Founded in 2005, the Kerala State Civil Service Academy, functioning under the

administrative control of the Centre for Continuing Education Kerala (CCEK) has carved its own

niche as a centre of excellence in moulding young minds in reaching top-notch positions in

Central Civil Services. It was started by the State Government at a time when representa-

tion of Kerala in the country’s top civil services was either nil or meagre and the training

centres were conspicuously absent. The academy relentlessly works towards delivering better

value to CS aspirants through most relevant and comprehensive guidance factoring in all the

parameters of UPSC. The academy is blessed with all the needed infrastructural, instructional and

state-of-the-art facilities to teach, coach, mentor, skill and enable one to reinvent himself to crack

the prestigious civil service examination.

Prospectus 2016-17

History

It was found that since 1970s there had been a steady decrease in the number of Keralites getting into the Civil

Services. When we analysed the reasons for the depressing fall in the number, we understood that it was largely

due to the absence of quality coaching centres in the state. Though the success in the civil service examination

depends largely on the individual initiative and performance, a well-equipped library

is indispensable to an institution that advertises itself as a coaching centre. A large

number of aspirants used to go to Delhi in search of good training centres. The climate

in Delhi and lack of affordable accommodation and food cost them dear.

So, considering the

above facts, Centre for

Continuing Education

Kerala (CCEK), func-

tioning as an autono-

mous body under the Higher Education Department

of the Government of Kerala, in consultation with

Dr.D.Babu Paul IAS (Rtd), thought of establishing a

quality-coaching centre in Thiruvananthapuram in

the first instance. The Director, CCEK took up the

matter with higher authorities, and Shri. K. Mohandas, the then Principal Secretary, Higher Education Department

showed keen interest in the idea of establishing a Civil Service Examination-Coaching Centre. The Government

of Kerala issued orders sanctioning the establishment of Kerala State Civil Service Academy under the CCEK.

Dr. D. Babu Paul, former Additional Chief Secretary, agreed to be the Academy’s Chief Mentor Emeritus. Thus the

Kerala State Civil Service Academy, an institu-

tion in the Public Sector, was established in 2005

under the CCEK with the explicit intention of providing

quality coaching at a relatively lesser cost to the civil

service aspirants of our state. The new sub

centres of the Academy at Palakkad and Kozhikode

are also running effectively well.

CIVIL SERVICES PRELIMS EXAMINATION COACHING

Admission

Admission is open to graduates and post-

graduates, who are selected through an

admission test. Candidates opted for Evening

Batch need not appear for admission test. The marks scored in the admission test will be the criterion for admis-

sion. The specific areas included for the admission test are as given below.

Date of Commencement of Course

The coaching programmes commence in the months of June and December. In June,

admission is given to candidates for regular batch, weekend batch and evening batch.

But in December, admission is given only for candidates of regular batch.

June Batch (Regular)

This is a six months intensive coaching programme which begins in the first or the

second week of June and ends in the second week of November. Classes are held

from Monday to Friday between 9 a.m. and 4.00

p.m. General Studies (common for all civil serv-

ice aspirants) are held between 9.00 am and

4.00 pm. The presence of students at the library

during leisure hours is mandatory. Test papers

are invariably conducted in every week. Classes

for optional subjects will be either from 7.00 am

to 9.00 am or from 4.00 pm to 6.00 pm. [Im-

portant topics of the first paper of each optional

subject will be covered during the period of pre-

lims coaching].

December Batch (Regular)This is a course of six months duration which begins in the first or the second week of December and ends in

May. Classes are held five days a week between 9.00 a.m. and 6.00 p.m. All the activities including the classes for

optional subjects designed for the June Batch are meant for the December Batch as well.

Weekend BatchWeekend batch classes are arranged on Saturdays and Sundays for the convenience of those who have jobs.

These classes start in June, and end in the second week of April. Classes are held from 7 a.m. to 6.00 p.m. Test

papers are conducted once in every fortnight. Classes for optional subject will be either from 7.00 am to 9.00 am

or from 4.00 pm to 6.00 pm. Important topics of the first paper of each optional subject will be covered during the

periods of Prelims coaching.

Evening BatchThis is a course of one year duration which begins in the first/second week of June every year and ends in the sec-

ond week of April next year. It is a course which is meant for the Civil Service aspirants of Kerala who are employed

or studying for various courses. The timing of the class will be between 6.00 pm and 8.00 pm from Monday to

Saturday. They are not required to appear for the entrance test for admission.

Course FeeThe Course Fee for all these batches is Rs. 36,000/- plus Service Tax which is collected in full at the time of admis-

sion. The fee once remitted will not be refunded even if the candidate discontinues his/her studies after attending

any of the classes. Rs.2000/- will also be collected as caution deposit at the time of admission and will be reim-

bursed as and when the student demands it after the completion of the course.

Civil Service Prelims - Crash Course This course has only two months duration from the first week of June to the first week of August. The topics of the

Prelims Examination, paper-I and paper- II, will effectively be covered during the course period. Classes are held on

all days except religious holidays, from 9.00 am to 4.00 pm.

The course fee of Rs. 12,000/- plus service tax and a refundable library caution deposit of Rs.2000/- have to be

remitted at the time of admission.

Main Exam Coaching (Thiruvananthapuram Centre)Adoption Batch:

Coaching classes for the Civil Services Main Examination will be commenced immediately after the Preliminary

Exam is over. A course fee of Rs. 24,000/- plus Service Tax and a refundable library caution deposit of Rs.2000/-,

have to be remitted at the time of admission. The course fee will be refunded when the student is found eligible, i.e.

has passed the prelims examination for admission to the adoption scheme.

January Batch:

Duration - 4½ months - All papers for the Civil Service Main Examination including optional subjects will be covered

during the course period. Course fee is the same as above.

Scheme of Civil Services Examination

(I) Civil Service Preliminary Examination (Objective Type ) - for the selection of candidates for Main Examination,

and

(II) Civil Services Main Examination (Written and Interview) for the selection of candidates for the various All

India Services.

A. Preliminary Examination:

The examination comprises of two compulsory papers of 200 marks each.

Adoption SchemeThe students who pass the Civil Service Preliminary Examination will be adopted by the Academy and will meet all

the expenses in connection with his/her studies for the Main Examination and Personality Test by the UPSC at Delhi.

They will be provided with free coaching and model interviews for Personality Test. They will be given air fare for

their journey to and from New Delhi and free accommodation and food at Kerala House, New Delhi for attending the

Personality Test conducted by the UPSC.

AchievementsKerala State Civil Service Academy has so far produced around 300 successful candidates, who now hold top

cadre positions in IAS, IFS, IPS, Indian Revenue Service, Indian Postal Service, Indian Railway Service, Indian

Information Service, etc. To mention a few of the toppers from the Academy since 2007 are Mr. N. Prasanth IAS,

John Vargheese. In 2013 fourty five students cleared the examination with Dr. Divya S. Iyer on top and during 2014,

36 students cleared the exam with Dr. Renu Raj on top (Second Rank).

Facilities at the Academy(a) Library

As is stated earlier, no candidate can aspire

for success in the civil services examination with-

out using the library properly and regularly. The

Academy has a full-fledged library having in-

numerable books on a wide range of topics. The

Academy subscribes for ten news dailies with

multiple copies and forty magazines and eleven

Educational CDs. Academy has a well furnished

A/C reading room which can accommodate 120 students at a time. The library will remain opened from 8.00 am

to 10.00 pm on all days.

(b) Internet and Virtual Classroom

In addition to the library facilities, the Academy provides high speed Internet connection so as to enable the

students to browse it for the materials they need. To add to the technical caliber, the Academy has now been made

a Wi-Fi enabled Campus. Virtual class facility is another attraction of this Academy. Using this facility the students

can interact with the subject experts from various corners. The academy provides virtual classroom and studio

facility by which classes by experts can be made available to the students of the sub-centres at Ponnani, Palakkad

and Kozhikode.

We hope all our youngsters who aspire for a career in the All India Services, will make use of the facilities that have

been set up at this institution. The parents can assure themselves that they have chosen the right institution and

their children will get all the facilities needed for passing the Civil Services Examination here.

(c) Scholarship

Financial Assistance of Preliminary Coaching Programme for Economically Weaker Students.

A scheme of financial assistance for coaching to Civil Service (Prelims) Examination to economically weaker stu-

dents has been provided in the Academy. Scholarship under this scheme will be provided to 100 students from the

Thiruvananthapuram, Palakkad and Kozhikode Centres of Kerala State Civil Service Academy and Institute of Career

Studies and Research, Ponnani, in a particular academic year, identified based on prescribed conditions. Applica-

tions for the scheme will be invited from the students of all the Preliminary Coaching batches in the Academic Year,

during the month of November. Last date of submitting application is on or before 31st December. Tuition fee will be

refunded to those students who are selected for the scheme.
