APPENDIX-I Proposed Methodology and Work Plan Form-7 1) Understanding of TOR This is a brown field project wherein we understand that the selection of station shall play a very vital role and needs to be evaluated / assessed in terms of its location, terrain, topography, environment, physical surroundings and current surroundings with passenger traffic. The feasibility of this project and further taking it forward for development of a comprehensive master- plan for phased integrated development, complementing the land use and other Infrastructure facilities in terms of town planning, transportation, environmental impact and looking beyond conceptual stage for a progressive master-plan. The Conceptual Plan and the Master plan for development/re-development of the Station on both sides and its surroundings on the entire Railway Land at the railway station are to be developed. The most important aspect of this project and its feasibility is dependable on the viable economic & financial opportunities for Public Private Partnership promoter for making it financially feasible & professionally manageable. This is a great opportunity hence it needs to be looked into absolutely realistic & practical propositions to meet the requirements of this futuristic project. To be able to sustain the pressure of fast urbanization, capacity increase, train traffic and the passenger traffic forecast in most eco-friendly environment and creating pollution free development. The master-plan of the project needs principal approval from various agencies including Railway Board, Divisional Railway Manager of corresponding station & other Government agencies. For taking up the project further details of station building development, preliminary design of concourse, foot over bridges, multimodal access and egress, platforms, commercial and retail, parking, station administrative building, parcel storage, security services, utilities etc. Besides this, the master plan would be conceptualized in terms of land use for creating supporting commercial, recreational infrastructure for hospitality & tourism business and commercial development etc. at the station. This is a visionary project impacting the overall growth, the GDP of the corresponding city & the catchment areas in the neighborhood as such it needs to be visualized as 22nd Century’s ambitious dream project. The major points in Railway Station Planning and Management based on Manual of Standards and Specifications for Railway Stations are 1. Pedestrian flow – to have direct connectivity without Vehicular hindrances 2. Peak Hour Capacity – To Understand the correct saturation level of passenger such that the design can be retained for next 50 to 100 years , for this peak hour capacity is calculated and factor is applied to it 3. Segregation of Arrival and Departure - The Departure and Arrival for the passengers is segregated so that there is no conflict between them. 4. Vacant Platforms - Grand Concourse is designed with proper waiting areas as per calculations based on LOS level 5. Commercial value – Designing commercial and retail upto 10 percent so that the station could be commercially viable 6. Towards Sustainability – Design the Stations and other building as energy efficient 7. Level of Service – LOS rating based on Railway Manual dictates the passenger area requirement and allied facilities. 8. User Friendly facilities – The Station design should be such that it should be accessible by all. 20

9. Commercial and retail development – optimizing on financial model of the project, necessities for the development of commercial and retail facilities inside and around the station is a must.

10. GRIHA RATING – For minimizing on life cycle cost, cutting down on electrical cost is a major challenge. Using green building design principles will help in achieving low cost in Railway Stations carbon footprint over the years.

The consultant is deemed responsible for various aspects during the whole process of design and construction mainly:

1. Review of previous reports/drawings/data and verify the available drawing of the site. 2. Traffic study and development of integrated traffic plan. 3. Studies, Surveys and Investigation

a. Engineering Survey b. Building Condition survey including ascertaining ownership of land and structure c. Existing utilities mapping, assess and plan permanent and temporary diversion utilities d. Preparation of land acquisition plan e. Geotechnical survey f. Study of Identification of sensitive structure

4. Development Control norms 5. Assessment of additional requirement of utility infrastructure such as power and water 6. Relocation plans of buildings 7. Construction methodology, sequencing, scheduling and time frame 8. Environmental impact assessment 9. Cost, BOQ and cost estimates 10. Submissions for purpose of obtaining principle statutory approval/clearance for the master

plan 11. Preparation of various technical schedules of the development agreement

Being foremost an architectural consultancy firm towards Infrastructure project in India, Creative Group through their experience has quite a clarity towards design along with traffic flow in respect to pedestrian, vehicular and other Services is the major concern for Railway Station.

1. Project Planning:

APPROACH

Typically, at the outset of a project, the principal architect/team leader, urban designer and other key technical staff shall prepare detailed activity plans to define unit tasks to complete the project. The level of detail shall be appropriate to the size of the project and to the key milestones to be accomplished during the project. The team under the guidance of team leader specifically lays down the approach & method which is best fit for executing the project.

2. Project Time Line:

Based on the scope of work, the timeline shall be estimated based on the data /gap identification. Creative Group the lead member of the consortium shall ensure smooth delivery of the assignment and delivery to the highest satisfaction level of the client by adhering to the specified timeline.

3. Project Team and Deployment of site architect:

Based on the scope of work, specialized team of Architect, Urban designer, Services expert, structural expert and other relevant key staff shall be engaged to carry out the architectural and engineering design for the project. In addition project architects/Senior architects shall be engaged under the team leader, for timely execution of the project.

4. Periodic Supervision and Site Visit:

After the commencement of work we shall provide all assistance for providing any further clarifications, details, designs, drawings, etc required during the execution and sort out any queries raised by the contractor. The consultant shall visit the project site as per the key personnel deployment chart.

1. INCEPTION STAGE

METHODOLOGY

• Planning of the terminal building to ensure smooth passenger flow, efficient operations, resulting into maximum generation of Non-traffic revenue including preparation of media plans and generation of commercial areas both inside and outside of the terminal building, site survey report including topographical survey and soil report

• Define and discuss the basic criteria/norms involved in the planning/design process and Interaction/deliberations with stakeholders/user agencies for incorporating their requirements and preparing the list of required data to carry out Planning/designs.

2. CONCEPT DESIGN STAGE

• Study Site Capacity to develop design options and Prepare preliminary proposal for development and its impact on immediate environs.

• Prepare Conceptual plan of landscape, building foot print (including water harvesting and other site measures) and location of utilities.

• Carry out pedestrian/ vehicular, public transport movement & parking analysis and planning. • Carry out Volumetric study and urban form recommendations. Urban Design or volumetric

disposition in 3D drawings and supporting plans and quantifications. • Study and incorporate Architectural controls/guidelines/regulations for proposed building

based on the Master Plan and Urban Design Guidelines for the city • Prepare Conceptual design showing:

a. Master Plan of site based on chosen option clearly indicating all components. b. Broad Land use of site along with calculations. c. Building design, space planning, and area distribution with specific emphasis on

• Preparing a project concept design report keeping in mind optimum space utilization and smooth passenger flow, efficient operations, maximization of non-traffic revenue, efficient delivery of railway services

• Preparing a vision document elaborating the vision, objectives, concepts, Principles and strategies in deciding sitting of Station building and concourse, plinth level, associated buildings, external development.

• Preparing concept drawings, artist view, indicative cost for all options along with green building concepts including use of renewal energy resources, concept/ parameters for obtaining the desired sustainability

3. DESIGN STAGE

• Based on the approved concept report, we shall prepare the schematic building plans, elevations, sections and cost of estimate incorporating desired changes for approval.

• Assist after approval of Final building plan in obtaining approval and clearances from various authorities as required.

• Prepare structural design and working drawings required for execution of all civil works for building and site development and submit for approval.

• Modify the structural designs and working drawings based on the comments and resubmit for approval.

4. DETAILED DESIGN STAGE

• Based on the approved Schematic Design Report, we shall prepare detailed drawings for Terminal Building inclusive of following but not limited to:

a. Master Plan/ layout drawings for terminal & external development works, including integration of proposed Station Building with or without Existing Station Building.

b. Detailed Architectural Designs & Drawings & Technical Specifications c. Preliminary/ Schematic Structural Design/drawings/ Technical Specifications d. Preliminary/ Schematic MEP Design/drawings/ Technical Specifications e. Interior Design including Artwork Design / Retail planning f. Landscape Design/ Horticulture & Technical Specifications g. Signage Design & Technical Specifications; h. Preliminary/ Schematic MEP, HVAC Scheme Drawings & Technical Specifications

• Modify the working drawings based on the comments and resubmit for approval • Prepare cost estimate, Bill of quantities and rate analysis on the basis of local DSR/Market

rates based on the final design and working drawings and submit for approval after finalization of working drawings.

Thane is a major railway station on the Central line of the Mumbai Suburban Railway network. It is one of the busiest railway stations in India. Thane was ranked as the busiest railway station on the Mumbai suburban network, followed by Andheriand Kalyan. As of 2013, Thane railway station handles 243,000 people daily. More than 1,000 trains visit the station each day, including 130-140 long distance trains.

THANE RAILWAY STATION CONCEPT PLAN

The station has ten platforms; platform numbers 1 to 3 are reserved for slow trains platform number 4 serves both slow and fast trains and platform numbers 5 to 8 for fast trains & long distance trains, 9 and 10 for trains going towards Vashi, Nerul & Panvel.

The Railway Station is surrounded on all sides by heavy density residential and commercial area. Peak hour passenger of the station reaches to around 15000.

Understanding the Pedestrian Circulation

The above sketch dictates the need of multimodal design intervention in the current scenario of Thane Railway Station. The vehicular movement is divided into two levels namely upper for the bus and lower level for smaller taxis and auto-rickshaw. The station is well served by 5 Foot-over bridges. Over 6 platforms are dedicated to local trains, rest are served by interstate trains. The limited foreground space is major problem for passenger movement around the station.

The problem is solved by providing movement and resting spaces above the platform area know as concourses .The concourse is divided into lower and upper concourses. The division of concourses in upper and lower helps in segregation of the short term and long term passengers (Thane station hosts local trains as well as interstate trains). Therefore the lower concourse is having large span with very less concessions spaces and vice versa for the upper concourse.

Vertical Circulation is hosted on every platform as well as outside the station to reduce the amount of people entering from one entrance. All the foot over bridges are connected to the lower concourse for easy movement within the station.

We ensure to make the visionary projects, impacting the overall growth, of the city & the catchment areas in the neighborhood as such it needs to be visualized as 22nd century’s ambitious project which needs to be inspired by the statement of Late Dr. A.P.J Abdul Kalam, Ex-President of India , “Dreams transform into thoughts and thoughts result in action”.
