1.Introduction; Background Info The Directorate of Meteorology (by then) was transformed into an

Executive Agency through Executive Agencies Act No. 30 of 1997 with Government order No. 405 of 26th November, 1999.

The Tanzania Meteorological Agency (TMA) was inaugurated on 3rd December 1999.

Since then, TMA has continued with the improvement of provision of weather and climate services which contributed positively in the economic growth of Tanzania.

Tanzania Meteorological Agency (TMA) has; 5 divisions, under Director

General’s Office, namely; Forecasting Services Division Research and Applied

Meteorology Division Infrastructure and Technical

Services Division Support Services Division, and Zanzibar Office

575 employees; Men - 443 (77%) Women - 132 (23%) That includes professional,

technical, and administrative support staff

2. Service Delivery Model

TMA undergoes the following procedures to prepare and deliver services to users;

Determination and implementation of Requirements National & International User feedbacks and complains

Provide awareness to users and develop products as per Service Provider and User agreement Service delivery mechanism discussed and agreed by

both parties Service Provider and users Sharing knowledge and experience with other Service

Providers Service available in 24/7, consultations available

2.1 Determination and implementation of Requirements TMA ensures that all requirements, national and

international, are determined and understood within the organization A team of aviation experts sit and review requirements and

provide advice on the status and how TMA can meet them The requirements include Government statutes and regulations WMO, ICAO and other guidelines for aviation service

2.1 Determination and implementation of Requirements The Agency determines aviation user needs regularly

Provides questionnaires for feedbacks and measures satisfaction every 6 month

Receives customer complains and implements corrective measures to rectify the problems

2.2 Providing awareness to users and developing products as per Service Provider and user agreement

TMA provides awareness on weather and aeronautical meteorological training to civil aviation personnel at TCAA training Center.

Service delivery mechanism discussed and agreed by both parties, e.g., the use of Meteorological Aviation Information

System (MAIS) which was developed by TMA was presented to users, discussed, and finally used to deliver, electronically, aviation folders to their operational desks. This has improved service delivery.

2.3 Sharing knowledge and experience with other Service Providers

TMA and other Players in Aviation Sector benefit from the meetings which bring together aviation - met experts who share what they are doing and challenges each institution encounters The meetings prepare road maps of implementation of

agreed items to improve services The meetings also discuss how gaps can be bridged to

improve service delivery

2.3 Sharing knowledge and experience with other Service Providers

TMA has also successfully shared knowledge and experience gained in the field with; Members of Meteorological Association of Southern

Africa (MASA) Nigeria, Saudi Arabia, Maldives, on adoption and

establishment of WMO competence standards

Libya, Zambia, Ethiopia, Seychelles on QMS implementation and cost recovery strategy

Continual improvement of services is very important, and TMA makes sure this happens by; Ensuring QMS is well implemented and sustained by

audits, corrective actions and answering to user needs Implementing WMO Competence Standards Automation of service delivery procedures Arrangements for Cost Recovery of services provided

This is accomplished through meetings and agreements of the heads of the key players in aviation service delivery (TCAA, TAA and TMA)

The journey to Quality Management System of TMA started in November 2008;

Management Support Network (MSN), a Consultant from Canada was engaged to train and provide all necessary consultancy services till June 2009;

It was under the pilot project funded by WMO and TMA

TMA QMS was audited in December 2010; The head office and three airport offices were

involved A certificate of conformance to ISO 9001:2008 was

awarded to TMA in February 2011.

Every end of the year TMA has been visited for surveillance/Maintenance audits;

TMA managed to re-certify its QMS against ISO 9001:2008; in December 2013 and November 2016

TMA has started working on ISO 9001:2015 requirements;

The following have been accomplished so far; QMS Implementation plan in place Training on ISO 9001:2015 requirements conducted ISO 9001:2015 gap analysis checklist established A team of QMS/Risk Champions appointed and trained Organizational Risk Registers in place

TMA plans to attempt an audit against ISO 9001:2015 in December 2017

TMA conforms to the WMO requirements for Competency Assessments for its Aeronautical Meteorological Personnel (AMP); Adopted WMO Competence Assessment Toolkit in 2013 Developed a plan in 2013 which was reviewed in 2016 for

optimal implementation Competence Assessment Guideline of TMA describes and

controls all competence assessment activities of Aeronautical Meteorological Personnel (AMP)

10 senior Officers were trained and appointed as Assessors Awareness on the Guideline is provided to target group of

employees according to the scope.

Training of Personnel;

TMA has established training programme specifically for its Aeronautical Meteorological Personnel The programme details

training needs and syllabus for every category required to execute aeronautical meteorological activities at airport stations

This has led into improved human resource capacity at these stations.

In the efforts to automate services, TMA has managed to develop software to meet customers need on service delivery;

o Meteorological Aviation Information System (MAIS) This has been developed internally to automate the process of

issuing aviation products to customers. o Digital Meteorological Observatory (DMO) Developed internally to automate processes of weather

observations, transmission and archieving of data

Apart from the above, TMA Customers enjoy our local made Low Level Sig Weather chart

This was produced to ensure safety for flight operations in the country at different flight levels, including FL100, FL180 and between FL250 - FL 630

3. Improvement of services 3.4. Arrangement for Cost Recovery TMA recovers part of the costs it incurs in the provision of

aeronautical meteorological services;

Resources raised are purely used in keeping the high quality of the services required and the competence of the personnel providing it

Recovery done is based on WMO Doc 904 guidelines through reviews done by a committee comprising of representatives from the parent ministry and the three key players of aviation service delivery; Tanzania Civil Aviation Authority (TCAA), Tanzania Airports Authority (TAA) and TMA.

Currently, TMA recovers costs from services provided to; Air Navigation Landing and Parking

4. Achievements The service delivery model implemented by TMA has resulted into a various achievements, some of these are;

TMA sits with aviation stakeholders and agree on important issues to improve services

Arrangements for Cost Recovery in place

Terminal Aerodrome Forecast (TAF) accuracy verification in place. Accuracy improved

Knowledge and Experience Sharing in place and Assistance to Other Members of WMO provided Libya, Nigeria, Saudi Arabia, Maldives, Zambia, Ethiopia, Seychelles, MASA,

and EAC

Contributed in the achievement of the ICVM (ICAO Coordinated Validation Mission) conducted in Tanzania in 28 March – 07 April 2017

TMA performed well, scored 20/20 items checked.
