Setting the Context: Why are we here?

• In June 2017, the Board of Trustees approved the latest version of the Long-Term Program and Accommodation Strategy (LTPAS) which lists a number of studies to be conducted to address accommodation and program issues over the next 10 years.

• Each year the LTPAS is revised and approved by Board of Trustees.

Central Accommodation Team (CAT) Project Launch – September 2017Studies in the LTPAS are approved by CAT to commence Local Feasibility Team work

Local Feasibility Team (LFT) – October 2017– March 2018Once approval is received from CAT, a LFT is formedLFT is composed of directly affected superintendents, principals, trustees, and other central staff as requiredThe focus of the LFT is for staff to develop feasible solutions to share with the Program Area Review team

Program Area Review Team (PART) – April – May 2018CAT reviews LFT report and recommends approval to form a PARTPART members review data, discuss impacts, and makes a recommendation to proceed or not to proceed with any changeOne of the PART meetings shall be a community meeting to receive broader feedbackOnce PART has reached decision, superintendent prepares report with recommendations and brings it to CAT for review

Role of the PART:

• Comprised of: local Trustee(s), Superintendent(s), Principal(s), Central TDSB Staff, and school council chairs (or designates) of directly affected schools

• Advisory

• The PART shall make recommendations to inform staff and Board of Trustees

• PART recommendation(s) may be modified by staff and/or Board members

Function of the PART:

• The PART shall function by reaching consensus among members

• If consensus cannot be reached, a vote shall occur

• Voting members include: Principals, School Council Chairs or Designate, and Secondary School Students

• The PART to define quorum, voting procedure, and process to be followed in the event of a tie vote

• Mountview Alt Jr School was formed in 1983 by a group of parents

• Mountview Alt Jr School is in the process of re-envisioning the school’s mission statement

• Currently, the philosophy of the school includes environmental awareness and social justice but is pending review of the school’s mission statement

• School encourages:

• Parental involvement

• Involving parents in curriculum development

• Remaining open to new ideas and approaches to learning

• Keele St PS continues to experience accommodation pressures and schools capacity will be exceeded by September 2018

• Natural enrolment changes• Proposed development intensification

• In 2012, Keele St PS was included in the Runnymede PS PART to address enrolment pressures. Keele St PS went through boundary changes and a grade expansion

• A 12-classroom addition was recently constructed to accommodate the boundary change and grade expansion

• Keele St PS is situated on a small, highly constrained site that does not have the ability to accommodate future expansion

AccommodatingPortables on Keele St PS:

• Staff conducted a portable review that examined the playfield and parking lot• Artificial turf scheduled to be installed • Locating portables on parking lot would impact exiting, delivery, waste removal, and

parking spots• In the event of an accommodation emergency one portable could possibly be located

south of the school (hard surface)• LFT determined that the installation of portables was not a sustainable solution

Boundary Change Reviews:

• Staff considered boundary changes to mitigate accommodation pressures at Keele St PS• Potential changes were explored with Annette St Jr and Sr PS, Fern Ave Jr and Sr PS,

Howard Jr. PS, and Indian Rd Crescent Jr PS• Schools are operating at or near their respective capacities and projected to remain fully

enrolled. Sites are also small in size.• Changing boundaries would create an accommodation pressure at another school

Development Redirection Studies:

• Considered when a large residential development is proposed to be constructed in an area that is served by an overcrowded school. The large residential development is assigned to a school outside of the area that has space available. The redirection occurs before the residential development is occupied

Program Relocation Studies:

• Considers existing programs that can be moved between two schools to improve geographic distribution and access to programs, to reduce overcrowding, and to utilize surplus space

Options CommentsExpansion of Site: • Keele St PS is situated on a small, highly constrained site that does not have the

ability to accommodate future expansion• Site is significantly undersized to provide play areas• Impossible to physically connect any new addition to the school• Additional classrooms would increase parking requirements. There is no room

on the site for additional parking

Reclaiming space from Child Care:

• TDSB does have procedure to review the use of exclusive school space by child care operators but not typically engaged until other options for accommodating students have been exhausted

• City of Toronto provided funding to the TDSB for the construction of child care room during the 12-room addition at Keele St PS

• Many local elementary schools in the area have a child care operator and/or do not have space to accommodate one

• Even if existing child care space were to be reclaimed by the school. It would only be one classroom and one resource-size room

Reclaiming space from Community Centre:

• The Keele Community Centre is providing service to children residing within the community and is a highly-valued partner

• Community Centre is using a General Purpose Room and an Office Space. These spaces are not readily available for instructional purposes

Options CommentsRelocating program into Condo:

• There is no mechanism under existing Planning legislation that allows the TDSB to secure space within a new development

• Timing for the approval and construction of the proposed towers does not align with need to address enrolment pressures at Keele St. PS

• Should an opportunity arise to secure space within a mixed-use development, it would be to explored accommodate local enrolment growth

Changing GradeRanges at Keele St PS:

• Keele St PS expanded its grades from K to 6 to K to 8 starting in 2014• Converting school back to a K to 6 would go against TDSB accommodation

drivers such as minimal transitions and distinct attendance areas

• Nearby elementary schools were explored for possible program relocation but these sites are all operating at or near their respective capacities and are projected to remain fully enrolled.

• These local schools also have relatively small site sizes. Small site sizes present challenges in terms of accommodating portables/expansions while meeting outdoor play area/green space requirements.

School does not have sufficient space to absorb students from Mountview Alt School.

Perth Ave PS School does not have sufficient space to accommodate Mountview Alt School. TDSB is not able to reclaim space from TCDSB.

Western TCS/ Ursula Franklin Academy/TheStudentSchool

There are five different programs in the building (three secondary schools, George Hull, and two child care centres).

Runnymede CI School does have space to accommodate Mountview Alt School through reorganization.

General Mercer JPS School does have space to accommodate Mountview Alt School through reorganization.

Office Staff: • If Mountview Alt Jr School were to relocate to Runnymede CI then a full time clerical would be allocated to Mountview Alt School teaching allocation

• If Mountview Alt Jr School were to relocate to General Mercer JPS then the clerical allocation would remain at 0.5

Lunch Room Supervisors:

• The allocation for Lunch Room Supervisors would follow the Board approved allocation and is based on number of students attending the school

• Mountview Alt School would be allocated two Lunch Room Supervisors• Opportunity to apply for additional allocation through the Learning Network

Superintendent, once the school has been relocated

Principal/Vice-Principal:

• The administration at either General Mercer JPS or Runnymede CI would be responsible for both the current school and Mountview Alt School

• No additional Vice-Principal would be allocated

Prep Time: • Prep would be delivered by the teacher allocated for Prep at Mountview Alt Jr School• Prep would be delivered based on the qualification of the teacher in the school• If Mountview Alt Jr School expanded its grades to K to 8 then the school would receive

an additional classroom teacher and a 0.5 prep teacher allocation

Supervision: • Supervision would be provided by the Mountview Alt Jr School teachers at Runnymede CI

Teachers: • Mountview Alt Jr School teachers would relocate with the school to the new site• Mountview Alt Jr School teachers (like all teachers) may apply to other positions and/or

request a transfer
