I take the pride to pronounce that Gurucharan College, Silchar, in its onward march to the domain of higher education since the day of its inception in 1935, has achieved a significant

m ilestone in 2016-2017 academ ic session in the form of receiving laudable re-accreditation of A Grade awarded by NAAC, Bangalore. This is, indeed, an encouraging recognition to the academ ic standard for this institution of 82 years legacy. W hatever the college has attained today is actually propelled by hard work, devotion and unstinted com m itm ent o f the teaching and non-teaching staff o f the college. I also love to acknowledge the com m endable role o f the students, guardians and alumni who have played a pivotal role to take this institution to an enviable height.

Gurucharan College is perennially proactive in introducing new-subjects and various add-on courses, keeping in mind the needs and requirements of its stake-holders in the context o f ever­growing demand of global education. Besides curricula aspects, the college is relentlessly striving to 'promote youth empowerment and women empowerment through some of its wings like NCC, two NSS units, Kiron-Sashi W om ens Cell and so on. The Career Guidance and Placement Cell of the College make available various career options and opportunities for the upcoming youths. To instil a sense of com m itm ent to the social sectors, the Extension Service Cell carries on activities round the year with active involvement o f the students and teachers. The presence of different research cells and centres in the college manifest acumen and excellence of the faculties, the students and the teachers. The college is also going to introduce P.G. courses in certain subjects at the earliest.

Gurucharan College, Silchar, the prem ier institute o f North-Eastern region established in 1935, is undoubtedly playing a prime role to the cause o f higher education for long eight

decades. In fact, it is due to relentless efforts and sacrifices o f some great personalities and some lovers o f higher education o f yester years o f Silchar. By this time, the college has established herself in every sphere of life, earning name and fame and has become the oldest citadel o f h igher education. In the year 2016, the college has achieved 'A' grade from NAAC in the second cycle of re-accreditation with CGPA of 3.11. This gradation by NAAC expresses the quality contribution o f higher education o f this college in the region in particular and the nation in general.

Today, the college takes pride to stand on its own feet with 25 Departments and 6 Research Centres funded by UGC, DBT, DST and Ministry o f Culture, Govt, of India allied with impressive infrastructure facilities, self-financing courses supported by different cells playing a pivotal role for the promotion o f curricular and co-curricular activities. All these have taken the college to a level o f national excellence fo r which the UGC has recognized it as a College with Potential fo r Excellence (CPE).

Again, taking note of the New Education Policy o f the Govt, of India, Gurucharan College is striving to promote skill-based knowledge, inclusive growth o f education, participatory culture and holistic approach. In addition, to encourage quality teaching, innovative practices and pedagogical explosions, the college is ever proactive to develop its educational dimensions and dynamics to fulfill the requirements o f the populations as outlined in the policy.

As a part o f Digital India Programme launched by the Prime M inister o f India on 1 st July, 2015, the college has also committed and implementing the said programme. The vision of Digital India Programme is inclusive growth in areas o f electronic services, manufacturing, job opportunities, etc. and it is centered on three key areas like digital infrastructure, governance & services and digital em powerm ent of citizens. The initiatives taken so far under Digital India Programme by the college are internet connectivity, W i-Fi enabled zones, installation of ICT tools, initiative undertaken to go cashless, smart classrooms and broadband connectivity are the major achievem ents o f the last few years.

The college has very good infrastructure for higher research activities. It includes 5 major research laboratories in the various departments funded by UGC, DBT, DST, etc. where good num ber of PhD scholars have done the ir research work and published their works in different national and international journals having good impact factor. Very recently, under RUSA programme, the college has been selected for a dedicated language laboratory for the students. It is a matter o f pride for the college that UGC has sanctioned three National Seminars to three Departments such as Bengali, Botany and Political Science. Cumulative effects of all these activities are the driving force o f qualitative and complete modern education for younger generation.

GENERAL INFORMATIONA . A D M IS S IO N F O R H .S & T .D .C . C L A S S E S

i . Application for admission into the college should be made in prescribed Application Form supplied along with Prospectus, on payment of Rs. 150/-.

ii. Notices prescribing the norms, date of interview and admission etc. are hung up in the College Notice Board generally within a week of publication of the results of the qualifying examinations.

iii. Admission process is conducted under direct control of Admission Committee constituted for the purpose. There is separate admission committee for each faculty/stream (Arts, Science & Commerce), headed by a Convener. Each committee will determine their respective admission criteria.

iv. The candidates have to submit separate admission forms for separate faculties.v. While filling up the forms for admission an applicant should pay due attention in the matter of furnishing his/

her preference for Combination he/she intends to take up.vi. Admission is based strictly on merit and is governed by College admission rules framed by admission committees.

Convener’s decision regarding admission stands final.vii. Any undue pressure or interference in the matter(s) of admission will be treated as disqualification amounting

to forfeiture of claim for admission.viii. The attested copies of the following documents are to be furnished along with application for admission:

• Mark Sheet and Certificates of H.S.L.C. and other qualifying examinations.• Character Certificate.• SC/ST/OBC/MOBC Certificate.• Gap certificate in case the student passed the qualifying examination earlier than the current year.• Migration certificate for C.B.S.E. and outside State students.• Latest Passport size photograph for Identity card.

ix. Candidates are required to produce at the time of interviews the original copies of the certificates specified in (viii).

x. No request for admission will be entertained after the prescribed date fixed by the authority.

B . S O M E IM P O R T A N T IN S T R U C T IO N S :i. Submission of Registration form for H.S. & Degree students is compulsory for each students.

ii. Students are directed to go through the Notice Board regularly to acquire necessary information from time to time.

iii. For eligiblity criteria, date of admission and last date o f admission of H.S. & Degree classes will be published in local news paper for advance information to the guardians.

iv. During the submission of admision forms every student should submit two numbers o f self-addressed envelopes.

D . C O L L E G E T R A N S F E R C E R T IF IC A T EApplication for Transfer Certificate shall be accompanied by the following requisites:i) Dues clearance certificate from the College Office, ii) Library Clearance Certificate.iii) Hostel Clearance Certificate. iv) Records of attendance duly signed by the respective Heads of theDepartments, v) Surrender of College Identity Card.

E . A D M IS S IO N O F U N S U C C E S S F U L S T U D E N T Si) H.S. 1SI Year and 2nd Year students who appeared at the AHSE Council’s examination but failed, shall appear at the

subsequent First Year/Final Year Examination of the Council as non-collegiate candidates except that H.S. 2nd year Science students shall be required to attend requisite num ber of practical classes on getting themselves admitted as casual students.

ii) In case of T D C students, Assam University guidelines will be applicable.

i) Minimum 2 (two) Unit Tests will be held in Degree & H.S. Level. Weightage will be given to examination results of Unit Tests in sending up students for Council/University Examination.

ii) A minimum of 75% of class attendance is obligatory to sit for the University/Council examination, as a regular candidate. Minimum of 60% attendance is necessary to appear at the examinations as Non-collegiate candidates for H.S. Examination/University examination. Attendance below 60% will render a student Dis-collegiate and such students are not eligible to appear at the Council’s Final examination.

G . G E N E R A L R U L E S F O R D IS C IP L IN Ei. The college maintains a high standard of discipline. Great emphasis is laid on discipline and character building

of students. They are to obey traditional norms of discipline.ii. Students and guardians are required to furnish an undertaking at the time of admission in respect of the

students’ regular attendance in classes and appearance in college examinations.iii. The students admitted to the college must abide by all rules and regulations as prescribed by the college

authorities. Violation of rules, unsatisfactory progress, irregular attendance, irregular clearance of college and hostel fees, showing discourtesy to the teachers and staff members in any form, adoption of unfair means in the examination etc. are some of the offences which may make the erring students liable for disciplinary action like termination of scholarship, non-award of college certificate, forced transfer, expulsion from the College and Hostel.Students are to keep Photo-Identity Cards with them in the College campus. On demand, students are required to produce Photo-Identity Cards issued to them by the college authority. Failure to produce the Identity Cards may debar them from attending Classes/College.Students may be suspended / expelled / device ceased or refused admission to next session for any breach of College or hostel discipline, such as• Use of alcoholic beverages and hallucinatory drugs.• Political or communial involvement which affect the peace and harmony in the College Campus.

v. Use of Mobile Phone & Cell phone, ipods, MP3 players by the students within the College Campus is strictly prohibited.

vi. Parking place should be used for parking of two-wheelers, cycles, cars etc.vii. While within the College Campus, students should be in college uniform with college emblem.

viii. All forms of ragging in hostel and college-campus are strictly prohibited and will make a student liable to punitive/disciplinary action.

ix. The courses of studies in G. C. College are full time courses. No student can take any other full time courses/ job anywhere simultaneously.

x. Students’ Society and Associations shall be subjected to such rules and regulations that college administration may describe from time to time.

xi. Any notice desired to be pasted or circulated by the students anywhere in the College and Hostel premises shall require the approval of the College Authority.

B. C. GUPTA M EM ORIAL CENTRAL LIBRARYThe Gurucharan college Library was established in the year 1935 and started functioning in the very

same year. The Library was named after late Baikuntha Chandra Gupta following a huge donation from his family for development of the library. The library celebrated the platinum-jubilee year along with the college. The glimpses of the library are the followings :1. Library U sers : Students: 4,042; Teachers: 88; Non-Teaching Staff: 34.

Also open to non institutional members like research scholars, academicians, Ex­teachers and locals.

7. Library Sections :

A) Stack section : Here, the main collection of the college in the form of Text Books is kept. The number of volumes is nearly 36,177 at present. Due to open access system, students and teachers are free to visit the stack area to select their own choice.

B) Reference Section: Here, the rare and valuable collection is kept as reference source. Nearly 4000 volumes of valuable books are there for use by various categories of users like renowned personalities, resource persons, research scholars and university and college students. Persons not only from various parts of Barak Valley visit this library, but also from various parts of Bhrahmaputra Valley, N orth East India, Kolkata, New Delhi, Bangalore, etc. come to visit this library in search of information.

C) M anuscript Section : This is a new feather to the college library which was developed during 2004-05. In 1995, the M anuscript Section was designated as M anuscript Resource Centre (MRC) by the National Mission for Manuscript (Now under IGNCA), Ministry of Culture, Govt, of India. This MRC covers 12 districts of Assam for manuscripts survey, documentation and preservation. In 2010, a M anuscript Conservation Centre (MCC) was also established in collaboration with the same Ministry of which activities are already started.

D) Periodical Section : This section contains almost 36 periodicals ranging from research level, career opportunities and popular magazine.

E) Newspaper Section: This section houses 7 nos. of newspaper.

F) D igital Library Section: The Library is having a digital library with techfocuz digital Library Software.

G) UGC-Network Resource Centre: Under this centre, coordination of various activities, programmes, schemes, notices, etc, sponsored by U G C are looked after besides providing Internet services to teachers and students.

H) EDUSAT N ational Network Centre: The EDUSAT National Network Centre, which has been developed in collaboration with the Consortium of Educational Communication, New Delhi, is presently active in the College library, through which national educational programmes telecast by CEC, UG C, ISRO, IG N O U are available not only for viewing but one can also participate in the discussions live through phone or by web camera.

I) UG C-Infonet D igital Library Consortium : The College library has been selected for the U G C- Infonet Digital Library Consortium, a programme which is sponsored by the U G C under INFLIBN ET Centre, Ahmedabad. Though activities are pending yet, when it will get activated, library users will be able to browse and download approximately 4600 periodicals, national and international, in the library. The G.C. College library is amongst other 50 colleges of all over India to get selected for such programme.

J) N-LIST Programm e: The College is now having the latest INFLIBN ET Programme called National Library & information Service of Scholarly Content (N-LIST) through which more than 6100 e-journals (including current issues with 5-10 years back files) and more than 97,000 + e-books are accessible for any user using login ID and Password. Students are allowed to use this facility from the Central Library.

CAREER GUIDANCE CELLThe Career Guidance Cell, Gurucharan College functions with an aim of helping the students with

proper guidance to establish linkages with the world of work and to trace career opportunities vis-a-vis the realities and job profiles in the context of highly competitive emerging occupational trends across the globe. The Cell, through active liaison with various recruiting agencies and reputed H R personnel, conducts various placement drives and campus interviews through which a good num ber of students are able to find placem ent positions. It also provides support to the students in the development of soft skills to make them well-equipped to challenge the rigours of competitive tests. From time to time, the Cell organizes seminars and workshops to inform the students about the emerging professional trends and events, job profiles, leadership roles, entrepreneurship, market needs, etc.

NCC WINGS FOR BOYS AND GIRLSG.C. College is marked by the presence of two wings of N C C separately for the boys and girls.The motto of N C C is ‘Unity and Discipline’.

NATIONAL SERVICE SCHEME (NSS)The college has two NSS units comprising of 100 volunteers per unit. The motto of NSS is ‘N ot me

but you’. The NSS units of the college are very vibrant in doing works in the social sectors and extend community service.

INTERNAL QUALITY ASSURANCE CELL (IQAC)Internal Quality Assurance Cell (IQAC) of Gurucharan College, Silchar, was established on Oct, 2005.

The primary goal of IQAC is to develop a quality system for conscious, consistent & catalytic programmed action to improve the academic and administrative performance of the college. The IQAC ensures continuous improvement in the entire operations of the institution and ensures the Institution's accountability to the stakeholders.

For enrichment of academic and extra-academic activities of the college, IQAC has established three centres namely GCC-Infoline, Eco Club and Central Instrum entation Centre (CIC). They will act as repositories for information and cater to the needs for inter-disciplinary education and research. Recently, IQAC G.C. College has received finalcial grant of '. 3 Lakh from U G C for its upgradation.

ECO-CLUBThe Eco-Club was formed in the session 2011-12 with the objective to address to the issues related

to environment and its allied subjects.

G.C. COLLEGE W OM EN’S CELLFor the protection of the women against any kind of harassment in the working place, G.C. College has

established a Women Cell. This cell has been named KIRON SASHI W OM EN’S CELL in memory of Late Kiron Sashi Naug whose donation gave birth to this premier institution in the name of her husband, Late Gurucharan Naug.

The motto of this Women’s Cell is to offer all sorts of redressal of grievances of women - both teachers & students, in this co-educational institution, in addition to generating interest in women folks of this College for participation in different Social Welfare Schemes. All Women Teachers are the members of this Women’s Cell. Two female students are also offered membership to this Women’s Cell.

RED RIBBON CLUBAs a service to the nation Red Ribbon Club organises Blood donation Camp in the college. In September

2015, 265 donors (students, ex-students, N C C cadets, teachers and others) donated blood which is considered to be the highest by an educational institution in this region.

It also arranges special AIDS awareness program me through open-air drama in various places to enlighten the locality regarding the various precautionary measures to be taken for preventing AIDS.

EXTENSION SERVICE CELLThe Extension Service Cell runs a coaching centre in slum area. It provides study materials like copy,

pencil, rubber, pencil box, umbrella, school bag to the students. Yoga classes are also carried out among the students.

In January, 2016 at the Itkhola ghat slum area a free eye camp was organised and 478 patients were examined and free medicines were provided. Free cataract operations to 20 patents identified in the camp were done through Ramakrishna Mission Sevashrama, Silchar. 60 patients were provided free spectacles after proper examination.

GRIEVANCE REDRESSAL CELLTo take care of all kinds of grievances of the students regarding academic and cocurricular activities the college has a Grievance Redressal Cell to address the same.

COLLEGE MAJLISG.C. College Students’ Union is popularly known as MAJLIS. It has its own constitution. The Principal

of the College is its ex-officio President. The office bearers of the MAJLIS are directly elected by the students through election every year. The MAJLIS election is held usually in the last week of September. The MAJLIS organizes various co-curricular activities from time to time and during ‘Annual Social Week’ of the College. In addition, the MAJLIS organizes Freshers’ Welcome, Sharad Utsav, Milad, Saraswati Puja etc., and other important events.

Gurucharan College Cooperative and Thrift Society has taken the initiative to make available college uniform to the students of HS 1st year and TDC 1st year, both boys and girls of all the three streams and BBA at the minimal rate of 400/- per set of uniform along with college logo. The students are to collect two sets of cloth of college uniform against the payment of 800/- from the cash counter of the college at the time of admission.
