Contents
1.0 Background
1.01 Swizzels Matlow Ltd have been running their sweet manufacturing
business from their base in New Mills since relocating from
London in 1940. They are a major employer in the area.
1.02 The main factory is at Carlton House, Albion Road. They also own
Grove Mill, just to the north, accessed off Grove Street. Grove Mill
was formally occupied by Neiman Packaging Ltd, a specialist
manufacturer of plastic containers. The company has now stopped
trading and has vacated the mill.
1.03 There is a Swizzels Matlow Ltd export warehouse at the west end
of Grove Mill but the remainder of the building is currently vacant.
It is to be brought back in to use by Swizzels Matlow Ltd as a
packaging facility and the initial works are the subject of this
proposal.
1.04 The site is located just outside the New Mills Conservation Area
adjacent to the River Goyt at Mousley Bottom. As such, this
Design and Access Statement is accompanied by a Heritage
Statement in support of the planning application.
1.05 The site lies within flood zone 3 of the River Goyt which is
designated as a major river. The Environment Agency Flood Team
have been consulted on the proposals. Details of this are set out in
section 2.3.7 below.
2.0 Design Component
2.1.1 The proposed development will involve carrying out demolitions
and alterations to buildings and external areas at the east and west
ends of Grove Mill. At the east end a new service yard will be
formed with a dedicated dock loading area and the existing
building will be adapted to form a goods in, good handling and
storage building. At the west end the existing building will be
adapted to form a goods storage, handling and goods out building.
2.2 Amount
2.2.1 The application site, measures approximately 22 595 sq m. (5.58
acres). The site itself, forms part of the larger Swizzels Matlow Ltd
site which includes Carlton House.
2.2.2 The existing buildings which form the Grove Mill complex
currently provide a total of 8184.8 sq m of gross internal
floorspace. The proposal involves the demolition of three separate
parts of buildings at the east end of the mill resulting in the loss of
521 sq m of floorspace. The total amount of gross internal
floorspace remaining on completion of the proposed development
will be 7663.8 sq m.
2.2.3 This proposal also includes the construction of a concrete service
area with a dock loading facility totalling 1075 sq m in area.
2.2.4 The existing car parking facilities at Grove Mill total 50 spaces and
these will remain unaffected by the proposed development.
2.2.5 When the mill is eventually brought fully in to operation there will
be up too 110 people employed there. They will work a shift
pattern of 6.00am – 2.00pm and 2.00pm – 10.00pm Monday to
Friday, including Bank Holidays other than Easter and Christmas.
A reduced shift consisting of 5-10 people is likely to work
10.00pm – 6.00am Sunday to Thursday night.

2.3 Layout.
2.3.1 The application site is accessed from the A6015 Albion Road, via
Grove Street. Grove Mill lies on a North East to South West axis
running along the south bank of the River Goyt.
2.3.2 On entering the site from Grove Street, there is a access road on
the right which leads to the buildings and service area at the east
end of the mill. Next, there are access points to two car parking
areas, the larger one on the left and the smaller one on the right.
The road beyond these leads to the buildings and service area at the
west end of the site.
2.3.3 The whole of the area surrounding the site, including the bank of
the River Goyt to the north, is heavily wooded with many mature
trees. Whereas these do not directly affect the operation of the site,
nor will they be affected by the proposed development, the
planning application is supported by a Arboricultural Method
Statement in line with the requirements set out by the council’s
Tree Officer.
2.3.4 The proposal involves construction works at the east and west ends
of the mill only. At the east end, the existing tarmac service area
will be taken up and sections of the existing old masonry buildings
will be demolished to make space for the construction of a new
concrete service area. This will have a 25m diameter vehicle
turning circle and a ramped access dock loading bay with access to
2No loading doors. The existing asbestos sheet roof at this end of
the building will be removed and a new composite steel clad roof
constructed at a lower level.
2.3 5 At the west end of the mill, the service area will remain as existing
apart from the removal of a tank bund to facilitate the construction
of a 2 bay dock loading area. The asbestos sheet, north-light roof
of the west end building will be removed and replaced with a
composite steel clad roof at a lower level.
2.3.6 All other areas of the site will remain as existing unaffected by the
development proposals.

2.3.7 The site lies within Flood Zone 3 of the River Goyt which is
designated as a major river. The Environment Agency Flood Team
has been consulted in advance on the alterations being proposed, in
particular, to determine whether a site specific flood risk
assessment would be required to support the planning application.
The response was that as there are no new buildings being
proposed within 8m of the river bank, the Environment Agency
have no objection to the proposal. They have also confirmed that a
flood risk assessment is not appropriate in this instance. They have
advised that the standing advice guidance for minor extensions in
flood zone 3 be followed.
2.3.8 The existing floor levels in the mill are 119.91 AOD at the east end
and 119.32 AOD at the west end. The proposed floor levels will be
the same as the existing. The normal river level is in the region of
115.00 AOD. The Environment Agency have confirmed that the
1% AEP flood depths at the upstream end of the site are in the
region of 123.00 AOD. As it is not possible to adjust the existing
floor levels the proposal will adopt the principles of flood resilient
construction in order to protect the building, as far as possible,
against flood water ingress.
2.4 Scale.
2.4.1 The proposed development is unusual in that it will result in a
reduction of total floorspace on the site and a reduction in the
height of buildings at the east and west ends of the mill.
2.4.2 Demolition of three parts of separate buildings at the east end of
the mill will result in a reduction of 521 sq m of floorspace. This
demolition is necessary in part to accommodate a new service and
dock loading area and in part to remove obsolete buildings which
are in a poor state of repair. The ridge level of the building will be
reduced by 6.72m, dramatically reducing the mass of the building
and its visual impact on the surrounding area.
2.4.3 At the west end of the mill, the building footprint will remain the
same as existing but the ridge height of the building will be
reduced by 1.4m from its highest point.

2.5 Appearance.
2.5.1 The existing mill is comprised of a collection of stone and brick-
built buildings, many with asbestos sheet cladding to walls and
most with asbestos sheeting to the roofs. Many of these buildings
are in a poor state of repair and require significant maintenance
work to be carried out.
2.5.2 The buildings at the east end of the mill include a main stone-built,
asbestos clad storage building with a three low level lean-to stone
and brick buildings surrounding it. The lean-to buildings on the
north and west elevation are to be demolished and the one on the
east elevation is to be part demolished. The main storage building
will have its high, asbestos clad roof removed along with all the
asbestos sheet wall cladding. A new lower level pitched roof will
be constructed over the main storage building using composite
steel profiled cladding in Merlin Grey BS 18 B 25. The walls of
this building and the remaining section of the lean-to building to
the east will be over-clad in composite steel profiled cladding in
Merlin Grey BS 18 B 25.
There will be 2No insulated sectional overhead loading doors to
the east elevation and 1No to the south elevation all in Goosewing
Grey BS 10 A 05. There will be a canopy over the east elevation
loading docks.
2.5.3 The large stone-built, asbestos-clad building at the north east end
of the mill fronting the River Goyt will have its asbestos wall
cladding replaced with composite profiled steel wall cladding and
its existing asbestos-clad roof over-clad with composite profiled
steel roof sheeting both in Merlin Grey.
2.5.4 At the west end of the building the goods out area will have its
north-light asbestos clad roof removed and replaced with a lower,
composite profiled steel roof. The high level asbestos sheet wall
cladding will be replaced with composite profiled steel cladding.
Both roof and wall cladding will be in Merlin Grey. There will be
2No new insulated sectional overhead loading doors to the dock
area on the west elevation of the building. These will be in
Goosewing Grey BS 10 A 05. There will be a canopy over the
dock loading area.
2.5.5 The new roofs will have 15% non-fragile rooflights installed to
provide natural daylight in to the buildings below. Gutters,
downpipes, flashings and trims will be in Merlin Grey to match the
new cladding.
3 Access Component.
3.0.1 The application site is located just south of New Mills town centre
and is accessed the A6015 Albion Road and Grove Street. It forms
part of the Swizzels Matlow Ltd site with the head office, Carlton
House being situated just to the south on Albion Road.
3.0.2 Albion Road leads to the A6 Buxton Road, which is the main
arterial route serving the area. It connects to the M60 Motorway at
Stockport and areas to the south via the A523 and A623.
3.0.3 The New Mills area is served by two railway stations, New Mills
Central and New Mills Newton. Both provide train services to
Manchester City Centre and other surrounding towns.
3.0.4 The closest bus stops to the site are located on Albion Road close
to the Swizzels Matlow Ltd head office. These provide frequent
services to New Mills, Disley, Glossop, Hayfield and other nearby
towns.
3.0.5 There is an on road link to the National Cycle Network at Church
Lane to the east of the site. Secure, covered cycle storage facilities
will be provided on site to encourage staff to cycle to work.
3.0.6 The Grove Mill site currently has 50 dedicated car parking spaces,
including 2 No accessible spaces, located in 2 separate car parking
areas either site of Grove Street which provides the only access to
the site. IT is envisaged that this will be sufficient to accommodate
all members of staff requiring a parking space once the mill is fully
operational again. There is space on the site to create additional car
parking provision should it be required in the future.
3.0.7 Both the east and west end buildings were work is to be undertaken
following the grant of planning permission are accessible from
outside with level threshold access. It should be understood,
however that the work operations which will be carried out in these
buildings will involve handing of goods and the staff members
working in this part of the mill are most likely to be fully able-
bodied.
