Dear Applicant,
I extend a hearty welcome to you for seeking admission to this Institution. Here you will find immense
opportunity to learn and develop your capabilities by availing
a comprehensive and balanced quality education in concordance
with the aims and objectives of the Higher Education of the
country. The institution offers courses adhering to this
viewpoint. This Institution has recorded more than three
decades of constant development, in the course of which it
has accomplished much. At BBKM we believe that 'education'
is a wholesome, holistic exercise. Various extra-curricular and cultural activities happening in our college are aimed at
total personality development of the students.
My message is a simple one. Have ambitions and aims untrammeled and your hard work, enthusiasm, resilience
laced with knowledge and intellect would take you to any extent you desire. Respect for your teachers and college
staff, discipline, focused approach, the notion of compassion and sacrifice for the nation, the passion for cleanliness of

Welcome to Balagarh
A Brief History of Balagarh
Balagarh is situated beside the river Bhagirathi that
surrounds its north and east side. The Balagarh territory
measures up to 48321.14 acres and was the habitat of almost
67610 people. Before the formation of Balagarh Police Station,
Balagarh was included under the Benipur P.S. Large rivers like
Saraswati, Behula, Kunti- which have grown thin with the
passage of time-were connected to the main land of Balagarh
in some way or other.
There were eight union boards under the Balagarh P.S.
i.e. Guptipara, Dhobapara-Bakulia, Somra, Sreepur-Balagarh,Siza-Kamalpur, Dumurdah-Nityanandapur, Ektarpur,
Mohipalpur. The villages beside the river Bhagirathi were rich
in cultivation in the earlier days. Small industries like
handloom, paper mills, and sugar industries also flourished in
Balagarh. Sreepur was famous for boat building industries. The
fishermen used to build big, ornamented and well-decorated
boats. Sreepur-Balagarh, Diwanganj, Gokulganj functioned as
main centre for trading and were famous ports for importing
and exporting goods.
The famous historian A. J. Toynbee reports that a
highway from Bali via Kalna to Murshidabad passed throughthe Balagarh territory before 1890. In the five-year plan afterthe independence, the Saptagram-Guptipara highway, covering
a distance of 19 miles, was sanctioned. A company named
‘Bengal Provincial Railway’ owned by Bengali directors used
to run trains in-between Bandel and Guptipara.
Balagarh and its surroundings have a rich cultural heritage. Basically, ‘vaishnab’ and ‘shakta’
religion flourished in Balagarh. Several fairs and festivals centering on pujas and rituals of several religious
beliefs began to take place in Balagarh some of which are still continuing with great fervor. An amalgamation
of different architectural styles like terracotta, Dravidian, Odissi, Hindu, Buddhist and Mughal is visible in
the ancient temples generally built around the eighteenth century A.D.

In Balagarh, Guptipara and Kalna. One such famous temple is that of Lord Vrindavanchandra
built in the eighteenth century and made of red bricks. Images from the Ramayana and the
Mahabharata, the life of Shree Chaitanya Mahaprabhu are carved in the outside walls of the temple.
Guptipara was one of the major centers for learning Sanskrit. During the fifteenth century,
there were 15 ‘toles’ (centers/schools) for learning ‘Nyaya Shastra’. Balagarh was also progressive
towards accepting modern education during the British rule. Balagarh High School, established in
1855, was considered a renowned institution of that period. Besides, there were several other schools
that achieved eminence. Many social organizations of Balagarh were devoted to social work during
that time.
Jirat-Balagarh is the birth-place of many eminent personalities who pioneered different fields of life—
art, literature, politics etc. The fertile soil of Balagarh produced and nurtured such legendary figures
like the lyrical poet Debendranath Sen, Bhola Moyra, the legendary ‘kabiyal’, eminent philosopher
and scholar Phulkumari Gupta, writer and critic Charuchandra Bandyopadhyay, poet and critic like
Mohitlal Majumdar, Rangalal Bandyopadhyay and noble freedom-fighter, “the Tiger of Bengal”, Sir
Ashutosh Mukhopadhyay.
Balagarh Bijoy Krishna Mahavidyalaya carries in its grain this entire rich cultural heritage and makes
a constant effort to preserve, eternalize and carry it forward.

Shree Bijoy K rishna Modak
A Brief Life History
Balagarh Bijoy Krishna Mahavidyalaya,
established in 1985, affiliated to the University of
Burdwan, is named after Bijoy Krishna Modak,
the noted freedom fighter, renowned educationist
and the legendary mass leader of national stature.
He spent a good part of his glorious life in the
challenge of uplifting the life of the masses of
Balagarh—a relatively backward region of West
Bengal. Bijoy Krishna, a first class graduate in
engineering, carried baskets full of clay on hisown head for building up a village school house
in association with the inhabitants of ‘Srikanta’,
an obscure village of Balagarh. This single
incident is enough to set the very tune of an
institution like this. The college is named after this
great personality who dedicated his entire life for
the sake of the society.
(1906-1994)
The life and works of Bi joy Krishna Modak
• 1921: Left school in response to the call for the Non-Cooperation Movement led by
Mahatma Gandhi. Gets admitted to Hooghly Vidyamandir, a nationalist school established
by the revolutionary leader Bhupati Majumdar. Kazi Najrul Islam, the poet, Gopinath Saha,
one of the patriots and martyrs, were connected to this institution. The school had closeconnection with/was a melting pot of various ideological beliefs like that of non-violence
propagated by Mahatma Gandhi, armed nationalist revolutionary movements and socialist
movements.

Sirajul Hauque et al.

• 1922: Passed the Entrance Examination from Gouriya Vidyatan. Got involved in relief work
in the flood-ridden areas of Arambagh.
•
1923: Got admitted to the Engineering course in the Jadavpur University.•
1925: Entered into the famous ‘Jugantar Party.’ Got himself arrested in the case of bombing
at Dakshineswar.
• 1927: Received a Bachelor Degree in Electrical Engineering with distinction. Joined the
revolutionaries in Haripal Kalyan Sangha.
•
1928: A full-time member of the Indian National Congress. Was engaged to the relief work
at Arambagh. Began to organise farmers’ revolutions.
• 1931: Joined the Indian Proletarian Revolutionary Party. (Co-mates were Kalicharan Ghosh,
Panchugopal Bhaduri, Phanindranath Bandyopadhyay, Binoy Chowdhury, Nirapada
Mukherjee et al.
• 1938-39: Released from the Deuli Jail after remaining imprisoned for seven long years.
Became a member of the Communist Party. Dedicated himself in relief works and in
organising farmers’ association in villages of flood ridden Balagarh, Boga, New Boga,
Srikanta etc.• 1941: Joined the national freedom movement and got himself arrested.
• 1943: Devoted himself to relief work at Arambagh during the famine.
• 1946: Formed the fishermen’s association at Balagarh with Kajal Guha.
• 1948: Got arrested and released afterwards. Led the Farmers’ Movement at Barakamalapur.
• 1952: Was nominated as a candidate of the undivided Communist Party of India from the
Hooghly Lok Sabha Constituency.
• 1953: Led the refugee movement at Balagarh along with Kunjalal Dasgupta.
• 1956: Was elected the Secretary of the Hooghly District Committee of the undivided
Communist Party of India.
• 1956-64: Remained the Secretary of Hooghly District Committee of C.P.I.
• 1964-94: Was elected the Secretary of C.P.I (M) after the division of the Communist Party
of India took place and occupied the post his death.
•
1957: Was elected an M.L.A. of the West Bengal Legislative Assembly from the Balagarh
Assembly Constituency.
• 1959: Led the ‘Khadya Andolan’ and got arrested for this cause.
• 1962-1966: Remained a prisoner most of the time of this period under the Protection of India
Act.
• 1964-1994: Remained a member of the West Bengal State Committee of C.P.I (M).
• 1967, 1971, 1977: Was elected a Member of Parliament from the Hooghly Lok Sabha
Constituency.
• 1980: Was elected a Member of Parliament from the Arambagh Lok Sabha Constituency.
• 1994: On 9th May this great personality took his last breath.

2. Choice of courses
(i) A candidate can choose any number of courses, subject to fulfillment of criteria.
(ii) For B.A. Courses, the following subjects will be available for choice as combination
subjects at the time of application: -
Bengali, Economics, Education, English, History, Philosophy, Political Science and
Sanskrit.
(iii) The College also offers Geography as combination subject. Due to limited number of
seats, Geography will not be available as choice during submission of forms online.
Candidates, after taking admission, will be asked to opt for Geography and will be
allotted according to merit.
(IV) If, number of candidates exercising options for Philosophy, Education and Sanskrit
exceeds the limits of intake capacity imposed by the University – fresh options will
be sought from the candidates after conclusion of the admission process and as per
merit, candidates will be allotted those subjects.
(iv) Candidates opting for Bengali, English and Sanskrit are required to have obtained atleast the pass marks at the H.S. / Equivalent level in the concerned subject(s).

4. Eligibility Criteria
A. For General Stream Candidates
1.
Passed H.S. / Equivalent Examination in any of the years 2013, 2014, 2015, 2016 froma Board/ Council recognized by the University of Burdwan.
2. Non-Graduate.
3. (i) For applying to B.A. Honours Courses
Minimum 45% of full Marks obtained in H.S./Equivalent Examination. For Honours inBengali and English, candidates are required to obtain at least the pass marks in the
concerned subject. For other B.A. Honours subjects, candidates not studying the concerned
subject(s), may apply but in that case, at the time of computation of the composite score,
marks obtained in the concerned subject would be treated as ‘zero’. However, if thecandidate has studied the subject in the H.S./Equivalent level, he/she must have obtained
minimum pass marks in the desired Honours subject.
(ii)For applying to B.Sc. Mathematics Hons.
Candidates must have passed H.S./ Equivalent Examination with Mathematics, Physics
and Chemistry. Minimum 45% of full Marks obtained in H.S./Equivalent Examinationand minimum pass marks obtained in Mathematics.

MERIT LIST
1. List of all the candidates course-wise, as per merit and according to category will
remain displayed in the College website during entire period of admission process.
2.
Preparation of Merit list:
a) For B.A. (Gen), B.Sc.(Gen) & B.Com.(Gen) = Total of Best Five Subjects.
including one language subject (English or Bengali).
b) For B.A. (Hons.) courses:
B.A. with Hons. in Bengali: Total of Best Five + Bengali

3. In case of a tie between two or more candidates, the 6th subject shall be added, if the
tie persists still, the alphabetical order of names would be followed in the preparation of the Merit
Lists.
PUBLICATION OF THE LISTS OF VALID APPLICATIONS AND MERIT LISTS
1. After expiry of the last date of submission of Admission Forms online, course wise lists of all
valid applications would be published duly and candidates would be requested to report to the
College office regarding any omission / error in that list, in writing with a copy of the Application
Form and a copy of the document of Admission Fee payment within the due date. Thereafter, no
objection regarding entries in that list would be entertained.
2. Course wise and category wise Merit Lists would be published.
3. All Lists would be uploaded in the College Admission Portal and hard copies of the Lists would
be displayed in the College Notice Board.

ADMISSION PROCESS
1. The process of SPOT CALL on the basis of the Merit Lists would be followed for
admission.
2. All the candidates featured in the Merit Lists are to be present in the College
premises at the specified time and date and respond to the call from the Counselling
Table with all the documents in original as well as with self-attested photocopies of
the same and TWO COPIES of the APPLICATION FORM.
3. If any candidate fails to respond to the call from the Counselling Table within due
time, his/her candidature for the concerned course would be forfeited.
4. A candidate called on at the time of SPOT CALL will have to produce all the
documents in original for verification, submit a set of self-attested photocopies ofall the documents, TWO COPIES of the APPLICATION FORM and will have to
get the PERMISSION OF FEES DEPOSIT IN WRITING on top of a copy of the
application form from the appropriate authority of the College.
5. After depositing the admission fees within the specified date and time, the candidate
is required to come to the College within the scheduled date and time with that
particular copy of the Application Form and a copy of the Fees deposit
receipt/document for approval of admission. APPROVAL OF ADMISSION BY
THE COLLEGE AUTHORITY IS COMPULSORY WITHIN THE SCHEDULED
DATE AND TIME. IF A CANDIDATE PAYS THE ADMISSION FEE WITHINSCHEDULED DATE AND TIME BUT FAILS TO GET HIS/HER ADMISSION

IMPORTANT INFORMATIONS REGARDING THE
INSTITUTION
PAYMENT OF FEES
The Academic Session begins in the month of July every year. As such fees concerning
that particular session are collected from July onwards. Fees must be paid within the 15th
of every month.
CHANGE OF SUBJECT
Students of B.A.(General) course can apply for Subject Change within one month after the
completion of the Admission process as per the University Regulation. UniversityRegistration has to be done within one month after being admitted or else he/she
would not be deemed as a student of the College.
ATTENDANCE
In order to be eligible to appear at a University Examination, every student has to attend a
minimum of 70% of the total number of lectures delivered at the College as also 60% of
tutorials/practicals, as the case may be, as per the University Rules.
LIBRARY
● Students can collect books from the library on submission of the Library Card but has toreturn the book within 10 days after which a daily fine of Re 1/- will be charged as penalty.
Books are treated as property of the college and any damage to it will be treated as a
grievous offence and as such the student would have to pay the full price of the book. On
completion of the Test Exam books have to be returned to the library within 10 days from
the date of completion. Students can also borrow book from the “Book Bank” by depositing
money.
● The Reading Room of the Library is a place of study and its sanctity should be dulyobserved.

CODE OF CONDUCT
● Students should attend the different Seminars and programmes conducted by the Institution
and if the needs arise should actively participate in it.
● Students should make it a habit to read the notice board regularly to check notices for
schedule of classes, examinations, holidays, activities and other information of relevance.
Ignorance of any notice will not be accepted as a plea or an excuse for any delay in any
matter.
●
The timing of the classes is from 10.30 am to 4.30 pm everyday (except Sunday and other
Holidays). However, there may be special classes for students.
●
Students should have their Identity Cards with them to get entry into the college campus.
Every year they should renew their identity Cards and Library cards. In case of loss ofIdentity Cards and Fee books they can get a new one after applying for it and paying the
necessary fine.
● Students should park their vehicles within the parking space provided by the College inside
the campus.
● Though there is no such dress-code that the college adheres to but students shall be dressed
in a manner which is decent and appropriate for an educational institution.
● The College Campus is a “SMOKE FREE” and “PLASTIC FREE” zone. As such
SMOKING IS BANNED IN THE COLLEGE. Use dustbins to throw litter and keep
your college premises clean. ● Students shall not use mobile phones in the college premises.
● Discipline in the College is accorded top priority. Indiscipline is punishable as per College
Rules. Students found loitering, creating nuisance, destroying the college property or

GENDER SENSITIZATION
The College is extremely alert to matters pertaining to sexual harassment and genderinsensitivity. A Statutory Committee, comprising of members from the teaching and non-
teaching staff, and students look into matters related to sexual harassment of students and
staff in the college. Any person aggrieved in this matter may fearlessly approach the

The College started the Senior Division N.C.C. with 125 student’s cadet from 02.02.1996.
In 2004 33 girl-cadets for the first time joined N.C.C. Every year an average of 8 camps
are organized in Panagarh which includes C.A./T.C./T.S.C. camps. Every year an average
of 2 camps are organized by a state in India. Similarly, a state organizes a single ARMY
ATTACHMENT CAMP PER YEAR. In the last decade 17 students from this College were
recruited to the B.S.F., Indo Tibetan Border Police, Indian Army and the West Bengal
Police respectively. In 1998 2 N.C.C. Cadets from this College participated in the Republic
Day Parade representing the state of West Bengal. From 2001 to 2007 each year a student
of this College participated in the Republic Day Parade, thereby bringing a lot of accolades
to the college. Every year 70% - 80% student cadets pass with B. Certificate and C.
Certificate. Interested Students can join the N.C.C. to keep up this glorious tradition of the
N.C.C. unit of the college.

NSS
The first unit of National Service Scheme was launched in the 1990-91 academic session
after getting permission from the NSS Division of the University of Burdwan. Later in the
academic session of 2001-02 the second unit of NSS was set up. The aim of NSS is to
develop among the students a sense of participation towards nation-building while
providing a creative outlet to their energies. Its motto is “Not Me but You” and “Service
Above Self”. The students are encouraged to join NSS so that they may contribute their
might towards national reconstruction. We take immense pride that our students have been
devotedly engaged in organizing various activities of social relevance like
Blood donation camp, Aids Awareness programme in the locality or going to the adopted
village and helping the villagers to reconstruct the roads or planting trees or carrying out
Literacy Programmes.
Internal Quality Assurance Cell (IQAC)
As per the directions and guidelines of National Assessment and Accreditation Council,
Bangalore (NAAC), the college has an Internal Quality Assurance Cell (IQAC) for quality
enhancement of the institution. It comprises 15 members including the members of the faculty,
management, administration, eternal members. IQAC functions under the guidance of the Quality
Advisory Committee with the Head of the Institution as its Chairman and Prof. Dalia Hossain,
Associate Professor, Department of Political Science as its Convenor. The prime task of the IQAC
is to develop a system of conscious, consistent and catalytic improvement in the performance of
the institution.
COLLEGE SOCIETIES
STUDENT’S HEALTH HOME
The college is a member of the Student’s Heath Home and as such the students are able to
access their medical facility. However, the college tries to organize a Heath Camp for its
students every year.
STUDENT’S UNION
Every bonafide student of the College is a member of the Students' Union. The election for
the office bearers is held every year in the month of September. The objective of the
student’s union is to provide students with opportunities for organizing activities and
interacting with students. The union is set up following the guidelines of the University of
Burdwan.
