How we do it PTE combines design talent, commercial acumen and social commitment to lift every day places out of the ordinary. Our rigorous, questioning approach produces design solutions that are intelligent, imaginative and which add value and joy. We work closely and collaboratively with our clients, forging long term relationships. We place great importance not only on the way that buildings look, but also on the way that they are made, the way they are used and how they age.

Who we arePTE is a practice of about 150 professional and support staff. We are owned and managed by our working partners. Our core services are architecture, masterplanning and urban design, property development and community engagement.

Where we work We are based in Islington and are active in nearly all the London boroughs. We carry out architectural projects throughout England.

Practice

What’s different about PTEWe have the resources and financial strength of a large practice but we offer the personal service of a small one.

We practice what we preach by carrying out our own developments through our related property companies. We bring to our external clients the skills and aptitude learned through over 40 years of profitable and award-winning development experience.

Our projects range from five homes to five thousand. We are equally comfortable tackling smaller bespoke building projects as we are masterplanning whole new settlements and urban districts.

We never forget that every ‘unit’ will be somebody’s home or workplace and deserves the care that we would give to designing for our own occupation.We aim to build what we design and we retain the full range of skills in-house to take projects from inception to occupation. We believe that an architect cannot create a successful concept without understanding how it will be delivered.

Our studios at Diespeker Wharf provide a great working environment, a local landmark and a visible expression of the practice’s ethos. Along with our neighbouring developments on City Road Basin, they show how restored historic buildings and radical new ones can stimulate economic, social and environmental regeneration.

In the following pages we show a small selection of PTE’s current and recent projects – and new images of some of our older ones, places which have aged gracefully and attracted respect and care from their occupiers.

We begin with a portfolio of building types and then show how these are combined to create complete settings for domestic and civic life: residential neighbourhoods, town centres and complete new settlements. This mirrors PTE’s own growth and diversification from small conversion and infill projects to increasingly large and complex mixed-use buildings and places.

We then explain the range of services we offer and the approach we bring to the whole process of change in the built environment: from understanding the context, engaging with stakeholders, conceiving intelligent and joyful solutions, implementing practical delivery plans, and learning from the outcomes.

PTE’s early work pioneered approaches which are now accepted best practice: respect for context, community engagement, regeneration of brownfield land, blurring the distinction between market and subsidised housing.

We have diversified into the creation of all types of homes for all types of people: from urban apartments for the wealthy to houses for disadvantaged families, starter-homes for the young to innovative living concepts for the ‘third age’.

PTE has developed successful responses to the rapid growth in residential density in our cities, towns and suburbs and the shift towards apartment-living triggered by economic, political and cultural trends.

We have cautioned against big monolithic development and shown how popular homes can be created at high density through intelligent and contextual planning, often combining different typologies on one site: houses, duplexes, contemporary ‘mansion flats’ – and landmark towers in the right location.

We specialise in combining affordable and market homes, whether for rent or sale, within integrated mixed-use developments.

In recent decades apartment developments have tended to edge out house-building from urban, and even suburban, locations. Yet houses remain enduringly popular among consumers, and our schemes show how traditional models can be adapted to contemporary lifestyles and development densities.

PTE has been designing successful housing for older people for many years, and our current practice and research seeks new responses to the opportunities and challenges presented by Britain’s ageing population.

We understand the diverse needs of older people, and the role that good design can play in meeting them, whether providing convenient and spacious apartments for wealthy downsizers or making an active and inviting hub for active older people in more fragmented urban settings.

Third Age Housing

Each client and location demands a fresh approach, from an activity kitchen for baking and crafts to a secure sensory garden for sufferers from dementia.

We design new and upgraded homes ranging from self-contained apartments, through sheltered housing and extra-care homes, to fully-supported residential homes. Often these form part of wider mixed communities.

PTE unlocks the potential of existing buildings to provide great new spaces to live and work.

We pioneered the conversion of redundant industrial buildings, schools and hospitals into thriving housing and mixed-use developments, and our award-winning work in this sector continues today.

Many of these have a local or national heritage designation. We understand the constraints and possibilities of historic buildings, and the challenge of satisfying current regulations and environmental standards. Much of our work combines restoration with contemporary extensions and interiors, or integrating restored structures within larger new developments.

With increasing interest in the relative capital and life-cycle costs (including energy costs) of existing and new homes, housing providers are looking for innovative ways to improve the performance and popularity of existing housing stock.

PTE has extensive experience of upgrading existing homes: street houses, pre-war mansion blocks and post-war estates. Interventions range from low-cost improvements to energy performance, security and open space through to radical transformation and extension.

Most projects involve engagement with existing communities, and many have required working around residents in occupation.

PTE has a growing portfolio of education projects, including ten new schools and several remodelling projects.

PTE’s experience in urban regeneration enables us to realise the full potential of schools as community hubs. We are specialists in co-locating schools within mixed-use developments, incorporating other community facilities, homes and workspace. This can bring wide regenerative benefits, as well as raising cross-subsidy.

We work in close collaboration with teachers, governors and pupils, who come into our offices to learn about the design process and teach us about what they need to make a better school.

Our workspace projects include speculative development and bespoke commissions: fit-out and new buildings for particular end-users, which draw on our consultation skills to find out what an organisation really needs. Several of our developer clients have asked us to design their own offices.

Employers understand that to attract, retain and motivate the best people they must offer an excellent working environment: comfortable, stimulating, adaptable and accessible. We are interested in how workspace influences an organisation’s performance and culture, and how working, living and recreating can be integrated into sustainable neighbourhoods.

PTE has created and restored a wide range of places for sport, leisure and community life: sports centres, a famous outdoor lido, a public library, health centre, community centres and local parks.

Such facilities play a key role in fostering sustainable neighbourhoods, but they are increasingly difficult to fund and maintain: PTE is involved in public-private collaborations and in the co-location of facilities to achieve more intensive shared use.

We are also involved with commercial leisure facilities, such as cinemas, bars and restaurants, through our town centre regeneration work.

Urban regeneration is at the heart of PTE’s practice and history: transforming urban areas through gradual mending or radical change. Much of our work has centred on deprived residential areas and declining industrial districts, but regeneration can also benefit affluent places, where innovative thinking can turn a blighted site into a major commercial and community asset.

Regeneration takes time, and some projects involve 10-20 years of continuous change: we initiated the revival of City Road Basin with the restoration of our own offices followed by two major mixed-use developments, giving others confidence to invest in the area.

The improvement and transformation of housing estates has been a focus of PTE’s urban regeneration work for nearly four decades. We have helped communities to turn around more than 30 estates in London, the Midlands and the North West.

We assess the costs and benefits of refurbishment versus redevelopment and propose sustainable strategies for long-term incremental change. PTE’s regeneration masterplans reconnect fragmented estates with their surroundings – including the mending of historic street patterns broken by insensitive post-war planning, and the replacement of isolated blocks by continuous street frontages.

The full range of PTE’s experience converges in our work on town centre regeneration, combining public realm design with the provision of homes, community facilities and employment space.

Such projects are also increasingly leading us into retail design, which is a relatively new sector for the practice. We are advising local authorities and developers on the integration of small and large shops (including supermarkets) and leisure facilities (such as cinemas) into complex urban sites, combined with new housing developments and major public realm improvements.

PTE is engaging with key rural development issues: threats to local services; pressure on infrastructure; balancing demand for commuter and retirement homes with affordable housing for local people; protecting the countryside from neglect or over-development; insertion of new buildings into rural contexts with distinctive vernacular traditions, where style and appearance tend to be even more sensitive than elsewhere.

The Avenue in Saffron Walden won a RIBA National Award for the integration of clusters of new houses into a historic market town. Our work includes smaller infill developments, town and village extensions and complete new settlements.

One solution to development pressure in the countryside is to create entire new towns, villages and urban extensions. Such projects require an understanding of the complex interaction between homes, jobs, transport, local services, utilities infrastructure and landscape impact.

In recent years PTE has brought its strategic design and masterplanning skills to bear on a number of major projects for new settlements and large urban extensions of between 300 and 10,000 homes. Clients include private and institutional landowners, and our work includes extensive engagement with local authorities and other stakeholders.

PTE’s core skills are in architecture, masterplanning and urban design, property development and community engagement. We are experienced in all stages of the development process from site-finding and appraisal, through planning and construction, to post-occupancy management and evaluation.

Creative concepts should grow out of the particular constraints and opportunities of a site and brief, and not be imposed by some wilful desire to be different. PTE believes, and has demonstrated throughout its 40 years of practice, that the ordinary stuff of our built environment can be mended, elevated and transformed to create places where people really want to base their working and domestic lives. We believe that modest buildings can and should form a beautiful and practical background for our lives. That’s why we published a book called Out of the Ordinary: it shows how everyday places and buildings can achieve quiet excellence.

For example, Connaught Gardens is a quiet terrace of family houses which responds to its sloping wooded site with timber shingles on the garden side and a black and white street façade taking cues from the 1930s semis opposite.

Equally, we have created dramatic buildings when the brief and context call for a landmark. The Deptford Lounge is a striking new civic focus, and part of a new town centre complex including a library, a school, market square, artists’ studios and keyworker homes.

Concept Design

PTE has been winning beneficial planning consents for 40 years. The planning process has become progressively more complex, more expensive, more controversial - and slower. We negotiate successful permissions by putting a lot of energy into consultation with the local authority and the wider community, by presenting our proposals clearly in both words and images and by rigorous project management of the planning process. We keep abreast of constantly shifting planning policy and procedure, and we manage the mountain of specialist information which is now required.

Arundel Square is a bold development of 146 apartments within a conservation area and might have provoked strong objections. PTE spent many months talking to neighbours and local amenity groups and won their support for ambitious change: decking over a railway cutting to complete the fractured Victorian square and extend and re-landscape the public gardens.

PTE has completed over 40 masterplans for residential neighbourhoods, town centres, new settlements and urban extensions. We bring to these large-scale interventions the strategic thinking and attention to detail which we have learned from delivering built projects. Masterplanning is as much about process as product, and it has holistic objectives: environmental, social, cultural and economic. The delivery strategy will often involve several agencies and developers, and phased implementation over an extended period of time.

PTE’s masterplan for City Park West, a two and half hectare site in Chelmsford, provides over 600 new homes, a new food superstore and other retail, over 8000m2 of commercial and community facilities, including the refurbishment of a number of important historic buildings.

At Packington Estate we are reintegrating the old estate into the surrounding area and providing 820 new mixed tenure homes.

Masterplanning

PTE has always been as interested in the spaces between buildings as the buildings themselves. Urban design is a collaborative and multi-disciplinary process of shaping the physical setting for civic life: the art of making places through the interaction of groups of buildings, streets, open spaces and landscape with the activity which takes place within them. We expect all of our architects to approach projects in this way, and we also embed specialist urban designers within project teams.

PTE’s urban design services include feasibility studies, outline masterplans, design codes and urban design guidance, such as Supplementary Planning Documents (SPDs) and Area Actions Plans (AAPs). Our specialist urban designers work alongside our architects on both urban design and architectural projects.

At Hornsey Road we have created a series of public streets, spaces and new homes built on pedestrian desire lines.

PTE’s focus on creating buildings and neighbourhoods with a lasting appeal to their occupiers is complemented by sound understanding and experience of the technical aspects of sustainability. In recent years the regulatory framework in which we operate has become increasingly complex, with the introduction of ambitious targets. PTE’s Head of Sustainable Design helps our project teams to give our clients practical advice on creating sustainable developments in a cost effective way.

PTE provides BREEAM, Code assessment services and post-occupancy evaluation, and concentrate on delivering the most appropriate solution to each individual site.

At Woodside Square in Muswell Hill we have worked with a cohousing group to design 30 apartments and houses which meet Passivhaus certification, using the world’s leading fabric first approach to low energy buildings.

Sustainable Design

Our larger projects and masterplans involve complex teams of advisors. We are happy to work with our clients’ directly appointed consultants, but we often provide a one-stop shop with PTE as lead consultant responsible for selecting, employing and project managing some or all of the other team members.

We work with a long-established network of other professionals and can select the very best team for a particular project, including cost consultants; property and valuation advisors; structural, civil, transport and environmental services engineers; landscape architects and ecologists; energy and sustainability advisors; and other technical and legal specialists.

Our scheme for the regeneration of Walthamstow town centre includes a multiplex cinema, with shops and cafes fronting onto a new public square. Over the leisure complex and above street level we have created around 120 mixed tenure flats and houses and a communal garden. The scheme involved working closely with structural and building services engineers to ensure the acoustic and vibration separation of the cinema, and the careful routing of all domestic services.

Most of PTE’s activity is consultancy to a wide range of clients developing housing and mixed-use projects. However, we also practice what we preach, investing in our own development projects: PTE Property and its associated companies have been carrying out direct property development for over 35 years. Our development activity has taught us how to combine design talent, commercial acumen and social commitment.

The three completed projects featured here were all initiated by PTE land acquisitions: Angel Waterside, Arundel Square and Connaught Gardens. All were profitable, have won major design awards – including Housing Design Awards in 2009, 2010 and 2011.

PTE has been working with communities for over thirty years to find out what people really want from their neighbourhoods. Development has become an increasingly adversarial process, and the new Localism Bill proposes a more consensual approach: PTE can help developers and local people to steer a course towards changes which benefit the wider community.

In the area of neighbourhood and estate regeneration PTE has gained the confidence of many communities which have suffered years of disappointment and false starts, drawing disparate voices together to produce a practical vision for the future.

The essential tools of community engagement are the ability to listen, to explain and to inspire. We exercise these through exhibitions, workshops and focus groups; web forums, newsletters and opinion surveys; filmmaking, fun-days and youth projects.

Community Engagement

In recent years many architects have focused solely on planning work and have shied away from the challenge of getting things built. At PTE we plan to build everything that we design – and usually we succeed. We believe that you cannot create a robust planning concept unless you understand how it will be put together. This approach leads to practical, lasting and beautiful solutions.

Our Design Delivery Workshop specialises in post-planning work, including production information and construction stage services to contractors. The workshop, with the support of our Knowledge Hub also provides technical advice to our concept design and planning teams and is responsible for keeping the whole practice abreast of technical and regulatory developments.

At Angel Waterside we acted not only as architect, but also as co-developer and contractor. This kind of activity gives us exceptional insight into how things are built and what they cost.

Successful engagement with the community, client groups, planners and other stakeholders relies on clear and inspiring drawn and written communications.

PTE’s in-house Communications Group provides a specialist service to our project teams and clients designing and delivering customised communication strategies including branding, marketing collateral, websites and events.

Graphic Design and Communications

PTE uses practical experience and research to complement and inform one another. We contribute to best practice and debate through research, report-writing and public speaking. We enjoy collaborating with academics and other professionals, including a group of our closest peers and competitors. Recent focus has been on housing density, design standards, eco-towns, localism and innovative funding for schools.

PTE was selected by the HCA as co-author of the HAPPI report (Housing our Ageing Population: Panel for Innovation), which set out the case for change in the provision of housing for older people. We participated in visits to 24 exemplar schemes in six countries, conducted background research and prepared the final report. It was enthusiastically received by sector agencies and has become a policy driver for new developments.

PTE has written the Zero Carbon Hub ‘Builders Book’ and ‘Services Guide’ for industry to help reduce the energy performance gap on site.

PTE has co-authored a number of reports and discussion papers including; Superdensity: the Sequel, Transforming Suburbia and Altered Estates.

Pollard Thomas Edwards is a Limited Liability Partnership owned by its working Partners, controlled by two Senior Partners and guided by a Council of Partners, Associate Partners and Senior Managers. All our Partners are actively involved with clients and projects.

At Pollard Thomas Edwards we offer our clients the resources of a large practice and the personal service associated with a small consultancy. We have around 150 talented design and technical staff, enabling us to handle a wide range of projects and to meet demanding programmes. We also have a comprehensive infrastructure of support staff and systems. At the same time, we value personal relationships with our clients very highly, and this is reflected in the fact that around 80% of our work is repeat business. All of our projects receive attention at a senior level, and all of our directors are actively involved with clients and projects.

We are based in London, and are able to service projects throughout England. Our studios at Diespeker Wharf in Islington provide a great working environment, a local landmark and a visible expression of the practice’s ethos. From here we offer our core services of architecture, masterplanning and urban design, property development and community engagement.

Our company structure reflects and supports the way we provide our service to clients.

As well as maintaining an active role on projects, Senior Partners Andrew Beharrell and Teresa Borsuk take an overview of our creative output and our business strategy, including the way we deliver our service to clients.

Our service is provided by three Workshops: two are focused on concept and planning work and one on post-planning design delivery. All three are able to cover the full range of our residential and mixed-use work, and in addition they incorporate teams specialising in education projects and third age housing. The Planning Workshops are headed by Partners Dominique Oliver and Tricia Patel, Carl Vann and Patrick Devlin, while Partner Kaye Stout oversees the Design Delivery Workshop.

Our Knowledge Hub provides up-to-date information and advice to the whole practice on all the technical, planning, legal and graphic challenges and solutions which shape our sectors of work. It is headed by Partner Roger Holdsworth, supported by our Heads of Sustainability and Technical Audit, and by Associates with specific areas of expertise.

The practice is supported by our Finance Director, Communications Manager and Practice Manager, whose teams cover all of our business functions: information systems, finance, human resources, premises and administration. We also have a Communications Group, which includes specialist graphic designers and writers who produce professional reports, submissions and consultation material on behalf of the practice and our clients.

The practice was founded in 1974 by Roger Pollard, Bill Thomas and John Edwards. From the start PTE combined an unusual set of aims and attributes: a commitment to finding out what end-users really want; a challenge to orthodox post-war modernism and a belief that new buildings should be respectful to their surroundings; an enthusiasm for complex and messy redundant sites and buildings; and a determination to put the practice’s ideas into action through direct property development. All of these have informed the core values of the practice today, with its belief that good design, coupled with intelligent use of money and a commitment to social and environmental change, makes property development a force for good.

The present owners of PTE include Senior Partners Andrew Beharrell and Teresa Borsuk. They joined in the early 1980s and became Directors by the end of that decade. Supported by a highly committed and talented senior team, the present generation has steered the practice through a process of steady growth and diversification and ensured its stability through two recessions. They have sharpened up PTE’s design profile (winning over 30 national awards in the past three years alone), while adapting to new procurement and business practices.

In 2014 we made the next step in the evolution of PTE by setting up a Limited Liability Partnership (LLP) and extended the ownership of the practice to include Carl Vann, Dominique Oliver, Kaye Stout, Patrick Devlin, Roger Holdsworth and Tricia Patel.

Our History

We have a diverse workforce, and are one of the very few large practices to achieve a 50:50 gender balance. Talented people come to PTE from all sorts of places and backgrounds, and around 22 different languages are spoken.

PTE enjoys high levels of staff retention – and also a significant number of returnees. This is partly down to the work we do and the way we do it, and partly to the sociable environment in our beautiful canal-side offices.

Our headquarters lies on the Regent’s Canal about five minutes walk from Angel, Islington. Diespeker Wharf enjoys one of the most tranquil locations on London’s canal network and provides a great working environment for our staff, clients and collaborators. We acquired and converted the Victorian timber mill in the mid-90s and won a Civic Trust Commendation in 2000. Our garden wins prizes every year.
