The strict implementation by the Board of Mechanical Engi-neering (BME), Professional Regulation Commission, of Re-

public Act 8495, otherwise known as the Mechanical Engineer-ing Law of the Philippines, particularly the provisions of Section 34,has resulted to a growing need for more Professional Me-chanical Engineers (PMES).

RA 8495 concerns the required complement of Professional Mechanical Engineers employed in establishments using me-chanical equipments such as steam engines, internal combus-tion engines, generators, boilers, airconditioning systems, heat-ing, ventilating and refrigeration equipment, compressors, etc. being used in mechanical works, projects, plants, industries, ho-tels, malls, moviehouses, high rise structures, etc.

The Philippine Society of Mechanical Engineers thus desires to assist not only industrial plants, hotels and other establish-ments to comply with the requirements of Section 34 but most of all mechanical engineers who are not yet PMEs to proceed to the next level of professional development. In line with this, the Philippine Society of Mechanical Engineers (PSME) is conduct-ing a seminar on Professional Development Course. This course is geared towards updating participants not only in their present field of specialization but also in other fields of mechanical engi-neering practice.

PSME has a group of well-respected practitioners to dis-cuss and share their expertise in the various fields of Mechani-cal Engineering such as but not limited to HVAC, Power Plants, Welding, Industrial Boilers, Machine Shop Practices, Elevators, Escalators, Compressed Air Systems, Manufacturing, PRC re-quirements, Ethics, RA 8495 which are usually the main topics being asked to applicants in taking the PME examination during the first interview.

The PDC came about as a suggestion of the present Chair of the BME, Hon. Alfredo Y. Po not only as a professional service of PSME to Mechanical Engineers, but also to serve as a refresher course on the different fields of Mechanical Engineering.

The PSME trusts that this noble project of our association can inspire not only our members but other Mechanical Engineers and the companies they are working with, to enhance the prac-tice of mechanical engineering and enable companies to comply with the provisions of the M.E. Law.

He said more than ever, the integrity of the organization should be topmost in the priority of the board, in fact, even above mak-ing revenues.

The trips of the vice presidents should be reasonable and should have prior approval of the President Florencio.

There were many discusions during the meeting at the Philip-pine Columbian Association (PCA) conference hall, including the coming ANALCON to be held in Manila tentatively set on Oct. 14 to 17, 2009.

The schedule of the ANALCON was adjusted to give way to the International Congress of Mechanical Engineering Societies (ICOMES) which will be held in Beijing, China on October 19-20.

This is to encourage mechanical engineers to join the ICOMES while inviting attendees to the Beijing event to also drop by and visit the PSME Analcon.

of establishments and work places to ensure that equipment are being run by competent mechanical engineers.

Board of Mechanical Engineering mem-ber and PSME past national president Vi-cente Vosotros said PSME chapters all over the country with the help of the PRC should strengthen their efforts in key cit-ies to ensure professionalism and compe-tence in managing equipment in buildings and also to protect the public.

“Buildings should exhibit their license in conspicuous places so the public would be assured of their safety,” Vosotros said.

DOLE safety engineer Vicente Abordo suggested that the PSME, PRC, DOLE and the police form a multi-partite group to conduct inspections on establishments and work place and to check whether they have competent mechanical engineers running their equipment.

PSME national vice president for tech-nical affairs Antonio Tompar said they are also campaigning against practice of mechanical engineering in “multi-places” because it is against the law. Licensed mechanical engineers should be hired as regular professionals of companies to maintain and operate their equipment, he said.

“Consultants are not allowed because according to the law, someone should ‘take charge and be responsible’ for the equipment so it is illegal to practice in multi-places,” Tompar said.

“If buildings do not exhibit their original licenses that establishment can be con-sidered illegal,” he added.

The Cebu City police through Senior Insp. George Ylanan committed the assis-tance of the arm of the law in implement-ing RA 9495, saying they will cooperate in ensuring buildings are safe for the public.
