A meeting of the Parliamentary Committee of Public Accounts was held in the Committee Room, Level 6 of the Parliamentary Annexe, on Thursday, 6 April 1989 at 8.32 a.m.
Mr G. Alison - Chairman, Messrs Booth, Campbell, Stephan, Hayward, White and Fraser.
In attendance - Secretary, Mr D. W. Bletchly and Research Officer, Mr K. Lambkin.
Minutes of the meeting of 30 March 1989 were circulated and confirmed {Moved Mr Stephan; Seconded Mr Booth) .
Advised arranged for next meeting at 9.00 a.m.
Agreed to invite David Fagan (Courier Mail) to do summation session on Thursday.
The Chairman outlined developments to date. Agreed to notify the Speaker in future of full public inquiry.
Briefing/Review Procedures as presented by the Secretary adop ted (Moved Mr Hayward; Seconded Mr White) subject to inclusion of notification to Speaker of full public inquiry (appended hereto) .
Following submission by the Secretary resolved (Moved Mr White; Seconded Mr Campbell) that in terms of Section 19, 20, 33, 42 and 44 that -
Donald William Bletchly, Secretary/Principal Research Officer, Parliamentary Committee of Public Accounts, Parliamentary Service, Parliament House, Brisbane
and
Kevin John Lambkin, Research Officer, Parliamentary Committee of Public Accounts, Parliamentary Service, Parliament House, Brisbane
be appointed to assist the Committee with conduct of its business and be deemed to be acting under its authority and direction.

BRIEFING/REVIEW PROCEDURES
Discussion Phase
Matters brought to Committee's attention discussed;
Depending upon the information available Committee determines to either request a BRIEFING or resolve to conduct a PRELIMINARY REVIEW or if sufficient information a FULL PUBLIC INQUIRY;
If a BRIEFING is required, staff prepare report from available information.
Preliminary Review Stag e
Chairman informs Minister of Committee's desire to inform itself further on certain topics. No public announcement by either party;
Information requested, on a confidential basis from Accountable Officer in each instance;
Report prepared by staff.
Decision Stage
If satisfied with information presented no further action, else decision made to conduct FULL PUBLIC INQUIRY with a public hearing under Sections 26 and 27;
Scope of Review established;
Chairman notifies Spokespersons.

Press Statement issued by Chairman;
and
Press Statement prepared by staff for each Member;
Opposition
Press Advertisements prepared and forwarded to Government Advertising Officer;
Date set for next comprehensive briefing.

Information Collection Phase
Accountable Officer forwarded copy of letter to Minister (and any other relevant documents} by Chairman;
All other Ministers and Members of Parliament advised and invited to make submissions by Chairman;
Relevant industry associations advised by Chairman and invited to make submissions.
Auditor-General advised by Chairman.
Investigation Phase
Accountable officer contacted by Secretary to inform him/her of scope and operations of review;
Accountable officer requested by Chairman to supply further relevant documents etc. to Secretary;
Secretary and Research Officer commence investigations on Officer to Officer basis (with nominated contact person};
Further reports prepared for Committee by due date.
Hearing Stage
Public Hearing and inspections conducted on information established.
Reporting Phase
Draft Report prepared by staff and circulated to Members -Members may elect to prepare sections of report individually;
Meeting held to consider report word by word;
Report finalised and forwarded to Printer;
Report tabled . in House by Chairman;
Press Statement issued by Chairman;
Press Statement prepared for each Member by staff;
Report forwarded by Chairman to Minister, Accountable Officer and relevant bodies who made submissions;
