WELCOME NEENAH In July, the Neenah Health Department became part of our consolidated Winnebago County Health Department. We will maintain an office in the Northern end of the county to better serve Neenah and the northern Towns. A contract with the Neenah School District for school nursing will be honored this fall in accordance with the Consolidation agreement. Our goal is to provide equal and similar services throughout the County.

NEW BOARD OF HEATLH TO SERVE THE COUNTY Our newly configured Board of Health met for the first time in August, which now includes 4 representatives from the City of Oshkosh, 2 from Neenah, and 3 from Winnebago County, based on population. Appointments were made by Mark Harris, County Executive. We had to say farewell to Peggy Larson, Dr. Joseph Bachman, and Ken Neubauer and thanked them for their past service.

The new configuration consists of:

Neenah – Dr. Shiloh Ramos, Jill Collier

County – Tom Egan, Tom Ellis, Joanne Sievert

Oshkosh – Stan Kline, Sue Panek and Deb Allison-Aasby

A physician from Oshkosh, Dr. Sam Hofman will be appointed in September

Board of Health Minutes and Agendas are posted with the County Clerk and may be viewed on the County Website www.co.winnebago.wi.us as they become available. The public is always welcome to attend Board of Health meetings.

FAREWELLS Not only are we in transition with the addition of staff from Oshkosh and Neenah, we need to say farewell to two of our key employees!

Lisa (Brown) Lang has been our Grant Coordinator for the Drug Free Communities Grant. During her four years with the Health Department, she has built solid community partnerships enabling re:TH!NK to be well known throughout Winnebago County. She has taken a position with the Oshkosh Area School District She will be greatly missed!

Jeff Phillips has been our Environmental Health Officer managing and expanding our Environmental Health Program for nearly 6 years, as well as taking on the challenges of Emergency Preparedness. He has helped us through our community health improvement planning, the consolidation process and the initiation of Health Space (new State software) for the Sanitarian Program. Jeff has taken a position with the Wisconsin Department of Health and Human Services as a Contract Specialist. Farewell Jeff!

PERTUSSIS Pertussis (Whooping Cough) continues to have a presence in Winnebago County as Wisconsin leads the nation in case rates this year. Follow-up with infected persons is very important to help protect life threatening illness in infants and case follow-up is very time consuming and putting strain on our resources. Private medical providers are required to report this and many other communicable diseases to their local Health Department for follow-up to determine the source and prevent spread of disease. Pertussis Vaccine is available and required for all children. It usually comes in a combination of Tetanus, Diptheria and Pertussis, commonly known as the Dtap or tDap shot. The chart below shows the incidence of Pertussis in Winnebago County for the past three years.

re:TH!NK awarded a Transform WI Grant! re:TH!NK is proud to announce that we were awarded a $460,000 grant as part of the Transform WI project administered by the Wisconsin Clearinghouse for Prevention Services and funded by the CDC Prevention and Public Health Fund. Coordinators are still working out the details of the grants but will let everyone know how this will impact re:TH!NK very shortly. The scope of the grant focuses on chronic disease prevention by expanding smoke-free environments to include apartment buildings, strengthening farm-to-school programs so students have access to fresh fruits and vegetables, and increasing physical activity for kids by promoting and implementing open gyms between schools and community agencies.

Eleven Notable Marks in the community attended the rollout of re:TH!NK’s 8 ft. messaging kiosk at an unveiling event on July 17

at the Leach Amphitheatre. This apparatus will be around the county featuring short public service announcements and messages on healthy lifestyle promotion.

Parade Outreach

re:TH!NK stepped up the local outreach, literally, by participating in the 2012 Oshkosh and Omro 4th of July parades. The Media Committee along with volunteering families donned patriotic gear, banners, balloons and super soakers to increase visibility and partnerships in our community. Thousands were reached with handheld business cards, key chains promoting our websites and high energy chants “RETHINK”! Everyone got a chance to see MARC, the messaging kiosk.

eatsmart! The eatsmart! mission is to make it easier for people who want to eat healthy to have options available in restaurants.

Eight local restaurants in Northeast Wisconsin have partnered with re:TH!NK highlighting menu items that get a "thumbs up" from local health professionals like ThedaCare and local health departments. The eatsmart! icon clearly identifies menu items that you can eat everyday. So far eight restaurants are in various stages of implementing the pilot project. For a full list of restaurants,

Workshop Energizes People Who Have Ongoing Health Conditions Developed at Stanford University, the LIVING WELL workshop helps participants with any ongoing health condition including arthritis, diabetes, high blood pressure, anxiety, heart disease, depression to:

Find better ways of dealing with their symptoms

Discover fun and easy exercises to help improve strength and energy

Learn effective medication management

Eat better

Talk effectively with family and health professionals about their health

Manage stress and deal with difficult emotions such as anger and sadness

Find support from others dealing with chronic conditions

Feel better about life The next Living Well workshop will be at Carmel Residence independent living apartment complex in Oshkosh. The workshop will be led by trained leaders (who also have chronic conditions) from Winnebago County Health Dept and Network Health. Strong Bones Classes: 2 locations in Winnebago County Strong Bones is an evidenced based, simple, safe, and effective strength-based and nutrition education program for mid-life and older women and men who are interested in improving their health, vitality, and well-being. Those who participate regularly may improve bone density and muscle mass while becoming stronger, energized, and more active. Menasha – Menasha Senior Center: September 6 – December 6, 2012, 5:15pm - 6:15pm, Every Tuesday and Thursday. WIC The WIC (Women Infants and Children) program provides nutritional education and food vouchers for income eligible families.

Food Safety for Moms-To-Be and their Children

Handling food to keep it safe to eat is important for everyone. It is especially important for pregnant women, babies, and young children. During these times the immunological system that fights illness is not functioning at its highest level. Remember these basic rules: CLEAN: Wash hands, cutting boards and surfaces often. Rinse fresh fruits and vegetables before eating. SEPARATE: Separate raw meat, fish, and poultry from ready to eat foods throughout shopping, storage, and preparation to avoid cross contamination. COOK: Cook food to safe temperatures. Beef, pork and fish should be cooked to 145 degree F. Poultry, eggs and leftovers should be cooked to 165 degree F. High temperatures kill bacteria. CHILL: Refrigerate leftovers promptly. Never eat cooked foods or cut fresh fruits or vegetables if they have been sitting at room temperature for more than 2 hours. Never defrost food at room temperature. Defrost food in the refrigerator, in cold water, or in the microwave.

Pregnant women should heat hot dogs and deli meat to steaming hot to kill

bacteria.

Pregnant women should not eat raw fish, raw eggs, or unpasteurized foods.

IMMUNIZATIONS With school starting in the fall, it is time for parents to ensure their children have been vaccinated. The Health Department provides Immunization Clinics in Oshkosh and Neenah. We will be looking for changes in the coming months due to the Affordable Health Care Act, and will provide information when it becomes available. In the meantime, if you or your children are in need of immunizations, call the Health Department 920-232-3000 or 920-727-2894.

Refugee Program Refugee Health is new to WCHD. We’ve transitioned State refugee funding from the Oshkosh Health Department to Winnebago County, and we will continue to do the refugee health assessments as soon as possible after arrival to Winnebago County. As of June 2012, three of our Public Health Nurses have or are handling 70 refugee health screenings and follow-up. We expect to have 100 before the end of September. Another 100 cases are projected for the next cycle, October 2012 to September 2013. Refugees and their families are followed for 90 days. Statistics of Health Department activity are listed in the following chart. Activity for the City of Neenah has not been included at this time. (Oshkosh statistics do not include activity in the month of April.) Look for more details in the next Quarterly Newsletter.
