1. Introduction 1.1 Project Background

Aurecon has been engaged by the Office of Major Projects and Infrastructure (OMPI) to provide advisory services for the delivery of the State Aquatic Centre and GP Plus Development Design and Construct (D&C) project for the State Government.

OMPI has been successful in an application to the State’s Places for People program to provide urban design enhancements to the public environment around the State Aquatic Centre and GP Plus Development precinct providing funding of $742,500 for the following types of initiatives:

• Enhanced urban design initiatives • Water Sensitive Urban Design (WSUD) initiatives • Environmentally Sustainable Design (ESD) initiatives • Public art

The following stakeholders have been involved in developing this precinct enhancement program:

• OMPI (Steve Woodrow and Lisa Alexander) • Office for Recreation and Sport (ORS) (Jenny Hughes and Anthea Shem) • City of Marion (John Valentine and Marg Edgecombe) • Department of Health (DoH) (Alison King and Mark Nangle) • Places for People (Craig Grocke)

1.2 Project Task

Aurecon’s Urban Design + Place-Making team has been requested to work with the client and project stakeholders to undertake the following tasks:

• facilitate a stakeholder workshop to: – define and prioritise a series of project opportunities – scope the urban design framework within which the project opportunities are considered

• prepare an Urban Design Framework and Urban Design Principles to drive the project (this document)

• prepare a detail scope for each project opportunity • based on the current D&C urban design plan prepare a revised urban design concept that:

– incorporates each of the Places for People project opportunities – defines the scope of each opportunity that will be negotiated through the D&C contract and the

scope that will be implement through separate means.

2. Urban Design Framework 2.1 Approach

The following approach was employed to fulfil the project task:

• Design and facilitate a workshop to engage the project and precinct knowledge of the stakeholders in defining an agreed set of prioritised project opportunities

• Prepare the Urban Design Framework, Urban Design Principles and project opportunity scope and circulate for comment

• Prepare revised urban design concept and initiate delivery methodology through D&C Contract and other delivery mechanisms

2.2 Urban Design Principles

Based on the Stakeholder Workshop outcomes the following Urban Design Principles are proposed to guide the Places for People project opportunities:

1. Generate a destinational quality for the precinct with a clear sense of arrival

2. Facilitate major event access to and from the precinct

3. Create an active and safe public environment that provides areas of shelter and supports a range of community events

4. Connect facilities, transport and destinations with clear and safe wayfinding

5. Celebrate the cultural values and qualities of the precinct through public art

6. Incorporate sustainable outcomes in the public environment

A pictorial representation of the scope of each urban design principle is provided in Appendix A.
