• WARD COMMITTEE TRAINING PROGRAMME

BACKGROUND

• The Department appointed Talent Emporium Academy as a Service Provider, to conduct in depth training of councilors on the necessary and accredited competencies/skills required in local government.

Senior Management Program, consist of the following Modules

• Principles of Strategic Management, Public Participation, and Integrated Development Planning (IDP);

• Municipal Legislation and Policy Frameworks;• Principles of Financial Management, including Financial Management

reporting and Supply Chain Management;• Introduction to Information Technology;• Basic Economics for Management Decisions and Local Economic

Development (LED); and • Introduction to Service Delivery and Customer Care Relationship

Management.

PROGRAMME DURATION

• The above training will be rolled out from the April –December 2013.• Programme was presented to SALGA PEC and it was supported.• The training programme was launched on the 12 April 2013.

Project constraints

• There has been a delay in the commencement of training.• Rescheduled dates due to other activities/engagements

requiring Councilors.• The provision of refreshments/catering during the

implementation of the training remains a challenge.

RECOMMENDATIONS

• Speakers emphasise the importance of the training programme during council sittings/other fora.

• Encourage Councillors to attend the training.

REPORT ON WARD COMMITTEE MEMBERS TTRAINING PROGRAMME

Background and Discussions The Department has appointed two (2) service providers to train ward committee members at local municipalities falling within the jurisdiction of Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg districts as follows: Makavila Suppliers for Capricorn:, Sekhukhune: and Mopani: districts with 1210, 1210 and 1250 ward committee members respectivelyLimpopo LED Resource Centre for Vhembe and Waterberg districts with 970 and 790 ward committee members respectively. 

The training programme was for a period of 6 months starting on the 19th July 2012 until end of January 2013 for all districts. The training programme is a skills programme aligned with the National Qualification Framework on( NQF 2), covering 8 modules accredited by Local Government Sector Education and Training Authority (LGSETA) listed below: • Module 1: Ward committee induction• Module 2: Community Based planning programme for ward committees• Module 3: Public Participation In Local Governance. • Module 4: Core Municipal process and Ward Committee`s role ( IDP,

Budgeting, PMS, LED, Service delivery)• Module 5: Project Management• Module 6: Communication, Facilitation, Dealing with Conflict• Module 7: Community Diversity• Module 8: Meeting procedures and Reporting

Progress to date:

• Ward committee members training programme was rolled out at Mopani, Sekhukhune, Vhembe and Waterberg districts.

• Training at Capricorn district was halted due to some financial constraints for procuring catering and transport.

• Training programme for Mopani and Sekhukhune districts were completed on the 28th February 2013.

• Vhembe and Waterberg districts completed training on the 31st May 2013, after extension of contracts were approved by the Head of Department.

Training programme for Mopani, Sekhukhune, Vhembe and Waterberg Districts:

• The actual training programme started on 14th August 2012 and concluded on 28th February 2013 Mopani and Sekhukhune, after the service provider was granted an extension of 1 month, and for Vhembe and Waterberg completed on 31st May 2013 after an extension of 4 months.

• The targeted number of ward committee members, average attendance and percentage attendance of these training in Mopani, Sekhukhune, Vhembe and Waterberg districts are as per table below:

All learners in Makhado municipality did not attend training for 2 modules with 6 contact days as at close of the contract, due to financial constraints by the municipality for procuring catering and transportation.  Key challenges during training programmes: 

• Learning materials not having assessments guides for guiding processes to assess learner portfolios, and those were apparently developed by service providers.

• The ward committee training programme is pitched at NQF level 2 which requires the minimum entry of Grade 9 in terms of educational level.

• Poor attendance by participants in some municipalities, due to some being called to attend other activities such as public participation events, registrations of SASSA beneficiaries, etc.

• Poor coordination in logistical arrangements; like catering, transport by some municipalities.

• Assessments, internal and external moderations by LGSETA will take a long time to be completed than expected.  

  5. Impact of the training programme Despite all these challenges highlighted above, the training programme was a success. It has added value and instilled confidence to ward committee members in their day to day operations.

Recommendations• Encourage Public Participation Coordinators to implement the

ward operational plans.• Municipalities to develop Public Participation strategy.• Municipalities to develop policy framework for out of pocket

expense for ward committees.• Strengthen District Public Participation Forum.• Ward Councillors to convene ward committee meetings.• Adherence to schedule of ward committee meetings.• Municipal Council to adopt developed guidelines for operational

activities of ward committees.
