp involving city based corporations and traders/exporters for the same purpose. Information will be exchanged and reactions of businessmen controlling marketing networks recorded.

TECHNICAL COMPONENT

Lastly, Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) will also meet technicians and designers to record preliminary information as to how design changes may be incorporated to tower costs and expand markets. Based on the above three components, Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) will frame a plan of action that identifies appropriate products, the gravity of problems faced in the marketing and production of such products and suggest appropriate linkages for the successful commercialization of the handicrafts industry in

the clusters under study. The plan of action is to be implemented in the field of (in all three clusters) as well as in the market in phase II.

PROPOSED PLAN OF ACTION

PHASE - II

FIELD COMPONENT

1. AWARENESS CAMPS

In these awareness camps, the artisans are made aware of the plan of action that Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) proposes. The plan may still be amended on the advice offered by the artisans. As artisans in any cluster have no experience of being organized in to self-help groups or cooperatives, awareness camps will have to be organized in all the villages. These camps will be held in all 7 Villages in the clusters.

2. FORMATION OF SELF-HELP GROUPS / COOPERATIVES/ ASSOCIATIONS

Self help groups headed by a team leader would be formed in all 10 Villages. As to whether such a group will evolve into a cooperative will be left to its members.

3. TRAINING OF SHG MEMBERS ON THRIFT & MICRO CREDIT AND SAVING ACTIVITIES

As the any plan aimed at successful commercialization depends on some members of the target group having knowledge of modem banking practices, selected members/Group leader of the SHGs would be trained on various aspects involved in the management of SHGs. While all members would be instructed regarding saving, loan, group norms, training and banking procedures, record maintenance, business negotiation would be restricted initially to a few. The latter group would be selected from the larger group after evaluating performance in the training session / camp that is common to all members.

TECHNICAL COMPONENT - II

1. TRAINING OF ARTISANS FOR SKILL UP GRADATION

As per the plan of action devised by Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) the quantum of technical change required to enhance marketability of product as well as to lower costs will be

determined and necessary technical training provided to upgrade skills of the artisans to required levels. Quality control will be emphasized.

In all 60 training programmers will be organized, 15 in each year for four years. The training camps will evenly spread over all clusters. Each programme will be of 4 months duration and would include 20 artisans each. The unit cost per course would be Rs. 5,00,000/- per course.

2. SAMPLING SUPPORT

Sampling support of Rs. 500/- would be provided to each artisans belonging to the newly formed groups. This support will be in from of a loan, which would be rotated among members. An amount of Rs. 3.50 lakhs would be required to provide support to 1250 members belonging to 50 SHGs which are to be formed.

3. DESIGN DEVELOPMENT WORKSHOPS AND INTEGRATED PROJECTS

Design Development & Dissemination workshops would be organized to make artisans aware of the potential product range, new materials and color combinations that may be used. Incremental changes designed to make transport of bulky items like can a furniture easier will also be increased. Additionally, new appropriately designed production tolls may be introduced to help artisans increase production and reduce costs. Five workshops held every year for five years with each hosting 30 artisans for a duration of 25 days each should ensure adequate familiarity with new products designs with a financial parameter of Rs. 3,00,000/- per workshop.

4. EXPOSURE OF ARTISANS FOR TEST MARKETING

The project also seeks to make the artisans aware of the market for his products as the changes have to undertake to increase the market. While some of these changes are technical, others involved developing marketing links and networks. This is best accomplished by organizing visits by a representatives group of artisans to major markets in metropolitan cities. Four events with a financial implication of Rs.5,00,000/- per event would

be conducted each year for five years. A part from one Handicrafts Exhibition per year from the 2”nd year of the project would be organized with a financial implication of Rs.3,75,000/- each involving 20 artisans in each programme as per scheme.

5. MARKET SURVEY

It is proposed to conduct a market survey in metropolitan cities to gauge the extent of the market, the niche markets that artisans should target and the pricing policies of the various products that should be adopted to harvests these niches. A sum of Rs. 500,000/- should be set a side for this purpose.

6. PUBLICATION OF BROCHURE AND CATALOGUE

As for the near foreseeable future the artisans will have a market that is order based, 6000 catalogues detailing product range and prices is essential for potential customers and outlet stores. However to lay the foundation of a larger market a website doing the same also be created and steps taken to popularize it. The cost for this will be Rs. 500,000/-.

DESIGN AND TECHNOLOGY COMPONENT

1. DESIGN CONSULTANCY

As we have stressed throughout that up-gradation of skill through design support is an integral part of this project. Along with incorporation of features in designs in keeping with the needs of the various niche markets is also important. As per the plan of action an appropriate interface would be created between the artisans and professional designers. It is important to see that such a link would not create problems of dependency or erosion of any erosion any feature of the artisans’ wares. Thus the designer would be hired for six months who would be responsible form providing design & technical support to all clusters (final figures will depend upon the plan of action recommended by Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) The financial parameter will be Rs.10,00,000/-

2. MARKETING SUPPORT

As we have identified marketing of the handicrafts items is a major constrain for artisans. Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) proposes to hire the services of a marketing manager whose job will be to help artisans market their wares. additionally, identification of potential market out lets and planning measure to tap them by establishing a permanent Show room with a maximum financial ceiling of Rs. 22,00,000/-

3. PRODUCTION SUPPORT

To ensure quality control, two QC to compete with the growing global market a COMMON FACILITY CENTRE will be established which will serve as a satellite centre. These centers will be centers of excellence with all necessary advanced technological infrastructures and would be computerized with modem design software technology. The financial parameter will be Rs.75,00,000/- which is subject to actual after finalization.

CORPORATE COMPONENT

1. AWARENESS CAMPAIGN

One of the proposals of Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) concerns the involvement of the corporate sector in the marketing of artisan wares. Given the outreach and networks they are in a commanding position to give artisans access to a large market. Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) proposes to hold a corporate awareness camp detailing to the corporate what goods are available as well as supply and prices of such goods in terms of handicraft items. Supply chain mechanism will be the thrust area in these workshops. SHGs will be linked with the nationalized banks to avail credits facilities as per need on production if bankable projects. For this Margin Money assistance will be sought from the Office of the D.C. (H) under AHVY. The SHGs will brought into a common platform of FEDERATION.

Proposes to concentrate production into work sheds in order to facilitate organization, dissemination of newly acquired skills, and maintenance of quality control and to harvest economies of scale if possible. Organization of SHGs or evolution into any organizational form that the artisans chose becomes easier if they work together. 4 work sheds (one for each cluster) costing Rs. 30,000/- each, are proposed to be built (final figures would depend on the plan of action recommended by GSSKS

OVERHEADS

An annual amount of Rs. 2 lakh will be required as overhead charges for the One clusters (final figures would depend on the plan of action recommended by Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) and the Sponsoring Organization.

MONITORING AND EVALUATION INDICATORS

The Organization Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) will keep a track of all the activities and programs to be implemented on various locations. All the records will be maintained to measure the developments and achievements – physical and financial to have a strong control over the progress. This will lead us to the better and faster results.

The monitoring will be done periodically (quarterly) and evaluation will be done at the end of the fiscal year by the internal evaluating team of the organization Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.) and also by an independent agency. The clusters achieving satisfactory and above score, will be put on top priority and those found satisfactory will be taken for interim evaluation to learn further tasks for remedial measures.

A quarterly monitoring and progress report will be sent to the sponsoring organization i.e. office of the Development Commissioner – Handicrafts, Govt. of India. Similarly the evaluation report will also be sent to the sponsoring organization with rating of the SHG units and the group of artisan.

operates in a neglected and impoverished area where need is great and services are few.

Thus far the organization has achieved success in ministering the needs of the NR region

of “Gyan Path Shiksha Evam Samaj Kalyan Samiti, Bhopal (Regd.)”

purpose is to equip artisans and formers groups with the technical and organizational

skills needed to increase the efficiency, production and earning.

Action for community empowerment, The poor are invariable power less. Sources of power are either denied to them or they have not identified or tapped latent sources of power within themselves between or around themselves. Major source of power is Villages & colonies, society such as productive assets, skilled jobs and good status and access to same environmental resources are also in the hands of few families belonging to upper classes. The rest of the rural people who mainly live in clusters on the out skirts of the villages are poor and powerless. Real development can take place only if we are able to empower such poor and powerless. Who are bearing the burdens of inequality, injustice and oppression. Indian villages community is stratified under caste system, which does not permit easy mobility between social segments. While there were some national justification for the caste system in the ancient past on the basis of division of labour, it has de-generated into an inhuman management, which perpetuate, exploitation. Under such circumstances development becomes meaningful term only when we are able to inter-knit the broken pieces of village society, help them to solve their issues and achieve their aspiration.
