he Department of Education is pleased to present this provincial statistical report to give school staff,

parents, and taxpayers a general idea of how students in New Brunswick’s Francophone school districts did on the provincial examinations administered in the 2008-2009 school year. A similar document is produced for the Anglophone school districts. It should be noted, however, that results for the Francophone and Anglophone sectors cannot be compared given differences in the respective programs and evaluation tools. This document has four chapters. The first is an overview of the learning evaluation program. The second chapter provides details on the learning evaluation program at the elementary level. It contains the results of the examinations in Grade 2 Literacy, Grade 5 Sciences et technologie, Grades 5 and 8 Mathématiques, and Grade 8 Français.

The third chapter provides details on the learning evaluation program at the high school level. It contains the results of the examinations in Grade 11 Mathématiques and Grade 11 Français, as well as the Grade 10 ESL Oral Proficiency Assessment. The fourth chapter contains a brief description of pan-Canadian and international assessments in addition to results showing how New Brunswick matches up against the other Canadian provinces and the OECD member countries on these assessments. Why is there a provincial evaluation program in New Brunswick schools?

For a number of years now, New Brunswickhas been looking more closely at theeducation system and its performance. Areschools preparing students to becomecommitted, productive, and responsiblecitizens? Will students be ready to meet thechallenges of the 21st century? These arequestions being asked by parents, othereducation stakeholders, and New Brunswicktaxpayers as a whole.

To answer these questions, a provincialevaluation program was set up to assessstudents’ skills in literacy, mathematics, andscience and technology at key stages in theeducation system.

The provincial evaluations are also used toassess studies for the purpose of awardingthe high school diploma .

What subjects were tested?

All the results presented in this document arefrom the ten provincial examinationsadministered from kindergarten to Grade 12 inthe 2008-2009 school year. The subjectstested were Grade 2 Literacy, Grade 5Sciences et technologies and Mathématiques,Grade 8 Français and Mathématiques, Grade10 ESL, and Grade 11 Mathématiques(regular and modified levels) and Français(regular and modified levels) .

How are the exams prepared?

The provincial examinations are developedtogether with teaching staff. Supervision isprovided by provincial evaluation consultantsin association with the provincial and districtcurriculum officers concerned. The theoreticalfoundations and nature of the exams aredefined in the assessment framework for eachsubject .

How are the exams administered?

The rules and procedures to be followed inorder to ensure uniform administration of theexams are set out in an administration guide,which is updated and distributed to theschools for each exam session. TheFrancophone Assessment and EvaluationBranch is responsible for coordinating andadministering the exams .

How is exam marking coordinated?

For each subject tested, head markers aretrained beforehand to oversee the use of themarking grids and ensure uniform scoringprovince-wide. Marking is coordinated byprovincial evaluation consultants incooperation with provincial curriculum officers.

Are there any precautions to bear in mind when interpreting the results?

When comparing averages for a given subject,we must take into account the measurementerror associated with each score before wecan claim there is a difference between twoaverages. Using the standard error, a range(confidence interval) is established, withinwhich the true value of the average is locatedin 95% of cases. The 95% confidence intervalused in this report is calculated by adding twostandard errors on each side of the average.The difference between the averages of twoschools is said to be significant if theirconfidence intervals do not overlap .

In reviewing the provincial examination resultsat the high school level, it should be noted thatstudents enrolled in regular-level courses write

How are the exams marked?

Once the exams have been administered, thehigh school students’ booklets are sent tothree marking centres located in Shediac,Edmundston, and Bathurst. The elementaryschool students’ booklets are sent to a singlemarking centre at either the Moncton orEdmundston campus of the Université deMoncton. The constructed-response questionsare marked by teaching staff under thecoordination of the head markers (teachers ordistrict supervisors), who are trained by theprovincial evaluation consultants. Theselected-response questions are markedelectronically .

gstudents enrolled in regular-level courses writeone set of exams, while those enrolled inmodified-level courses write another.Interestingly, in schools having a largepercentage of students enrolled at the regularlevel, the results are often better than, or atleast comparable with, those of other schoolsfor both the regular- and modified-levelexams. This makes it very important toconsider the percentage of students enrolledat each level.

We must bear in mind as well that provincialexam marks and school marks are only two ofmany factors indicating a school’s overallsituation. Socioeconomic conditions,demographics, what is expected of students,and parental involvement also influencestudent performance. This report does nottake the latter factors into account.

Is the quality of marking checked?

The 2008-2009 exam results were subject tothe implementation of an inter-rater reliability(IRR) measurement process to determine thequality of marking of theitems that require human involvement(markers), that is: Open-ended questions; Essay-type questions Problem solving; Marking criteria for writing exams; and Oral proficiency assessments.

A sampling of booklets is selected at random(systematic method) from the exam bookletsat the marking centres. A second markingsheet is inserted in the booklets selected andthe booklet is placed in the pile with theothers. When a marker gets a booklet with asecond marking sheet in it, he or she mustmark it on the sheet, not in the booklet. Themarker then gives the booklet to anothermarker, who marks it normally, i.e. in thet d t' b kl t

The inter-rater reliability index makes itpossible to answer the question, "Howaccurate is the marking if it is submitted to twodifferent markers (or marked twice)?" Theinter-rater reliability indices are thereforedisplayed with the exam averages for eachlevel in the report.

How are the exams followed up?

At the high school level, a statistical reportbreaking down the results by skill and contentis published after each exam session. Itcontains a description of the school resultsand the provincial average for each subject..

The school districts, together with the school

In English, a sample of records is given to amarker, and after listening to the interviewagain, a proficiency level is determined.

The school districts, together with the schooladministrators and teaching staff, areresponsible for interpreting the results anddeveloping an education plan. The statisticsare reviewed at the provincial level to aid indecision making regarding curricula.

Using the results, teaching staff and schooladministrators can develop and applyappropriate action strategies for correctingweaknesses noted among students, and canguide students in a review of what they havelearned.

The results are also analyzed by the schoolsand school districts and the Department ofEducation.

What is tested?

The exams are developed on the basis of alist of topics drawn up by school districtpersonnel and Department consultants. Thetopics are derived from the provincial curriculaand identify the elements essential for furtherdevelopment of skills in Grade 5 Sciences ettechnologies, in Grades 5 and 8Mathématiques, and in Grade 8 Français .

At the end of Grade 2, reading comprehensionis evaluated at the provincial level. This examconsists of a reading comprehension test andan oral reading test.

Description of performance levels for the Grade 2 provincial literacy exam

Level 1 – The student has significant difficulty in reading.

Level 2 – The student will be able to:read and understand straightforward, illustrated texts geared to his/her level; read variousfamiliar words, e.g., cat, dog, happy, give; break down words into their constituent sounds,e.g., teach-er, pa-per; read various words made up of complex sounds, e.g., neighbour,bread; explain how he/she tackles new words when reading; read while making mistakesthat do not change the meaning of a text; retell what he/she has read and give additionaldetails when asked questions; identify the main characters and events.

Level 3* – The student will be able to:read and understand illustrated texts geared to his/her level; read a range of familiar words,e.g., eyes, red, morning, reading; read words made up of complex sounds, e.g., friend, said,would; explain how he/she tackles new words when reading; find the meaning of a wordbased on the context; read fluently and observe punctuation marks; retell what he/she hasread and describe most of the events of the story; describe the characters the central

What is the purpose of these exams?

The provincial high school examinations areintended to provide provincial certification ofstudies done in Grade 11 Français andGrade 11 Mathématiques. Students enrolledin regular courses write one set of exams and

Grade 10 students’ ESL oral proficiency isreported using a five-level scale. The studentsreceive a certificate attesting to their level ofESL proficiency. Oral proficiency results donot affect Grade 10 ESL course marks.

The results reported in this chapter indicatethe situation for the entire 2008-20091 schoolyear by combining the results for both

What is the purpose of these exams?

The provincial high school examinations areintended to provide provincial certification ofstudies done in Grade 11 Français andGrade 11 Mathématiques. Students enrolledin regular courses write one set of exams, andthose enrolled in modified courses writeanother.

The provincial exams also assess ESL OralProficiency in Grade 10.

What is the passing grade?

The final passing grade is 55% for Françaisand Mathématiques. The final grade consistsof 60% of the school mark and 40% of theprovincial exam mark.

Grade 10 students’ ESL oral proficiency isreported using a five-level scale. The studentsreceive a certificate attesting to their level ofESL proficiency. Oral proficiency results donot affect Grade 10 ESL course marks.

The results reported in this chapter indicatethe situation for the entire 2008-20091 schoolyear by combining the results for bothsemesters, except in the case of Grade 11Français, which is a full-year course .

__________________1 January and June results are combined on the premise that the exams given in the two semesters are equivalent. The experts who help develop and correct the provincial examinations ensure that the exams given in the two semesters are as parallel as possible.

Chart 37 clearly shows that boys have atendency to enrol in modified courses. We alsosee that female enrolment rates areconsistently higher in all regular courses.

The gap is especially pronounced in themodified Grade 11 Français course, with boysaccounting for 64% of enrolments and girls for36%. The difference in enrolment rates showsgirls predominant in the following regularcourses: Grade 11 Français (by 12percentage points) and Grade 11Mathématiques (by 8 percentage points) .

Do the provincial exam results differ according to sex?The provincial results (Charts 38 and 39) show that in the regular courses, girls outperformed boys in Français. Male and female performance was the significantlyequal in Mathématiques. In the modified courses, girls and boys obtained comparable results in Français, whereas the boys outperformed the girls in Mathématiques.

Is there an appreciable difference between exam marks and schoolmarks?

Charts 42 to 53 show that there is often an appreciable difference between provincial exammarks and school marks. This difference is especially pronounced for the regular courses,with school marks being as much as 22 percentage points higher. For a district overall, thegap generally hovers around 7 percentage points. In the modified courses, the differencebetween provincial exam marks and school marks is smaller, hovering around 9 percentagepoints, although it may be as high as 20 percentage points, depending on the course andthe district.

What is the performance index?

The performance index gives the percentage of students in regular and modified courseswho earned a passing mark on the regular-level examinations. Since one objective of theeducation system is to prepare students for post-secondary studies, it is important that theybe able to pass the regular-level exams. This is an excellent indicator of their level ofpreparedness for post-secondary education.

Sample performance index calculation

Say that 75% of all students at school X are enrolled in the regular Mathématiques course.

Now say that 64% of the students who wrote the regular-level Mathématiques exam passed it .

The performance index is then calculated as follows:

(75 64)/100 = 48

Consequently, it can be said that 48% of all students at school X passed the regular-level Mathématiques exam. The performance index for school X is 48 for the Mathématiques

The School Achievement Indicators Program(SAIP) was a cyclical program of pan-Canadian assessments of studentachievement in mathematics, reading andwriting, and science that was conducted bythe Council of Ministers of Education, Canada(CMEC) between 1993 and 2004. The Pan-Canadian Assessment Program (PCAP) hassince then replaced SAIP. The first PCAPassessment took place in the spring of 2007.PCAP will continue to assess performance inthe same three core subjects as SAIP but willhave room for other subjects to be added asthe need arises.

Why did CMEC develop SAIP and PCAP?

Canadians have long been interested in howwell their education systems are meeting theneeds of students and society. To provideinformation on this issue, the provinces andterritories, through CMEC, developed SAIPand then PCAP to assess the performance ofstudents in mathematics, reading, andscience. Three cycles of pan-Canadianassessments have been conducted since1993. The information revealed in eachassessment, together with the reviewmechanisms of individual jurisdictions, hasgiven ministers of education a basis forexamining their curriculum and other aspectsof their school system.

Why did CMEC replace SAIP with PCAP?

At its 83rd meeting (held on April 2, 2003, inLondon, Ontario), CMEC approved thedevelopment of PCAP to replace SAIP. Theneed for a new pan-Canadian program thatwould reflect changes made in jurisdictionalcurricula within the past decade had becomeapparent in Canadian provinces andterritories. PCAP also recognizes theincreased jurisdictional emphasis now placedon international assessments. It assessesperformance in reading, science, andmathematics, and will have room for othersubjects as the need arises. PCAP assesses13-year-old students and enables provincesand territories to improve their ownassessments and validate their results againstnational and international results.

What is PISA?2

The Program for International Student

The assessment covers three domains:reading, mathematics, and science. Althougheach assessment has questions from all threedomains, the focus shifts with eachassessment. In 2000 the focus was onreading, in 2003 on mathematics, and in 2006on science. In 2003, an assessment ofproblem-solving skills was also conducted.

In Canada, the first PISA assessment tookplace in April and May 2000 at the same timeas the Youth in Transition Survey (YITS) foryouth aged 15. The second assessment wasconducted in 2003.

Who participates in PISA?

Although the samples in most countries arebetween 4,000 and 10,000 students, inCanada, over 22,000 students are tested,which allows results to be produced at theprovincial level.

How are students selected? (PISA)

About 1,000 schools across Canada arerandomly selected to participate in PISA andYITS. In these schools, a random selection ismade of 15-year-old students to determinewho will participate.

How is the information used? (PISA)

Because PISA is an international studyinvolving over 69 countries, it provides aunique examination of the levels ofachievement of 15-year-olds around theworld. It gives a clear indication of thepreparedness of these students as theycontinue in their studies and enter the workforce. It is able to address questions such as :

How well are young adults prepared tomeet the challenges of the future?

Results from PISA are invaluable toeducators, social policy analysts, and humanrights advocacy groups. These researchersand analysts have access to importantinformation that can be used in developingprograms to deal with both short-term andlong-term problems or barriers that youngadults may face in their pursuit of highereducation or in gaining work experience.Information from the survey helps to evaluatethe effectiveness of existing programs andpractices, to determine the most appropriateage at which to introduce new programs, andto better target programs to those most inneed .

Young adults themselves are able to see howtheir own experiences compare with those ofother young adults.

Reading as primary domain

Curricula across Canada identify comprehension, interpretation, and response andreflection as major organizing aspects of reading literacy. In this assessment, threesubdomains of the integrated process of reading are assessed: comprehension,interpretation, and response to the text (which includes response and reflection).

Comprehension

Students understand the explicit and implicit information provided by the text. In particular,they understand the vocabulary, parts, elements, and events of the text.

Interpretation

Students make meaning by analyzing and synthesizing the parts/elements/events todevelop a broader perspective and/or meaning for the text. They may identify thetheme/thesis and support that with references to details, events, symbols, patterns, and/ortext features.

Response to text

In responding, the readers engage with the text in a number of possible ways :

making personal connections between aspects of the text and their own real/vicariousprior experiences, knowledge, values and/or point of view;

responding emotionally to central ideas or aspects of the text; taking an evaluative stance about the quality or value of the text,

possibly in relation to other texts or social or cultural factors.

The curricula across Canada in reading generally distinguish between personal and criticalresponses.

Performance descriptors for scores at each level of the general scale

Level 1 scores (379 and below)The student demonstrates a partial understanding of some fiction and non-fiction texts. Thestudent understands directly stated information, relying on familiar vocabulary, concretedetails, and explicit statements. In interpreting texts, the student provides a simplified orgeneral perspective, often relying on directly stated conclusions or connecting someaspects of the text to one another. The student demonstrates understanding of how somecontent and text features are used to accomplish particular purposes. In respondingpersonally a.d critically to texts, the student’s responses are often vague or general

Level 2 scores (380 to 575)The student comprehends, interprets, and responds to a variety of texts in a clear andreasonable manner. The student understands both directly stated information andinformation implied by the text. The student connects general statements and supportingdetails, draws conclusions about the broader meaning and intent of the text, and interpretsspecific parts of the text based on inferences and figurative language. The studentdemonstrates knowledge of how texts are structured and organized to accomplish a varietyof purposes. The student’s personal and critical responses are supported with references tothe text and other sources.

Level 3 scores (576 and above)The student comprehends, interprets, and responds to a variety of texts in a thoughtful andelaborated manner. The student understands directly stated information and informationimplied by the text, including implications arising from subtle aspects of style and tone. Thestudent demonstrates insightful interpretation of the text by synthesizing several elementsor by making a thoughtful analysis of one or more significant elements, often relying onsubtle relationships among elements and ideas. The student demonstrates knowledge andinsight of how writers structure texts and use other elements of style to accomplish a varietyof purposes. The student provides extended personal and critical responses, sometimesincluding social and cultural implications or literary evaluation.

Mathematics assessment

The mathematics component in PCAP 2007 is aligned with the jurisdictions’ own curriculaas well as the standards of the National Council of Teachers of Mathematics (NCTM). The

Organization of the domain

For the purposes of PCAP, the domain of mathematics was divided into four subdomainsand three processes. The four subdomains are :

numbers and operations (percentages, equivalent representations, rates, ratio and proportionality);

geometry and measurement (properties of 2-D figures and 3-D shapes,relative position, transformations and measurement);

patterns and relationships (patterns and algebraic expressions, linear relations and equations);

data management and probability (data collection and analysis, experimental andtheoretical probability. The three processes are:

problem solving; communication and representation; reasoning connections.

The subdomains are traditional groupings of skills and knowledge, while the processes areused in the application of all subdomains. The PCAP 2007 mathematics componentincluded test items drawing from the specifications of all four subdomains and related to thecompetencies (processes) of problem solving, communication/representations, andreasoning/connections. In addition, an attempt was made to ensure that the contexts of thevarious scenarios were drawn from situations that were relevant, appropriate, and sensiblefor Canadian 13-year-olds.

The scope of this assessment was limited to those concepts and skills encountered andused by most 13-year-olds in their courses of study in Canada. However, it was not acomprehensive assessment of all the concepts and skills that a particular system expects13-year-olds to master.

Science assessment

The PCAP science assessment is founded on a definition of scientific literacy thatadvocates that students’ evolving competencies in using science-related attitudes, skills,and knowledge as well as an understanding of the nature of science enable them to conductinquiries, solve problems, and make evidence-based decisions about science-relatedissues Embedded in this definition of scientific literacy is the supposition that students have

issues. Embedded in this definition of scientific literacy is the supposition that students haveknowledge of the life sciences, physical sciences (chemistry and physics), and earth andspace sciences, as well as an understanding of the nature of science as a humanendeavour.

Like the mathematics assessment, the science assessment comprises items associatedwith the competencies and subdomains that provide opportunities for students todemonstrate their use of science-related attitudes, skills, and knowledge. Thecompetencies and the combination of the five interrelated subdomains as defined bycurricula across Canada, as well as the statements in the CMEC's Common Framework ofScience Learning Outcomes , provided the foundation for the development of test items.

Reporting scales for the minor domains

As was the case for reading, one mean scale score for each of the minor domains has beenused for reporting the achievement results. The pan-Canadian mean score was set at 500with a standard deviation of 100.

This marks the fifteenth year of publication of New Brunswick’s provincial examination results by school and district. The Department of Education releases these results to meet the requirements of accountability and transparency.

The production of this report is the outcome of a lengthy process of preparation and then compilation of the data gathered from the provincial examinations administered in the 2008-2009 school year. The Department chose the most relevant data so as to produce a report accessible to everyone.

These results show all education partners and decision makers how New Brunswick students are doing in the subjects that make up the compulsory portion of the curriculum .
