    THE PRESIDENT AND THE VICE PRESIDENT

    1987 Constitution Art 7, Sec 1, 4 & 17.

    Section 1. The executive power shall be vested in the President

    of the Philippines.

    DEPARTMENT OF AGRARIAN REFORM

    Department of Agrarian Reform is the leadimplementing agency of Comprehensive AgrarianReform Program (CARP). It undertakes land tenureimprovement and development of program

    beneficiaries. DAR conducts land survey inresettlement areas. It undertakes land acquisitionand distribution and land management studies.The DAR also orchestrates the delivery of support

    services to farmer-beneficiaries and promotes thedevelopment of viable agrarian reformcommunities.

    The Department of Justice (DOJ) derives its

    mandate primarily from the Administrative

    Code of 1987 (Executive Order No. 292). It

    GOVERNMENT

    Assist the President in the exercise of general supervision over local governments;

    Advise the President in the promulgation of policies, rules, regulations and otherissuances on the general supervision over local governments and on public orderand safety;

    Establish and prescribe rules, regulations and other issuances implementing laws onpublic order and safety, the general supervision over local governments and thepromotion of local autonomy and community empowerment and monitor compliancethereof;

    The Department of Public Works and Highways(DPWH) is one of the three departments of thegovernment undertaking major infrastructure

    projects. The DPWH is mandated to undertake(a) the planning of infrastructure, such as roadsand bridges, flood control, water resourcesprojects and other public works, and (b) the

    THE BARANGAY

    Local Government Code 1991 Sec. 384:

    As the basic political unit, the barangay serves as the

    primary planning and implementing unit of government

    policies, plans, programs, projects, and activities in the

    community, and as a forum wherein the collective views

    of the people may be expressed, crystallized andconsidered, and where disputes may be amicably

    settled.

    CITY VS. MUNICIPALITY

    A municipality or a cluster of barangays may beconverted into a component city if it has anaverage annual income, as certified by the

    Department of Finance, of at least Twentymillion pesos (P20,000,000.00) for the last two(2) consecutive years.
