Walkerville Library Survey

The Town of Walkerville in conjunction with Public Library Services SA, University of South Australia and CERM PI are conducting a Customer Service Quality Survey The community is encouraged to help assess the services of the Walkerville Library by completing the questionnaire online via the link http://tiny.cc/WalkervilleLibrary or QR Code (please note the online questionnaire cannot be completed at different time intervals unless the browser is kept open); or collecting a hardcopy from the Walkerville Library. The survey should take about 10 minutes to complete, all answers will be treated confidentially and you can choose to withdraw from this research at any time. Capital Works Update

The Multi-Purpose Shed at Walkerville Oval The existing shed and compound demolition has occurred. The new solid fence between the site and Kindy has been erected over the Christmas break. The Kindy will reopen for the 2020 year on Tuesday 28 January 2020.

The actual shed will be erected next week.

The contractor, MYKRA Pty Ltd has indicated the new multi-purpose shed will be complete by the mid-February 2020, weather permitting.

Road Reseal Program

Road reseal program for next week is as follows: Tuesday 28 January 2020 - Hay St. Profiling of existing surfaces will occur prior to asphalt laying. The profiler will work ahead of the asphalt laying crew. Residents will be notified 48 hours ahead of works occurring and traffic management will be in place before commencement. Works will commence at 7 am each day and be completed by 6 pm.

Open for Consultation The Town of Walkerville is conducting a period of public consultation the following documents: DRAFT 2020 - 2024 Living in the Town of Walkerville – strategic community plan Council’s DRAFT 2020 - 2024 Living in the Town of Walkerville – strategic community plan is an aspirational document, which reflects issues that may / will shape our future community and town over a four year period. We want to hear your views on what is important to you. Do the aspirations and strategies accurately reflect the community’s priorities? What projects, initiatives and actions do you think are needed for Council to achieve its aspirations? Is there something that we have missed? General On-Street Parking Policy – open until 9 February 2020

The Town of Walkerville General On-Street Parking Policy exists to improve the overall customer experience of on street parking in the Township through accessibility, choice, efficiency and support for the environment. The Township of Walkerville is located on two major transport corridors Main North Road and North East Road / Northcote Terrace. The Township is also adjacent to Adelaide City Council.

As such, parking impacts of the Adelaide Central Business District are experienced within the Township regularly. By virtue of this proximity, the Township experiences parking stress associated with people’s changing driving habits, the cost of inner city all day parking. It is recognised that these factors impact on the availability of general on street parking, requiring a robust Council policy that provides strategic direction.

Privately Funded Development Plan Amendment Policy – open until 9 February 2020

Council seeks to introduce this policy to ensure an open and transparent process for accepting private funds for investigations into potential planning policies and / or the preparation of amendments to the Town of Walkerville Development Plan, including addressing any potential conflicts of interest.

Council further seeks to ensure adherence to the legislated requirements outlined in the Development Act 1993 for the rationale and processing of Development Plan Amendments (DPA), and in doing so mitigate any risks to Council associated with receiving private funds associated with the preparation of a Statement of Intent and DPA.

Council’s Community Engagement and Consultation Policy The revised Community Engagement and Consultation Policy (Policy) aims to meets Council’s obligations under section 50 of the Local Government Act 1999 and outlines a set of principles that underpin Council’s approach to engagement and consultation and its commitment to the community. The purpose of the consultation is to obtain your views on the Council’s revised Policy and to find out how you would prefer Council to engage and consult with you.

Heritage Plaques Grants in the Town of Walkerville Now Open The Town of Walkerville has adopted its first ever Heritage Plaques Policy at the 17 June 2019 Council Meeting. As such, Council is touching base again to advise that applications to install a Heritage Plaque are now open. Heritage plaques showcase the historical significance of buildings that make a valuable contribution to the historic character of Walkerville. The heritage plaques are not only limited to residential dwellings, but also include a range of buildings, landmarks and statues, plants/trees and kerbing.

Heritage: A site that has been identified in the Development Plan to meet the relevant criteria for Local or State heritage listing, in accordance with the Development Act 1993 and the Heritage Places Act 1993.

The desired outcome for our boutique Council is to highlight our Township’s rich and vibrant culture. By increasing the number of heritage plaques in the Town of Walkerville, Council will formally recognise its local and state history, ensuring it is displayed, enhanced, celebrated and most importantly, protected by the appropriate legislation. Each plaque will identify the property name and may include a short history of the building. For those properties with limited history, a simple sign identifying it as a “Local Heritage Place” or “State Heritage Place” will be offered. Worm Farm Workshop

Friday 31 January 2020 2.30pm and 3.30pm, Walkerville Town Hall This workshop is run by organic and sustainable gardener Alan Shepard and will provide a theoretical and practical understanding of composting and worm farm systems. Street sweeping helps keep the Township clean Our street sweeping trucks drive by your street approximately every 4 weeks to keep the gutters clean. This not only keeps our streets looking clean and tidy, it also helps protect our environment by removing leaf litter and debris before they enter the stormwater system. It also reduces the chance of flooding in the event of heavy rain and importantly clean streets ensuring our roads are safe for motorists, cyclists and pedestrians. Council also runs seasonal programs as required when there is increased leaf and berry fall. Additional sweeping is also undertaken to manage autumn leaf fall within the Township. At times impacts from weather can slow us down. Recently the extremely hot weather resulted in a dramatic increase in the number of trees dropping their leaves slowing our sweeper down. Our sweeper also has to stop to spread materials that have been placed into piles. While we appreciate the efforts of residents to pile leaf litter our street sweepers cannot pick up these piles. Leaving the leaf litter spread in the gutter helps keep our sweepers moving. Our street sweeping programs are seasonally adjusted to effectively manage the level of risk in streets where issues are present generally relating to street tree litter. While we make every effort to keep our streets clean year-round, you can help out by doing the following:

- avoid sweeping leaves or clippings onto the road. - do not park caravans, trailers or boats on the road for extended periods.

Council Meetings An Ordinary Meeting of Council was held at 7.00pm on Monday 20 January 2019.

Matters that were considered at this meeting of Council included:

• Community Land Management Register

After discussion, Council resolved to revoke the community land status from the site – this will now need Ministerial approval.

Council also chose to defer the naming of the reserve adjacent to the Memorial Gardens (cnr Warwick & Church) to allow Administration to present a list of potential prominent names (past and present) for Councils consideration.

• Community Strategic Plan

The 2020-24 draft strategic plan was presented to Council, who resolved to release it for public consultation, with some minor tweaks.
